RESOLUTION 012820-1 OF APPRECIATION TO PHIL C. NORTH FOR HIS
SERVICE AS CHAIRMAN OF THE BOARD OF SUPERVISORS IN 2019
WHEREAS, Phil C. North served as Chairman of the Roanoke County Board of
Supervisors during 2019; and
WHEREAS, during Mr. North's term as Chairman, the County achieved a variety of
accomplishments, including:
• New construction, renovation, and expansion projects representing
more than $200 million in new investments and the creation and
retention of more than 900 jobs;
• A $30 million investment by Carilion Clinic to repurpose the former JC
Penney space at Tanglewood Mall into a children's pediatric care
facility bringing up to 300 employees and 600 patient trips per day;
• Significant growth for Harris Corporation with a $20+ million
expansion and 100 new jobs, as well as the recent acquisition by
Israeli -based Elbit Systems;
• The grand opening of the Metis Plaza building, with a $10 million
investment and up to 600 new jobs at the location;
• VFP, Inc.'s expansion and grand opening of its corporate
headquarters in the newly -redeveloped Cox Communications building;
• The opening of the former William Byrd High School with 82 luxury
apartment units and a total investment of $12 million;
• The sale of 53 acres in the CRT to AEP for $1.05 million, representing
a $60+ million investment and 50 new jobs in a new highly -secured,
mission critical facility;
• The groundbreaking for Richfield Living's $93 million expansion;
• Securing nearly $30 million of state and federal funding for
transportation improvements, particularly that of the Route 419/220
diverging diamond interchange.

WHEREAS, the Board recognizes Chairman North's contribution to the economic
growth in Roanoke County throughout his term; and
WHEREAS, Chairman North emphasized sound financial strategies and practices
and promoted regional projects and initiatives to benefit all the residents of the Roanoke
Valley.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke
County, Virginia, does hereby extend its deepest appreciation to Phil C. North for his
collaborative and steady leadership of the Board of Supervisors as Chairman during 2019
and for his belief in democracy and championing of citizen participation in local
government.
On motion of Supervisor Hooker to adopt the resolution, seconded by Supervisor
Mahoney and carried by the following recorded vote:

Acceptance and allocation of $2,586.60 for the Bulletproof Vest Partnership Grant.
BACKGROUND:
The Bulletproof Vest Partnership (BVP), created by the Bulletproof Vest Partnership
Grant Act of 1988 is a unique Department of Justice Initiative designed to provide a
critical resource to state and local law enforcement. Since 1999, the BVP program has
awarded more than 13,000 jurisdictions a total of $467 million in federal funds for the
purchase of over 1 million vests.
DISCUSSION:
The U.S. Department of Justice's Bulletproof Vest Partnership awarded the Roanoke
County Sheriff's Office grant funds to assist in the purchase of protective vests.
FISCAL IMPACT:
The total amount of the grant awarded is $2,586.60, which includes a fifty percent (50%)
match. U.S. Department of Justice grant funds total $2,586.60 and the County match of
$1,293.30 was appropriated by the Board of Supervisors in the fiscal year of 2019
through 2020 Sheriff's office budget. No additional appropriation of County funds is
required.

Acceptance and allocation of $36,151.60 for the Bulletproof Vest Partnership Grant.
BACKGROUND:
The Bulletproof Vest Partnership Grant (BVP), created by the Bulletproof Vest
Partnership Grant Act of 1988 is a unique Department of Justice Initiative designed to
provide a critical resource to State and local law enforcement. Since 1999, the BVP

Staff recommends the acceptance and allocation of grant funds in the amount of
$36,151.60 to the police department from the U.S. Department of Justice's Bulletproof

Acceptance and allocation of a grant in the amount of $34,015 from the Virginia
Department of Health (VDOH)--Office of Emergency Medical Services (OEMS)--Rescue
Squad Assistance Fund (RSAF) to purchase two (2) Lucas chest compression devices.
BACKGROUND:
The financial assistance for Emergency Medical Services Grants Program, known as the
Rescue Squad Assistance Fund (RSAF) Grant Program is a multi-million dollar grant
program for Virginia non-profit EMS agencies and organizations. Items eligible for funding
include EMS equipment and vehicles, computers, EMS management programs,
courses/classes and projects benefiting the recruitment and retention of EMS members.
DISCUSSION:
In the current Fire and Rescue budget, funds are available to purchase one Lucas chest
compression device. Staff then leveraged these funds to apply for and receive a grant for
a second device, saving the County $17,007. The grant was awarded from the Rescue
Squad Assistance Fund (RSAF) in the amount of $34,015 for the purchase of two (2)
Lucas chest compression devices for use on Advanced Life Support (ALS) calls. The
grant requires a fifty percent (50%) local match.

RESOLUTION 012820-3.c REQUESTING ACCEPTANCE OF WOODS
MEADOW LANE AND WOODS MEADOW COURT INTO THE VIRGINIA
DEPARTMENT OF TRANSPORTATION SECONDARY SYSTEM
WHEREAS, the streets described on the attached VDOT Form AM -4.3, fully
incorporated herein by reference, are shown on plats recorded in the Clerk's Office of the
Circuit Court of Roanoke County; and
WHEREAS, the representative for the Virginia Department of Transportation has
advised this Board that the street(s) meet the requirements established by the Virginia
Department of Transportation's Subdivision Street Requirements; and
NOW, THEREFORE, BE IT RESOLVED, this Board requests the Virginia
Department of Transportation to add the street(s) described on the attached Additions
Form AM -4.3 to the secondary system of State highways, pursuant to §33.2-705 of the
Code of Virginia, and the Department's Subdivision Street Requirements, after receiving a
copy of this resolution and all outstanding fees and documents required of the developer,
whichever occurs last in time; and
BE IT FURTHER RESOLVED, this Board guarantees a clear and unrestricted right-
of-way, as described, and any necessary easements for cuts, fills and drainage; and
BE IT FURTHER RESOLVED, that a certified copy of this Resolution be forwarded
to the Residency Administrator for the Virginia Department of Transportation.

Donation of ballistic vests for Police Department: K9 Tito and K9 Ghost from Spikes K9
Fund
BACKGROUND:
Spikes K9 Fund has offered to donate two ballistic vests to the Roanoke County Police
Department for use by two Department K9s.
DISCUSSION:
Spikes K9 Fund is a non-profit (501c(3)) organization dedicated to providing ballistic
body armor and safety equipment for police working dogs. It has donated numerous
vests to law enforcement agencies. K9 Tito's vest was received April 2019 and K9
Ghost's vest is pending the boards approval.
Each vest is valued at $2,500 each. The total donation for both vests is $5,000. There is
no cost to the Police Department.
FISCAL IMPACT:
There is no fiscal impact associated with this agenda item.
