HomeMy WebLinkAbout11/3/2021 - Regular November 3, 2021 641 Roanoke County Administration Center 5204 Bernard Drive Roanoke, Virginia 24018 The Board of Supervisors of Roanoke County, Virginia met this day at the Roanoke County Administration Center, this being the first regularly scheduled meeting of the month of November 2021. Audio and video recordings of this meeting will be held on file for a minimum of five (5) years in the office of the Clerk to the Board of Supervisors. IN RE: OPENING CEREMONIES Before the meeting was called to order, a moment of silence was observed. The Pledge of Allegiance was recited by all present. IN RE: CALL TO ORDER Vice Chairman Radford called the meeting to order at 3:02 p.m. The roll call was taken. MEMBERS PRESENT: Vice Chairman David F. Radford; Supervisors Martha B. Hooker, Paul M. Mahoney, Phil C. North and David F. Radford MEMBERS ABSENT: Chairman P. Jason Peters STAFF PRESENT: Daniel R. O'Donnell, County Administrator; Richard Caywood, Assistant County Administrator; Rebecca Owens, Assistant County Administrator; Peter S. Lubeck, County Attorney; Amy Whittaker, Public Information Officer and Deborah C. Jacks, Chief Deputy Clerk to the Board IN RE: FIRST READING OF ORDINANCES 1. Ordinance accepting grant funds in the amount of $23,207 from the Library of Virginia and appropriating the funds to Roanoke County's Grant Fund (Toni Cox, Acting Director of Library Services) Ms. Cox outlined the request for ordinance. 642 November 3, 2021 Supervisor Hooker commented this is really important for our constituents. How quickly will they be available with Ms. Cox advising that all are available now. There was no further discussion. Supervisor Hooker's motion to approve the first reading and set the second reading for November 17, 2021, was seconded by Supervisor Mahoney and approved by the following vote: AYES: Supervisors Mahoney, Hooker, North, Radford NAYS: None ABSENT: Supervisor Peters IN RE: CONSENT AGENDA RESOLUTION 110121-1 APPROVING AND CONCURRING IN CERTAIN ITEMS SET FORTH ON THE BOARD OF SUPERVISORS AGENDA FOR THIS DATE DESIGNATED AS ITEM I- CONSENT AGENDA BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: That the certain section of the agenda of the Board of Supervisors for November 3, 2021, designated as Item E - Consent Agenda be, and hereby is, approved and concurred in as to each item separately set forth in said section designated Items 1 through 2 inclusive, as follows: 1. Approval of minutes—July.27, 2021 2. Request to accept and allocate funds in the amount of$32,745 to the Clerk of the Circuit Court from the Commonwealth of Virginia for Technology Trust Funds On motion of Supervisor Mahoney to adopt the resolution, seconded by Supervisor Radford and carried by the following recorded vote: AYES: Supervisors Mahoney, Hooker, North, Radford NAYS: None ABSENT: Supervisor Peters A-110321-1.a November 3, 2021 643 IN RE: REPORTS Supervisor North moved to receive and file the following reports. Statement of Treasurer's Accountability per Investment and Portfolio Policy as of September 30, 2021 IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS Supervisor North stated Chairman Peters and he attended the Stonebridge Park Pickle Ball Court Ribbon Cutting on October 21, 2021. The park is looking great since the renovations and upgrades have occurred. It is also where he coached his boys during baseball season. He attended the October 26, 2021 ribbon- cutting for Friendship's new Transition Care Unit (TCU). The TCU will provide individuals in need of short-term rehab with a private room, complete with accessible bathroom and shower and access to Friendship's brand new dining venue, Bistro 66. It gives a great view of the Hollins District. By the way, Friendship employees over 600 between the North and Couth Campuses in Roanoke. He also attending the 2021 annual dinner of the Roanoke Valley Allegheny Regional Commission (RVARC) with Supervisor Radford and staff. New officers that have been elected this year are Vice Chair Pam Marshall, Mayor Clifton Forge; Treasurer, Dean Martin, Roanoke County; Secretary Jeremy Holmes, Director of RVARC and himself as Chairman for the 2021- 2023 term. One of our goals he has suggested is each member government of the RVARC due a session presenting what is going on in their areas in the spirit of regional communication and cooperation. So, more on that later on, he is sure Roanoke County will have a chance to go so next year. We have an Executive Committee Meeting on November 18, 2021, and will discuss further with the Vice Chair and Mr. Holmes. At this time, Supervisor North then asking staff to consider drafting a resolution to Commonwealth Transportation Board (CTB) member Dr. Ray Smoot after November 5, 2021, in support of the out-of-cycle TPO request to allocate $2.5 million STBG funding on Rt. 460 at 220 Intersection Improvements Project. Dr. Smoot has advised the State has found $19.2 million, of which, if we put $2.5 of federal STBG funds on, the project can be taken back to the CTB for final voting and consideration. This was a project that was not funded whatsoever in round 4 of Smart Scale. So, this is a great opportunity. Lastly, congratulations to new School Board members, Brent 644 November 3, 2021 Hudson, and Cheryl Fraccani, who will be new to the Board next year. Also our re- elected Hollins School Board member David Linden and all of our State Delegates Joe McNamara and Chris Head, both were reelected for a two-year term. To our new Governor, Glen Youngkin and his future administration, what a great story that was yesterday. Supervisor Mahoney advised he only had one item. On Friday, October 29, 2021, he had the opportunity to attending an all-day retreat for the TAP Board of Directors. As you may recall, the Board of Supervisors had designated him to be the County representative on the TAP Board. In the morning, we had a speaker come in and talk about diversity, equity and inclusion and in the afternoon they had a speaker to try to help us with our fund-raising activities to support TAP. It was an all-day affair and it was very instructive. Supervisor Hooker stated she had a couple of quick comments. She congratulated the Board member who were re-elected without any opposition; you must be doing a pretty good job; Phil North, David Radford and Jason Peters were all re- elected in uncontested races. She is really thankful to be part of the democratic system that hears the people and it was a pleasure working the polls yesterday; looking forward to a bright future. Supervisor Radford commented he is very humbled to be re-elected and to be back in this position for four (4) more years. He is looking forward to working with his colleagues on the Board. One of the resounding things that we heard through our local elections and it became statewide and National was that parents matter in their children's education. Congratulations to the two (2) new School Board members that will be on the Board for the first time because they brought a strong message. Also, congratulations to Supervisor North on Chairing the Roanoke Valley Allegheny Commission for two (2) years, which is a lot of work to do and we look forward to your leadership in that. Chairman Radford also noted the re-election of Mr. Greenway to the School Board in the Vinton District. At 3:14 p.m. Chairman Radford recessed to the third floor for work session. - IN RE: WORK SESSIONS • 1. Work session to provide a stormwater drainage program review with the Board of Supervisors (Tarek Moneir, Director of Development Services) Mr. O'Donnell provided the introduction. Mr. Moneir provided a PowerPoint presentation. November 3, 2021 645 Supervisor Radford asked with regard to slide 25, is it pressure treated wood with Butch Workman, Stormwater Operations Manager advised staff is trying to get away from wood. David Henderson, County Engineer, replaced it causes too much maintenance. Supervisor North inquired what do they want to use with Mr. Henderson responding chain-linked fence. Mr. O'Donnell outlined the sensitive nature of contracting the jobs out and commented it should be a combination of both contract and staff. The contracted section could be used with ARPA funds. Supervisor North asked forthe"cost of two (2) new people. When looking at priority A and B, he likes the rating system. He added that there are three ratings of 20, which are extensive and could they be contracted out. Mr. O'Donnell stated some of them do not lend themselves to being contracted out. Supervisor North stated he would like to see how long they have been waiting and asked these by done by magisterial district. Mr. Moneir advised they have a large database and can show whatever the Board would like. Supervisor North stated he received a number of questions and would like to know to provide information to his citizens. Supervisor Hooker stated we have talked about new development and her questions are about older developments. She has one on Daughtery Road, which is an older development. Mr. Workman responded he is working on an easement now. She indicated she felt the list would be growing with Mr. Moneir responded in the affirmative stating citizens are wanting more. Supervisor Radford commented construction workers are hard to come by. Supervisor Mahoney asked if a lot of these projects are the result of the HOA's failure to maintain with Mr. Henderson responding in the negative stating a lot of project are sink holes. Unfortunately, a lot of the projects in the 60's just have worn out. Supervisor Mahoney then asked who is responsible for acquiring the easements with Mr. Henderson responding Butch Workman, normally. Supervisor Radford stated the model we have is the most cost effective. Other localities maintain all the storm ponds. Their maintenance crews are twice as large as ours. What do you need from the Board today? Mr. Moneir responding today's work session for was information purposes at this time.
