Roanoke, Virginia 24018 January 2, 2001 The Roanoke County Board of Supervisors of Roanoke County, Virginia, met this day at the Roanoke County Administration Center, this being the organizational meeting and the 2nd day of January, 2001. IN RE:CALL TO ORDER Chairman McNamara called the meeting to order at 9:03 a.m. The roll call was taken. MEMBERS PRESENT: Chairman Joseph McNamara, Vice Chairman H. Odell "Fuzzy" Minnix, Supervisors Joseph B. "Butch" Church, Bob L. Johnson, Harry C. Nickens MEMBERS ABSENT: None STAFF PRESENT: Elmer C. Hodge, County Administrator; Paul M. Mahoney, County Attorney; Mary H. Allen, Clerk to the Board; John M. Chambliss, Assistant County Administrator; Dan R. O’Donnell, Assistant County Administrator IN RE:OPENING CEREMONIES The invocation was given by Supervisor H. Odell Minnix. The Pledge of Allegiance was recited by all present. January 2, 2001 IN RE:ORGANIZATION OF COUNTY BOARD 1.Election of Officers a.Chairman and Vice chairman Supervisor Church nominated Supervisor Minnix to serve as Chairman. There were no other nominations and Supervisor Minnix was elected by the following recorded vote: AYES:Supervisors Johnson, McNamara, Church, Nickens, Minnix NAYS:None ABSENT:None Supervisor McNamara nominated Supervisor Church to serve as Vice Chairman. There were no other nominations and Supervisor Church was elected by the following recorded vote: AYES:Supervisors Johnson, McNamara, Church, Nickens, Minnix NAYS:None 2.Length of Term for Chairman and Vice Chairman Chairman Minnix advised that terms of the Chairman and Vice Chairman shall be one year until the organizational meeting on January 2, 2002. 3.Resolution establishing the Schedule for Board Meetings in 2001. R-010201-1 January 2, 2001 Supervisor McNamara noted that there were two options for consideration, ndthndth to schedule meetings on the 2 and 4 Tuesdays or 2 and 4 Mondays. He recommended that the Board schedule their meetings on Mondays. He reported that 15 out of 21 PTA’s hold their meetings on Tuesdays which currently conflict with the Board of Supervisors meetng schedule. Under the Monday proposal there would only be conflicts in November and December. Supervisor Nickens responded that he asked for a compelling reason to change the schedule and noted that he was a life member of the PTA and spent 34 years attending school activities and did not see a conflict. He supported continuing the meeting schedule on Tuesdays because this would allow the staff time to respond to agenda questions from the Board members on Monday. Supervisors Minnix and Church advised they were flexible and willing to meet on either day, but Supervisor Minnix advised that he could not attend Monday meetings in January because his work schedule had already been established. Mr. Hodge advised that the staff could move the agenda process back one day if the meetings are scheduled for Mondays but that the Board might not receive the packets until 6:00 p.m., and that all the agencies associated with Roanoke County would have to be notified of the change. Supervisor Johnson advised he was flexible. He added that Mondays were busier in his job because Sunday was the biggest day for real estate sales, and he did not see sufficient reason to change the day. Supervisor McNamara noted that most of the surrounding localities also met ndth on Mondays and moved to schedule January meetings on the 2 and 4 Tuesdays in ndth January, and effective with the first meeting in February set the schedule for the 2 and 4 January 2, 2001 Mondays. The motion was defeated by the following recorded vote. AYES:Supervisors Church, McNamara NAYS:Supervisors Johnson, Nickens, Minnix Supervisor Johnson moved to adopt resolution “A” and establish the meeting ndth schedule for the 2 and 4 Tuesdays, amended with the addition of January 8, 2001 for a regional work session. AYES:Supervisors Johnson, McNamara, Church, Nickens, Minnix NAYS:None RESOLUTION 010201-1 ESTABLISHING A MEETING SCHEDULE FOR THE BOARD OF SUPERVISORS OF ROANOKE COUNTY FOR CALENDAR YEAR 2001 BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1.That for calendar year 2001, the regular meetings of the Board of Supervisors of Roanoke County, Virginia, are set forth below with public hearings scheduled for 7:00 p.m. unless otherwise advertised. (Elmer C. Hodge (County Administrator) Mr. Hodge advised that before the Christmas holidays, the Board members th received calls from employees asking for an additional day on December 26. Several of the Supervisors asked when the holiday schedule had been adopted and what days were authorized. The State and many neighboring localities granted an additional day on the th 26 and the Board wanted to know how their schedules compare to the County schedule. January 2, 2001 Mr. Hodge explained that for many years, the holiday schedule was brought to the Board of Supervisors for ratification in January of each year. The Roanoke County Employee Handbook specified 11 holidays plus any additional days that the Governor declared. These additional holidays varied from year to year. On January 13, 1998, the Board of Supervisors amended the Employee Handbook, establishing the holiday schedule with 11 specific holidays, and eliminating the provision to give additional days off authorized by the Governor. The Board Report approving this action is attached. This policy has continued in 1999 and 2000, and no further action has been taken since. Mr. Hodge explained there are several issues that the Board should consider: rd (1) Lee-Jackson-King Day was formerly celebrated on the 3 Monday of January. nd Beginning this year, Lee-Jackson Day (a state holiday) will be celebrated on the 2 Friday in January (January 12) and Martin Luther King Day (a federal holiday) will be celebrated rd on the 3 Monday (January 15). The Commonwealth of Virginia will celebrate both dates and state employees will have a four-day weekend. The Board of Supervisors needs to decide whether to take the state holiday, the federal holiday or both. This could also be a floating holiday. (2) The Board of Supervisors may wish to grant the Roanoke County staff an additional day off on Christmas Eve (Monday, December 24, 2001). (3) The Board may decide to keep County offices open on one or more of the minor holidays and authorize floating holidays at Christmas instead. Mr. Hodge recommended floating two or three minor holidays and increasing the number from 11 to 12 as follows: (1) Grant one day for Lee-Jackson Day or Martin Luther King Day, to be chosen by the employees. The offices would remain open on both of these days. (2) Designate Columbus Day and Veteran’s Day as floating holidays and January 2, 2001 keep the offices open on both. (3) Add one day or a half-day during Christmas or Thanksgiving, depending on the day of the week that each occurs. Supervisor Nickens advised he supported keeping the holiday schedule at 11 holidays and moving Columbus Day to December 24. Supervisor Church agreed with Mr. Hodge and supported the additional holiday on December 24. Supervisor Johnson expressed support for the floating holiday concept. Supervisor McNamara also expressed support for a holiday on Christmas Eve but keeping the number to 11 holidays. Supervisor Minnix suggested that the staff discuss this with the Employee Advisory Committee and discuss further in a work session format. Following additional discussion, Supervisor McNamara moved to approve 11 holidays as follows: New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving, Day after Thanksgiving, Christmas Eve, Christmas, and 3 floating holidays and that staff bring back a report on the implementation plan for the floating holidays. The motion was carried by the following recorded vote: AYES:Supervisors Johnson, McNamara, Nickens, Minnix NAYS:Supervisor Church ABSENT:None Supervisor Nickens suggested that in the future the holiday schedule be considered during the budget process.
