The Board of Supervisors of Roanoke County, Virginia met this day at the
Roanoke County Administration Center, this being the first regularly scheduled meeting
of the month of August 2021. Audio and video recordings of this meeting will be held on
file for a minimum of five (5) years in the office of the Clerk to the Board of Supervisors.
IN RE: OPENING CEREMONIES
Before the meeting was called to order, a moment of silence was
observed. The Pledge of Allegiance was recited by all present.
IN RE: CALL TO ORDER
Chairman Peters called the meeting to order at 3:0.1 p.m. The roll call was
taken.

IN RE: NEW BUSINESS
1. Resolution in support of expanding local sales and use taxing
authority for all Virginia localities, for the dedicated purposes of
school construction and renovation (Peter S. Lubeck, County
Attorney)
Mr. Lubeck outlined the request for resolution.
Supervisor North stated just to clarify, this item has been proposed for
VACo, which has to be approved in August and September by VACo before it becomes
part of their legislative agenda. Mr. Lubeck responded in the affirmative. There was no
further discussion.

RESOLUTION 081021-1 IN SUPPORT OF EXPANDING LOCAL
SALES AND USE TAXING AUTHORITY FOR ALL VIRGINIA
LOCALITIES, FOR THE DEDICATED PURPOSES OF SCHOOL
CONSTRUCTION AND RENOVATION
WHEREAS, the Board recognizes that the local needs of Roanoke County Public
Schools align with the needs of many localities across the Commonwealth; and
WHEREAS, one specific need for Roanoke County is a renovated or new Burton
Arts Career and Technical School, which school contributes to local economic growth in
Roanoke County; and
WHEREAS, the Board supports the position that the same opportunity afforded
to Halifax County (and, subsequently, several other localities) pursuant to the authority
granted to it in Virginia Code § 58.1-602, § 58.1-605.1 and § 58.1-606.1 would greatly
benefit Roanoke County as well; and
WHEREAS, the Board supports the position of Virginia Association of Counties
("VACo") for universal statewide expansion of a dedicated local sales and use tax
authority for local counties through a voter referendum.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, that the Board supports legislation that would grant all Virginia local
governments the authority granted pursuant to Virginia Code §58.1-602, § 58.1-605.1
and § 58.1-606.1, allowing the use of increased sales and use tax revenue for school
construction and improvement, if approved in a referendum.
On motion of Supervisor North to adopt the resolution, seconded by Supervisor
Radford and carried by the following recorded vote:

IN RE: FIRST READING OF ORDINANCES
1. Ordinance approving a lease with .com Properties, IV, LLC for 40
parking spaces of a lot located at 200 East Calhoun Street (Joyce
Earl, Director of Social Services; Mary Beth Nash, Senior
Assistant County Attorney)
Ms. Earl outlined the request for ordinance.
Supervisor Hooker stated this is an ongoing issue and it appears we need
to have a Plan B. It appears that we may need to be looking at other potential places
for something permanent. Ms. Earl advised both she and Ms. Nash are continually
looking for spaces.

Supervisor Radford asked if we owned the building, with Ms. Earl
responding in the affirmative. Supervisor Radford asked how many floor with Ms. Earl
advising four or five.
Supervisor Mahoney asked if either had any idea of what the status of his
other proposed sales are. Ms. Nash advised the owner did not share a lot of details.
There was no further discussion.
Supervisor Hooker's motion to approve the first reading and set the
second reading for August 24, 2021, was seconded by Supervisor Peters and approved
by the following vote:

IN RE: SECOND READING OF ORDINANCES
1. Ordinance authorizing the granting of a new fifteen foot (15')
drainage easement to the Board of Supervisors of Roanoke
County on property owned by Fred L. Haynes, Jr. and Terri K.
Haynes (Tax Map No. 095.01-02-41.00-0000), located at 7186
Bent Mountain Road, for the purpose of drainage
improvements, Windsor Hills Magisterial District (Tarek
Moneir, Director of Development Services)
Mr. Moneir advised there were no changes since the first reading. There
was no discussion.
ORDINANCE 081021-2 AUTHORIZING THE GRANTING OF A
NEW FIFTEEN (15) FOOT DRAINAGE EASEMENT TO THE
BOARD OF SUPERVISORS OF _ ROANOKE COUNTY, ON
PROPERTY OWNED BY FRED L. HAYNES, JR AND TERRI K.
HAYNES (TAX MAP NO. 095.01-02-41.00-0000), LOCATED AT
7186 BENT MOUNTAIN ROAD, FOR THE. PURPOSE OF
DRAINAGE IMPROVEMENTS, WINDSOR HILLS MAGISTERIAL
DISTRICT
WHEREAS, it appears that improvements to a drainage system located at 7186
Bent Mountain Road (Tax Map No. 095.01-02-41.00-0000), in the Windsor Hills
Magisterial District, are needed; and
WHEREAS, in order to assist the property owner in making such drainage
system improvements, the County has requested that the property owner grant a new
fifteen (15) foot easement to the County; and

WHEREAS, the property owner has agreed to convey the new fifteen (15) foot
drainage easement to the County; and
WHEREAS, Section 18.04 of the Roanoke County Charter directs that the
acquisition and conveyance of real estate interests be accomplished by ordinance; the
first reading of this ordinance was held on July 27, 2021, and the second reading and
was held on August 10, 2021.
NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That the conveyance of a new fifteen (15) foot drainage easement by Fred
L. Haynes, Jr. and Terri K. Haynes to the Roanoke County Board of Supervisors, in the
Windsor Hills Magisterial District, located at 7186 Bent Mountain Road (Tax Map No.
095.01-02-41.00-0000), is hereby authorized and approved.
2. That the County Administrator, or any Assistant County Administrator,
either of whom may act, are authorized to execute, deliver and record the deed, and
any other documents on behalf of the County, and to take all such further action as any
of them may deem necessary or desirable in connection with this project. The form of
the deed is hereby approved with such completions, omissions, insertions and changes
as the County Administrator may approve, whose approval shall be evidenced
conclusively by the execution and delivery thereof, all of which shall be approved as to
form by the County Attorney.
3. That this ordinance shall be effective from and after the date of its
adoption.
On motion of Supervisor Radford to adopt the ordinance, seconded by
Supervisor Hooker and carried by the following recorded vote:

2. Ordinance authorizing the granting of a new three hundred and
ten square foot (310 S.F.) drainage easement to the Board of

Vista Avenue, for the purpose of drainage improvements, Hollins
Magisterial District (Tarek Moneir, Director of Development
Services)
Mr. Moneir advised there were no changes since the first reading. There

ORDINANCE 081021-3 AUTHORIZING THE GRANTING OF A
NEW THREE HUNDRED AND TEN SQUARE FOOT (310 S.F.)
DRAINAGE EASEMENT TO THE BOARD OF SUPERVISORS OF

ROANOKE COUNTY ON PROPERTY OWNED BY STEPHEN R.
STIMELING, II (TAX MAP NO. 038.11-05-01.00-0000), LOCATED
AT 30 VISTA AVENUE, FOR THE PURPOSE OF DRAINAGE
IMPROVEMENTS, IN THE HOLLINS MAGISTERIAL DISTRICT
WHEREAS, it appears that improvements to a drainage system located at 30
Vista Avenue (Tax Map No. 038.11-05-01.00-0000), in the Hollins Magisterial District,
are needed; and
WHEREAS, in order to assist the property owner in making such drainage
system improvements, the County has requested that the property owner grant a new
310 square foot drainage easement to the County; and
WHEREAS, the property owner has agreed to convey the new 310 square foot
drainage easement to the County; and
WHEREAS, Section 18.04 of the Roanoke County Charter directs that the
acquisition and conveyance of real estate interests be accomplished by ordinance; the
first reading of this ordinance was held on July 27, 2021, and the second reading was
held on August 10, 2021.
NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke

3. Ordinance authorizing and approving a ground lease addendum
between Roanoke County and Eagle American, LLC on Twelve
O'Clock Knob Road (Susan Slough, Assistant Director for
Communications)
Mr. Bill Hunter, Director of Information Technology advised no changes
since the first reading. There was no discussion.
ORDINANCE 081021-4 AUTHORIZING AND APPROVING A
GROUND LEASE ADDENDUM BETWEEN ROANOKE COUNTY
AND EAGLE AMERICAN, LLC ON TWELVE O'CLOCK KNOB
ROAD
WHEREAS, Roanoke County ("Lessee" or "County") and Eagle American, LLC
("Lessor") wish to enter into an addendum of an existing ground lease whereby the
County will continue to lease approximately 1000 square feet of land on Twelve O'Clock
Knob Road at Latitude 37-15-12, Longitude 80-04-56 in Roanoke County, more
particularity depicted on Exhibit A of the Lease, together with the non-exclusive right of
ingress and egress to the Leased Premises over the existing gravel access and private
driveway for purposes of maintaining an existing emergency communications tower
and facility with supporting equipment; and
WHEREAS, the location of the tower is a site that is critical for emergency
communications infrastructure; and
WHEREAS, Section 18.04 of the Roanoke County Charter directs that the
acquisition or conveyance of an interest in real estate, including leases, shall be
accomplished by ordinance; the first reading of this ordinance was held on July 27,
2021 and the second reading was held on August 10, 2021.
THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. The 2021 ground lease addendum between Roanoke County and Eagle
American, LLC be approved.
2. That the County Administrator or an Assistant County Administrator is hereby
authorized to execute a lease agreement on behalf of the Board of
Supervisors of Roanoke County and to execute such other documents and
take such further actions as are necessary to accomplish this transaction, all
of which shall be upon form and subject to the conditions by the County
Attorney.
3. That this ordinance shall be effective on and from the date of its adoption.

4. Ordinance authorizing the acquisition of one-half (1/2) interest in
three parcels of real property containing approximately 34 acres
adjacent to Explore Park, located in Roanoke County and in
Bedford County; and authorizing execution of a purchase
agreement, a deed of conveyance, and other documents
necessary to accomplish the acquisition of this real estate
(Lindsay Webb, Parks Planning and Development Manager)
Ms. Webb advised no changes since the first reading on July 27, 2021.

ORDINANCE 081021-5 AUTHORIZING THE ACQUISITION OF
ONE-HALF (1/2) INTEREST IN THREE PARCELS OF REAL
PROPERTY CONTAINING APPROXIMATELY 34 ACRES
ADJACENT TO EXPLORE PARK, LOCATED IN ROANOKE
COUNTY AND IN BEDFORD COUNTY; AND AUTHORIZING
EXECUTION OF A PURCHASE AGREEMENT, A DEED OF
CONVEYANCE, AND OTHER DOCUMENTS NECESSARY TO
ACCOMPLISH THE ACQUISITION OF THIS REAL ESTATE
WHEREAS, Betty W. Mayes is the owner of one-half (1/2) interest in three
parcels of property, containing approximately 34 acres, located in Roanoke County
(identified as Roanoke County Tax Map Number 080.00-05-17.00-0000) and in Bedford
County (identified as Bedford County Tax Map Numbers 172 A 14A and 172 A 42); and
WHEREAS, the remaining one-half (1/2) interest in the three parcels is owned by
the Virginia Recreational Facilities Authority, a political subdivision of the
Commonwealth of Virginia; and
WHEREAS, Betty W. Mayes has agreed to sell her one-half (1/2) interest in the
three parcels collectively to Roanoke County for$58,600.00; and
WHEREAS, the Virginia Outdoors Foundation ("VOF") has awarded Roanoke
County $165,450.00 in grant funds for the purchase of the one-half (1/2) interest in the
three parcels which are adjacent to Explore Park; and
WHEREAS, on December 15, 2020, the Board of Supervisors appropriated
$165,450.00 from the VOF for the purchase of the three parcels; and
WHEREAS, the three parcels will be used to manage the property as part of
Explore Park, remaining forested and largely undeveloped, except for trails and similar
facilities for outdoor recreation; and
WHEREAS, the Board of Supervisors of Roanoke County has determined that it
is in the public interest to acquire a one-half(1/2) interest in these three parcels; and

WHEREAS, § 18.04 of the Roanoke County Charter directs that the acquisition
and conveyance of real estate interests be accomplished by ordinance; the first reading
of this ordinance to be held on July 27, 2021, and the second reading to be held on
August 10, 2021;
NOW THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That the acquisition of approximately 34 acres located in Roanoke County
(identified as Roanoke County Tax Map Number 080.00-05-17.00-0000) and
in Bedford County (identified as Bedford County Tax Map Numbers 172 A
14A and 172 A 42) is hereby authorized and approved at the purchase price
of$58,600.00.
2. Funding for the purchase and incidental costs to the acquisition is available in
the County's grant fund, which was created pursuant to Ordinance 121520-6
whereby the Board accepted and appropriated $165,450.00 from the VOF for
the purchase of the land.
3. That the County Administrator or Assistant County Administrator are hereby
authorized to execute such documents, including but not limited to the
purchase agreement, the deeds of conveyance (with any changes as
approved by the County Attorney's Office), and any other documents
necessary to accomplish the acquisition and to take such actions on behalf of
Roanoke County in this matter as are necessary to accomplish the acquisition
of this real estate, all of which shall be approved as to form by the County
Attorney.
4. That this ordinance is to be in full force and effect upon its passage.

IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS
Supervisor Mahoney stated he had the pleasure and opportunity on
Saturday, July 31st to attend the ribbon cutting at Cave Spring High School after its

renovation and reconstruction. Obviously, it was supposed to occur last year but
because of COVD, we delayed it until this year. Mr. Mike Wray, the Cave Spring
representative on the School Board did a wonderful job as master of ceremonies. He
introduced and thanked the architectural engineering firm and the construction firm and
introduced Mr. Spangler, the retiring principal of the school and other folks. Many
citizens showed up and had an opportunity to walk through the school and see the
construction and see how nice it looks. It was a very nice event.
Supervisor North stated at a recent NACO conference call that he
participated in regarding the infrastructure bill, it was learned some $65 billion of the
$1.3 trillion will be earmarked for nationwide broadband. We should certainly all be
covered when this is said and done. This is in addition to the $500 million that Virginia,
just yesterday, approved in the Senate to approve $500 million for statewide broadband.
Fifty percent of the $1.3 trillion will be slated for bridgework nationwide and highways
funds will be dispersed to VDOT. So, more money is coming out of the sky for all these
projects. On August 5th, the Roanoke Valley Allegheny Regional Commission executive
director, Jeremy Holmes (who took the place of Wayne Strickland) and he listened in
before our conference call with Senator Warner, who ended the call about some EDA
infrastructure funding $500 million over 5 years, stating that as ARPA rule changes
occur, "the rules of engagement" that took so long to come after the funds were
appropriated, as those changes occur, some funds may be permitted to be used for
school construction. The recommendation was don't allocate all of your ARPA monies
just yet, we should know something this year or early in 2022. Apparently, other
Counties in the State of Virginia have concerns over using funds for school construction
and not necessarily renovation of HVAC systems. Finally, on August 9th, he attended
the Regional Chamber's session featuring Tom Barkin, President and CEO of the
Federal Reserve Bank in Richmond. He talked a lot about inflation and we have all
heard about what is inflating our economy. A lot of money from Washington among
some of the items, but one of the things that he pointed out was that there is three times
the number of retirements going on now than it was before the pandemic and there is
5.7 million fewer people employed than before the pandemic and interesting the impact
of inflation on the federal level, 30% of the inflation growth is attributed to new and used
cars. Used car prices are up, on average, 58%. Travel and related costs are also a
component of 15% of inflationary gains. As for local economy, he did comment from
what he has observed, the demand in this area is strong and the challenge for our area
is attracting and keeping a talented work force. He noted this is why we need to
continue to work closely with all local businesses and schools to provide technical
education for our students for good paying jobs and retaining them in this area. It is
ironic that comment occurred yesterday before we begin discussions about a new or
renovated CTE facility this afternoon.
Supervisor Radford stated a couple of weeks ago, he sent a copy of a
letter about running bamboo to all the Board members and copied staff and he didn't
really think much about that until he started investigating a little bit more and that is

becoming a nuisance. He appreciates our attorney giving us some information on it, but
he would like for us to have a discussion about it. The running bamboo is very close to
the South County Library; it is running in that direction. It is going to be on our property
and we are going to have to deal with it. In his professional career, we have to deal with
HOAs and we have to handle kudzu, which is the same, so he would staff to schedule
some time so we can talk about it a little more and see if there is something we can help
our citizens without it being a hammer.
Supervisor Peters stated he supported that as well; he has received calls
himself about the bamboo so he would like to have some further discussion on what we
can do. Supervisor Peters then adjourned to the third floor at 3:22 p.m. for work
session and closed session.
IN RE: WORK SESSIONS
1. Work session with the Roanoke County Board of Supervisors and
the Roanoke County School Board (P. Jason Peters, Chairman of
the Roanoke County Board of Supervisors)
The Roanoke County School Board was called to order with all Board
members in attendance. Additionally, all CTE members were in attendance.
Supervisor Peters provided opening remarks and advised the Board had
approved earlier a Resolution in support of expanding local sales and use taxing
authority for all Virginia localities, for the dedicated purposes of school construction and
renovation.
School Board member Moretz welcomed everyone and thanked the CTE
members for being in attendance.
Supervisor Peters introduced the members of the CTE from Roanoke
County: Gene Rose, Mike Altizer, Jean Hopstetter, Max Beyer and Lynn Carroll.

members: Craig Balzer, Wayne Bower, Todd Foutz, Troy Henderson and Steve
Spangler.

Supervisor Peters stated the next item to discuss is the mission of the
CTE members. He indicated there were three main areas. First is site selection, which
we will having conversation about later, but beyond that we are looking at areas in
Roanoke County that will accommodate a new BCAT. He advised he thinks he can
speak for everyone involved there is no desire to renovate the current building and
understands it needs to be moved as there is consensus on having it back in Roanoke
County.
Supervisor Peters stated next is the size of the building. We were looking
for the Citizens Committee to evaluate the programs that are offered at BCAT, and also
that would help us in determining what size of a building that we were going to need.
We realize that over the last 20 years, there's been a focus on college bound on college
bound education and not focused on skilled labor, and now we are at a huge deficit
when it comes to skilled labor. So I think that we are looking to make sure that we're
offering the proper facilities.
Supervisor Peters advised the last item was solar. He indicated they have
done a little bit of homework on a solar schools and there are solar sites in Horry
County, South Carolina, and a few other places. So we're trying to look at can we
incorporate clean energy into this new site, this new building?
School Board member Moretz added we talk about clean energy if it is111
economically feasible, and if, at the same time, there is a good return on investment as
well on that is equally important. As a parent to an 11th and 12th grader, my kids at this
point really have no idea what they want to do, and there's nothing wrong with that. And
I was trying to make things personal when making decisions, especially as it relates to
the school board. But perfect example, my daughter says, "I think I want to do
something in the medical field, I'm just not quite sure." We can solve that for you at
BCAT, we have a fantastic EMT program for rising junior and seniors. She may not
ultimately want to go into the medical field, but it sure is going to give her a good taste
of what expectations are out there. Same thing for the CNA program. So career
pathways, skilled labor, in the hopes of keeping those graduates here in our valley,
which hopefully can increase our population, increase our tax rolls, and pump up our
economy.
Supervisor Peters added the other thing that we have to be mindful of, in
numbers that he has received, is that we turned away three around 350 students from
BCAT in the past year or maybe that's in this upcoming year, he can't remember when
he received the information. But if someone's looking for another alternative to college,
he would like to make sure we're giving that to them, and giving them the best
education, the best option to get into our workforce. Is there any other discussion from
any of the board members, or anything that you'd want to add, as far as a mission for
the CTE group?

Supervisor Hooker stated she know that there was a reference to the
Salem location maybe not being desirable. She would like to really objectively look at
all the issues as to why a site is or is not preferred, and then let's let the committee go
back and decide what sites really are workable or not workable. Because there's such a
huge financial component to this, she thinks we just need to be looking at all the
reasoning very objectively. So she would request that as part of the mission.
School Board member Greenway stated speaking from our board, just as
a point of note, we've discussed, and I hope I'm okay saying this, but we've ruled out
what we think would be the Salem sites. Because we feel like we want to put this in
Roanoke County to get a gem and a jewel for Roanoke County, and that's something
our board has talked about. So feel free to look at all the sites, and thinks that's well
within our purview, but I sure hope we think about Roanoke County when we build this
site.
Supervisor Peters asked if anyone from the CTE committee wished to
comment.
Mike Altizer stated as the committee, tries to narrow down whether it's
three sites or four sites, and then start to look at the educational component of it, as far
the square footage of the building, then that gets us closer to bringing both together. So
I would just like to ask maybe, and then certainly hear from the rest of the committee
that maybe we get the property looked at and get in mind, at least tour the properties
and have a mindset, and then bring it all together around that.
Max Beyer asked what programs are you going to have? Is this a static?
Is there a limit, on what programs?
Supervisor Peters responded that is going to be up to the committee; the
reason why we have engaged our citizens is because we want to hear from the citizens
and want the CTE Committee to evaluate.
School Board member Moretz stated he felt it was important that all the
members have a copy of the study that was done, "BCAT Moving Forward." If anyone
needs a copy just let the clerk know.
CTE member Gene Rose asked if there are deadlines; is there a time
finite that we're supposed to make recommendations to both boards? Supervisor
Peters responded we have not set a timeline as of yet. There's still a number of hurdles
we're trying to work though, one of them being the resolution we passed earlier today.
We've got to work with the general assembly in our upcoming session, but we would like
to have something by December of '22, so that'll kind of give you a timeline. But we will
leave the number of meetings and the site visits as something the committee will work
out, and that's something that we selected the 10 of you to do.
Supervisor North stated the first step would be to tour Burton, if you have
not already done so.

School Board member Wray stated to expand on what Mr. Altizer
mentioned, we know that it's going to be over 200,000 square foot. Because when we
looked at the administration building and seeing how it was a postage stamp when we
were trying to fit it on, and you talk about two story buildings when you're talking about
auto mechanics and some of the masonry, and some of the things that you're going to
have to have on the ground floor for a tech ed center, so you've got to think about those
things. So he thinks the size of the building would be what we want to do, what we want
to see.
Supervisor Peters stated we would move on to item D, school field
research and turned the meeting over the Dr. Ken Nicely, Superintendent of Roanoke
County School and Chris Lowe, Director of Facilities and Operations, to discuss Horry
County, South Carolina. Dr. Nicely thanked staff, boards and committee members and
turned the meeting over to Chris Lowe who provided an overview of the school in Horry
County. He indicated the school was beautiful and used solar energy and other kinds of
environmentally friendly areas. They also used a similar sales tax referendum. Mr.
Lowe then provided a PowerPoint presentation.
CTE member Max Beyer stated you indicated you could design the
school, more or less for conventional, and then add the solar aspect to it as an RFP at
the end. Is that what you're saying? That's feasible to do it that way? Mr. Lower
responded in the affirmative stating they created a solar field to maximize their payback.
Supervisor North indicated Middlesex County is exploring and may have
already built one.
Supervisor Radford then provided a PowerPoint presentation showing
solar options. A copy of the presentation is on file in the Clerk's office.
Supervisor North and Supervisor Hooker reviewed the information on
Massanutten Technical Institute, which they visited. Supervisor North provided a
handout and Supervisor Hooker provided an overview.
School Board member David Wymer stated he was familiar with the facility
and noted apprenticeship is the way to go.
Mr. Lowe then outlined the site selection criteria and outlined there were 7
sites, of which 4 were eliminated.
Next, Supervisor Peters again referenced the resolution that was passed
this afternoon. He indicated all of the Board members were involved in meeting with our
current delegates and State senators. We developed a card that had four topics and
the number one was school capital. So, we explained to the legislatures how important
this is to us. They always seems to love to talk K through 12, but not the technical
center.
Supervisor North indicated he has been taking an active role in discussing
with the Virginia Association of Counties (VACo). They are the lobbying arm of all
counties in Virginia and the general assembly. Ms. Hooker is now on the education
committee since she has some free time now to expand in Richmond and he has been
on transportation and on economic development, but there is a large effort in the city of

Alexandria, Hampton roads, Albemarle County, and even Roanoke. We need a funding
stream, and VACo's legislative agenda that they're going to vet out next week in
Richmond is the foundation to be adopted by in November that will become the
legislative agenda for the Virginia General Assembly 22 session.
Supervisor North stated there is also the schools commission on school
construction to modernization, which was established by Senate bill 888, which all of
our delegates and senators voted for, which established this construction and
modernization committee and he has been listening to their sessions. The first one was
they asked every school division in the state for all their needs, which came in, in a
spreadsheet as long as from here to Richmond and back. There are a total of$25 billion
of needs in the State of Virginia. So they're in the process of going back to all the
divisions and asking for their priorities. Their next meetings is in late September, early
October. By the end of December they will have a recommendation or white paper on
what they would like the next governor to include in the next two year by end year.
Whether or not that has a funding stream or not remains to be seen. But one thing's for
certain, the state of Virginia has not funded school capital construction since the thirties
and the early fifties, which is why many of the schools around the state today are in the
condition they're in. We, in Roanoke County, have been blessed compared to some of
the other counties to have done what we've done.
Next, Peter Lubeck, County Attorney, provided a PowerPoint presentation
on a timeline for a Sales Tax Referendum.
School Board member Moretz indicated a tentative date of October 7th as
the date for a BCAT open house. He indicated local legislators would be invited and
hopefully there would be conceptual drawings.
The work session was held from 4:59 p.m. until 7:11 p.m. Chairman
Peters then recessed for a 15 minute break.
Chairman Peters opened the regular session back up at 7:31 p.m.

1. Resolution establishing the Career and Technical Education
Citizen Advisory Committee and appointing representatives to

RESOLUTION 081021-7 ESTABLISHING THE CAREER AND
TECHNICAL EDUCATION CITIZEN ADVISORY COMMITTEE
AND APPOINTING REPRESENTATIVES TO SUCH COMMITTEE

WHEREAS, in connection with the Roanoke County School Board, the Board
desires to create a career and technical education ("CTE") Citizen Advisory Committee
(the "Committee") to advise the Roanoke County Board of Supervisors and the
Roanoke County School Board regarding the size, site, and potential incorporation of
solar technology relating to the construction of a new career and technical education
center for Roanoke County; and
WHEREAS, it is proposed that members of the Committee will consist of five (5)
members appointed by the Roanoke County Board of Supervisors and five (5) members
appointed by the Roanoke County School Board for a term ending on December 31,
2022, at which time it is anticipated that the work of the Committee will be concluded;
and
WHEREAS, the purpose of this resolution is to create the CTE Citizen Advisory
Committee, to set forth the mission of the Committee, and to appoint the five (5)
members that will be appointed by the Board of Supervisors. It is anticipated that the
School Board will, at a later date, act by resolution to appoint five (5) additional
members.
NOW THEREFORE BE IT RESOLVED by the Roanoke County Board of
Supervisors that
1. The Board, together with the Roanoke County School Board, hereby establishes a
Citizen Advisory Committee (the "Committee") to advise the Roanoke County Board
of Supervisors and the Roanoke County School Board regarding the following
matters pertaining to the construction of a new center for career and technical
education:
a. Size: The Committee is asked to consider the necessary size of the building,
taking into consideration which programs should be included in the curriculum
provided at the Center; it is recognized that the scope of curriculum will
impact the size of the Center. The Committee is invited to consider the
curriculum that is presently offered at the existing Burton Center and to
determine whether to discontinue certain areas of study or to include any new
areas of study;
b. Site: The Committee is asked to investigate and recommend suitable
locations for the Center and to take into consideration several criteria,
including the following:
i. The cost to purchase the site,
ii. The cost to prepare the site (for both civil work and infrastructure),
iii. Accessibility to highways,
iv. Distance and travel time from all five high schools,
v. Benefits of locating the Center within the geographical boundaries of
Roanoke County,
vi. Available suitable acreage (between 20 to 40 acres are expected to
be required), and
vii. Compatibility with adjacent properties.
c. Solar: The Committee is asked to investigate and make recommendations
regarding whether to incorporate solar energy technology into the

construction and operation of the Center, taking into consideration the
economic feasibility and benefits of such technology.
2. The Board appoints the following citizens to serve on the Committee (each of whom
shall serve for a term beginning on August 10, 2021 and ending on December 31,
2022):
a. Michael Altizer,
b. Max Beyer,
c. Lynn Carroll,
d. Jean Hopstetter, and
e. Gene Rose.
3. The Committee shall be dissolved on December 31, 2022, unless the Board, by
resolution, determines that the need for the Committee remains, and appoints or re-
appoints members to the Committee.
On motion of Supervisor Peters to adopt the resolution, seconded by Supervisor
North and carried by the following recorded vote:
AYES: Supervisors Mahoney, Hooker, North, Radford, Peters

IN RE: CLOSED SESSION
At 7:34 p.m., Supervisor Peters moved to go into closed meeting following
the work sessions pursuant to the Code of Virginia Section 2.2-3711.A.3 —to discuss or
consider the acquisition of real property, where discussion in an open meeting would
adversely affect the bargaining position or negotiating strategy of the public body.
Specifically, the board will consider the acquisition of potential properties throughout the
County for school purposes.
