Page 1 of 1 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, OCTOBER 8, 2019 RESOLUTION RECOGNIZING AND CELEBRATING PLASTICS th ONE DURING ITS 70 ANNIVERSARY WHEREAS, in 1949, Charles and Curtis Lemon and Steve Bogese launched Virginia Plastics and Chemical Co. as a small family-owned company making extruded wire, plastic parts and hearing aid cords; and WHEREAS, in 1977, Plastic Products Company a division of Virginia Plastics moved to SW Roanoke County and in 1987 became Plastics One, shifting its focus to manufacturing medical, audio and research goods for businesses around the world; and WHEREAS, in 2001, Plastics One became employee-owned; and WHEREAS, in 2017, Plastics One expanded their manufacturing facility to its current footprint of 100,000 square feet, and WHEREAS, today Plastics One is one of the top 10 largest employers in Roanoke County with 350 employees; and WHEREAS, Plastics One boasts two International quality standards in manufacturing, registration with the FDA and State Department; and WHEREAS, Plastics One has grown alongside the expansive international healthcare industry by meeting its demands for medical devices and has grown annual sales from $2 million in the 1970s to over $33 million a year today. E.1 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: October 8, 2019 AGENDA ITEM: Resolution in Support of Immediate Funding for Repairs to Blue Ridge Parkway Closures Milepost 106 to Milepost 112 and Roanoke Mountain Loop Road at Milepost 120 SUBMITTED BY: Doug Blount Director of Parks Recreation and Tourism APPROVED BY: County Administrator ISSUE: Requesting a resolution of support for immediate repair funding by the National Park Service to repair and re-open the Blue Ridge Parkway between Milepost 106 to Milepost 112 and the Roanoke Mountain Loop Road at Milepost 120 BACKGROUND: The Blue Ridge Parkway makes its way through the heart of Virginia's Blue Ridge Mountains. At 469 miles, this scenic drive winds along the Blue Ridge Mountains and offers visitors the opportunity to enjoy some of the best mountain views in the world. The Parkway is operated by the National Park Service (NPS) and is the most visited unit in the National Park System. Travelers can take the Parkway north out of the Roanoke Valley and make their way to Shenandoah National Park and Skyline Drive or south toward Great Smoky Mountains National Park and Grandfather Mountain in North Carolina. The Blue Ridge Parkway also connects to interesting locations in Virginia's Blue Ridge. The Parkway is only a 10-minute drive from Downtown Roanoke and there are eight different entry points to this world-famous road throughout the region. When traveling on the Blue Ridge Parkway, visitors have the opportunity to enjoy a variety of experiences, including Mabry Mill - one of the most photographed spots on Page 1 of 2 the Parkway and an icon of the region, as well as Explore Park and the Peaks of Otter. DISCUSSION: On September 6, 2019, the Federal Highways Administration determined the section between Parkway Milepost 106 (Route 460) and Parkway Milepost 112 (Route 24) to be unsafe. There are five areas of concern where the soil has settled around box culverts, causing dangerous ramp-like conditions. It is our understanding that the Blue Ridge Parkway Maintenance staff will need to contract with a company to fix the sub-surface, which will likely include removing and replacing the pavement in those five areas. The Roanoke Mountain Loop Road has also been closed due to the road being washed out from a previous weather event. The NPS fiscal year budget cycle ends on September 30, 2019. No funding is available for this repair work at the present time. Budgeting for this project is a park priority after October 1, 2019 when the US Government should have an approved budget. If funding is allocated for the repair work, the repairs would likely take place after the fall tourism season. The fall season is one of the most popular times to travel the Blue Ridge Parkway. Monthly visitation recorded in October 2018 alone at Route 460 and Route 24 totaled nearly 65,000; 636,000 visits for were recorded for the year. The closures impact a large number of local, national and international visitors as well as the economic benefits to the adjacent communities. The closures are symptomatic of a larger issue of deferred maintenance backlog for the Blue Ridge Parkway totaling $508 million and $11.6 billion for the National Park System.! ! The closure also has a direct impact to Explore Park. The Blue Ridge Parkway and Roanoke River Spur Road is the gateway entrance to Explore Park. The closure will create alternative routes for Blue Ridge Parkway users this fall season. Support of this resolution is also being considered by the Counties of Botetourt, Franklin and Roanoke and the Cities of Roanoke and Salem and the Town of Vinton. FISCAL IMPACT: There is no fiscal impact for passing this resolution.! STAFF RECOMMENDATION: Staff recommends approval of the resolution. Page 2 of 2 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER, OCTOBER 8, 2019 RESOLUTION IN SUPPORT OF IMMEDIATE FUNDING FOR REPAIRS TO BLUE RIDGE PARKWAY CLOSURES: MILEPOST 106 to MILEPOST 112, AND ROANOKE MOUNTAIN LOOP ROAD AT MILEPOST 120 WHEREAS, the 469-mile Blue Ridge Parkway joins the Shenandoah National Park in Virginia with the Great Smoky Mountains National Park in North Carolina; and WHEREAS, the Blue Ridge Parkway incorporates spectacular views of forested mountains and rural landscapes, offering visitors abundant recreational opportunities, a glimpse into the cultural heritage of the Blue Ridge Mountains, and a special place where memories are made serving as a living classroom for future generations; and WHEREAS, the Blue Ridge Parkway is the most visited unit in the National Park System, attracting over 14 million visitors annually, serving as a front door to the many communities along its corridor; and WHEREAS, the economic impact on gateway communities from visitors to the Blue Ridge Parkway is over $1.3 billion annually, supporting over 15,000 jobs; and WHEREAS, the Blue Ridge Parkway for decades has been the number one attraction ; and WHEREAS, two indefinite road closures are now adversely impacting the visitor experience, located at Parkway Milepost 106 Milepost 112, and Roanoke Mountain Loop Road at Milepost 120; and WHEREAS, the fall season is one of the most popular times to travel the Blue Ridge Parkway. Monthly visitation recorded in October 2018 alone at Route 460 and Route 24 totaled nearly 65,000; 636,000 visits were recorded for the year. The closures Page 1 of 2 impact a large number of local, national and international visitors, as well as the economic benefits to the adjacent communities; and Ridge is assisting with detour information including detailed directions, a list of businesses along the detour route as well as designating a detour landing page at www.visitvbr.com/parkwayclosure; and WHEREAS, funding is not currently available until such time as the Blue Ridge Parkway leadership identifies available funds and the scope of work for these repairs. Ultimately, this is a temporary fix to a much larger ongoing funding issue; and WHEREAS, these road closures are symptomatic of a larger issue of deferred maintenance backlog for the Blue Ridge Parkway totaling $508 million and $11.6 billion for the National Park System. NOW, THEREFORE, BE IT RESOLVED that the Roanoke County Board of Supervisors requests the Blue Ridge Parkway leadership to take the necessary steps to repair these closures in a timely manner and requests that Congress pass the bi-partisan Restore our Parks legislation S. 500 and H. R. 1225, which will help to create a reliable, predictable stream of resources to address deferred maintenance needs in America's National Park System. Page 2 of 2 ACTION NO. ITEM NO. BACKGROUND: · The proposed broadcasting tower (television tower) for WDBJ will be a 92-foot lattice tower with a 53-foot high antenna. · The new tower is requested due to changing Federal Communications Commission (FCC) regulations, which modified the frequency to a new signal/call sign and updated structural wind load requirements · A broadcasting tower is not a permitted use in the AG-3, Agricultural/Rural Preserve, Zoning District, but is allowed as a special use. DISCUSSION: The Planning Commission held a public hearing on this request on October 1, 2019. No citizens spoke on this item during the public hearing. The Planning Commission discussed with the applicant compliance with Federal Aviation Administration (FAA) and Page 1 of 2 FCC regulations, lighting on the tower and removal of the existing 4-legged tower on site. The applicant stated that the tower will meet FAA and FCC regulations that the tower will be lit, and were agreeable to removing the existing 4-legged tower. The Planning Commission recommends approval of the special use permit with two conditions: 1. The maximum height of the broadcasting tower and antenna shall be 150 feet. 2. The existing 4-legged tower shall be removed after this new tower is constructed and operational. FISCAL IMPACT: There is no fiscal impact on this agenda item. STAFF RECOMMENDATION: Staff recommends that the Board approve the second reading of the ordinance approving a broadcasting tower (television tower) with two conditions: 1. The maximum height of the broadcasting tower and antenna shall be 150 feet. 2. The existing 4-legged tower shall be removed after this new tower is constructed and operational. Request: Special Use Permit for a broadcasting tower (television tower) in an AG-3 Agricultural/Rural PreserveDistrict Location:8181 Honeysuckle Road Magisterial District:Windsor Hills Suggested Conditions:1. The maximum height of the broadcasting tower and antenna shall be 150 feet. EXECUTIVE SUMMARY: Balzer and Associates, Inc. is requesting a special use permit onbehalf of Gray Television Group, Inc.for construction of a broadcasting tower(television tower) for WDBJ7on Poor Mountain.The submitted concept plan shows a lattice type steel tower with matte finish. The proposed tower is 92 feet in height, with a 53-foothigh antenna, for a total height of 145 feet.The new tower is requesteddue to changing Federal Communications Commission (FCC) regulations and requirements that include the following: FCC requirements of the modification of frequency to a new signal/call sign Updated structural wind load requirements The subject parcelis zoned AG-3 Agricultural/Rural Preserve, andis designated Conservationon the future land usemap of the Roanoke County Comprehensive Plan. Conservationis afuture land use area of particular environmental sensitivity due to topography, existence of unique land characteristics, conservation/open space/greenway easements, soil types or location with respect to other State or Federally preserved lands. 1. APPLICABLE REGULATIONS The Roanoke County Zoning Ordinance defines a broadcasting toweras: “any structure that is designed and constructed primarily for the purpose of supporting one (1) or more antennas. The term includes but need not be limited to radio and television transmission towers, microwave towers, common-carrier towers, and cellular telephone and wireless communication towers. Broadcasting tower types include, but are not limited to monopoles, lattice towers, wooden poles, and guyed towers. Excluded from this definition are amateur radio towers.” Abroadcasting toweris allowed only by special use permit in the AG-3 district, and is subject to use and design standards under Sec. 30-87-2 of the Roanoke County Zoning Ordinance(attached). 2. ANALYSIS OF EXISTING CONDITIONS Topography/Vegetation–The site fronts on HoneysuckleRoadalong the ridgeline of Poor Mountain;the parcel is developed with a building and three towers. Surrounding Neighborhood–The subject parcelis surrounded by parcels also zoned AG-3.Usesalong the ridgelineincludenumerousbroadcast and radio towers owned by multiple private company providers.Private properties, some undeveloped and others developed asresidential uses, surround the parcel on both sides of the ridgeline. 2 3. ANALYSISOF PROPOSED DEVELOPMENT Site Layout/Architecture–The submitted application states that there are currently three towers and a transmitter building on-site.None of the current towers will support the new FCC structural regulations. The new tower construction will be a lattice type with flat, matte galvanized finish (92 feet in height) including an orange antenna(53 feet in height),obstruction lighting and a beacon on top. Access/Traffic Circulation–Honeysuckle Road is a gravel road that primarily functions to access the broadcasting sites on Poor Mountain. Agency Comments–The following comments were provided byvarious agencies on this request: Building Safety: The Office of Building Safety stated that the construction will need to meet all the requirements of the current Uniform Statewide Building Code. Economic Development: Economic Development offers no objection to the proposed tower. Fire & Rescue:This tower project will not affect the services provided by Fire & Rescue. National Park Service -The Blue Ridge Parkway:offers no objection to the proposed tower. Roanoke County Communications and Information Technology Department:It does not appear to obstruct our ring microwave; not knowing completely how the tower is being usedI can only state with the provided information it does not appear to be a problem. Solid Waste:A tower site would be no impact on solid waste. VDOT: VDOT had threecomments on the request: 1.) A LandUse Permit will be required if a new entrance is needed from the VDOT right-of-way or for the change in use of an existing entrance. 2.) The VDOT Road Design Manual, Appendix F: Access Management Design Standards for Entrances and Intersectionsmust beadhered to where applicable for commercial entrances. This includes but is not limited to commercial entrance spacing and intersection sight distance. The intersection sight distance must be field verified and measures taken to ensure the minimum requiredistances can be met.3.) The department will not issue an approval of the plans or any necessary Land Use Permits until the locality approvesthis request. In addition, information regarding any changes to the existing drainage system should also be included for review. Western Virginia Water Authority:No impacts; there are no WVWA facilities in the area. 4. CONFORMANCE WITH ROANOKE COUNTY COMPREHENSIVEPLAN The subject parcelis designated Conservationon the future land use map of the Roanoke CountyComprehensive Plan. Conservation is afuture land use area of particular environmental sensitivity due to topography, existence of unique land characteristics, conservation/open space/greenway easements, soil types or location with respect to other State or Federally preserved lands. Typical resources would include wetlands, ridgelines, mountainsides, scenic views from the Blue Ridge Parkway and Appalachian Trail, identified greenway corridors, productive agricultural lands, historical and cultural resources and threatened or endangered species habitats. Land use types included in Conservation are agricultural production, forest and wood products, parks, public lands, conservation easements and rural residential. 3 5. STAFF CONCLUSIONS Balzer and Associates, Inc. is requesting a special use permit on behalf of Gray Television Group, Inc.for construction a broadcasting tower (television tower) for WDBJ7 on Poor Mountain.The primary impact of the proposed tower is visual due the site elevation and height of the tower. While the proposed tower is compatible with surrounding uses and development, it does add to proliferation of towers on the site and along the ridgeline. The new tower will replace the existing broadcast tower, whichis a 4-leg, 92 feet high tower with a 50-footantenna. The application states that the visual impact of the new tower is “…very low and in combination with the potential removal of the existing 4-leg tower, any impacts are minimized with this proposed use.” The application does not include removal of the existing 4-leg tower. That the Board finds that the granting of a special use permit to Balzer and Associates, Inc. agent for Gray Television Group, Inc., for broadcasting tower use on a 10.83 acre parcel located near 8100 block of Honeysuckle Road (Tax map no. 093.00-01-45.00-0000), in the Windsor Hills Magisterial District, is substantially in accord with the adopted 2005 Community Plan, as amended, pursuant to the provisions of Section 15.2-2232 of the 1950 Code of Virginia, as amended, and that it shall have a minimum adverse impact on the surrounding neighborhood or community, and said special use permit is hereby approved with the following conditions: (a) The maximum height of the broadcasting tower and antenna shall be 150 feet. Participation in a trust allowed the School System to utilize more favorable actuarial terms in determining the overall liability for the future benefit. The Local Finance Board of the County of Roanoke, Virginia has oversight of the OPEB Pooled Trust and has met all of its obligations for 2018-2019. L.1 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: October 8, 2019 AGENDA ITEM: Work session to review Roanoke County Facilities Assessment SUBMITTED BY: Rob Light Director of General Services APPROVED BY: County Administrator ISSUE: Provide the Board of Supervisors with an overview of the results from an independent Facilities Condition Assessment (FCA). BACKGROUND: Per Section 5- County and Schools will obtain an independent, professional and comprehensive facilities assessment (FCA) to ascertain the present condition of each facility, and to assist the County and Schools in forecasting capital funding requirements. The County of Roanoke and County of Roanoke Public Schools separately commission this process for their respective facilities. The Policy also states that the information will be reviewed annually by staff and that assessment will be independently updated every 7-10 years. This work session will provide an overview of the results for the completed assessment for County of Roanoke inventory. DISCUSSION: Cardno GS, Inc. was selected through competitive procurement to provide the FCA for County facilities. The purpose of this work session is to provide an overview of the scope, methodology, results and manner in which the data can be utilized as a resource to assist in planning for the capital maintenance and capital improvement programs; as well as operational expenditures that directly provide for maintenance and repair needs. Page 1 of 2 Staff and Byron Dunlap, the Project Manager with Cardo GS, Inc., will review the attached PowerPoint presentation at the work session. FISCAL IMPACT: There is no fiscal impact associated with the presentation of the FCA results for County facilities. However, the assessment will serve as a resource in future planning for operational and capital needs related to facilities, including other tangible cost liabilities such as infrastructure and amenities for parks and other recreational locations. STAFF RECOMMENDATION: Staff recommends that the Board of Supervisors receive the facilities condition assessment results overview. Page 2 of 2
