This is a special meeting of the Board of Supervisors for purposes of interviewing
candidates for the Windsor Hills Magisterial District vacancy.
Good afternoon and welcome to our meeting for November 28, 2018. Regular meetings
are held on the second and fourth Tuesday at 3:00 p.m. Public hearings are held at
7:00 p.m. on the fourth Tuesday of each month. Deviations from this schedule will be
announced. The meetings are broadcast live on RVTV, Channel 3, and will be
rebroadcast on Thursday at 7:00 p.m. and on Saturday at 4:00 p.m. Board of
www.RoanokeCountyVA.gov. Our meetings are closed-captioned, so it is important for
everyone to speak directly into the microphones at the podium. Individuals who require
assistance or special arrangements to participate in or attend Board of Supervisors
meetings should contact the Clerk to the Board at (540) 772-2005 at least 48 hours in
advance. Please turn all cell phones off or place on silent.

COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION
CENTER ON TUESDAY, NOVEMBER 28, 2018
RESOLUTION CERTIFYING THE CLOSED MEETING WAS HELD IN
CONFORMITY WITH THE CODE OF VIRGINIA
WHEREAS, the Board of Supervisors of Roanoke County, Virginia has convened a
closed meeting on this date pursuant to an affirmative recorded vote and in accordance
with the provisions of The Virginia Freedom of Information Act; and
WHEREAS, Section 2.2-3712 of the Code of Virginia requires a certification by the
Board of Supervisors of Roanoke County, Virginia, that such closed meeting was
conducted in conformity with Virginia law.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke
County, Virginia, hereby certifies that, to the best of each members knowledge:
1. Only public business matters lawfully exempted from open meeting requirements
by Virginia law were discussed in the closed meeting which this certification resolution
applies; and
2. Only such public business matters as were identified in the motion convening the
closed meeting were heard, discussed or considered by the Board of Supervisors of
Roanoke County, Virginia.

Supervisors in the Windsor Hills Magisterial District

ISSUE:
Appointment for Windsor Hills Magisterial District
BACKGROUND:
Joseph P. McNamara, representing the Windsor Hills Magisterial District, tendered his
resignation on November 20, 2018, effective November 26, 2018.
DISCUSSION:
During a special meeting of the Board of Supervisors on November 28, 2018, the Board
interviewed potential candidates for the Windsor Hills vacancy. During closed session,
it was the consensus of the Board to appoint _________________to fill the vacancy for
the Windsor Hills District. _______________________ will hold this office until the
qualified voters of this district fill this office by special election to be held on November
5, 2019.
FISCAL IMPACT:
There is no fiscal impact associated with this appointment.

RESOLUTION OF APPOINTMENT TO FILL THE VACANCY ON THE
BOARD OF SUPERVISORS IN THE WINDSOR HILLS MAGISTERIAL
DISTRICT
WHEREAS, Joseph P. McNamara, member of the Roanoke County Board of
Supervisors representing the Windsor Hills Magisterial District, tendered his resignation
from this office on November 20, 2018, said resignation to become effective November
26, 2018; and
WHEREAS, the remaining members of the Board of Supervisors hereby appoint
a qualified voter of the Windsor Hills Magisterial District to fill this vacancy, said
appointment to become effective immediately; and
WHEREAS, the person appointed shall qualify and give bond within thirty days
after this appointment; and
WHEREAS, the person appointed shall hold this office until the qualified voters of
this election district shall fill this office by a special election to be held on November 5,
2019.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That the Board hereby appoints ________________ to fill the vacancy on the
Board of Supervisors of Roanoke County for the Windsor Hills Magisterial District.
2. That this resolution shall take effect immediately.
