Good afternoon and welcome to our meeting for January 22, 2019. Regular meetings
are held on the second and fourth Tuesday at 3:00 p.m. Public hearings are held at
7:00 p.m. on the fourth Tuesday of each month. Deviations from this schedule will be
announced. The meetings are broadcast live on RVTV, Channel 3, and will be
rebroadcast on Thursday at 7:00 p.m. and on Saturday at 4:00 p.m. Board of
Supervisors meetings can also be viewed online through Roanoke County’s website at
www.RoanokeCountyVA.gov.Our meetings areclosed-captioned, so it is important for
everyone to speak directly into the microphones at the podium.Individuals who require
assistance or special arrangements to participate in or attend Board of Supervisors
meetings should contact the Clerk to the Board at (540) 772-2005 at least 48 hours in
advance. Please turn all cell phones off or place on silent.

ORDINANCE-CONSENT AGENDA:Approval of these items does not indicate
support for, or judge the merits of, the requested zoning actions but satisfies
procedural requirements and schedules the Public Hearings which will be held after
recommendation by the Planning Commission:
1.The petition of Balzer and Associates, Inc. to rezone approximately 1.17 acres
from R-1, Low Density Residential, District to C-1, Low Intensity Commercial,
District for a medical office, located at 4920 Colonial Avenue, Cave Spring
Magisterial District
2.The petition of Rhonda S. Conner to obtain a Special Use Permit in a R-1S, Low
Density Residential, District with a special use permit to acquire a multiple dog
permit on 4.68 acres, located at 6185 Bent Mountain Road, Windsor Hills
Magisterial District
3.The petition of Virginia Class Action Softball Club to rezone approximately 11.03
acres from R-1, Low Density Residential, District to C-2, High Intensity
Commercial, District for a commercial outdoor sports and recreation facility,
located at 4774 Pioneer Drive, Vinton Magisterial District
G.FIRST READING OF ORDINANCES
1.Ordinance enacting a new Section 13-14 of the Roanoke County Code,
prohibiting the use of automobiles as sleeping quarters(PeterLubeck, Senior
Assistant County Attorney)
2.Ordinance authorizing the granting of a new public drainage easement to the
Board of Supervisors of Roanoke County on property owned by Ms. Shirley Lee
Manning, Tax Map No. 054.02-04-20.00-0000, located at 4737 Little Bear Road,
Catawba Magisterial District(Tarek Moneir, Acting Director of Development
Services)
3.Ordinance accepting and appropriating funds in the amount of $1,752,213,
granting signatory authority to the County Administrator or his designee to
execute a project administration agreement with the Virginia Department of
Transportation and extending Contract 2013-087 for engineering, design, right of
way and construction management services for the Plantation Road Bicycle,
Pedestrian and Streetscape Improvement Project, Phase II in an amount not to
exceed $444,797.31(David Henderson, County Engineer; Megan Cronise,

4.Ordinance appropriating funds in the amount of $187,000 from County Capital
Reserves for fiscal year 2018-2019 for the purpose of providing funding for the
County Facilities Assessment(Due to time constraints, it is requested that,
upon four-fifths vote of the Board, the second reading be waived per Article
V Chapter 2, Section 2-123 (h) of the Roanoke County Code)(Rob Light,

H.PUBLIC HEARING AND FIRST READING OF ORDINANCES
1.Ordinance authorizing the adjustment of the precinct boundaries between
Precinct 103 (Glenvar) and Precinct 106 (Green Hill), to equate the voting age
population of both precincts, in the Catawba Magisterial district; Splitting
Precinct 405 (Lindenwood) into two precincts in the Vinton Magisterial District;
and Moving the voting location for Precinct 201 (Plantation) from Shenandoah
Baptist Church to Summerdean Church of the Brethern, at 6604 Plantation Road
in the Hollins Magisterial District (Due to time constraints, it is requested that,
upon a four-fifths vote of the Board, the second reading be waived and the
ordinance adopted as an emergency measure.) (Anna Cloeter, Director of
