BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as
follows:
That the certain section of the agenda of the Board of Supervisors for October 22,
2019,designated as Item G-Consent Agenda be, and hereby is, approved and concurred
in as to each item separately set forth in said section designated Items 1 through6
inclusive, as follows:
1.Approval of minutes –September 24, 2019; October 8, 2019; October 10, 2019
2.Designation of voting delegate to the Virginia Association of Counties (VACo)
Conference to be held November 10-12, 2019
3.Resolution expressing the appreciation of the Board of Supervisors of Roanoke
County to Edith Jones, Custodian, upon her retirement after more than twenty-
eight (28) years of service
4.Request to accept and allocate funds in the amount of $18,609 from the

ISSUE:
Designation of voting delegate to VACo
BACKGROUND:
The Virginia Association of Counties' (VACo) annual conference will be held November
10-12, 2019. They have requested that each county designate arepresentative of its
Board of Supervisors as well as an alternate to cast its votes at the annual business
meeting on Tuesday, November 12, 2019. The voting credentials form must be submitted
to VACo by November 1, 2019.
DISCUSSION:
Chairman Phil C. North will be attending the conference and it is recommended that he
be appointed as Roanoke County's voting representative for 2019. Additionally, it is
recommended that Daniel R. O’Donnell, County Administrator, be designated as the
alternate.
FISCAL IMPACT:
There is no fiscal impact associated with this Board action.

STAFF RECOMMENDATION:
Staff recommends appointing Phil C. North and Daniel R. O'Donnell as the voting
representatives for 2019.

RESOLUTION 102219-1.bEXPRESSING THE APPRECIATION OF THE
BOARD OF SUPERVISORS OF ROANOKE COUNTY TO EDITH JONES,
CUSTODIAN, UPON HER RETIREMENT AFTER MORE THAN TWENTY–
EIGHT (28) YEARS OF SERVICE
WHEREAS,Edith Jones was employed by Roanoke County on June 24, 1991;
and
WHEREAS, Ms. Jones retired on October 1, 2019, after twenty-eight (28) years
andthree (3) months of devoted, faithful and expertserviceto Roanoke County; and
WHEREAS,Ms. Jones,through heremployment with Roanoke County, has been
instrumental in improving the quality of life and providing services to the citizens of
Roanoke County;and
WHEREAS, throughout Ms. Jones’ tenure with Roanoke County, sheplayed an
integral role inthe cleanliness and overall quality presentation of County facilities, to
include the Roanoke County Courthouse, Hollins Library, Roanoke County Administration
Center and Roanoke County Public Service Center.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke
County expresses its deepest appreciation and the appreciation of the citizens of
Roanoke County to EDITH JONESfor more than twenty-eight (28)years of capable,
loyal,and dedicated service to Roanoke County; and
FURTHER,the Board of Supervisors does express its best wishes for a happy and
productive retirement.

ISSUE:
Request to accept and allocate funds in the amount of $18,609 to the Clerk of the Circuit
Court from the Commonwealth of Virginia
BACKGROUND:
Technology Trust Funds representing fees collected by the Roanoke County Circuit Court
Clerk's Office, have been received from the State in the amount of $18,609. In accordance
with State of Virginia Code Section 17.1-279, the Circuit Court Clerks Office shall assess
a $5.00 fee called Technology Trust Fund Fee. Each month, the Clerk's Office can
request the fees that were assessed the previous month. The code section further states
that four of every five dollar fee shall be allocated by the Compensation Board from the
trust fund for the purposes of obtaining and updating office automation and information
technology equipment including software and conversion services; preserving,
maintaining and enhancing court records, including but not limited to the costs of repairs,
maintenance, land records, consulting services, service contracts, redaction of social
security numbers from land records and system replacement or upgrades and improving
public access to court records.
DISCUSSION:
The funds received from the Commonwealth of Virginia have been earmarked for
maintenance needs for the Clerk of Circuit Court, specifically towards the twice yearly

maintenance bill from the Supreme Court for maintaining their records, equipment, etc.
and funds to offset the cost of postage.
FISCAL IMPACT:
All funds are provided by the Commonwealth of Virginia. No County matching funds are
required.
STAFF RECOMMENDATION:
Staff recommends accepting and allocating $18,609 to the Clerk of Circuit Court from the
Commonwealth of Virginia.

ISSUE:
Accept and allocate a Stormwater Management (SWM) Program grant in the amount of
$600,000 from the Department of Environmental Quality for Stream Restoration of Wolf
Creek at Goode Park -Phase I
BACKGROUND:
The Roanoke River is impaired by excessive sediment. Roanoke County has an
obligation under its Municipal Separate Storm Sewer System (MS4) Permit to lower
discharges of sediment to the Roanoke River towards meeting its Waste Load Allocation.
The staff applied for grant from the Department of Environmental Quality (DEQ) for a
Water Quality improvement project at Goode Park. The project is to restore Wolf Creek
to a more natural stream condition.
DISCUSSION:
Roanoke County was selected by the Virginia Department of Environmental Quality-
Stormwater Local Assistance fund for a grant to facilitate the stream restoration of Wolf
Creek at Goode Park,Phase I. The estimated cost of the project is $600,000 excluding
staff time for administration.
This project will lower sediment discharge to the Roanoke River and it will mitigate erosion

that is occurring in the stream causing damage to the park and the adjacent Wolf Creek
Greenway.
This project will use natural stream restoration methods, including the use of natural stone
and vegetation, to stabilize approximately 1,000 linear feet of Wolf Creek
FISCAL IMPACT:
State grant funds in the amount of $300,000 and local matching funds (50%) in the
amount of $300,000 were appropriated in the 2020-2029 Capital Improvement Program
for the NPDES-MS4 BMP Construction program. These funds need to be allocated from
the NPDES-MS4-BMP project to the Wolf Creek atGoode Park-Phase I stream
restoration project.
STAFF RECOMMENDATION:
Staff recommends accepting the grant from the Virginia Department of Environmental
Quality and allocating funds in the amount of $600,000 for the stream restoration of Wolf
Creek at Goode Park-Phase I.

RESOLUTION 102219-1.ePETITIONING THE GOVERNOR OF THE
COMMONWEALTH OF VIRGINIA TO DECLARE ROANOKE COUNTY A
DROUGHT DISASTER AREA
WHEREAS, there continues to be dry conditions throughout the fall of 2019 in
RoanokeCounty, Virginia, which have caused widespread, substantial grass and grazing
land damage;and
WHEREAS, unseasonably high temperatures are accelerating the effects of the
rainfall deficit;and
WHEREAS, livestock water resources are declining;and
WHEREAS, the lack of sufficient pasture has required farmers to use winter feed
reserves;and
WHEREAS, there does not appear to be any significant relief in the foreseeable
future;and
WHEREAS, these conditions have and continue to cause financial loss to the
farmers in RoanokeCounty.
NOW, THEREFORE BE IT RESOLVED, that the RoanokeCounty Board of
Supervisors hereby petitions the Honorable Ralph Northam, Governor of the
Commonwealth of Virginia, to declare RoanokeCounty a drought disaster area in order
to provide the means for those affected to qualify for some relief assistance.

ORDINANCE 102819-2REZONINGAPPROXIMATELY 1.44 ACRES
FROM R-1, LOW DENSITY RESIDENTIAL, TO C-1, LOW INTENSITY
COMMERCIAL DISTRICT, FOR A MEDICAL OFFICE, FREE-STANDING
EMERGENCY ROOM, LOCATED AT 1423 WEST RURITAN ROAD(TAX
MAP NO. 050.05-01-06.00-0000), IN THE HOLLINS MAGISTERIAL
DISTRICT
WHEREAS, upon the petition of Lewis Gale Medical Center, as contract purchaser
of the property at issue, to rezone approximately 1.44 acres from R-1 (Low Density
Residential) to C-1 (Low Intensity Commercial) with proffered conditions, located at 1423
WestRuritan Road to develop a medical office, free-standing emergency room, for
medical use; and
WHEREAS, the Roanoke County Planning Commission held a public hearing on
this matter on October 1, 2019; and
WHEREAS, the Planning Commission recommended approvalof the petition; and
WHEREAS, the first reading of this ordinance was held on September 24, 2019,
and the second reading and public hearing were held on October 22, 2019; and
WHEREAS, legal notice and advertisement has been provided as required by law.
BE IT ORDAINEDby the Board of Supervisors of Roanoke County, Virginia, as
follows:
1.The Board approves the rezoning requested by petition of Lewis Gale Medical
Centerto rezone the parcel located at 1423 West Ruritan Road, Tax MapNo.
050.05-01-06.00-0000), IN THE HOLLINS MAGISTERIAL DISTRICTfrom R-1
to C-1 for construction of a9,410square foot office building for medical use.

2.The Board accepts the voluntary proffered conditions offered by the petitioner
as:
a.The site shall be developed in substantial conformance with the Lewis-Gale
FSED Rezoning Concept Plan prepared by Crunk Engineering, LLC and
dated August 9, 2019, subject to any changes required by the County of
Roanoke during the site plan review process.
b.The building shall be developed in substantial conformance with the
architectural rendering for the Lewis-Gale Freestanding Emergency Room
filed with the application subject to any changes required by the County of
Roanoke during the building plan review process.
c.The applicant shall have an agreement with a private ambulance company
to provide transportation for patients of the facility who require transfer to a
hospital when the free-standing emergency facility is open to the public
and operating.
d.No blasting will be conducted on the property during the excavation, grading
and preparation of the site and the construction of the building and other
improvements.
3.The Board further finds that the proffered conditions:
a.Have a reasonable relation to the rezoning;
b.Are in conformity with the comprehensive plan;
c.Are clearly understood and enforceable; and
d.Do not require or allow a design or standards that are less restrictive than
are now covered under the County’s current development regulations.
