HOOKER FOR HER SERVICE AS CHAIRMAN OF THE BOARD OF SUPERVISORS IN 2018 WHEREAS, Martha B. Hooker served as Chairman of the Roanoke County Board of Supervisors during 2018; and WHEREAS, during Ms. Hooker's term as Chairman, the County achieved a variety of accomplishments, including: • New construction, renovation and expansion projects representing more than $26 million in new investment and the creation and retention of more than 330 jobs including; Magnets USA, Harris Corporation and Blue Ridge Beverage • Completion of the redevelopment of the former Vinton library and the grand opening of a new Macados Restaurant • The grand opening of the new Tru by Hilton hotel in Hollins • Sale of the former Cox Communications building to VFP Inc. for anew corporate headquarters • Sale and redevelopment of the former LSC Communications, the former R.R.Donnelly building to Camrett Logistics for their operations • Implementation of Explore Park's adventure plan to include the opening of Mayflower Hills Disc Golf Course, cabin and yurt campground, primitive campground and Niagara Ranch Equestrian Center to create a regional destination for outdoor recreation • Expanding Greenway connections and outdoor spaces with the Jae Valley Park announcement to provide more recreation opportunities for the community • Expanding the "Reimagine" series of planning studies to include the Oak Grove and Plantation Road areas • The redevelopment of the former Allstate building into a multi -tenant corporate office facility by Metis Holdings • Supporting the reopening of the Hollins Library on Sundays • Hiring of anew County Administrator Page 1 of 2 WHEREAS, Chairman Hooker emphasized sound financial strategies and practices and promoted regional projects and initiatives to benefit all the residents of the Roanoke Valley. NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke County, Virginia, does hereby extend its deepest appreciation to Martha B. Hooker for her collaborative and steady leadership of the Board of Supervisors as Chairman during 2018 and for her belief in democracy and championing of citizen participation in local government. Jacks Chief Deputy Clerk Page 2 of 2 Board of Supervisors AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER, ON TUESDAY, JANUARY 22, 2019 ORDINANCE 012219-2 1) AUTHORIZING THE ADJUSTMENT OF THE PRECINCT BOUNDARIES BETWEEN PRECINCT 103 (GLENVAR) AND PRECINCT 106 (GREEN HILL), TO EQUATE THE VOTING AGE POPULATION OF BOTH PRECINCTS, IN THE CATAWBA MAGISGTERIAL DISTRICT; 2) SPLITTING PRECINCT 405 (LINDENWOOD) INTO TWO PRECINCTS IN THE VINTON MAGISTERIAL DISTRICT; AND 3) MOVING THE VOTING LOCATION FOR PRECINCT 201 (PLANTATION) FROM SHENANDOAH BAPTIST CHURCH TO SUMMERDEAN CHURCH OF THE BRETHERN, AT 6604 PLANTATION ROAD IN THE HOLLINS MAGISTERIAL DISTRICT WHEREAS, Sections 24.2-306, 24.2-307 and 24.2-310 of the Code of Virginia (1950), as amended, authorize the governing body of each county to establish the polling place for each precinct in that jurisdiction by ordinance, to increase or decrease the number of precincts, and to alter precinct boundaries, and to change the location of polling places; and WHEREAS, the citizens of Roanoke County, as well as the election officials, will be better served by: 1) adjusting the precinct boundaries between Precinct 103 (Glenvar) and Precinct 106 (Green Hill) to equate the voting age population of both precincts; 2) splitting Precinct 405 (Lindenwood) into two precincts; and Page 1 of 4 3) moving the voting location for Precinct 201 (Plantation) from Shenandoah Baptist Church to Summerdean Church of the Brethren, located at 6604 Planation Road; and WHEREAS, the election officials have determined that the proposed polling place for Precinct 201 will provide more space for voting equipment, higher security to assure citizen and equipment safety, additional and more convenient parking and better accessibility for citizens for all future elections; and WHEREAS, the first reading and public hearing for this ordinance were held on January 22, 2019; and the second reading has been dispensed with, upon an affirmative vote of 4/5ths of the members of the Board, this being deemed to be an emergency measure pursuant to Section 18.04 of the Roanoke County Charter and Section 24.2-309.2 of the Code of Virginia (which prohibits precinct changes during the period of February 1, 2019 to May 15, 2021). NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the relocation of the following polling places be and are hereby approved as follows: (a) The boundaries of Precinct 106 (Green Hill) and Precinct 103 (Glenvar), which are both located in the Catawba Magisterial District, shall be adjusted to equate the voting age population of both precincts; Page 2 of 4 (b) Precinct 405 (Lindenwood), which is located in the Vinton Magisterial District, shall be split into two precincts; and (c) Precinct 201 (Plantation), which is located in the Hollins Magisterial District, shall be moved from the Shenandoah Baptist Church to the Summerdean Church of the Brethren, located at 6604 Plantation Road. 2. That the General Registrar for the County of Roanoke, Virginia is hereby authorized to take all measures necessary to comply with Virginia law and regulations regarding changes in polling precincts, and to provide reasonable notification to the voters of the changes in their respective polling locations. 3. That the County Administrator, or any assistant County Administrator, and the General Registrar are hereby authorized and directed to take such others actions as may be necessary to accomplish the intent of this ordinance. 4. That this ordinance shall take effect immediately. J-1 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: AGENDA ITEM: SUBMITTED BY: APPROVED BY: ISSUE: January 22, 2019 Request to accept and allocate a $2,000 grant to the Fire & Rescue Department from Walmart Stores Stephen G. Simon Chief of Fire and Rescue Daniel R. O'Donnell County Administrator The Fire & Rescue Department would like to accept $2,000 in grant funds from a local Walmart store for the purchase of fire and rescue equipment for North County Station #1. BACKGROUND: The Walmart Foundation awards grants to local organizations making a difference on key issues in communities where Walmart stores, clubs, and distribution center associates live and work. DISCUSSION: In the past, Walmart has selected the Fire & Rescue Department on several occasions as a benefactor of their grant program. This time, we would like to use the $2,000 grant funds to purchase fire and rescue equipment for North County Station #1. FISCAL IMPACT: Funds are being provided by Walmart and there is no local match required. Page 1 of 2 STAFF RECOMMENDATION: Staff recommends the acceptance and allocation of the funds in the amount of $2,000 into the Fire & Rescue Department's budget. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County expresses its deepest appreciation and the appreciation of the citizens of Roanoke County to Battalion Chief DARRYL L. BURKS for more than twenty-eight years of capable, loyal and dedicated service to Roanoke County; and FURTHER, the Board of Supervisors does express its best wishes for a happy and productive retirement. BACKGROUND: The postage allocation represents a request to the Compensation Board to help offset postage costs. DISCUSSION: The funds received from the Commonwealth of Virginia have been earmarked for postage needs. FISCAL IMPACT: All funds are provided by the Commonwealth of Virginia. No County matching funds are required. STAFF RECOMMENDATION: Staff recommends accepting and allocating $3,427.55 to the Clerk of the Circuit Court Page 1 of 2 from the Commonwealth of Virginia. The speed measurement devices has already been purchased. This was done for administrative purposes for DMV. DISCUSSION: The Department of Motor Vehicles awarded $5,685 with a local match of $2,842.50 to the Roanoke County Police Department to purchase speed measurement devices. FISCAL IMPACT: The awarded grant funds total $8,527.50, which includes a required local match of $2,842.50 STAFF RECOMMENDATION: Staff recommends acceptance and allocation of grant funds to the Roanoke County Page 1 of 2 Police Department in the amount of $8,527.50 from the Department of Motor Vehicle. Roanoke County Audit Committee: It is the consensus of the Board to appoint Phil C. North and P. Jason Peters to the Audit Committee for a one-year term that will expire December 31, 2019 Page 1 of 3 Roanoke County Grievance Panel: It is the consensus of the Board to appoint the following individuals to the Grievance Panel for a term of three -years to expire 01 -22 -2022 - George Anderson Tim Hubbard Alternates: Elaine Carver Barry Agnew Dana Martin Lee Blair Roanoke Valley -Alleghany Regional Commission: It is the consensus of the Board to appoint David F. Jacky / Chief Deputy Clerk oe Board of Supervisors AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, JANUARY 22, 2019 ORDINANCE 012219-5 AMENDING PROFFERED CONDITIONS ON APPROXIMATELY 3.2 ACRES ZONED C -1C (LOW INTENSITY COMMERCIAL DISTRICT WITH CONDITIONS), LOCATED IN OR NEAR THE 3300, 3400, AND 3500 BLOCKS OF OGDEN ROAD, CAVE SPRING MAGISTERIAL DISTRICT (TAX MAP NO. 077.11-01-58.00- 0000) WHEREAS, the property located at 0 Ogden Road (Tax Map No. 077.11-01- 58.00-0000), in the Cave Spring Magisterial District, was rezoned in 1989 from R-2 (Duplex Residential District) to B-1 (Office District, which is now the equivalent the County's present classification of C-1, Low Intensity Commercial District), fur the purpose of building a medical office park which was never constructed; and WHEREAS, many development -related conditions were proffered in 1989 at the time of rezoning, addressing specific issues that are now addressed by the County's current development regulations; and WHEREAS, Virginia Interventional Pain and Spine Center is requesting to amend the proffered conditions associated with this property by removing all prior conditions and replacing them with the following conditions: 1. The site will be developed in general conformance with the titled Preliminary Site Schematic Plan for Ogden Road, Professional Park concept plan as prepared by Craighead and Associates, dated 10/23/2018, and 2. All freestanding pole mounted site lighting will not exceed eighteen (18') feet from grade; and Page 1 of 4 WHEREAS, the first reading of this ordinance was held on December 18, 2018, and the second reading and public hearing were held on January 22, 2019; and WHEREAS, the Roanoke County Planning Commission held a public hearing on this matter on January 2, 2019, and subsequently recommended approval of the application; and law. WHEREAS, legal notice and advertisement has been provided as required by BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. The request to amend the proffered conditions on property located at 0 Ogden Road (Tax Map No. 077.11-01-58.00-0000), in the Cave Spring Magisterial District, is approved. The prior proffered conditions associated with this property are removed and replaced with the following new proffered conditions: a. The site will be developed in general conformance with the titled Preliminary Site Schematic Plan for Ogden Road, Professional Park concept plan as prepared by Craighead and Associates, dated 10/23/2018, and b. All freestanding pole mounted site lighting will not exceed eighteen (18') feet from grade. 2. In approving the above, the Board finds that: Page 2 of 4 a. The amendments to the proffered conditions are consistent with the purpose and intent of the County's Comprehensive Plan and good zoning practice; b. The 1989 rezoning gave rise for the need for the originally proffered conditions; c. The County's Zoning Ordinance was subsequently adopted in 1992 and covers many of the issues raised in the originally proffered conditions; d. The new proffered conditions have a reasonable relation to the 1989 rezoning, are in conformity with the Comprehensive Plan, are clearly understood and enforceable, and do not require or allow a design or standard that is less restrictive than the general provisions of the County's Zoning Ordinance; and e. All of the other prior proffered conditions that are proposed to be removed are now covered under the County's current development regulations or are no longer desirable. 3. This ordinance shall be in full force and effect thirty (30) days after its final passage. All ordinances or part of ordinances in conflict with the provisions of this ordinance shall be, and the same hereby are, repealed. The Zoning Administrator is directed to amend the zoning district map to reflect the changes authorized by this ordinance.
