The Board of Supervisors of Roanoke County, Virginia, met this day aboard
the Virginia Dare on Smith Mountain Lake, Bedford County, Virginia, this being the Third
Greater Roanoke Valley Leadership Summit meeting, hosted by the County of Bedford
IN RE:CALL TO ORDER
Chairman Minnix called the meeting to order at 12:15 p.m. The roll call was taken.

"Butch" Church, Supervisor Harry C. Nickens
MEMBERS ABSENT:
Supervisors Bob L. Johnson, Joseph McNamara
STAFF PRESENT:
Elmer C. Hodge, County Administrator, Mary H. Allen, Clerk to
the Board; Diane Hyatt, Chief Financial Officer, Daniel
O’Donnell, Assistant County Administrator, Kathi B. Scearce,
Community Relations Director
OTHERS PRESENT:
Elected officials and staff from the City of Roanoke, City of
Salem, Town of Vinton, County of Franklin and County of
Bedford;
State and Federal Elected Officials:

IN RE:INVOCATION
The invocation was given by H. Odell “Fuzzy” Minnix, Chairman, Roanoke
County Board of Supervisors. Luncheon followed.
IN RE:CALL TO ORDER
Kirby Richardson, acting chairman of the Bedford County Board of
Supervisors, called the meeting to order at 1:15 p.m.
IN RE:INTRODUCTIONS
All the participants introduced themselves.
IN RE:HOST LOCALITY WELCOME
Bedford County Tourism Director spoke of the tourism efforts of the area
including Smith Mountain Lake and the D-Day Memorial.
Bedford County Economic Development Coordinator updated the participants
on economic development progress in both Bedford County and Bedford City, and
announced that the two localities had formed a joint economic development department.
Bedford County Administrator William Rolfe spoke of the growth of Bedford
County since the last federal census.
IN RE:DISCUSSION OF AGENDA ITEMS
Vinton Town Manager Clay Goodman reported on the Leadership
Subcommittee meeting held on June 21 at the Roanoke County Administration Center.
At the subcommittee meeting, Roanoke County Board Chairman H. Odell “Fuzzy” Minnix
July 12, 2001
advised that the purpose of the meeting was to discuss recommendations to establish a
regional identity, and offer suggestions for consideration by all the localities participating
in the Leadership Summit meeting. They included establishing a regional General
Assembly lobbying effort for issues that all governments reach common agreement;
establishing a name and/or log which would identify and unite the region; and inviting other
local governments to participate in this regional effort.
Mr. Goodman reported that the Subcommittee agreed on the following
objectives:
1.Education
2.Workforce Development
3.Transportation
4.Creation of one identity and image
5.Historical resources
6.High paying jobs
7.One physical identity and one tourism package to market the region
Mr. Goodman also advised that the following specific suggestions were
recommended for approval to the main regional participants:
(1) That the following localities be invited to participate in future meetings:
- Montgomery County
- Blacksburg
- Covington
- Clifton Forge
- Lynchburg
- Alleghany County
- Christiansburg
- Craig County
- Virginia Tech

(2)That the localities create an identity and image or “brand” for regional
marketing, tourism, economic development, and political strength.
(3)That at each Leadership Summit meeting, the host will provide a community
profile including its biggest issues, positive attributes and other information.
(4)That the Subcommittee will continue to function in the future, with the host
locality also serving as host for the next Subcommittee meeting by setting
the date, time and location of the subcommittee meeting, preparing an
agenda, and reporting back to the full Leadership Summit.
It was suggested that Bedford City be added to the list of participating
localities. Gerald Pace, Salem City Council, moved to approve the report of the
Subcommittee as presented with the addition of Bedford City. The motion was seconded
and unanimously adopted by all present.
IN RE:CLOSING COMMENTS:
Botetourt County Chair William Loope announced that the Botetourt County
Board of Supervisors will host the next meeting at the Greenfields Education Center.
Salem City Council offered to host the meeting following Botetourt County, and the Franklin
County Board of Supervisors will host the meeting following Salem City Council. The dates
for the three meetings will be announced at a later time.
Roanoke City Mayor Ralph Smith announced that Roanoke County has
volunteered to assist Roanoke City collect its solid waste. He explained that due to a new
Solid Waste program, the City had fallen behind in trash collection and Roanoke County’s
trucks and personnel will assist the City until they are back on schedule. He expressed
appreciation to the County staff for their assistance and advised that this was a direct result

of the leadership summit and the regional cooperation it fosters.
IN RE:ADJOURNMENT
Chairman Minnix adjourned the Roanoke County Board of Supervisors
meeting at 1:55 p.m.
