O'Donnell County Administrator Acceptance and allocation of $2,500 from the 2019 Mud Run and recognize Roanoke Valley Detachment 426 of the Marine Corp League for its donation to Camp Roanoke BACKGROUND: In its twenty-fourth year, the Marine Corp Mud Run continues to be one of the Roanoke Valley's signature running and fundraising events. This event draws the interest of many individuals and its team competition has been popular with school groups, athletic teams, friends, neighbors and companies. The event represents a long standing partnership among Roanoke Valley Detachment 426 of the Marine Corp League, Roanoke County Parks, Recreation and Tourism and many local corporate sponsors. The beneficiaries of this event are the nationally recognized Marine Toys for Tots program and Camp Roanoke. The Mud Run is held annually at Green Hill Park. DISCUSSION: The funds will be used to replace the roof on the cafeteria building at Camp Roanoke. This year's $2,500 donation brings the total amount contributed for the twenty-four year period to over $165,000. Page 1 of 2 A presentation will be made by Michael V. Shepherd -Commandant, Roanoke Valley Detachment 426 Marine Corps League FISCAL IMPACT: The donation in the amount of $2,500 will be used to replace the roof on the cafeteria building at Camp Roanoke. STAFF RECOMMENDATION: Staff recommends acceptance and allocation of the $2,500 donation to Camp Roanoke from Roanoke Valley Detachment 426 of the Marine Corps League. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the Virginia Department of Transportation is hereby requested to permit Roanoke County to erect permanent, public-service informational advertisements in and along the public right-of-way of State maintained roads in Roanoke County. 2. That these public service informational advertisements shall inform and educate the public about other ways to help those in need, and to provide contact information for those who need assistance. JAMES AS ACTING ZONING ADMINISTRATOR FOR ROANOKE COUNTY WHEREAS, §15.2-2286.A.4 of the Code of Virginia provides for the appointment or designation of a zoning administrator to administer and enforce the localities zoning ordinance; and WHEREAS, §30-5 of the Roanoke County Code lists the powers, duties and responsibilities of the zoning administrator; and WHEREAS, on March 8, 2005 the Board of Supervisors authorized the appointment of John Murphy as Zoning Administrator; and WHEREAS, John Murphy will be retiring on February 29, 2020, resulting in a need to appoint an Acting Zoning Administrator until this position is filled. The local governing body also has the right to delegate this authority to the Planning Commission or other individual or entity; and WHEREAS, the Board has historically delegated this responsibility to an administrative subdivision agent; and WHEREAS, on January 23, 2001, the Board of Supervisors, by resolution, designated John Murphy as Subdivision Agent for Roanoke County, and further designated Denise Sowder as Alternate Subdivision Agent; and WHEREAS, John Murphy will be retiring on February 29, 2020, resulting in a need to designate a new Subdivision Agent and Alternate Subdivision Agent. NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the County shall grant an easement to Fellowship Community Church Holdings, LLC to a fifty -foot right-of-way owned by the County that is adjacent to a 3.5 acre of property being acquired by the Church, which parcel is more specifically identified on Tax Map No. 097.01-02-12.00-0000, and the right-of-way and the parcel Page 1 of 2 are shown on the attached subdivision plat prepared by Lumsden Associates, and such conveyance is hereby authorized and approved. 2. That the County Administrator, or any Assistant County Administrators, either of whom may act, are authorized to execute, deliver and record the deeds, and any other documents on behalf of the County and to take all such further action as any of them may deem necessary or desirable in connection with this project. The form of the deed is hereby approved with such completions, omissions, insertions and changes as the County Administrator may approve, whose approval shall be evidenced conclusively by the execution and delivery thereof, all of which shall be approved as to form by the County Attorney. 3. That this ordinance shall be effective from and after the date of its adoption. BACKGROUND: Upon receiving the Estate of Nicholas G. Economy bequest of $10,000, the funds were held in escrow and have accrued interest in the amount of $3,248.56. The Library Department is requesting these funds be accepted and allocated for use by the Library Department. DISCUSSION: The Library Department will use these funds to support the Library's strategic plan. FISCAL IMPACT: Funds are from the estate of Nicholas G. Economy, and no County matching funds are required. Budget Ordinance 052819-4 anticipates receiving various grants, donations and other miscellaneous revenues. BACKGROUND: Comcast has donated via its Community Grant Program $15,000 to Roanoke County to be used by the Roanoke County Library in support of technology access and education. DISCUSSION: The Library Department will use the community grant funding to aid in providing the community technology -centric resources and programming at Glenvar Library, and as described in the Library's Strategic Plan. FISCAL IMPACT: Funds in the amount of $15,000 were received from Comcast and deposited with the Roanoke County Treasurer. No county matching funds are required. O'Donnell County Administrator Acceptance and allocation of funds in the amount of $1,922.97 to the Clerk of the Circuit Court from the Commonwealth of Virginia BACKGROUND: Technology Trust Funds represent fees collected by the Roanoke County Circuit Court Clerk's Office, have been received from the State in the amount of $1,922.97. In accordance with State of Virginia Code Section 17.1-279 stated the Circuit Court Clerk's Office shall assess a $5.00 fee called Technology Trust Fund Fee. Each month, the Clerk's Office can request the fees that were assessed the previous month. The code section further states that four of every five dollar fee shall be allocated by the Compensation Board from the trust fund for the purposes of obtaining and updating office automation and information technology equipment including software and conversion services; preserving, maintaining and enhancing court records, including but not limited to the costs of repairs, maintaining and enhancing court records, consulting services, service contracts, redaction of social security numbers from land records and system replacement or upgrades and improving public access to court records. DISCUSSION: The funds received from the Commonwealth of Virginia have been earmarked for Page 1 of 2 maintenance needs for the Clerk of circuit Court, specifically towards the twice yearly maintenance bill from the Supreme Court for maintaining their records, equipment, etc. FISCAL IMPACT: All funds are provided by the Commonwealth of Virginia. No County matching funds are required. STAFF RECOMMENDATION: Staff recommends accepting and allocating $1,922.97 to the Clerk of Circuit Court from the Commonwealth of Virginia. VOTE: Supervisor North moved to approve to accept and allocate the funds. Supervisor Hooker seconded the motion. Merlin was employed by Roanoke County on June 24, 2003; WHEREAS, Ms. Merlin retired on January 1, 2020, after sixteen (16) years and six (6) months of devoted, faithful and expert service to Roanoke County; and WHEREAS, Ms. Merlin, through her employment with Roanoke County, has been instrumental in improving the quality of life and providing services to the citizens of Roanoke County; and WHEREAS, during Ms. Merlin's tenure with Roanoke County, she has consistently placed the needs of the citizens and other County employees above her own needs; and WHEREAS, Ms. Merlin has proved herself to be an invaluable employee, demonstrating her loyalty to the County by always being present for work, and projecting her personal beliefs into her daily work ethics and professional interactions with citizens and coworkers; and WHEREAS, Ms. Merlin, was an integral and reliable employee for the County of Roanoke demonstrating the personal empathy and caring for all of our citizens and employee's. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County expresses its deepest appreciation and the appreciation of the citizens of Roanoke County to BRENDA D. CID DIRECTOR, UPON HIS RETIREMENT AFTER MORE THAN TWENTY-SIX (26) YEARS OF SERVICE WHEREAS, Michael Williams was employed by Roanoke County on August 14, 1993; and WHEREAS, Mr. Williams retired on January 1, 2020, aftertwenty-six (26) years and five (5) months of devoted, faithful and expert service to Roanoke County; and WHEREAS, during Mr. Williams' tenure with the Police Department, he advanced through the ranks of Police Officer, Sergeant, Lieutenant and Commander; and WHEREAS, as he advanced through the ranks, Mr. Williams protected the citizens of the County and the Roanoke Valley with professionalism and dedication, while serving in the Uniform Patrol, Criminal Investigations, Vice and Services Divisions as both an officer and supervisor. Mr. Williams, at the rank of Commander, served as the Roanoke County Criminal Justice Academy Director and he completed his service to the citizens of Roanoke County as the Commander in the Services Division and WHEREAS, Mr. Williams served the Department and the citizens of Roanoke County in an exemplary manner. During his tenure, Mr. Williams was instrumental in developing and maintaining the firearms range and driving center. Mr. Williams was the Department's project lead on the construction of the Roanoke County Criminal Justice Academy and formed the first combined basic law enforcement class with the City of Roanoke. During his tenure as the Academy Director, Mr. Williams directly managed and Page 1 of 2 graduated 25 basic classes with 198 new police, jail and communications officers entering the profession of public safety. As the Services Division Commander, Mr. Williams was instrumental in the selection of an e -citation solution and migrating the Department to an encrypted radio system. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County expresses its deepest appreciation and the appreciation of the citizens of Roanoke County to MICHAEL WILLIAMS for more than twenty-six (26) years of capable, loyal and dedicated service to Roanoke County; and FURTHER, the Board of Supervisors does express its best wishes for a happy and productive retirement. BACKGROUND: BLUE RIDGE BEHAVIORAL HEALTHCARE BOARD OF DIRECTORS: In December 2019 Roanoke County appointee, Virginia Vann, resigned from the Blue Ridge Behavioral Healthcare Board of Directors. Her term will not expire until December 31, 2020. ROANOKE COUNTY ECONOMIC DEVELOPMENT AUTHORITY (EDA): During the February 25, 2020, Board of Supervisors meeting, P. Jason Peters recommended the appointment of Barry Thompson to fill the unexpired Vinton appointment that will expire on September 26, 2021. DISCUSSION: Staff from Blue Ridge Behavioral Healthcare have recommended the appointment of Carol Whitt to fill the vacancy of Ms. Vann's membership on the Board. Page 1 of 2 It is the consensus of the Board of Supervisors to appoint Ms. Whitt to fill this vacancy. FISCAL IMPACT: There is no fiscal impact associated with this agenda item. STAFF RECOMMENDATION: Staff recommends confirmation of both appointments. VOTE: Supervisor North moved to confirm both appointments. Supervisor Hooker seconded the motion.
