RESOLUTION042622-1RECOGNIZINGPAULA BENKE FOR HER
EXEMPLARY SERVICETO ROANOKE COUNTY
WHEREAS, In July, 2019, Paula Benkewas hiredas the Program Coordinator for
County of Roanoke Transportation (CORTRAN)to managethe demand response
transportation program for citizens with physical and mental disabilities and senior adults;
and
WHEREAS,Paula Benkewas instrumental in designing a new CORTRAN transit
program; and
WHEREAS, Paula worked with a new service provider to enhance customer
service and scheduling systemfor program participants; and
WHEREAS, Paula goes above and beyond to ensure all riders’ needs are met;
WHEREAS,Paula was successful in applying for two rounds of transit grants
through the Department of Rail and Public Transportation; and
WHEREAS,Paula also managed $450,000 in CARES Act funding for the
Department of Social Services to aidcitizens that were financially impacted by COVID-
19; and
WHEREAS, Paula’s management of the CARES Act funding helped Roanoke
County citizens with utility bills, car payments, child care expenses, medical bills and
mortgage payments; and
WHEREAS, Paula’s positive attitude and commitment to her programsmakea
difference every day in many of Roanoke County’s citizens’ lives.

RESOLUTION042622-2EXPRESSING APPRECIATION TO THE CITY OF
ROANOKE FOR THEIR COLLABORATION AND PARTNERSHIP ON THE
COUNTY’S NEW FIRE AND RESCUE FACILITY PROJECT
WHEREAS, in order to enhance services, and to reduce demands on other fire
and rescue stations, Roanoke County staff identified a need for a new fire and rescue
station to be built near theBonsack area and within the Route 460 corridor; and
WHEREAS, the addition of this new fire and rescue station is expected to replace
services currently provided by Roanoke County and Roanoke City fire stations, and will
improve response times to certain addresses; and
WHEREAS, Roanoke County staff initiated a search for property to build upon, and
ultimately decided that a 2.25-acreparcel located in the City of Roanoke would best serve
the needs of the County in this endeavor; and
WHEREAS, Roanoke County selected the 2.25-acreparcel located in the City of
Roanoke due to (1) the limited availability of appropriate parcels in the Bonsack area and
within the 460 corridor, (2) the need for signalized access to and from a fire and rescue
facility, and (3) the costs associated with acquisition and construction; and
WHEREAS, due to the existing zoning of the 2.25-acre parcel, it was necessary
for the County of Roanoke to initiate a rezoning processin the City of Roanokein order
to build upon and use the parcel for fire and rescue purposes; and
WHEREAS, the rezoning process included collaboration between staff of the City
of Roanoke and the County of Roanoke, the City of Roanoke Planning Commission, the
City of Roanoke Council, and the County of Roanoke Board of Supervisors; and

ORDINANCE 042622-3ACCEPTING AND APPROPRIATING FUNDS IN
THE AMOUNT OF $119,008FROM THE DEPARTMENT OF RAIL AND
PUBLIC TRANSPORTATION FOR THE CORTRAN PROGRAM
WHEREAS, the County of RoanokeTransportation (CORTRAN)program was
established in 1985 in order to help County residents remain in their homes and
independent with curb-to-curb transportation from their homesto destinations within
Roanoke County, the City of Roanoke, the City of Salem, and the Town of Vinton; and
WHEREAS, the CORTRANprogram is currently structured so that Roanoke
County residents are eligible to use the service if they are either 70 years of age or better,
or if they have a disability; and
WHEREAS, RoanokeCounty received$119,008 in FTA Section 5310 grant
funding through the Department of Rail and Public Transportation for fiscal year2022 to
supplement County funds for the CORTRANprogram; and
WHEREAS, Section 18.04 of the Roanoke County Charter provides that funds be
appropriated by ordinance; and
WHEREAS, the first reading of this ordinance was held on April 12, 2022, and the
secondreading was held on April 26, 2022.

ISSUE:
Acceptance and allocation of funds in the amount of $3,832.50 to the Clerk of the Circuit
Court from the Commonwealth of Virginia.
BACKGROUND:
The postage allocation represents a request to the Compensation Board to help offset
postage costs.
DISCUSSION:
The funds received from the Commonwealth of Virginia have been earmarked for
postage needs.
FISCAL IMPACT:
All funds are provided by the Commonwealth of Virginia. No County matching funds are
required.
STAFF RECOMMENDATION:
Staff recommends accepting and allocating $3,832.50 to the Clerk of the Circuit Court

BRIZENDINE, PARKS MANAGER, UPONHISRETIREMENTAFTER
MORE THAN FORTY (40)YEARS OF SERVICE
WHEREAS,Michael Brizendinewas employed by Roanoke CountyonMay 12,
1980; and
WHEREAS, Mr. Brizendineretired on December 1, 2020, after forty (40) years and
seven (7) months ofdevoted, faithful and expertserviceto Roanoke County; and
WHEREAS,Mr. Brizendinethrough his employment with Roanoke County, has
served as a Laborer, Grounds Maintenance Worker, Motor Equipment Operator, Parks
Crew Leader, Parks Maintenance Foreman and Parks Manager within the Parks,
Recreation and Tourism Department and has been instrumental in improving the quality of
life and providing services to the citizens of Roanoke County; and
WHEREAS, throughout Mr. Brizendine’stenure with Roanoke County, directly
worked with staff to execute the Parks mowing operation,repair and upkeep of the park
amenities,assisted in managing the county wide agricultural program, worked with the
Roanoke County Recreation Leagues andstaff to manage the maintenanceof the sports
lightingsystems and athletic complexes, managed the support forour County sponsored
specialevents and tournaments, supported the construction and maintenance ofour
greenways, and assisted inmanagingthe Parks response to RoanokeCounty Wide
Emergencies and theSnow Removal Operation.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke
County expresses its deepest appreciation and the appreciation of the citizens of Roanoke

NIMMO, SOLID WASTE EQUIPMENT OPERATOR,UPONHIS
RETIREMENTAFTER MORE THAN SIX (6)YEARS OF SERVICE
WHEREAS,Wilbert C. Nimmo was employed by Roanoke CountyonOctober 6,
2014; and
WHEREAS, Mr. Nimmoretired on September 1, 2021, after six (6) years and eleven
(11) months ofdevoted, faithful andexpertserviceto Roanoke County; and
WHEREAS,Mr. Nimmo,through his employment with Roanoke County, has been
instrumental in improving the quality of life and providing services to the citizens of
Roanoke County; and
WHEREAS, throughout Mr. Nimmo’stenure with Roanoke County, he was a friendly
public servant to the many children that lived on his routes.These children looked forward
to seeing him each week, and Mr. Nimmo made sure to acknowledge them as he serviced
their neighborhoods.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke
County expresses its deepest appreciation and the appreciation of the citizens of Roanoke
County to WILBERT C. NIMMOfor more than six (6) years of capable, loyal and dedicated
service to Roanoke County; and
FURTHER,the Board of Supervisors does express its best wishes for a happy and
productive retirement.

expired on July 31, 2021. Supervisor Mahoney has recommended the reappointment of
Ms. Long to an additional three-year term to expire July 31, 2025.

RESOLUTION 042622-4.eAUTHORIZING THE EXECUTION OF AN
AMENDEDMEMORANDUM OF UNDERSTANDING BETWEEN ROANOKE
COUNTYAND CITY OF ROANOKEFOR THERAPEUTIC RECREATION
SERVICES
WHEREAS, Roanoke County and the City of Roanoke entered into a Memorandum
of Understanding dated July 1, 2012(“2012MOU”), toprovide for shared responsibilities of
each locality for provision of Therapeutic Recreation Services for citizens who cannot
participate in traditional recreational sports;and
WHEREAS, collaborating and combining the resources of each localities’ Parks and
Recreation Departments is the most efficient way to plan, coordinate, and implement
services for citizens who need and desire alternative recreational offerings; and
WHEREAS, such programs and offerings will comply with the mandates of the
Americans With Disabilities Act of 1990 and the ADA Amendments Act of 2008; and
WHEREAS, the parties desire to memorialize and update the respective obligations
of each locality with regard to the provision of therapeutic recreation services; and
WHEREAS, all parties wish for this amended MOU to become effectively
immediately upon approval by the governing bodies of each locality; and
WHEREAS,Roanoke County and the City of Roanoke have agreed to an Amended
Memorandum of Understanding and the Board of Supervisors needs to authorize the
County Administrator to execute the same, with an effective date of April 26, 2022.
