HomeMy WebLinkAbout6/25/2019 - Adopted Board RecordsAT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, JUNE 25, 2019 RESOLUTION 062519-1 OF THE BOARD OF SUPERVISORS OF THE COUNTY OF ROANOKE, VIRGINIA, DECLARING ITS INTENTION TO REIMBURSE ITSELF FROM THE PROCEEDS OF A FINANCING FOR COSTS ASSOCIATED WITH THE REPLACEMENT OF THE PUBLIC SERVICE CENTER FACILITY Whereas, the Board of Supervisors of the County of Roanoke, Virginia (the "County") has determined that it may be necessary or desirable to advance money to pay the costs associated with the replacement of the Public Service Center Facility Project (the "Project") before undertaking a tax-exempt financing for some or all of the costs of the Project. NOW THEREFORE, BE IT RESOLVED, BY THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, as follows - 1 . ollows: 1. The Board of Supervisors adopts this declaration of official intent under Treasury Regulations Section 1.150-2. 2. The Board of Supervisors reasonably expects to reimburse advances made or to be made to pay the costs of designing, acquiring, constructing and equipping the Project from the proceeds of a tax-exempt financing. 3. On the date each advance is made, it will be a capital expenditure (or would be with a proper election) under general federal income tax principles or will otherwise comply with the requirements of Treasury Regulations Section 1.150-2(d)(3). 4. The expected maximum principal amount of the tax-exempt financing to be incurred for the Project is $ 10,000,000. Page 1 of 2 5. The adoption of this resolution is consistent with the budgetary and financial circumstances of the County. 6. This resolution shall take effect immediately upon its adoption. Jacks) Chief Deputy Clerk t e Board of Supervisors cc: Laurie Gearheart, Acting Director of Finance Page 2 of 2 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, JUNE 25, 2019 RESOLUTION 062519-2 WAIVING VALUE ENGINEERING (VE) FOR DESIGN OF PUBLIC SERVICE CENTER CAPITAL PROJECT WHEREAS, the Board of Supervisors has authorized and appropriated funds for a capital project to replace the County's Public Service Center; and WHEREAS, based on the nature of construction and renovations for the project components, the Board of Supervisors recognizes that there are efficiencies to be achieved and cost savings to be realized from waiving the Value Engineering process for the Public Service Center capital improvement project; and WHEREAS, the Board of Supervisors has been presented with compelling reasons that show that this project is comprised of multiple smaller projects that include the reconfiguration of existing space, pre-engineered construction for shop focused functions, basic office space needs, and limited site reconfiguration options; and WHEREAS, Section 5.1 of the Roanoke County Procurement Policy requires that Value Engineering be implemented for any capital construction project costing more than $5,000,000 unless the VE requirement is expressly waived by the Board; and NOW, THEREFORE, BE IT RESOLVED, by the Board of Supervisors of Roanoke County, Virginia, as follows; 1. That the Value Engineering requirement set forth in Section 5.1 of the Roanoke County Purchasing Policy be waived for the Public Service Center capital improvement project; and 2. The capital improvement project for the Public Service Center previously approved and appropriated by this Board shall proceed as scheduled. O'Donnell County Administrator Request to accept and allocate funds in the amount of $12,410.30 to the Clerk of the Circuit Court from the Commonwealth of Virginia BACKGROUND: Technology Trust Funds representing fees collected by the Roanoke County Circuit Court Clerk's Office, have been received from the State in the amount of $12,410.30. In accordance with State of Virginia Code Section 17.1-279, the Circuit Court Clerks Office shall assess a $5.00 fee called Technology Trust Fund Fee. Each month, the Clerk's Office can request the fees that were assessed the previous month. The code section further states that four of every five dollar fee shall be allocated by the Compensation Board from the trust fund for the purposes of obtaining and updating office automation and information technology equipment including software and conversion services; preserving, maintaining and enhancing court records, including but not limited to the costs of repairs, maintenance, land records, consulting services, service contracts, redaction of social security numbers from land records and system replacement or upgrades and improving public access to court records. DISCUSSION: The funds received from the Commonwealth of Virginia have been earmarked for maintenance needs for the Clerk of Circuit Court, specifically towards the twice yearly Page 1 of 2 maintenance bill from the Supreme Court for maintaining their records, equipment, etc. and funds to offset the cost of postage. FISCAL IMPACT: All funds are provided by the Commonwealth of Virginia. No County matching funds are required. STAFF RECOMMENDATION: Staff recommends accepting and allocating $12,410.30 to the Clerk of Circuit Court from the Commonwealth of Virginia. VOTE: Supervisor Peters moved to accept and allocate the funds. Supervisor Assaid seconded the motion. Motion approved. BACKGROUND: Jessica Webb, Administrative Services Coordinator, currently serves on the Blue Ridge Behavioral Healthcare Board of Directors under a three-year term that expires December 31, 2019. Ms. Webb is leaving Roanoke County effective July 3, 2019. Staff recommends that Shannon Brabham, Assistant Director of Service Programs be appointed to fill the remaining term. It is the consensus of the Board to appoint Ms. Brabham. STAFF RECOMMENDATION: Staff recommends confirmation of Shannon Brabham to fill the unexpired term on the Blue Ridge Behavioral Healthcare Board of Directors.
