The Board of Supervisors of Roanoke County, Virginia met this day at the
Roanoke County Administration Center, this being the second regularly scheduled
meeting of the month of March 2022. Audio and video recordings of this meeting will be
held on file for a minimum of five (5) years in the office of the Clerk to the Board of
Supervisors.
IN RE: OPENING CEREMONIES
Before the meeting was called to order, Pastor Allen James of Cave
Spring Baptist Church provided an invocation. The Pledge of Allegiance was recited by
all present.
IN RE: CALL TO ORDER
Chairman Mahoney called the meeting to order at 3:02 p.m. The roll call
was taken.

IN RE: BRIEFINGS
1. Briefing by the Roanoke Regional Partnership (John Hull,
Executive Director, Roanoke Regional Partnership)
Mr. Hull provided a PowerPoint presentation.
Supervisor Hooker commented she would love to see a Greenway based
Marathon in our region.

Supervisor North noted that Senator Saslaw has noted jobs are leaving
Virginia and asked Mr. Hull to comment on this area. Mr. Hull stated we are gaining on
migration.
Supervisor Radford commented with regard to GO Fest, do they plan on
going back to grass. He has had several residents with children commented they liked
the wide open field they used to have. Mr. Hull asked Pete Eshelman, Director of
Outdoor Branding to respond. He advised they are still working on how this is going to
look like. We did a survey post event and it was split 50/50. Some of the challenges of
being downtown without the grass. He added that due to staffing, vendors, etc. it is
probably going to be two to three (2 to 3) years before it will be what people expect it to
be because they do not have the resources to implement. Supervisor Radford
commented Roanoke County Parks are open for use.
Supervisor Peters asked what ca we do, from a local government
standpoint, to continue to enhance our region and bring the people to this area. Mr. Hull
advised additional land for development as well as ensuring that our region is
competitive from a housing development standpoint.
Supervisor Mahoney advised he really likes the data; it reinforces we are
coming out of the pandemic.
IN RE: NEW BUSINESS
1. Resolution authorizing the execution of amendments to
Memoranda of Understanding with the Town of Vinton for the
Vinton/East County Hotel, Vinyard Station, and Gish Mill
redevelopment projects (Jill Loope, Director of Economic
Development)
Ms. Loope outlined the request for resolution to adjust timelines. Also in
attendance to answer any questions was Pete Peters, Town Manager, Town of Vinton.
Supervisor Peters asked for clarification purposes, the tax bills that will be
going out now for Vinyard Station, there will not be any reimbursement and will not
begin until next year. Ms. Loope responded in the affirmative.
Supervisor North asked with regard to the other projects, Gish Mill, you
are assuming that a full year is going to be in the future dates. Ms. Loope responded
everything is based on estimates and projections and we target those date appropriately
early on, but often times schedules shift, timelines get adjusted on supply chain
disruptions, etc. This is the basis for requesting all three adjustments.
Supervisor Peters then asked why do we put a timeline in the MOU and
put in a year after operation. We don't know what could happen. Ms. Loope stated our
attorneys would expect us to have a start and stop date.
Supervisor Mahoney stated to encourage the developer move forward in a
timely fashion and not delay; this is an incentive to push the developer.

Supervisor North asked Mr. Peters to comment on what was going on with
the hotel; have they found somebody yet. Mr. Peters responded they are currently
working on site planning and utility relocation for both underground and overhead
utilities. They have not secured a hotel franchise. It is contingent to the site preparation
and once they have the final site plan, they will pitch to the three (3) major franchises
and will select from that group.
Supervisor Radford commented so they want to know the cost of the site
with Mr. Peters responding in the affirmative.
RESOLUTION 032222-1 AUTHORIZING THE EXECUTION OF
AMENDMENTS TO MEMORANDA OF UNDERSTANDING WITH
THE TOWN OF VINTON FOR THE VINTON HOTEL, VINYARD
STATION AND GISH MILL REDEVELOPMENT PROJECTS
WHEREAS, the Town of Vinton and Roanoke County have previously adopted
Memoranda of Understanding (agreements) for three redevelopment projects located in
the Town of Vinton: the Vinton Hotel, Vinyard Station and Gish Mill projects; and
WHEREAS, each agreement references a specified reimbursement (from the
County to the Town) of net new taxes generated by the development during the
previous year; and
WHEREAS, at the time of adoption, best estimates were utilized for the project
construction and completion dates, as well as the start date for tax reimbursements; and
WHEREAS, due to the timing of real estate assessments, and construction and
supply chain disruptions, it is proposed that the timeline for the projects and
reimbursements for each agreement be moved forward by one (1) year in order for the
Town to realize the full intent and benefit of the agreements; and
WHEREAS, the Vinton Hotel redevelopment project agreement was approved by
the Board on July 27, 2021, and included a three-year reimbursement of taxes,
estimated at $150,000 per year, not to exceed $450,000. The first installment was
scheduled to begin in January 2024 and the final installment was scheduled to conclude
in January 2026. It is proposed that the agreement be amended so that the first
installment will begin in January 2025 and the final installment will conclude in January
2027; and
WHEREAS, the Vinyard Station redevelopment project agreement was approved
by the Board on November 6, 2019, and included a five-year reimbursement of taxes,
estimated at $40,000 per year, not to exceed $200,000. The first installment was
scheduled to begin in January 2022 and the final installment was scheduled to conclude
in January 2026. It is proposed that the agreement be amended so that first installment
will begin in January 2023 and the final installment will conclude in January 2027; and

WHEREAS, the Gish Mill redevelopment project agreement was approved by the
Board on May 11, 2021, and included a five-year reimbursement of taxes estimated at
$40,000 per year, not to exceed $200,000. The first installment was scheduled to begin
in January 2024 and the final installment was scheduled to conclude in January 2028. It
is proposed that the agreement be amended so that the first installment will begin in
January 2025 and the final installment will conclude in January 2029; and
NOW, THEREFORE, BE IT RESOVLED by the Board of Supervisors of Roanoke
County, that the County Administrator, or any Deputy or Assistant County Administrator,
may execute the proposed amendments to the three (3) above-mentioned Memoranda
of Understanding, all of which shall be approved as to form by the County Attorney.
On motion of Supervisor Peters to adopt the resolution, seconded by Supervisor
Radford and carried by the following recorded vote:

2. Resolution approving the submission of waivers to the Virginia
Department of Elections to administer split precincts (Peter S.
Lubeck, County Attorney)
Mr. Lubeck outlined the request for resolution. There was no discussion.
RESOLUTION 032222-2 APPROVING THE SUBMISSION OF
WAIVERS TO THE VIRGINIA DEPARTMENT OF ELECTIONS TO
ADMINISTER SPLIT PRECINCTS
WHEREAS, pursuant to Virginia Code § 24.2-307, each voting precinct "must be
wholly contained within a single congressional district, Senate district, House of
Delegates district, and election district used for the election of one or more members of
the governing body or school board for the locality"; and
WHEREAS, split precincts must be eliminated by the 2022 November election,
unless a waiver is granted by the Virginia Department of Elections; and
WHEREAS, under the proposed redistricting maps for 2022, Roanoke County
will have two voting precincts that contain splits between two different election districts—
(1) Precinct 103 — North Glenvar, which includes a portion of Senate District 3 and
Senate District 4, and (2) Precinct 106 — South Glenvar, which includes a portion of
Senate District 3 and Senate District 4; and
WHEREAS, it is proposed that the Board of Supervisors apply to the Virginia
Department of Elections for waivers to administer Precinct 103 and Precinct 106 as split
districts pursuant to Virginia Code § 24.2-307.

NOW THEREFORE, BE IT RESOLVED that the Board authorizes the Roanoke
County Registrar to submit waiver requests to the Virginia Department of Elections to
enable the County to administer Precinct 103 and Precinct 106 as split precincts
pursuant to Virginia Code § 24.2-307.
On motion of Supervisor Hooker to adopt the resolution, seconded by
Supervisor Peters and carried by the following recorded vote:

Supervisor Mahoney commented this is now frozen for the next ten years.
Is there anything in the Code to allow changes? Mr. Lubeck advised in the negative

IN RE: REQUEST FOR PUBLIC HEARINGS AND FIRST READING OF
REZONING ORDINANCES -CONSENT AGENDA
1. The petition of ABoone Real Estate, Inc., to rezone approximately
32.32 acres from R-1, Low Density Residential District, to C-2,
High Intensity Commercial District, and R-3, Medium Density
Multi-Family Residential District, to construct a hotel,
professional/medical offices, and townhouses located in the 1300
and 1400 blocks of Edgebrook Road, Catawba Magisterial District
Supervisor Hooker's motion to approve the first reading and set the
second reading and public hearing for April 12, 2022, was seconded by Supervisor
North and approved by the following vote:

2. The petition of Ronald Moran and Michael Boynton to rezone
approximately 3.145 acres from R-1, Low Density Residential

Chairman Mahoney opened and closed the public hearing with no citizens
to speak on this agenda item.
2. Resolutions to set the following maximum tax rates for calendar
year 2022 to support the fiscal year 2022-2023 operating budget:
(a) Resolution to set the Real Estate maximum tax rate for
calendar year 2022;

RESOLUTION 032222-3 TO SET THE REAL ESTATE MAXIMUM
TAX RATE FOR CALENDAR YEAR 2022
WHEREAS, the Board of Supervisors of Roanoke County, Virginia will set
maximum tax rates for calendar year 2022 to support the fiscal year 2022-2023
operating budget; and
WHEREAS, a public hearing for citizen comments on setting maximum tax rates
was held on March 22, 2022, at a regular meeting of the Board of Supervisors of
Roanoke County, Virginia; and
WHEREAS, the Roanoke County Board of Supervisors will adopt final 2022
calendar year tax rates on April 12, 2022, following a public hearing for citizen
comments.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, that the Real Estate Tax for calendar year 2022 is set at a rate of not
more than $1.09 per$100 of assessed valuation.
On motion of Supervisor North to adopt the resolution, seconded by Supervisor
Radford and carried by the following recorded vote:

(b) Resolution to set the Personal Property maximum tax rate for
calendar year 2022;

WHEREAS, the Board of Supervisors of Roanoke County, Virginia will set
maximum tax rates for calendar year 2022 to support the fiscal year 2022-2023
operating budget; and
WHEREAS, a public hearing for citizen comments on setting maximum tax rates
was held on March 22, 2022, at a regular meeting of the Board of Supervisors of
Roanoke County, Virginia; and
WHEREAS, the Roanoke County Board of Supervisors will adopt final 2022
calendar year tax rates on April 12, 2022, following a public hearing for citizen
comments.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, that the Personal Property Tax for calendar year 2022 is set at a rate
of not more than $3.50 per$100 of assessed valuation.

WHEREAS, the Board of Supervisors of Roanoke County, Virginia will set
maximum tax rates for calendar year 2022 to support the fiscal year 2022-2023
operating budget; and
WHEREAS, a public hearing for citizen comments on setting maximum tax rates
was held on March 22, 2022, at a regular meeting of the Board of Supervisors of
Roanoke County, Virginia; and
WHEREAS, the Roanoke County Board of Supervisors will adopt final 2022
calendar year tax rates on April 12, 2022, following a public hearing for citizen
comments;
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, that the Machinery and Tools Tax for calendar year 2022 is set at a
rate of not more than $2.85 per$100 of assessed valuation.

2. Public hearing to receive citizen comments regarding proposed
amendments to the fiscal year 2021-2022 budget in accordance
with Code of Virginia Section 15.2-2507 (Laurie Gearheart,
Director of Finance and Management Services)
Chairman Mahoney opened and closed the public hearing with no citizens
to speak on this agenda item.
IN RE: SECOND READING OF ORDINANCES
1. Ordinance accepting and appropriating $5,157,837.51 in
additional grants for Roanoke County Public Schools (Susan
Peterson, Director of Finance - Roanoke County Public Schools)
Ms. Peterson advised no changes from first reading. There was no
discussion.
ORDINANCE 032222-6 ACCEPTING AND APPROPRIATING
FUNDS IN THE AMOUNT OF $5,157,837.51 TO ROANOKE
COUNTY PUBLIC SCHOOLS
WHEREAS, Roanoke County Public Schools staff applied for various grants as
approved by the Roanoke County School Board; and
WHEREAS, a grant application has been awarded to be appropriated in the
Minor Capital. Fund in the amount of $248,000 for a School Security Equipment Grant;
and
WHEREAS, eight grant applications totaling $4,909,837.51 have been awarded
to be appropriated in the Grant Fund as follows:
$164,948.85 for an Emergency Connectivity Fund Grant
$12,000 for an ESSER II Social Emotional Learning Grant
$2,674,479 for an ARPA Grant for qualifying ventilation replacement and
improvement projects
$32,927.55 for an ARPA ESSER III for homeless children and youth
$1,035,263.81 for an ARPA ESSER Ill for addressing unfinished learning
$365,374.82 for an ARPA ESSER Ill for the before and after school programs
$591,385.44 for an ARPA ESSER Ill for summer programs
$33,458.04 for an ARPA ESSER III for postsecondary special education support;
and
WHEREAS, Section 18.04 of the Roanoke County Charter provides that funds be
111 appropriated by ordinance; and
WHEREAS, the first reading of this ordinance was held on March 8, 2022, and
the second reading was held on March 22, 2022.

BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as
follows:
1. That the sum of $248,000 is hereby accepted and appropriated to the
Roanoke County Public Schools' Minor Capital Fund.
2. That the sum of$4,909,837.51 is hereby accepted and appropriated to the
Roanoke County Public Schools' Grant Fund.
3. That this ordinance shall take effect from and after the date of adoption.

IN RE: PUBLIC HEARING AND SECOND READING OF ORDINANCES
1. Ordinance reapportioning the representation in the Board of
Supervisors of Roanoke County, Virginia, by altering the
boundaries of the election districts, establishing voting precincts
therefor, incorporating a map showing the boundaries of said
districts and precincts, and designating new polling places for
certain precincts (Peter S. Lubeck, County Attorney)
Mr. Lubeck outlined the minor changes to the ordinance from the first
reading. Ms. Dooley provided the PowerPoint presentation.
Supervisor North stated in June, the primaries for the Democrats and
Republicans, are going to use the existing structure we have in place and then in
November during the general election, we are going to use these new districts. Is this
correct. Mr. Lubeck responded in the affirmative. Supervisor North stated so Ms.
Cloeter will not send out the notices of change until after July 1, 2022.
Supervisor Radford inquired since we have added more precincts, do we
have enough equipment. Ms. Cloeter stated they were fine; they consolidated some of
the less populated precincts and could add the precincts that we were forced to add to
avoid the splits without requiring us to purchase more equipment. Supervisor Radford
then asked about volunteers. Ms. Cloeter advised people would be coming in next
month to start training. There was no further discussion.

ORDINANCE 032222-7 REAPPORTIONING THE
REPRESENTATION IN THE BOARD OF SUPERVISORS OF
ROANOKE COUNTY, VIRGINIA, BY ALTERING THE
BOUNDARIES OF THE ELECTION DISTRICTS, ESTABLISHING

VOTING PRECINCTS THEREFOR, INCORPORATING A MAP
SHOWING THE BOUNDARIES OF SAID DISTRICTS AND
PRECINCTS, DESIGNATING NEW POLLING PLACES FOR
CERTAIN PRECINCTS, AND PROVIDING FOR AN EFFECTIVE
DATE OF THIS ORDINANCE
WHEREAS, on February 23, 2021, the Board held a public hearing to receive
comments on developing guidelines for the redistricting of Roanoke County in
accordance with the decennial census; and
WHEREAS, following the public hearing on February 23, 2021, the Board
declined to take action because of the delay in receipt of census data due to
complications in compiling data as a result of the COVID-19 pandemic; and
WHEREAS, on June 22, 2021, in preparation for the receipt of delayed census
data, the Board appointed a Redistricting Committee and adopted policies and
procedures to guide the 2021 redistricting process; and
WHEREAS, on February 22, 2022, the Board of Supervisors held a work session
to review the findings of the Redistricting Committee, and to discuss redistricting; and
WHEREAS, legal notice of a public hearing concerning the adoption of an
ordinance establishing magisterial districts for the County of Roanoke was provided as
required by law; and
WHEREAS, the first reading of this ordinance was held on March 8, 2022, and
the second reading was held on March 22, 2022.
NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke
County, as follows:
1. That there shall be established in Roanoke County five magisterial or
election districts to be known and designated as follows:
Catawba Magisterial District
Cave Spring Magisterial District
Hollins Magisterial District
Vinton Magisterial District
Windsor Hills Magisterial District
from each of which there shall be elected one member of the Board of Supervisors of
Roanoke County; and
2. That the outside boundaries of the five magisterial districts, the outside
boundaries of the thirty-three voting precincts, and the polling places for each voting
precinct shall be as follows:
CATAWBA MAGISTERIAL DISTRICT
Beginning at the common corner of the Craig, Montgomery, and Roanoke County
boundary; thence with the boundary between Craig and Roanoke counties along the
crest of North and Brush Mountains in a north-easterly direction to the common corner
in the boundary between Botetourt, Craig, and Roanoke counties; thence with the
boundary between Botetourt and Roanoke counties in a south-easterly direction to

Interstate 81; thence with Interstate 81 in a westerly direction to its intersection with
Interstate 581; thence in a southerly direction with Interstate 581 to its intersection with
Woodhaven Road (Route 628); thence in a south-easterly direction with Woodhaven
Road (Route 628) to its intersection with Peters Creek. Road (Route 117), said point
being on the northerly boundary of the City of Roanoke and the northerly right-of-way of
Peters Creek Road (Route 117); thence in the south-westerly direction of Peters Creek
Road (Route 117) and with the boundary of the City of Roanoke to its intersection with
Cove Road (Route 780); thence with Cove Road (Route 780) and with the boundary for
the City of Roanoke in a westerly and south-westerly direction to its intersection with the
eastern boundary of the City of Salem; thence with the eastern boundary of the City of
Salem in a north-westerly direction to Electric Road (Route 419); thence with the east
eastern boundary of the City of Salem and Electric Road (Route 419) to Interstate 81

the City of Salem and Interstate 81 in a south-westerly direction into the western
boundary of the City of Salem; thence with the boundary of the City of Salem in ,a
southerly direction to a point of intersection with Twelve O'clock Knob Road (Route
694); thence in a southerly direction with Twelve O'clock Knob Road (Route 694) to a
point where it intersects with a gas transmission line at the crest of Twelve O'clock Knob
(elevation 2,683); thence with the crest of Twelve O'clock Knob and Census Blocks1
1003 and 1013, the dividing boundary between the Catawba and Windsor Hills
Magisterial Districts, in a westerly and south-westerly direction to its intersection with
Poor Mountain Road (Route 612); thence following the ridgeline of Poor Mountain in a
generally south-westerly direction to a point of intersection with Honeysuckle Road
(Route 916) at the boundary between Montgomery and Roanoke counties; thence with
the Montgomery and Roanoke County boundary in a northerly direction to the place of
beginning, and as shown on the map titled "Exhibit A: Magisterial Districts" dated March
8, 2022 attached hereto as Exhibit A.
Catawba Precinct— 101
Beginning at the common corner between the Craig, Montgomery, and Roanoke County
boundaries; thence with the boundary between Craig and Roanoke counties along the
crest of North and Brush Mountains in a north-easterly direction to the common corner
in the boundary between Botetourt, Craig, and Roanoke counties; thence with the
boundary between Roanoke and Botetourt County in a south-easterly direction to the
intersection with Interstate 81 as with the Virginia House of Delegates boundary; thence
in a south-westerly direction along Interstate 81 to the intersection of Interstate 581;

IN RE: CLOSED MEETING
At 4:11 p.m., Supervisor Mahoney moved to go into closed meeting
following the work sessions pursuant to the Code of Virginia Section 2.2-3711 A (5) of
the Code of Virginia, to discuss a prospective business or industry where no previous
announcement has been made of the business or industry's interest in locating or
expanding its facilities in the community. Specifically, the Board will discuss the
proposed location of a new business in the Center for Research Technology and
Section 2.2-3711(A) (5) of the Code of Virginia, to discuss a prospective business or
industry where no previous announcement has been made of the business or industry's
interest in locating or expanding its facilities in the community. Specifically, the Board
will discuss construction of a facility in a Roanoke County park. The motion was
seconded by Supervisor Hooker and carried by the following recorded vote:

IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS
Supervisor Peters advised he will not be at the next Board meeting on
April 12th, he will be at John Hopkins for a biopsy.
Supervisor North stated Cushman and Wakefield Thalhimer was pleased
to announce the former Home Shopping Network building in the Hollins district has
been leased to Wurth Rev Car Fasteners Industries North America company and part of
the worldwide Wurth Group. The building will be the single largest Wurth facility in
North America and will serve as the headquarters for Wurth Rev Car Fasteners. The
distribution warehouse consists of 388 square feet and was occupied by Home
Shopping Network for the past 30 years. It is a fully leased operation and expects to
open the relocation in the third quarter of this year. Also, Southern Team announced its
expansion for the new Hyundai facility; they are excited and proud to announce a brand
new, state-of-the-art Hyundai sales and service facility in the Hollins District of Roanoke
County. The 30,000 plus square foot facility will be located at 7300 Williamson Road in
North County with easy access from 181. This all new Hyundai facility is designed with
fast-charging electric vehicle capabilities and will be under construction in the spring of
2022 with completion expected in the winter of 2022. Congratulations to both of those
companies and continued economic development issues for Roanoke County.
Supervisor Radford wished Supervisor Peters Godspeed and success on
his procedure. He then asked of the Planning Department; they just went through four
(4) different rezonings, special use. He just wants to make sure that as he read through

that as we move into the digital world, he wanted to make sure all of those forms are in
a pdf fillable format; people are still handwriting and some were not. He just wants to
make sure we are in the digital world with those forms; it makes is easier to fill them out
and get back in a digital format. Mr. Caywood advised staff would follow-up and let
Supervisor Radford know.
Supervisor Mahoney commented the Cave Spring High School Boys
basketball team won the Class 3 Championship, 76-75 over Petersburg. He has
communicated with Ms. Deed, the principal at Cave Spring and have invited her and
team and coach to join us at one of our meetings to recognize them. We are working
that out. Many of the Board members were able to attend on March 10th, the State of
Vinton address by Mayor Gross, which was an excellent event. A lot of good things are
happening in Vinton; it was a great event. On March 9th, he was able to represent the
Board on a ribbon cutting for Wine Gourmet and Medmont Mercentile on Rt. 419 and he
commented Brian Powell and his partner Mathew and he gives them a lot of credit to try
to open and expand a small business in the middle of the pandemic; it is incredible and
scary. He is glad they did it. Finally, he wanted to remind everybody in April, we have
the Go-200 Plan community meetings, seven (7) of them all throughout the County. He
encouraged all citizens to participate in that process.

IN RE: WORK SESSIONS
1. Work session to review with the Board of Supervisors the County
Administrator's Proposed Fiscal Year 2022-2023 Operating
Budget (Laurie Gearheart, Director of Finance and Management
Services)
Ms. Gearheart provided a PowerPoint presentation.
Supervisor Mahoney inquired of Ms. Gearheart what if the General
Assembly cannot decide. Ms. Gearheart stated that is a discussion with Administration
and hopes by the second public hearing advertisement they will have arrived at a final
decision.
Supervisor Mahoney stated he thinks we should move ahead.
Supervisor North commented he thinks we should go ahead as well. He
thinks they will adjourn on the April 12th. They have to have a veto session before April
27th He has also contacted VACo and is waiting to hear if they have heard anything.
Supervisor Peters commented he would let this drag out until June
because he feels we will need more clarification.

County Administrator Caywood advised the one positive he will share, is
that we are currently in balance and until the General Assembly acts, we will stay in
balance and it is not like we are waiting for something from the General Assembly in
order to present the Board with a complete budget. So, the good thing here is it would
seemingly be a singular adjustment once they are finished.
Ms. Gearheart advised the school board would be'adopting their budget
on Thursday. Supervisor Hooker advised they are using the most conservative version.
Next, Ms. Gearheart advised staff would discuss the County's recycling
program. Doug Blount, Assistant County Administrator introduced Ashley King, Acting
Director of General Services and Brad Jordan, Solid Waste Manager. Ms. King
reviewed the recycling portion of the budget.
Supervisor Hooker stated that when she sees our costs, 829 tons totaling
$43,000, do we get some money for the recycling program that essentially buys our
recycled materials. Ms. King responded in the negative stating for our contract, we
have to pay for them to recycle. And there's several different reasons that go into that,
one of which being that we have a single stream service. We actually had switched over
to single stream around the 2017, 2018 timeframe, the reason being because the
trailers that are segmented, our staff members were having to practically climb into the
trailers to get all of the material out and it was a great safety hazard. The other aspect
being that the single stream trailers hold more because they don't have the segmented
areas. She added if we were to have the resources to sort our items ourselves, we
could potentially get some money back, but that would be a large capital cost in itself, to
have an area to do that but then also to have the staff members to do that.
Supervisor Peters asked just to be clear, we get $44,000 for the 829 tons
with Ms. King responding that we pay that amount with Supervisor North and Mr.
Caywood confirming. Mr. Caywood explained at some point in the past, we paid a very
nominal fee, but because the market is so weak for recyclables and their costs are so
high, it's essentially the same. So in my opinion at least, it's not something we're doing
save money on at this point.
Supervisor Hooker commented we need some PR on this so people can
understand the conundrum we are in. The public loves the idea of recycling, but what's
actually being recycled is so small and it has been no expensive we need to look at it
more closely.
Mr. Caywood advised the number one thing he hears is, "You need to do
something better with your recycling." The reality is, it's very expensive and there's
probably not a good solution that's going to make all of these problems go away. We
have proposed doing a little bit to make it a little bit better. But I think long term, we've
got to decide as a County how much of this we want to do, at what cost. Landfill
capacity is really not an issue in our area. The economics of recycling aren't very good,
but a lot of folks feel good when they do it. Staff has proposed in the fiscal year 2023
budget is to increase by $40,000. That would allow us to purchase an additional trailer
and additional pickup on Saturday and Sunday.

It was the consensus of the Board to go with the staff recommendation for
now and explore other options in the future.
Next, Ms. Gearheart outlined the proposed health insurance rates, which
will cost approximately $112,000.
Ms. Gearheart then discussing outside agency funding advising $197,100
is included in the current proposed operating budget for outside agencies. The board
has given general consensus for increasing the contributions to the Salem, Roanoke
and Vinton Chamber of Commerce along with an increase to the brain injury services
and adding funding for the Mill Mountain Zoo. These increases are offset by the
elimination of the contribution to the Center in the Square, as we have other initiatives
such as Illuminights and the upcoming dinosaur exhibit, that provide larger funding
opportunities between the County and the Center in the Square.
Supervisor Hooker inquired if Mr. Blount was comfortable with these
numbers with Mr. Blount responding in the affirmative.
Finally, Ms. Gearheart advised staff also wanted to follow up with
additional information on the CCAP program, the Community College Access Program.
CCAP provides financial assistance to high school students who may not have the
financial means to pay college tuition, and the funding that we provide for the program is
matched by the Virginia Western Educational Foundation. We have been increasing our
contribution over the last couple of years in an effort to fund the demand from our
County.
Supervisor Hooker stated one of her concerns is that we're helping these
students go basically for free on to college and there's an explanation of 85 percent of
the students stay in the region to live and work, and that's good. She is wondering, does
it really help them get to their goal? Are they really getting that two year degree? Is it
helping them have some kind of specialty to be more employable? Is it just a delay
before they go into the workforce? She has not seen any of that. Ms. Gearheart
responded in speaking from personal experience is that a lot of that is on the individual
student. Virginia Western can be what you want it to be or not be. The program is there
for students to take advantage of, but it's up to the student. Ms. Gearheart stated she
does not know if they can actually monitor that. Supervisor Hooker asked how many
students go through the CCAP program and come out with some type of certificate.
Supervisor Peters commented this information is in what Amanda
Mansfield furnished him that he shared with the Board. If you go back and find that
email, he thinks you will find the answer in there. If not, then communicate with
Amanda, she will be glad to answer that question. He added he was doubtful until he
met with them before Christmas with Supervisor Mahoney. He also thought they were
going to meet with others on the Board. They convince him that we should give them
$75,000 more and reinforced it with not only the presentation they had and the answers
to the questions he had.

It was the consensus of the Board to award them $75,000 with the
answers to the question, "As a CCAP student, how is this benefiting you. What is your
takeaway?"
Next, Mr. Blount talked about the request from the Schools concerning
maintaining the turfs. A Memorandum of Understanding (MOU) was developed giving
Parks, Recreation and Tourism the use of the field with Roanoke County contributing
toward the replacement of the turf at Bogle Field. Roanoke County Schools would
contribute $25,000 and Roanoke County would contribute $25,000 so $50,000 would go
into the replacement account each year. Now, Roanoke County Schools has requested
Roanoke County enter into an updated MOU with the same type of arrangements for
the replacement of William Byrd and Glenvar's artificial turf fields. Parks and
Recreation does utilize the facilities when Roanoke County sports and/or PE classes
are using them. So, in the fiscal year 2023 budget, staff is recommending an increase
of$50,000 to go from $25,000 to $75,000.
Supervisor Radford asked if they will let our citizens walk around the track;
why do they lock the fields up with Mr. Blount explaining they lock the fields because
they do not want vandalism on the fields. One of the biggest items that hurts an artificial
turf field is gum and people getting out and doing things on fields. We have it in our own
park system where people like to go and tear up regular grass fields. And so what has
happened is with the artificial turf fields, they've also, at Glenvar and at William Byrd,
they put down rubberized tracks as well. Now certainly, it is a much better surface to
walk on but it also has a substantial liability in terms of making repairs. Even when we're
playing football and such, you will see, to go across the tracks, they actually have to put
mats out for football so that you're not walking across them without cleats.
Supervisor Mahoney stated he understands the vandalism concern, but he
does not see any vandalism at Penn Forrest. Secondly, he can remember in the past
there were issues with respect to Parks and Recreation being booted out of school
facilities. At that time, it was up to each individual principal and the athletic director. Is
that still the case or has it moved up to Central Administration or do you still have
issues. Mr. Blount responded it has gotten substantially better and Roanoke County
Public Schools has updated their policies that clearly states that Roanoke County has
second use of facilities. But we're always going to be behind a high school use. So if a
practice gets rescheduled for girls' basketball, we're then not going to be able to utilize
that particular gym. But it has gotten better. We still have,to work with each individual
athletic director as well as each principal, because there's also other non-sports related
activities. There's band.There's others that use facilities.
It was the consensus of the Board to move forward with this change.
