SCHOOL GIRLS INDOORTRACK AND FIELD TEAM FOR WINNING THE
VIRGINIA HIGH SCHOOL LEAGUE (VHSL) CLASS 1/2CHAMPIONSHIP
WHEREAS, athletic competitions are an important and integral part of the team
curriculum at schools in Roanoke County; teaching cooperation, sportsmanship, teamwork
and athletic skill; and
WHEREAS, onMarch 2 and 3, 2022, the Glenvar High School Girls’ IndoorTrack
andField Team won the VHSL Class 1/2Combined Indoor State Championshipsat Liberty
University,by outscoring Appomattox High School 61 to 60;and

WHEREAS,SeniorCarly Wilkes placed 1in the 1000 with a time of 3:00.95 and 1

in the 1600 with a time of 4:59.78. Carly was also a member of the 4x400 team that took 1
overall. Reflectingon Carly's high school Indoor career from 2018-2022 as a freshman,

Carly competed in the 1600, 3200 and 4x800 placing2in all events. As a sophomore,
Carly became the 1600 and 3200 State Champion along with the 4X800 taking first place
that season. Moving forward to her Junior and Senior years,Carly understood that the
2021 and 2022 season could bring great reward and decided to run the 1000, 1600 and
4X400 to compete for an overall team win. By doing this, Carly became a back-to-back
State Champion in the 1000 and 4x400 and a three-time State Champion in the 1600; and

WHEREAS,Senior Delaney Eller placed 6in the 500D with at time of 1:27.60 and
was a member of the 4x400 State Champion team. Over the past 3 seasons Delaney has
been apart ofthe 4X800 State Championship team alongsideof Carly and back-to-back
4x400 State Champ; and

WHEREAS,Junior Sydney Loder started the meet off by placing 2in High Jump,

in the 55H with a time of 9.08 and becoming a two-
with a Jump of 5-03. Sydney placed 1
st
time State Champion in this event. Sydney also placed 1in the 300D with a time of 42.24.

Sydney was a member of the 4x400 team that took 1overall and became a back-to-back
State Champion in this event; and
WHEREAS, Junior Adrianna Hall was a member of the 4x400 State Champion team
alongsideof Delaney Eller, Carly Wilkes and Sydney Loder with atime of 4:20.60; and
WHEREAS, the most exciting part of this whole meet came down to this one event,

the 4x400, they needed to clinch 1to win. This will be a moment they will all remember. It
takes four to compete and each of them competed at an outstanding level; and
WHEREAS, Junior Molly McCroskey and Sophomore Joanna Killleen were both
able to experience their first State Meet, competing in the 1000. Both had personal best,

with Joanna placing 10and Molly placing 11th overall; and
WHEREAS,each ofthese young ladies are not only outstanding athletes, but
excellent students. They represent their school and community, not only on the track, but
off as well. Their character, poise, sportsmanship, and regard for others is what sets them
apart. They area true asset to Roanoke County and our seniorswill be greatly missed.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke
County, Virginia does hereby extend its sincere congratulations to the members of the
GLENVAR HIGH SCHOOL GIRLS INDOOR TRACK AND FIELD TEAM:CARYL
WILKES, DELANEY ELLER, MOLLY MCCROSKEY, JOANNA KILLEEN, SYDNEY
LODER AND ADRIANNA HALL;and
BE IT FURTHER RESOLVED that the Board of Supervisors extends its best wishes
to the members of the team, the coaches and the school in their future endeavors.

Carly competed in the 3200 andplacing3rdin thisevent. As a sophomore,Carly’s season
was cut short duetothe season being cancelled because ofCOVID. Moving forward to her
Junior and Senior years, Carly understood that the 2021 and 2022 season could bring
great reward and decided to run the 800, 1600 and 4X400 to compete for an overall team
win. By doing this, Carly became a back-to-back State Champion in these events;and

WHEREAS,Senior Delaney Eller placed 6in the 400 meterwith at time of 1:03.16
and was a member of the 4x400 State Champion team. Over the past 2seasons Delaney
has been apart ofthe back-to-back 4x400 State Champion relay team; and

Sydney was a member of the 4x400 team that took 1overall and became a back-to-back
State Champion in this event; and

WHEREAS, Junior Rhyan Harris was 7in the state for pole vault and amember of
the 4x400 State Champion team alongsideof Delaney Eller, Carly Wilkes, and Sydney
Loder with a time of 4:13.23; and
WHEREAS, Freshman Mahre Swanson, Junior Brooklyn Woolwine, Junior

Adrianna Hall and Junior Rhyan Harris were 5in the state for the 4x100 relay; and
WHEREAS, Junior Molly McCroskey, Junior Khana Nguyn, Sophomore Emma
Pope, and Sophomore Joanna Killleen were members of the 4x800 relay team that placed

WHEREAS,each of these young ladies are not only outstanding athletes, but
excellent students. They represent their school and community, not only on the track, but

YEAR IMPROVEMENT PLAN FOR FISCAL YEARS2023THROUGH 2028
AND THE CONSTRUCTION PRIORITY LISTAND ESTIMATED
ALLOCATIONSFOR FISCAL YEAR 2023
WHEREAS, Sections 33.2-331of the Code of Virginia (1950, as amended)
provides the opportunity for Roanoke County to work with the Virginia Department of
Transportation indeveloping a Secondary Road Six-Year Improvement Plan; and
WHEREAS, this Board had previously agreed to assist in the preparation of the
Secondary Road Six-Year Improvement Plan, in accordance with Virginia Department of
Transportation policies and procedures; and
WHEREAS, a public hearing,which was duly advertised on the proposed
Secondary Road Six-Year Improvement Planfor Fiscal Years 2023-2028and
Construction Priority Listand Estimated Allocationsfor Fiscal Year 2023was held on
June 14, 2022,to receive comments and recommendations on Roanoke County’s
Secondary Road Six-Year Improvement Planfor Fiscal Years 2023-2028as well as the
Construction Priority List and Estimated Allocations for Fiscal Year 2023;
NOW, THEREFORE, BE IT RESOLVED thatthe Board of Supervisors does
hereby approve the Secondary Road Six-Year Improvement Plan for Roanoke Countyfor
Fiscal Years 2023-2028;
BE IT FURTHER RESOLVED, that the Board of Supervisors does also hereby
approve the Construction Priority List and Estimated Allocations for Fiscal Year 2023;
BE IT FURTHER RESOLVED that a copy of this resolution duly attested to be

ORDINANCE 061422-4ACCEPTING AND APPROPRIATING FUNDS IN
THE AMOUNT OF $9,147,263FROM THE DEPARTMENT OF THE
TREASURYFOR THE LOCALITY-BASED ALLOCATION DISTRIBUTED
AS A COMPONENT OF THE AMERICAN RESCUE PLAN ACT(ARPA)
OF 2021
WHEREAS, in response to theCoronavirus pandemic, on March 11,2021,the
American Rescue Plan Act of 2021 was signed into law in the amount of $1.9 trillion; and
WHEREAS, $350 billion has been set aside for state and local governments and
of this amount $65.1 billion has been set aside for counties; and
WHEREAS, the Department of the Treasury has notified the County that its second
allocation of funds made available through ARPAis $9,147,263; and
WHEREAS, these funds may be used only for eligibleexpensesas outlined in the
Final Ruleunder the six broad categories of Support Public Health Response, Address
Negative Economic Impacts, Replace Public Sector Revenue Loss, Premium Pay for
Essential Workers, Water and Sewer Infrastructure, and Broadband Infrastructure;and
ARPAmay only be used to cover costs that 1) were incurred during the period that began
on March 3, 2021, and ends on December 31, 2024 and 2) costs can be “incurred” by
December 31, 2024 and expended through December 31, 2026;and
WHEREAS,the first reading of this ordinance was held on May24, 2022; and the

ORDINANCE 061422-5AUTHORIZING THE GRANTING OF PUBLIC
UTILITY EASEMENTS TO THE WESTERN VIRGINIA WATER
AUTHORITY ON PROPERTY OWNED BY THE ROANOKE COUNTY
BOARD OF SUPERVISORS (TAX MAP NUMBERS 036.03-01-01.00-
0000 AND 036.03-01-62.00-0000) LOCATED AT 1204, 1206, AND1216
KESSLER MILL ROAD, CATAWBA MAGISTERIAL DISTRICT
WHEREAS, the Western Virginia Water Authority wishes to extend the North
Water Main from Thompson Memorial Drive to Kessler Mill Road; and
WHEREAS, in order to extend the North Water Main, the extension must cross the
County’s Public Service Center property on Kessler Mill Road; and
WHEREAS, the Western Virginia Water Authority has requested that the County
grant to it certain public utility easements and temporary construction easements to
extend the said North Water Main; and
WHEREAS, Section 18.04 of the Roanoke County Charter directs that the
acquisition and disposition of real estate be authorized only by ordinance; and
WHEREAS, a first reading of this ordinance was held on May 24, 2022and the
second reading was held on June 14, 2022; and
NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1.That pursuant to the provision of Section 16.01 of the Roanoke County
Charter, the interest in real estate to be conveyed is hereby declared to be surplus, and
is herebymade available for conveyance to the Western Virginia Water Authority for
purposes of public utility easements and temporary construction easements.

2.That conveyance to the Western Virginia Water Authorityof the public utility
easements andtemporaryconstruction easements as shown and described upon the plat
entitled “EXHIBIT PLAT SHOWING A NEW 20’ PUBLIC WATERLINE EASEMENT
(EASEMENT AREA “A”) (13,007 SQUARE FEET) ACROSS ROANOKE COUNTY TAX
PARCEL #036.03-01-01.00-0000 AND A NEW VARIABLE WIDTH PUBLIC WATERLINE
EASEMENT (EASEMENT AREA “B”) (1,597 SQUARE FEET) ACROSS ROANOKE

of which is attached hereto as Exhibit A, is hereby authorized and approved.
3.That the County accepts and appropriates the payment of $1.00 as fair
market value compensation for thiseasement.
4.That the County Administrator, or any Assistant County Administrator, is
hereby authorized to execute such documents and take such further actions as may be
necessary to accomplish this conveyance, all of which shall be on a form approved by the
County Attorney.
5.That this ordinance shall be effective on and from the date of its adoption.

ORDINANCE 061422-6AUTHORIZING THE ACQUISITION OF A
PERMANENT EASEMENT FOR LONG RIDGE TRAIL ON PROPERTY
LOCATED OFF TWELVE O’CLOCK KNOB ROAD, IN THE WINDSOR
HILLS MAGISTERIAL DISTRICT (ROANOKE COUNTY TAX MAP NO:
075.00-01-05.01-0000)
WHEREAS, Roanoke County’s greenways are developing bicycle and pedestrian
trails identified in the regionally approved 2018 Roanoke Valley Greenway Plan, adopted
by the City of Roanoke, County of Roanoke, County of Botetourt, City of Salem, and Town
of Vinton;and
WHEREAS, the 2018 Roanoke Valley Greenway Plan identified numerous
greenway projects to be addressed as opportunities and resources arise, and identified
Long Ridge Trail in Roanoke County as a route of interest;and
WHEREAS, the 2007 Roanoke County Comprehensive Master Plan for Parks and
Facilities identified the development of greenways and trails as a high priority desired by
citizens in Roanoke County;and
WHEREAS, an easement is needed to connect Long Ridge Trail from Poor
Mountain Preserve to Happy Hollow Park across property owned by Justin Keith Belcher
and Diona Harrison designated as Roanoke County Tax Map Number 075.00-01-05.01-
0000 (0 Twelve O’clock Knob Road); and
WHEREAS, Justin Keith Belcher and Diona Harrison have agreed to donate a
permanent easement to Roanoke County for the aforementioned purposes; and

AGENDA ITEM:Resolution supporting participating in the Virginia Juvenile
Community Crime Control Act (VJCCCA) Grant Program of
the Department of Juvenile Justice for the 2022-2023 and
2023-2024 fiscal years

ISSUE:
Approve resolution for VJCCCA grant participation
BACKGROUND:
In 1995, the Virginia General Assembly passed the Virginia Juvenile Community Crime
Control Act (VJCCCA) to allow localities greater flexibility and autonomy to develop
programs to better meet the needs of at-risk youth in their communities. VJCCCA is
meant to be a community-based system of progressive sanctions and services that hold
youth accountable for their actions and decrease risky and criminal behavior in the
future.
The County of Roanoke has partnered for many years with the City of Salem to operate
the Juvenile Intervention Services Program, located in the Court Services Unit, to
provide direct services to youth and families. The VJCCCA grant funds four (4), full-
time positions for staff who provide intensive monitoring, supervision and advocacy for
youth at risk.
DISCUSSION:
The Juvenile Intervention Services (JIS) Program serves youth ages 11-18, who are
involved in the juvenile justice system in Roanoke County and City of Salem. One of
the program’s primary objectives is to maintain youth safely in their home, school and

community by offering an alternative to detention. JIS operates two (2) programs to
achieve that goal, an Outreach Detention Program and a Home Electronic Monitoring
(GPS) Program. Staff engage with youth face-to-face as often as four (4) times a week,
including a Saturday check-in, in order to determine their compliance, supervise their
whereabouts and assess their needs in multiple settings. The alternative detention
programs have a high rate of successful discharges, higher than the State average, and
a recidivism rate lower than that statewide.
For the upcoming grant cycle for fiscal year 2022-2023 and fiscal year 2023-2024, the
JIS Program created a new program in response to changing community needs and will
be focusing more resources on prevention services for youth contacting the juvenile
justice system for the first time. The new Prevention Program will identify youth at-risk
and will provide check-ins, monitoring, referrals and incentives to help youth decrease
risky behavior and isolation and increase pro social behavior and practical skills. The
JIS Program will continue to provide the successful alternative detention programs in
addition to the new prevention program.
The City of Salem intends to continue its participation in the Juvenile Intervention
Services Program and will continue to dedicate their local and state VJCCCA funds to
the operation of the JIS Program. The grant requires the County to contribute $24,644
and the City of Salem to contribute $9,418 for fiscal year 2022-2023 and for fiscal year
2023-2024 as the local maintenance of effort.
The Department of Juvenile Justice requires that the attached resolution be adopted by
the County of Roanoke allowing participation in the grant program and recognizing that
the City of Salem’s grant monies will be used to support the Juvenile Intervention
Services Program.
FISCAL IMPACT:
The grant requires the County to contribute $24,644 for the upcoming two (2) fiscal
years as our maintenance of effort. Salem will contribute $9,418 each year. Those
local contributions will leverage $232,833 in State funds. There has been no increase in
the local maintenance of effort for several years. No appropriation is required as this
was included in the fiscal year 2023 approved budget and will be included in the fiscal
year 2024 budget.
STAFF RECOMMENDATION:
Staff recommends approval of the resolution to continue participation in the VJCCCA
grant for fiscal years 2022-2023 and 2023-2024.
