C.1 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: June 12, 2019 AGENDA ITEM: Briefing to review Roanoke County's newly redesigned website with the Board of Supervisors SUBMITTED BY: Amy Whittaker Public Information Officer APPROVED BY: County Administrator ISSUE: This time has been set aside to provide a briefing to the Board of Supervisors on the CivicPlus, the technology platform widely used by more than 3,500 local governments across the country. New technology-based tools since 2010 have driven the need for a site redesign and upgrade to give citizens a more efficient, responsive and accessible experience over a range of mobile devices, including smartphones and tablets. The new enhanced website also allows more options for customization and a fresh, updated appearance. The need for an enhanced web presence also aligns with the Community improved user experiences and better citizen engagement. both the Economic Development website and Library Services webpages, both of which are specifically tailored to meet the needs of the audiences they serve. These two projects occurred simultaneously with the main website redesign. Key benefits for citizens include: increased accessibility to site content and functions; responsive site design for seamless use by computer, smartphone, and tablet users; for more efficient site navigation; and compatibility with a greater range Page 1 of 2 of browsers for desktop and mobile. The new website will also allow tighter integration with other services we offer through third party applications, such as Citizen Self-Service Tax Payments, our award-winning suite of GIS Applications, and future applications. for news, calendar events and social media outlets, and enjoy more intuitive and flexible back-end controls. CivicPlus staff has migrated all content over to the new site, as well as provided on-site training for 60+ Roanoke County staff members who have a hand in maintaining the site. D.1 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: June 12, 2019 AGENDA ITEM: Resolution of support for Recreational Access Program funding for improvements to Chestnut Ridge Road in Explore Park SUBMITTED BY: Doug Blount Director of Parks Recreation and Tourism APPROVED BY: County Administrator ISSUE: Resolution of support from the Board of Supervisors is required for submittal of a grant application to the Commonwealth Transportation Board for Recreational Access Program funding from the Virginia Department of Transportation for improvements to Chestnut Ridge Road in Explore Park. BACKGROUND: The Recreational Access Program is a state-funded program intended to provide adequate access to or within public recreational areas operated by the Commonwealth of Virginia, or by a local government or authority. The program is administered by the Virginia Department of Transportation (VDOT) Local Assistance Division. Recreational Access Program funds require designation and concurrence by the Director of Conservation and Recreation (DCR) and allocation by the Commonwealth Transportation Board (CTB). These funds may be used for financing the construction or improvement of secondary or local system roads within counties. The Roanoke County Department of Parks, Recreation and Tourism is requesting Recreation Access funds to make improvements to Chestnut Ridge Road, an existing 0.30-mile private road that provides access to Explore Park from Rutrough Road (State Route 618) and the Roanoke River Parkway, a federally owned and maintained road connecting the Blue Ridge Parkway to Explore Park. Additionally, staff are proposing construction of a new shared use path for bicyclists and pedestrians that would be Page 1 of 3 located parallel to Chestnut Ridge Road, providing connectivity between the cabins and yurts, parking lots, Blue Ridge Parkway Visitor Center, Taubman Center, and the Brugh Tavern. DISCUSSION: Preliminary design plans have been developed by Balzer & Associates and reviewed by VDOT Salem District and Residency staff. The existing roadway will be upgraded to VDOT Road Design Manual and Subdivision Street standards, which may vary based on the type and amount of traffic projected. The road width is anticipated to be 18-24 feet with a design speed of 25-30 mph; however, a lower or higher design speed may be considered if justified. The road will be accepted into the secondary road system and maintained by VDOT. The shared use path will be 8-10 feet in width, built to American Association of State Highway and Transportation Officials (AASHTO) and VDOT Road Design Manual standards, located inside of the state right-of-way, and accepted into the secondary road system for VDOT maintenance. On March 20, 2019, the Virginia Recreational Facilities Authority (VRFA) approved a resolution of support for Roanoke County to apply for Recreational Access Program funding through VDOT for improvement to Chestnut Ridge Road. On May 15, 2019, in accordance with §Section 33.2-1510 of the Code of Virginia, the Director of DCR provided a letter to Roanoke County designating Explore Park as a state public recreation area and recommended to the Commonwealth Transportation CTB that Recreational Access Program funding be dedicated to Roanoke County for Explore Park. FISCAL IMPACT: Funding for preliminary design and engineering of the Chestnut Road improvements and shared use path has been allocated through the Roanoke County Parks, Recreation and Tourism Capital Improvement Program. Cost estimates for the road improvements and shared use path are estimated to be $431,500. Staff are requesting Recreational Access Program funds for road improvements not to exceed $400,000 and the shared use path not to exceed $75,000. Since Explore Park has been designated a state public recreation area, there are no local match requirements anticipated for construction of the access road or shared use path. Page 2 of 3 STAFF RECOMMENDATION: Staff recommends that the Board of Supervisors approve this resolution for Recreational Access Program funds up to a maximum of $400,000 for improvements to Chestnut Ridge Road and up to a maximum of $75,000 for new construction of a shared use path. Page 3 of 3 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON WEDNESDAY, JUNE 12, 2019 RESOLUTION APPROVING A GRANT APPLICATION TO THE VIRGINIA DEPARTMENT OF TRANSPORTATION FOR RECREATIONAL ACCESS PROGRAM FUNDING FOR REDEVELOPMENT OF CHESTNUT RIDGE ROAD IN EXPLORE PARK IN THE VINTON MAGISTERIAL DISTRICT WHEREAS, Explore Park is owned by the Virginia Recreational Facilities Authority (VRFA) and is to be developed by the Roanoke County Department of Parks, Recreation and Tourism, through a 99-year lease executed on September 24, 2013, as a public recreational facility serving the residents of the County of Roanoke and adjoining localities; and WHEREAS, the Virginia Recreational Facilities Authority (VRFA) is authorized to lease as lessor any real or personal property by Section 10.1-1603(1) of the Code of Virginia; and WHEREAS, Roanoke County is authorized to acquire property by lease by Section 15.2-1800(A) of the Code of Virginia and by Section 2.03 of the Roanoke County Charter; and WHEREAS, the existing private road network does not provide for adequate access to Explore Park, and it is deemed necessary that improvements be made to Chestnut Ridge Road to facilitate development of Explore Park, in accordance with the Explore Park 2016 Adventure Plan adopted by the Roanoke County Board of Supervisors on September 13, 2016; and WHEREAS, the property on which this facility, Chestnut Ridge Road (private road), is located in Explore Park has access to two public roadways: (1) Rutrough Road (State Route 618) and (2) the Roanoke River Parkway, a federal road connecting the Blue Ridge Parkway to Explore Park; and WHEREAS, Roanoke County is a local authority, in accordance with Section 33.2- 705 of the Code of Virginia, and has the powers vested on June 20, 1932, for establishment of new highways in its respective jurisdiction, which shall, upon such establishment, become part of the secondary state highway system within Roanoke Page 1 of 4 County; and WHEREAS, the procedure governing the allocation of recreational access funds as set forth in Section 33.2-1510 of the Code of Virginia requires joint action by the Director of the Department of Conservation and Recreation and the Commonwealth Transportation Board; and WHEREAS, a statement of policy agreed upon between the said Director and Board approves the use of such funds for the construction of access roads to publicly- owned recreational or historical areas; and WHEREAS, the Director of the Department of Conservation and Recreation has designated Explore Park as a state public recreational area and has recommended to the Commonwealth Transportation Board that recreational access funds be allocated to develop an adequate access road and shared use path (i.e., bikeway project) to serve Explore Park; and WHEREAS, the Board of Supervisors has duly adopted a zoning ordinance pursuant to Article 7 (Section 15.2-2280 et seq), Chapter 22, Title 15.2 of the Code of Virginia; and WHEREAS, it appears to this Board of Supervisors that all requirements of the law have been met to permit the Director of the Department of Conservation and Recreation to designate Explore Park as a public recreational facility and further permit the Commonwealth Transportation Board to provide funds for access to this public recreation area in accordance with Section 33.2-1510 of the Code of Virginia; and WHEREAS, the Board of Supervisors agrees, in keeping with the intent of Section 33.2-405 of the Code of Virginia, to use its good offices to reasonably protect the aesthetic or cultural value of this road leading to or within areas of historical, natural or recreational significance. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke County, as follows: 1. That the Commonwealth Transportation Board is hereby requested to allocate the necessary recreational access funds to provide a suitable Page 2 of 4 access road and shared use path (i.e., bikeway project) as hereinbefore described. 2. That the County Administrator and/or his designee(s) be authorized to act on behalf of the Board of Supervisors to execute any and all documents necessary to secure the funding sought through the Recreational Access Program upto, but not exceeding, $400,000 in state funds for an access road project and not more than $75,000 for a shared use path (i.e., bikeway project). 3. That the Roanoke County Board of Supervisors hereby agrees that the existing private road (Chestnut Ridge Road) will be reconstructed will be added to and become part of the secondary system of highways, and the constructed shared use path (i.e., bikeway project) will be added part of the secondary system of highways. 4. The County of Roanoke acknowledges that the State Environmental Review Process (SERP) must be completed prior to any construction activity on this project as a condition of the use of the Recreational Access Fund, if the construction costs exceed $500,000. 5. The County of Roanoke hereby guarantees that the necessary environmental analysis, mitigation, and fee simple right of way for this improvement, and utility relocations or adjustments, if necessary, will be provided at no cost to the Virginia Department of Transportation; and 6. The County of Roanoke acknowledges that no land disturbance activities may occur within the limits of the proposed access project without the permission of the Department of Transportation as a condition of the use of the Recreational Access Fund. 7. That if Roanoke County subsequently elects to cancel this project the County agrees to reimburse the Virginia Department of Transportation for the total amount of costs expended by the Department through the date the Department is notified of such cancellation; Roanoke County also acknowledges that it will be required to repay any funds previously reimbursed Page 3 of 4 that are later deemed ineligible by the Federal Highway Administration. and 8. E.1 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: June 12, 2019 AGENDA ITEM: ad System Six-Year Improvement Plan for fiscal years 2020- 2025 SUBMITTED BY: Philip Thompson Acting Director of Planning APPROVED BY: County Administrator ISSUE: Discussion of the County's Secondary Road Six-Year Improvement Plan. BACKGROUND: Each year the Board of Supervisors approves the County's Secondary Road Six-Year Improvement Plan and the construction priority list for the upcoming fiscal year. The estimated allocation for the six-year plan is $2,123,017 with $364,220 allocated for fiscal year 2020. DISCUSSION: Roanoke County's Secondary Road Six-Year Improvement Plan includes the following components: Countywide Incidental Improvements ($40,000) Services included under this Page 1 of 3 category include subdivision plan review, right-of-way engineering, preliminary engineering and surveys, traffic services, safety projects, minor drainage improvements, fertilization, and seeding. Rural Addition Program: The rural addition program is a program through which older private roadways meeting certain criteria are brought into the State Secondary System. This program has a balance of $207,586 for the addition of Harmony Lane. No additional allocations to this program are proposed. Prioritized Projects: ($300,735): Prioritized projects are larger reconstruction projects for existing secondary roadways. In fiscal year 2019-20, funding allocation for prioritized projects is recommended as follows Dry Hollow Road: $242,614 Ivy Ridge Road: $58,121 District Grant - Unpaved (beginning FY21): -Year Improvement Plan includes additional funding specifically for unpaved road funds. Two unpaved roads programmed for paving are: Ivy Ridge Road and Webb Road. Due to conditions on Webb Road, staff recommends amending the construction priority of these two projects so that Webb Road may be paved first. New Projects: No new projects are proposed at this time. Unallocated funds in the last three fiscal years of the six-year program are shown in a balance entry on page 4 of the Secondary System Construction Program. These "Telefee" funds are estimated as follows: Fiscal Year 2022-23 $142,049 Fiscal Year 2023-24 $242,614 Fiscal Year 2024-25 $223,541 Total $608,204 These funds could be used to leverage future applications for Surface Transportation Block Grant funds, to support existing projects with funding deficits, or to fund new projects. BACKGROUND: Old Heritage Corporation, the owner and developer of the formerly designated Southern Pines Development (now a part of Hunting Hills), has requested that a portion of the undeveloped right-of- the right-of-way known as Southern Pines Drive (State Route 1591) and ending at the intersection with Hunt Camp Road (State Route 1425) be vacated. The right-of-way was originally shown as a subdivision road off of Starkey Road (State Route 904), and was platted in 1940. Due to the changes in circumstances since the neighborhood was originally designed, the extension of Sleepy Hollow Drive is no longer needed by the developer. The vacated road will become part of the Hunting Hills (Section No. 29) development. Page 1 of 2 DISCUSSION: Development Services examined the potential impacts of vacating this right-of-way. It was determined that the main concern is maintaining County services to the residents of the dead end of Overland Drive, which was originally planned to have additional connectivity through the intersection of Sleepy Hollow Drive. Although this was the original plan for the development, the consensus among the School District, General Services, and the Fire Marshal is that the existing services can be maintained without the connection to Sleepy Hollow Drive. The local utilities have been contacted by the applicant concerning the vacation and had no concerns. The Western Virginia Water Authority will have a new public variable width water line easement and sanitary sewer easement within the existing Sleepy Hollow Drive right-of-way, which has been proposed to be vacated. The proposed changes are depicted on the plat, entitled "Exhibit Showing Portion of Sleepy Hollow Drive Right-of-Way Vacation to Become Part of Hunting Hills -- Section No. 29 (marked as Attachment "A")." There have been no changes since the first reading of this ordinance on May 28, 2019. FISCAL IMPACT: The costs and expenses associated herewith shall be the responsibility of Old Heritage Corporation. STAFF RECOMMENDATION: Staff recommends that the Board approve and adopt this ordinance to vacate the described undeveloped right-of-way. The greenway is over 2 miles in length, 8-10 feet in width, and comprised of crushed aggregate stone. The greenway currently extends from Hardy Road in the Town of Vinton to the Blue Ridge Parkway in Roanoke County. Development of this greenway was initiated early in the greenway program, because of the availability of land within existing local parks, along sewer corridors, and proximity to Washington Avenue was completed in 1999. The 80-foot bridge crossing the creek was built by volunteers, and the ribbon cutting for the trail was incorporated into the first volunteers for greenway maintenance and enhancement, with the addition of flower Page 1 of 3 beds, kiosks, benches, additional parking, and a Police fitness course. In 2001, Hardy Road was widened from two lanes to five lanes, and bicycle lanes and sidewalks were included with the connection to the greenway. completed in 2006 to reach Mountain View Road at the Blue Ridge Parkway. The greenway connects Goode Park, William Byrd Middle and High Schools, and includes volunteer-built bridges, and the greenway goes underneath the reconstructed Mountain View Road, which now has bike lanes. The Wolf Creek Greenway provides a heavily-used connection in Vinton and Roanoke County neighborhoods. Many senior citizens, William Byrd students, and residents from local subdivisions as well as the neighboring county use the trail. With completion to the Parkway, Wolf Creek Greenway offers many extended loops. Future plans propose extension of the greenway to the Vinton Business Center, the Blue Ridge Parkway, and Roanoke River. The Bryants Peggy Whiteacre Bryant was born on April 9, 1933 in Gore, VA. She moved to Roanoke when she was eleven. Peggy graduated from Jefferson High School, and Lynn graduated from William Byrd High School. Lynn served in the Navy from June 1951 until June 1955. Peggy and Lynn met at the Vinton Pool and married in 1956. The Bryants have four children, five grandchildren, and reside in the Town of Vinton. The Bryants began their trail work sometime in the 1970s. The first trail that Lynn to build between 50 and 75 trails with the Roanoke Appalachian Trail Club and the Roanoke Valley Greenways. The shortest trail they worked on was half of a mile and the longest was eight miles. They have worked on trails from Christiansburg to Tazewell County to the Mill Mountain Star Trail in Roanoke. The Read Mountain Preserve Trail took over a year to complete due to the rocky terrain. They also had to cut a half mile of timber 50 yards wide to create the Lick Run Greenway. Both the Roanoke Appalachian Trail Club and the Roanoke Valley Greenways have recognized Lynn and Peggy for their years of dedicated service. They won the Bill Gorge Award in 2001 and the Salute to Senior Service Award for the state of Virginia in 2013. Peggy and Lynn have been with the Wolf Creek Greenway from the very beginning, when it was built in 1998 and dedicated in 1999. They estimate that over the years, they have cleared four dump trucks loads of sand from the underpass. At the age of eighty- seven, Lynn is still on the Wolf Creek Greenway nearly every single day, rain or shine. Not only do thousands of people currently benefit from the trails that Lynn and Peggy have made, but these trails will provide a place for future generations of Virginians to hike, bike and walk. Page 2 of 3 DISCUSSION: The Town of Vinton, Roanoke County, and Roanoke Valley Greenway Commission are th holding a 20 anniversary celebration on Wednesday, June 26, 2019, at 5:00 pm on the Wolf Creek Greenway. A commemorative bench will be dedicated to Lynn and Peggy Bryant recognizing their dedication and community service to the Wolf Creek Greenway. Proclamations will be presented from staff in Roanoke County and the Town of Vinton.
