Good afternoon and welcome to our meeting for February 13, 2024. Regular meetings
are held on the second and fourth Tuesday at 3:00 p.m. Public hearings are held at
7:00 p.m. on the fourth Tuesday of each month. Deviations from this schedule will be
announced. The meetings are broadcast live on RVTV, Channel 3, and will be
rebroadcast on Thursday at 7:00 p.m. and on Sunday from 10:00 a.m. until 5 p.m.
Board of Supervisors meetings can also be viewed online through Roanoke County's
website at www.RoanokeCountyVA.gov. Our meetings are closed-captioned, so it is
important for everyone to speak directly into the microphones at the podium. Individuals
who require assistance or special arrangements to participate in or attend Board of
Supervisors meetings should contact the Clerk to the Board at (540) 772-2005 at least
48 hours in advance. Please turn all cell phones off or place on silent.

1. McAfee Knob Trailhead Shuttle Expansion - Memorandum of Understanding with
the City of Salem (First reading and request for second reading) (Paula Benke,
Transit Planner)
F. FIRST READING OF ORDINANCES
1. Emergency Ordinance accepting and appropriating Federal Lands Access
Program funds in the amount of $536,000 from the Eastern Federal Lands
Highway Division of the U.S. Department of Transportation Federal Highway
Administration and allocating $242,372 of Roanoke County funds for the
Roanoke River Greenway from the Blue Ridge Parkway to Explore Park, UPC
110155, Vinton Magisterial District (Due to time constraints for the project, it
is requested that the second reading be dispensed with upon an affirmative
vote of 4/5ths of the members of the Board, and that this matter be deemed
an emergency measure pursuant to Section 18.04 of the Roanoke County
Charter) (Megan Cronise, Assistant Director of Planning)
2. Ordinance accepting and appropriating Stormwater Local Assistance Fund
(SLAF) grant in the amount of $531,425 from the Virginia Department of
Environmental Quality (DEQ), along with a $531,425 for the Stream Restoration
of a Tributary to Mudlick Creek along Canter Drive in the Windsor Hills
Magisterial District (First Reading and Request for Second Reading) (Tarek
Moneir, Director of Developmental Services)

1. Ordinance accepting and appropriating a donation from the Friends of the
Roanoke County Public Library in the amount of$25,000 for use by the Roanoke
County Library Department (Second Reading)
2. Request to accept and allocate grant funds in the amount of $6,000 from the J.
Spencer and Joy Frantz Donor Advised Fund of Community Foundation Serving
Western Virginia to Roanoke County Fire and Rescue
3. Ordinance allocating $65,033 of Roanoke County funds to the Grant Fund for the
East Roanoke River Greenway crossing of the Blue Ridge Parkway along
Highland Road (State Route 618), VDOT UPC 113356, Vinton Magisterial District
(First Reading and Request for Second Reading)
4. Request to accept and allocate grant funds of $21,282 from the Virginia
Department of Emergency Management (VDEM) for an Emergency Management
Performance Grant along with a local match of$21,282 for a total of$42,564
5. Resolution requesting the Virgina Department of Transportation (VDOT) to
accept Ivy Park Drive and Ridgeline Court of Fox Hunt in the Windsor Hills
Magisterial District into the VDOT Secondary Road System

L. WORK SESSIONS
1. Work session to review with the Board of Supervisors fiscal year 2024-2025
projected General Government Fund operating budget revenues and review
updates to the County of Roanoke Fee Compendium and Outside Agency
Funding (Laurie Gearheart, Director of Finance and Management Services,
Steve Elliott, Budget Administrator)
M. CLOSED MEETING, pursuant to the Code of Virginia as follows:
1. Section 2.2-3711(A)(5) of the Code of Virginia, for discussion concerning a
prospective business or industry or the expansion of an existing business or
industry where no previous announcement has been made of the business' or
industry's interest in locating or expanding its facilities in the community.
Specifically, the Board will discuss potential business location or expansion in the
Cave Spring, Catawba, and Windsor Hills Magisterial Districts.
