7:00 p.m. on the fourth Tuesday of each month. Deviations from this schedule will be

RESOLUTION OF APPRECIATION TO MARTHA B. HOOKER FOR HER
SERVICE AS CHAIRMAN OF THE BOARD OF SUPERVISORS IN 2023
WHEREAS, Martha B. Hooker served as Chairman of the Roanoke County Board of
Supervisors during 2023; and
WHEREAS, during Ms. Hooker’s term as Chairman, the County achieved a variety
of accomplishments, including:
• Historic tax reductions and relief, resulting in a savings of nearly $8 million for
Roanoke County citizens and businesses
• An agreement with Roanoke County Public Schools that provides record-
setting funding of $130 million for school capital projects
• More than $1 million awarded to Roanoke County Police to fund 16 School
Resource Officers within Roanoke County Public Schools
• 14 business expansions and announcements, with $130 million in new
investments and over 1700 jobs created
• The announcement by Governor Glenn Young kin that Wells Fargo would
invest $87 million to expand and modify its customer support center, leading
to the creation of 1100 new jobs
• The opening of the Galen College of Nursing inside Metis Plaza in the Oak
Grove area
• The grand opening of Carilion Mental Health inside Tanglewood Mall
• The opening of Vistar Eye Center in the Hollins community

• Funding awarded for additional infrastructure improvements at Wood Haven
Technology Park
• Hosting the USA Cycling Amateur Road National Champ ionship race at
Explore Park
• Continued success of the County’s McAfee Knob Trailhead Shuttle and

WHEREAS, the Board recognizes Chairman Hooker’s contribution to the economic
growth in Roanoke County throughout her term; and
WHEREAS, Chairman Hooker emphasized sound financial strategies and practices
and promoted regional projects and initiatives to benefit all the residents of the Roanoke
Valley.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke
County, Virginia, does hereby extend its deepest appreciation to MARTHA B. HOOKER
for her collaborative and steady leadership of the Board of Supervisors as Chairman during
2023 and for her belief in democracy and championing of citizen participation in local
government.

RESOLUTION RECOGNIZING ASHLEY KING FOR HER EXEMPLARY
SERVICE TO ROANOKE COUNTY
WHEREAS, in November of 2008, Ashley King was hired by Roanoke County as
a Buyer for Purchasing, and during her tenure has been promoted to Senior Buyer,
Purchasing Manager, and Assistant Director of General Services; and Director of General
Services.
WHEREAS, Ashley has led and managed the General Services Department for
the past two (2) years; and
WHEREAS, Ashley fostered a culture of servant leadership in General Services
that focuses on citizen satisfaction through high-quality service delivery and real-time
communication; and
WHEREAS, Ashley also represented Roanoke County on the Chamber Board as
President for the last two years where she lead increases in growth and engagement that
resulted in 107 new members, over 1600 attendees at events, and 98% retention; and
WHEREAS, Ashley served as the Executive Director for six months and oversaw
the recruitment and onboarding of the new Executive Director; and
WHEREAS, Ashley advocated for economic development and networking in
Roanoke County and Salem amongst business professionals, legislative representatives,
local government leaders, and apprentices; and
WHEREAS, Ashley oversaw the revision of the Chamber’s Program of Work,
which resulted in programming that led to increased sponsorships and community

participation; and
WHEREAS, Ashley’s positive attitude and commitment to the County makes a
difference every day in many of Roanoke County’s citizens’ lives.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke
County expresses its deepest appreciation and the appreciation of the citizens of
Roanoke County to Ashley King for her dedicated service to Roanoke County; and
FURTHER, the Board of Supervisors does express its best wishes for continued
success in the future.

TRAILHEAD SHUTTLE EXPANSION

ISSUE:
Roanoke County wishes to enter into a Memorandum of Understanding (MOU) with the
City of Salem to add two new shuttle stops for the McAfee Knob Trailhead Shuttle within
the City of Salem.
BACKGROUND:
Activity around the National Park Service (NPS) Appalachian National Scenic Trail (AT)
McAfee Knob overlook has grown exponentially in recent years. The demand to visit the
Appalachian Trail’s most photographed location has outpaced existing NPS resources.
The Virginia Department of Transportation (VDOT) obtained funding in 2017 to design
and construct a pedestrian bridge to carry the AT over Route 311. Bridge construction
is underway and has closed the existing McAfee Knob Trailhead parking lot for 2024.
The NPS began a Visitor Use Management (VUM) Plan in 2018 for the Virginia’s Triple
Crown segment of the AT (McAfee Knob, Dragon’s Tooth and Tinker Cliffs) to identify
strategies to enable long-term protection and preservation of AT resources while also
improving the visitor experience. The VUM Plan is nearing completion.
As part of the VUM Plan and considering the impact that pedestrian bridge construction
would likely have on the trailhead parking lot, in February 2021, the National Park
Service published the Appalachian National Scenic Trail, Triple Crown Area Transit

Feasibility Study to consider the potential of operating a shuttle to serve one or more of
the Virginia Triple Crown trailheads. One recommendation from the Transit Feasibility
Report was to run a pilot service between the Interstate 81, Exit 140 Park and Ride and
the McAfee Knob parking lot.
Roanoke County applied for and received Demonstration Project funding from the
Virginia Department of Rail and Public Transportation (DRPT) to operate this pilot
service. On September 2, 2022, the McAfee Knob Trailhead Shuttle started service with
a fixed route from the I-81, Exit 140 Park and Ride to the McAfee Knob Trailhead to
ease the parking congestion at the McAfee Knob Trailhead parking lot. Service paused
on November 27, 2022, over the winter months and resumed on March 3, 2023, until
November 26, 2023.
Day, Section and Through Hiker feedback from the 2022 -2023 season included
inquiries regarding hotel accommodations, dining options and where to restock
essential items.
Other data collected was that individuals were visiting for an average of two to three
days and looking for other activities to do in the Roanoke Valley.
DISCUSSION:
Roanoke County again applied for and was awarded Demonstration Project funding in
2023 to expand shuttle service while the pedestrian bridge is under construction. In
2024, the McAfee Knob Trailhead Shuttle will add four on demand stops to the already
existing fixed route with connections to Valley Metro bus service. Two of the shuttle
stops will be in the City of Salem at 601 East Main Street ( Longwood Park ) and at 101
South Broad Street. Additional stops will be located at the Orange Market Park and
Ride and along Route 311 near the Dragon’s Tooth Trailhead parking lot.
By adding additional stops, the shuttle is meeting the strategic needs outlined in the
Triple Crown Area Transit Feasibility Study, to enable long-term protection, and
preservation of AT resources while improving the visitor experience. The shuttle will
also provide connectivity to local resources in Salem and allow for travel throughout the
Roanoke Valley with access to multiple Valley Metro stops.
County staff have worked with City of Salem staff to identify shuttle stops and
parameters for service. The MOU with the City of Salem is planned to conclude on June
30, 2025, when the current DRPT Demonstration Project funding ends.
The 2024 shuttle season will start on March 1, 2024, and conclude on December 1,
2024. The 2025 shuttle season will start March 7, 2025, and conclude on June 30,
2025.

FISCAL IMPACT:
The Board of Supervisors accepted and appropriated $170,709 from DRPT and
$42,677 in local match for the McAfee Knob Trailhead Shuttle expansion on September
12, 2023, for fiscal years 2024 and 2025. All fares collected from the operation of the
shuttle service are retained to offset the cost of the service. There is no cost associated
with the MOU.
STAFF RECOMMENDATION:
Staff recommends approval of the first reading of the ordinance and scheduling of the
second reading for February 27, 2024.

Longwood Park (601 E. Main Street) and the other at 101 South Pollard Street.
Additional stops are also proposed at the Orange Market Park and Ride and along
Route 311, near the Dragon’s Tooth Trailhead parking lot; and
WHEREAS, Section 15.2-1300 of the Code of Virginia authorizes the joint
exercise of powers by political subdivisions of the Commonwealth ; and
WHEREAS, the City of Salem has expressed willingness to enter into an
agreement for the joint operation of the McAfee Knob Trailhead Shuttle, to include stops
within the boundaries of the City of Salem; and
WHEREAS, it is proposed that the Board approve the proposed agreement; and
WHEREAS, the first reading of this ordinance was held on February 13, 2024,
and the second reading was held on February 27, 2024.
NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of the
County of Roanoke, as follows:

1. The agreement entitled “Memorandum of Understanding Between the City
of Salem and Roanoke County for the Use of the McAfee Knob Trailhead
Shuttle,” is hereby approved, subject to any minor changes that may be
approved as to form by the County Attorney; and
2. The County administrator, Deputy County Administrator, Assistant County
Administrator, any of whom may act, are authorized to execute said
agreement.
3. This ordinance shall take effect immediately upon its adoption.

ISSUE:
Accept and appropriate additional Federal Lands Access Program (FLAP) funds in the
amount of $536,000 from the Eastern Federal Lands Highway Division (EFLHD) of the
U.S. Department of Transportation Federal Highway Administration and acknowledge
allocation of $242,372 of Roanoke County funds for the Roanoke River Greenway from
the Blue Ridge Parkway to Explore Park, Bid Additive #2, to complete construction of
this greenway segment.
BACKGROUND:
The FLAP was created by the Moving Ahead for Progress in the 21st Century Act (MAP-
21), continued in the Fixing America's Surface Transportation (FAST) Act of 2015 and
the Bipartisan Infrastructure Law (BIL) of 2022 to improve state and local transportation
facilities that provide access to and through federal lands.
The Roanoke River Greenway is envisioned as the backbone of the Roanoke Valley
greenway system and has been designated as the top greenway priority by the
Roanoke Valley Greenway Commission in the 1995, 2007 and 2018 Roanoke Valley

Greenway Plans, all adopted by the Roanoke County Board of Supervisors. The
Roanoke County 2016 Community Strategic Plan also identifies greenways as a high
priority strategic initiative for supporting a multi-modal transportation network and
keeping Roanoke County healthy, clean, and beautiful. The 2022 County of Roanoke
Strategic Planning document supports continuing construction of the Roanoke River
Greenway in the Outdoor Recreation Strategic Target Outcome Area.
The Roanoke River Greenway is designed as a ten -foot-wide paved path. This project
includes an approximately 1.9 mile section of the greenway from the 3400 block of
Highland Road near the intersection with Rutrough Road, through property owned by
the Roanoke Valley Resource Authority (RVRA), connecting to a Federal overlook,
passing underneath the Roanoke River Parkway, crossing properties owned by the
National Park Service and ending at Explore Park. A trailhead parking lot will be
constructed at 3404 Rutrough Road with access on Rutrough Road.
The timeline for this project is as follows:
· April 2015: Roanoke County submitted a FLAP application requesting funding to
construct a segment of the Roanoke River Greenway between the Blue Ridge
Parkway and Explore Park;
· July 2016: The EFLHD awarded Roanoke County $1,733,750 (inclusive of local
match);
· February 28, 2017: The Board of Supervisors accepted and appropriated funding for
the project;
· June 6, 2017: FLAP Project Memorandum of Agreement was executed between
VDOT, EFLHD and Roanoke County;
· January 2018: The Preliminary Engineering phase began;
· February 26, 2020: The RVRA Board of Directors approved the donation of
temporary and permanent easements for the greenway;
· September 2020: Roanoke County conducted public outreach to property owners in
the vicinity of the project to share the Categorical Exclusion, 90 percent plans, maps
and other project materials;
· October 1, 2020: The Virginia Recreational Facilities Authority (VRFA) Board of
Directors approved the donation of temporary and permanent easements needed in
Explore Park;
· February 9, 2021: The Roanoke County Board of Supervisors accepted the donated
easements from the RVRA and VRFA;
· May 2, 2022: Roanoke County requested supplemental FLAP funding due to an
updated project estimate identifying the need for additional construction funding;
· October 13, 2022: A General Agreement was executed between the National Park
Service Blue Ridge Parkway and the County of Roanoke, Virginia, concerning the
Roanoke River Greenway; and
· January 24, 2023: The Board of Supervisors accepted and appropriated an
additional $1,000,000 in FLAP funds (inclusive of local match) for the project;
· August 9, 2023: The project was advertised for construction with the adjacent

· September 22, 2023: Three construction bids were received that all exceeded the
engineer’s estimates for the projects;
· September 27, 2023: Staff contacted EFLHD to request additional funding to satisfy
the project deficit;
· October 2023: The Board of Supervisors authorized allocation of local funds to
satisfy project deficits for the Highland Road Crossing project (VDOT UPC 113356)
totaling $65,033 and the Base Bid and Bid Alternate #1 for the Blue Ridge Parkway
to Explore Park project (VDOT UPC 110155) totaling $242,372;
· November 28, 2023: With the addition of these local funds, Roanoke County was
authorized to award and execute a construction contract with Alleghany Construction
Company to construct the Highland Road Crossing project and the Base Bid and Bid
Alternate #1 for the Blue Ridge Parkway to Explore Park project (Bid Alternate #2
was not executed due to lack of funds);
· November 29, 2023: The National Park Service Blue Ridge Parkway issued a
Special Use Permit for Construction; and
· December 4, 2023: Roanoke County issued a Notice to Proceed for construction
work to commence.

DISCUSSION:
Due to lack of funds, Bid Alternate #2 could not be awarded in November 2023. This
resulted in an unfunded gap that would be expensive to build at a later time due to
access issues. Staff has worked with EFLHD of the U.S. Department of Transportation
Federal Highway Administration over the past four months to obtain additional funding
to allow construction of Bid Alternate #2. The EFLHD awarded Roanoke County
supplemental FLAP funding in the amount of $696,335 (inclusive of matching funds) on
February 1, 2024. VDOT has provided an updated Appendix A agreement which
reflects this supplemental funding. Once the Board of Supervisors accepts and
appropriates the additional funding, the Appendix A can be executed with VDOT and a
contract amendment can be executed with Alleghany Construction Company to add
construction of Bid Alternate #2. An Emergency Ordinance is requested so that these
steps can commence as quickly as possible because all trees must be felled before
April 1, 2024, when a time-of-year restriction (no tree cutting is allowed) begins to
protect the tricolored bat, a species proposed as endangered under the federal
Endangered Species Act, that has been detected in the project area.
FISCAL IMPACT:
The Federal share of the funding deficit is eighty percent (80%) or $536,000. The
Board of Supervisors authorized the allocation of $242,372 in additional funding for the
project in October 2023, which satisfies more than the required twenty percent (20%)
local match of $160,355.
Original FLAP funding in the amount of $1,733,750 was accepted and appropriated by
the Board of Supervisors on February 28, 2017. Additional FLAP funding in the amount
of $1,000,000 was accepted and appropriated by the Board of Supervisors on January
24, 2023.
STAFF RECOMMENDATION:
Staff recommends the approval of the ordinance and it is requested, upon a four -fifths
vote of the Board, the second reading be waived, and the ordinance be adopted as an
emergency measure.

GREENWAY FROM THE BLUE RIDGE PARKWAY TO EXPLORE

WHEREAS, Roanoke County desires to construct segments of the Roanoke River
Greenway between Montgomery County and Franklin County to complete the backbone
of the Roanoke Valley greenway system; and
WHEREAS, in April 2015, Roanoke County, in coordination with the Roanoke
Valley Greenway Commission, the Roanoke Valley Resource Authority, and the
National Park Service, submitted a request to the Eastern Federal Lands Highway
Division (EFLHD) of the U.S. Department of Transportation Federal Highway
Administration for Federal Lands Access Program (FLAP) funds for the Eastern Section
of the Roanoke River Greenway proposed between the Blue Ridge Parkway and
Explore Park; and
WHEREAS, funding was awarded in July 2016 and the Board of Supervisors
accepted and appropriated this funding on February 28, 2017;
WHEREAS, a funding deficit was identified and a supplemental funding request
was made to EFLHD in May 2022; and
WHEREAS, supplemental funding was awarded and the Board of Supervisors
accepted and appropriated this funding on January 24, 2023; and
WHEREAS, in September 2023, construction bids were received and a project

deficit was identified; and
WHEREAS, in October 2023, the Board of Supervisors allocated $242,372 to the
Grant Fund for the project to enable the award of the contract and construction initiation
for the Base Bid and Bid Alternate 1; and
WHEREAS, in September 2023, supplemental FLAP funding was requested for
Bid Alternate 2 and was awarded in February 2024; and
WHEREAS, Section 18.04 of the Roanoke County Charter provides that funds be
appropriated by ordinance; and
WHEREAS, the first reading of this ordinance was held on February 13, 2024,
and the second reading has been dispensed with, upon an affirmative vote of 4/5ths of
the members of the Board, this deemed to be an emergency measure pursuant to
Section 18.04 of the Roanoke County Charter.
BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia as
follows:
1.That the sum of $536,000 is hereby appropriated from the FLAP Program to
the Grant Fund for the Department of Parks, Recreation and Tourism; and
2.That the sum of $242,372 has been allocated to the Grant Fund to satisfy the
minimum twenty percent matching contribution for this project; and
3.The funds are to be allocated to the Roanoke River Greenway from the Blue
Ridge Parkway to Explore Park for construction; and
4.That appropriations designated for the Roanoke River Greenway Project will
not lapse at the end of the fiscal year, but shall remain appropriated until the
completion of the project. FLAP funds are subject to deallocation if not
expended within four years of allocation; and

5.That Roanoke County will be responsible for maintenance and operating
costs of any improvement / facility constructed with Federal Lands Access
Program (FLAP) funds unless other arrangements have been made with the
Department; and
6.That Roanoke County hereby agrees to continue fulfilling the project
administration agreement with the Virginia Department of Transportation to
provide the necessary oversight to ensure the project is developed in
accordance with all state and federal requirements for design, right of way
acquisition, and construction of a federally funded transportation project; and
7.That if Roanoke County subsequently elects to cancel this project Roanoke
County hereby agrees to reimburse the Virginia Department of Transportation
for the total amount of costs expended by the Department through the date the
Department is notified of such cancellation. Roanoke County also agrees to
repay any funds previously reimbursed that are later deemed ineligible by the
Federal Highway Administration.
8.That the Roanoke County Board of Supervisors hereby grants authority for the
County Administrator, Deputy County Administrator or Assistant County
Administrator to execute project agreements.
9.An emergency is deemed to exist, and this ordinance shall take effect from and
after the date of adoption.

ISSUE:
Accept and appropriate a SLAF grant in the amount of $531,425 from DEQ, along with
a local match of $531,425 from the Monsanto settlement funds for the Stream
Restoration of a Tributary to Mudlick Creek along Canter Drive in the Windsor Hills
Magisterial District.
BACKGROUND:
The Roanoke River is impaired by excessive sediment. The Virginia Department of
Environmental Quality (DEQ) has assigned Roanoke County a wasteload allocation
(WLA) for sediment that is enforceable under the County’s Municipal Separate Storm
Sewer System (MS4) permit. The County is required by its MS4 permit to decrease
discharge of sediment to the Roanoke River to the maximum extent practicable to meet
its WLA. One of the means that the County has been addressing this permit
requirement is by constructing natural stream restoration projects in streams within its
MS4 service area that are experiencing severe bank erosion.
In 2015, the County performed a screening assessment of County streams to identify
the most promising candidate sites for stream restoration projects. One of the top sites
identified in this study was an unnamed tributary to Mudlick Creek located at Hidden

Valley High School and along Canter Drive in Windsor Hills Magisterial District.
In June 2022, residents along Canter Drive contacted the County and requested
assistance to address erosion issues that they were experiencing from this unnamed
tributary.
Several meetings were held with residents to discuss their erosion concerns.
Department of Development Services staff explained that the erosion from the stream
on their property could not be addressed through the County’s regular drainage
program; however, since this section of unnamed stream had been identified as a
significant source of sediment, it might be possible to construct a stream restoration
project to further the County’s MS4 permit compliance. Staff informed the residents that
this process was contingent on obtaining easements from five impacted residential
properties, and from the Roanoke County School Board for work on Hidden Valley High
School property; obtaining state SLAF funding and continued local funding. The
affected residents expressed support for this stream restoration project.
Easement donations were made by the residents and the Roanoke County School
Board. The Board of Supervisors accepted the easements at its meeting on May 9,
2023.
In October 2023, an application for SLAF funding was submitted to DEQ. We have
recently received notification that our grant application was approved. A copy of the
grant notification letter from DEQ, dated January 16, 2024, is filed with our Department
of Development Services and available for review upon request.
DISCUSSION:
The Stream Restoration of a Tributary to Mudlick Creek along Canter Drive project has
been selected by DEQ for a grant in the amount of $531,425 (50% of total estimated
cost of the project of $1,062,850). Constructing this stream restoration project would
support compliance with the County’s MS4 permit and would address citizen erosion
concerns.
If the Board of Supervisors appropriates this funding, design and permitting should be
completed by the end of this summer, with solicitation for construction bids in late
summer/early fall 2024, and construction commencing before the end of calendar year
2024.

The estimated total project cost is $1,062,850, excluding Department of Development
Services staff time for administration. The SLAF grant in the amount of $531,425
requires a 50% local match. The 50% local match in the amount of $531,425 will be
funded with the funds received from the Monsanto litigation settlement.
STAFF RECOMMENDATION:
Staff recommends approving the first reading of this ordinance accepting and
appropriating the $531,425 grant from DEQ and appropriating $531,425 from the
Monsanto settlement funds for the required local match for a total project cost of
$1,062,850 to the Grant Fund for the Stream Restoration of a Tributary to Mudlick
Creek along Canter Drive. Staff further recommends that the board schedule a second
reading for this ordinance on February 27, 2024.

ISSUE:
Acceptance and appropriation of $25,000 received as a donation from the Friends of the
Roanoke County Public Library (Friends), and to recognize the Friends for its donation
to the Library’s Summer Reading Program.
BACKGROUND:
The Friends of the Roanoke County Public Library is a non-profit fundraising group that
advocates and supports library reading programs for all ages, and promotes the value
of libraries. The Friends believe a strong public library is essential to the Roanoke
Valley, and have supported the library’s Summer Reading Program since the
organization formed in the early 90s. The Library Department is requesting these funds
be accepted and appropriated for use by the Library Department for their Summer
Reading Program.
DISCUSSION:
The Library Department will use the funds to support the Library’s Summer Reading
Program.
There have been no changes since the first reading of the ordinance on January 23,
2024.

Funds in the amount of $25,000 are from the Friends of the Library for use by the
Library to support the Summer Reading Program. No County matching funds are

WHEREAS, the Friends of the Roanoke County Public Library (Friends) is a non -

ISSUE:
Accept and allocate grant funds totaling $6,000 from the J. Spencer and Joy Frantz
Donor Advised Fund of Community Foundation Serving Western Virginia to Roanoke
County Fire and Rescue. The funds have been designated to be used at Hollins Station
#5, Fort Lewis Station #9, and Masons Cove Station #10 in even amounts of $2,000 per
station.
BACKGROUND:
The Community Foundation Serving Western Virginia has served the Roanoke Valley
and much of southwest Virginia for over 30 years. Currently, it administers and makes
grants from over 300 named endowment funds on behalf of the community. One of
those funds is the J. Spencer and Joy Frantz Donor Advised Fund.
DISCUSSION:
Community Foundation has awarded grant funds in the amount of $6,000 to Roanoke
County Fire and Rescue from the J. Spencer and Joy Frantz Donor Advised Fund. The
funds are designated to be used at Hollins Station #5, Fort Lewis Station #9, and
Masons Cove Station #10 in $2,000 increments. The Department will purchase
specialized fire and rescue equipment to be assigned to each of these three stations.

The J. Spencer and Joy Frantz Donor Advised Fund will cover 100% of the cost of the
specialized fire and rescue equipment. No County match is required.
STAFF RECOMMENDATION:
Staff recommends accepting an allocating $6,000 to the Grant Fund for the purchase of
specialized fire and rescue equipment for the three stations.

ISSUE:
The Virginia Department of Transportation (VDOT) has requested that a new Appendix
A be executed to include $65,033 of Roanoke County funds transferred from the
Revenue Sharing account to the Grant Fund to satisfy a project deficit for the East
Roanoke River Greenway crossing of the Blue Ridge Parkway along Highland Road
(State Route 618), which is currently under construction.
BACKGROUND:
The TA Set-Aside Program provides eighty percent (80%) Federal funding with a
required twenty percent (20%) percent local match for improvements to non -motorized
transportation that enhance the public’s traveling experience, revitalize communities
and improve the quality of life.
The Roanoke River Greenway is envisioned as the backbone of the Roanoke Valley
greenway system and has been designated as the top greenway priority by the
Roanoke Valley Greenway Commission in the 1995, 2007 and 2018 Roanoke Valley
Greenway Plans, all adopted by the Roanoke County Board of Supervisors. The
Roanoke County 2016 Community Strategic Plan also identifies greenways as a high
priority strategic initiative for supporting a multi-modal transportation network and
keeping Roanoke County healthy, clean, and beautiful. The 2022 County of Roanoke

Strategic Planning document supports continuing construction of the Roanoke River
Greenway in the Outdoor Recreation Strategic Target Outcome Area.
The proposed greenway will provide an accessible, 0.30 -mile-long, 8 to 10-foot-wide,
paved shared use path along the north side of Highland Road (Route 618). The
greenway will cross underneath the Blue Ridge Parkway through an existing overpass.
The western terminus of the project will connect to a new trailhead constructed with a
previous project (VDOT UPC 91191) at 3226 Highland Road that is owned by the
Virginia Recreational Facilities Authority (VRFA) and leased by Roanoke County for
Explore Park. The eastern terminus of the project will connect to a proposed trailhead
(UPC 110155) at 3404 Highland Road that is owned by the Roanoke Valley Resource
Authority (RVRA).
The proposed on-road alignment is supported in the Roanoke Valley/Blue Ridge
Parkway Trail Plan approved in 2015 with a Finding of No Significant Impact in the
Environmental Assessment.
The timeline for this project is as follows:
· 2012-2017: Conceptual planning and preliminary engineering efforts took place,
funded by Roanoke County Parks, Recreation and Tourism;
· November 1, 2017: Roanoke County requested TA Set -Aside Program funding for
construction of the Roanoke River Greenway, Parkway Crossing project;
· June 20, 2018: Commonwealth Transportation Board (CTB) approved the Six -Year
Improvement Program which included TA Set-Aside funding for this project;
· May 28, 2019: Board of Supervisors adopted the Roanoke County Fiscal Year 2020 -
2029 Capital Improvement Program which included TA Set-Aside Grant funding;
· July 18, 2019: Roanoke County executed a Project Administration Agreement and
an Appendix A with VDOT;
· October 1, 2019: Roanoke County requested additional TA Set-Aside Program
funding for construction due to a funding deficit identified by the 30 percent design
plan cost estimate;
· February 12, 2020: VRFA Board of Directors approved the donation of temporary
and permanent easements needed on VRFA property;
· October 20, 2020: CTB approved the Six-Year Improvement Program which
included additional TA Set-Aside funding;
· February 9, 2021: RVRA Board of Directors approved the donation of temporary and
perpetual easements for the greenway;
· May 11, 2021: Board of Supervisors accepted and appropriated the additional TA
Set-Aside funding;
· May 29, 2021: Roanoke County executed a revised Appendix A with VDOT;
· April 15, 2022: Roanoke County requested a portion of identified TA Set -Aside
surplus funds available to the Roanoke Valley Transportation Planning Organization

(RVTPO) to satisfy a funding deficit identified by an updated construction estimate;
· June 23, 2022: RVTPO awarded the additional TA Set -Aside funding for the project
for fiscal years 2023 and 2024;
· September 29, 2022: Roanoke County received environmental certification from
VDOT;
· October 13, 2022: A General Agreement was executed between the National Park
Service Blue Ridge Parkway and the County of Roanoke, Virginia, concerning the
Roanoke River Greenway;
· October 18, 2022: Roanoke County requested a one-year extension of the original
TA Set-Aside funding to September 30, 2023;
· November 17, 2022: VDOT certified all right-of-way obtained by Roanoke County;
· January 24, 2023: Board of Supervisors accepted and appropriated additional TA
Set-Aside funding;
· February 9, 2023: VDOT executed a revised Appendix A;
· August 9, 2023: The project was advertised for construction with the adjacent
project, Blue Ridge Parkway to Explore Park (VDOT UPC 110155);
· September 22, 2023: Three construction bids were received that all exceeded the
engineer’s estimates for the projects;
· October 2023: The Board of Supervisors authorized allocation of local funds to
satisfy project deficits for the Highland Road Crossing project (VDOT UPC 113356)
totaling $65,033 and the Base Bid and Bid Alternate #1 for the Blue Ridge Parkway
to Explore Park project (VDOT UPC 110155) totaling $242,372;
· November 28, 2023: With the addition of these local funds, Roanoke County was
authorized to award and execute a construction contract with Alleghany Construction
Company to construct the Highland Road Crossing project and the Base Bid and Bid
Alternate #1 for the Blue Ridge Parkway to Explore Park project;
· November 29, 2023: The National Park Service Blue Ridge Parkway issued a
Special Use Permit for Construction; and
· December 4, 2023: Roanoke County issued a Notice to Proceed for work to
commence.
DISCUSSION:
VDOT Central Office has requested an updated Appendix A to reflect the new local
funds allocated to the project. Once the Board of Supervisors approves the new
ordinance, the Appendix A can be executed with VDOT.
FISCAL IMPACT:
The Board of Supervisors allocated $65,033 of local funds from the Revenue Sharing
account to the Grant Fund in October 2023.
The Board of Supervisors have accepted and appropriated three other rounds of

funding for this project in fiscal years 2020 and 2021 ($458,258 including the match), in
fiscal years 2021 and 2022 ($250,000 including the match), and most recently in fiscal
year 2023 ($87,643 including the match).
STAFF RECOMMENDATION:
Staff recommends that the Board of Supervisors approve the first reading of this
ordinance and schedule the second reading for February 27, 2024.

ORDINANCE ALLOCATING $65,033 OF ROANOKE COUNTY FUNDS
TO THE GRANT FUND FOR THE EAST ROANOKE RIVER GREENWAY
CROSSING OF THE BLUE RIDGE PARKWAY ALONG HIGHLAND
ROAD (STATE ROUTE 618), VDOT UPC 113356, VINTON
MAGISTERIAL DISTRICT
WHEREAS, Roanoke County desires to construct segments of the Roanoke River
Greenway between Montgomery County and Franklin County to complete the backbone
of the Roanoke Valley greenway system; and
WHEREAS, Roanoke County submitted grant applications for Transportation
Alternatives (TA) Set-Aside Program funding to construct the East Roanoke River
Greenway Crossing of the Blue Ridge Parkway in 2017 and in 2019; and
WHEREAS, Roanoke County was awarded and the Board of Supervisors
accepted and appropriated the TA Set-Aside Program funding on May 28, 2019, and on
May 11, 2021; and
WHEREAS, in 2022, the Roanoke Valley Transportation Planning Organization
awarded Roanoke County additional TA Set-Aside Program funding for fiscal year 2023
and fiscal year 2024; and
WHEREAS, the Board of Supervisors accepted and appropriated the $70,114 of
TA Set-Aside Program funding and $17,529 of local match on January 24, 2023; and
WHEREAS, in September 2023, construction bids were received and a project
deficit was identified; and

WHEREAS, in October 2023, the Board of Supervisors allocated $65,033 to the
Grant Fund for the project to enable award of the contract and construction initiation; and
WHEREAS, Section 18.04 of the Roanoke County Charter provides that funds be
appropriated by ordinance; and
WHEREAS, the first reading of this ordinance was held on February 13, 2024, and
the second reading was held on February 27, 2024.
BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as
follows:
1. That the sum of $65,033 has been allocated to the Grant Fund for the
Department of Parks, Recreation and Tourism for the purpose of the East
Roanoke River Greenway Crossing of the Blue Ridge Parkway.
2. That the Roanoke County Board of Supervisors hereby grants authority for
the County Administrator, Deputy County Administrator or Assistant County
Administrator to execute project agreements.
3. That this ordinance shall take effect upon its adoption.

ISSUE:
Accept and allocate an Emergency Management Performance Grant for $21,282 from
the Virginia Department of Emergency Management along with a local match of
$21,282.
BACKGROUND:
The Emergency Management Performance Grant is an annual grant allocated to local
governments for emergency preparation. Funds may be used for equipment to enhance
the Emergency Operations Center (EOC) capabilities. Funds may also be used for other
items that support EOC operations, as well as field operations and logistical needs.
DISCUSSION:
The County will use the grant funds for needed upgrades to the Emergency Operations
Center located in the Public Safety Center on Cove Road. This facility was opened in
2005, and the center continues to need ongoing technology upgrades that will be relied
on in case of EOC training or a declared emergency. Flood Monitoring software will also
be covered with these grant funds.

Awarded grant funds are $21,282 and requires a local match of fifty percent (50%)
equaling $21,282, for a total of $42,564. A portion of the Emergency Manager's salary
will be used as the in-kind, fifty percent (50%) required match.
STAFF RECOMMENDATION:
Staff recommends the acceptance and allocation of grant funds to the Fire and Rescue
Department in the amount of $21,282 with the required local match of $21,282 for a
total of $42,564 from VDEM.

1.The Subrecipient shall comply with the Uniform Administrative Requirements, Cost Principles, and Audit
Requirements for Federal Awards located at 2 CFR Part 200, and adopted by DHS at 2 CFR Part 3002
and the U.S. Department of Homeland Security Grant Program (HSGP) Notice of Funding Opportunity
(NOFO).
2.The Subrecipient agrees to permit the pass-through entity and auditors to have access to its records and
financial statements as necessary for the pass-through entity to meet the requirements of the Uniform
Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards located at 2
CFR Part 200.
3.The Subrecipient understands and agrees that it cannot use any federal funds, either directly or
indirectly, in support of the enactment, repeal, modification or adoption of any law, regulation or policy, at
any level of government, without the express prior written approval of FEMA.
4. The Subrecipient shall comply with the indirect costs provisions of 2 CFR§ 200.414. With the exception
of subrecipients who have never received a negotiated indirect cost rate as described in 2 C.F.R. §
200.414(f), subrecipients must have an approved indirect cost rate agreement with their cognizant
federal agency to charge indirect costs to this subaward.
5.In the event VDEM determines that changes are necessary to the award document after an award has
been made, including changes to period of performance or terms and conditions, the Subrecipient will be
notified of the changes in writing. Once notification has been made, any subsequent request for funds will
indicate Subrecipient acceptance of the changes to the award.
6.Subrecipients proposing projects that have the potential to impact the environment, including but not
limited to construction of communication towers, modification or renovation of existing buildings,
structures and facilities, or new construction including replacement of facilities, must participate in the
FEMA Environmental Planning and Historic Preservation (EHP) review process. Subrecipients must
comply with all conditions placed on the project as the result of the EHP review. Any change to the
approved project scope of work will require re-evaluation for compliance with these EHP requirements. If
ground disturbing activities occur during project implementation, the Subrecipient must ensure monitoring
of ground disturbance, and if any potential archeological resources are discovered, the Subrecipient will
immediately cease construction in that area and notify FEMA and the State Historic Preservation Office.
Any construction activities that have been initiated without the necessary EHP review and approval will
result in a non-compliance finding and will not be eligible for FEMA funding.
7.The Subrecipient agrees that federal funds under this award will be used to supplement, not supplant,
state or local funds for emergency preparedness.

8.The Subrecipient agrees that all publications created with funding under this grant shall prominently contain
the following statement: "This document was prepared under a grant from FEMA’s Grant Programs
Directorate, U.S. Department of Homeland Security. Points of view or opinions expressed in this document
are those of the authors and do not necessarily represent the official position or policies of FEMA’s Grant
Programs Directorate or the U.S. Department of Homeland Security."
9.The Subrecipient agrees that, when practicable, any equipment purchased with grant funding shall be
prominently marked as follows: “Purchased with funds provided by the U.S. Department of Homeland
Security.”
10.The Subrecipient agrees to cooperate with any assessments, national evaluation efforts, or information or
data collection requests, including, but limited to, the provision of any information required for the
assessment or evaluation of any activities within this project.
11.The Subrecipient must submit a Quarterly Progress Report for every quarter of the period of performance,
including partial calendar quarters, as well as for periods where no grant activity occurs. Reports are due
within fifteen (15) days following the end of the quarter. A Final Progress Report is due thirty (30) days after
the end date of the performance period. Failure to provide this information may result in VDEM withholding
grant funds from further obligation and expenditure and prevent future awards to the Subrecipient.
12.National Incident Management System (NIMS) Implementation Compliance
In accordance with HSPD-5, the adoption of the NIMS is a requirement to receive federal preparedness
assistance through grants, contracts, and other activities. No federal funds will be released to the primary
grantee and any other entity participating and benefiting in this project if this requirement has not been met.
In the event of a Corrective Action Plan submitted, VDEM/SAA will determine if the Subrecipient has made
sufficient progress to disburse funds.
13.All conferences and workshops using federal preparedness funds must pertain to the project being funded.
The Subrecipient agrees to submit a Trip Report when using federal funds to attend a conference or
workshop. Failure to do so will result in a delay of payment until received.
14.The Subrecipient agrees that under program guidelines, travel expenses are allowable for approved
training, planning, administrative, and exercise activities following local, state, and federal guidelines. Prior
to traveling for these activities outside of contiguous United States (OCONUS) as well as to Canada and
Mexico, preapproval is required by the state and FEMA through the SAA office.

Resolution requesting the Virginia Department of Transportation (VDOT) accept Ivy
Park Drive and Ridgeline Court - Fox Hunt into the Virginia Department of
Transportation System, in the Windsor Hills Magisterial District.
BACKGROUND:
The County of Roanoke is requesting that the Board of Supervisors approve a
resolution requesting the Virginia Department of Transportation (VDOT) to accept, as
described by the AM-4.3, (See attachment) 0.11 mile of Ivy Park Drive from the
intersection with Roselawn Road (VA SEC. Route # 689) to the end of its cul -de-sac,
and 0.06 mile of Ridgeline Court from the intersection with Ivy Park Drive to the end of
its cul-de-sac.
These roads are located within the Fox Hunt subdivision in the Windsor Hills Magisterial
District.
DISCUSSION:
The Development Services and Transportation Planning staff has inspected this road
along with representatives of the Virginia Department of Transportation and finds the

STAFF RECOMMENDATION:
The staff recommends that the Board accept the identified roads as Right -of-Way in

WHEREAS, the streets described on the attached Addition Form AM-4.3, fully
incorporated herein by reference, are shown on plats recorded in the Clerk's Office of the
Circuit Court of Roanoke County, and
WHEREAS, the representative for the Virginia Department of Transportation has
advised this Board that the street(s) meet the requirements established by the Virginia
Department of Transportation’s Subdivision Street Requirements, and
WHEREAS, the County and the Virginia Department of Transportation have
entered into an agreement on March 9, 1999 for comprehensive stormwater detention
which applies to this request for addition,
NOW, THEREFORE, BE IT RESOLVED, by the Board of Supervisors for the
County of Roanoke, that this Board requests the Virginia Department of Transportation
to add the street(s) described on the attached Additions Form AM-4.3 to the secondary
system of state highways, pursuant to §33.2-705, Code of Virginia, and the Department's
Subdivision Street Requirements, after receiving a copy of this resolution and all
outstanding fees and documents required of the developer, whichever occurs last in time .
BE IT FURTHER RESOLVED, this Board guarantees a clear and unrestricted
right-of-way, as described, and any necessary easements for cuts, fills and drainage, and
BE IT FURTHER RESOLVED, that a certified copy of this resolution be forwarded
to the Residency Administrator for the Virginia Department of Transportation.
BE IT FURTHER RESOLVED, this Board hereby guarantees the performance of
the street(s) requested herein to become a part of the State maintained secondary system
of state highways for a period of one year from the date of the acceptance of the
referenced streets by VDOT into the secondary system of state highways. This Board will
reimburse all costs incurred by VDOT to repair faults in the referenced streets and re lated

Review fiscal year 2024-2025 projected General Government Fund operating budget
revenues, updates to the County of Roanoke Fee Compendium and Outside Agency
Funding.
BACKGROUND:
As part of the annual operating budget development process, staff provides the Board
of Supervisors revenue projections for the coming fiscal year in advance of the County
Administrator's proposal of the operating budget.
Staff will also provide updates considered for the County of Roanoke Fee Compendium,
which is adopted at the same time as adoption of annual budget ordinances per
Section 4-3, Item B of the County's Comprehensive Financial Policy.
In addition, each annual budget development cycle the County of Roanoke considers
funding requests from local nonprofit organizations who offer services to the citizens of
the Roanoke Valley. Changes in funding requests from organizations who have applied
for funding within the fiscal year 2024-2025 operating budget will be shared.

This work session will provide the Board of Supervisors information regarding fiscal year
2024-2025 revenue projections for the General Government Fund. Revenue projections
contained in the attached presentation are subject to change based on any additional
information received by staff. Final proposed fiscal year 2024-2025 revenues will be
detailed in the County Administrator's Proposed Fiscal Year 2024 -2025 Operating
Budget document, scheduled to be presented to the Board of Supervisors on March 26,
2024.
Staff will also provide the Board of Supervisors an overview of the County of Roanoke
Fee Compendium that is approved by the Board of Supervisors as part of the fiscal year
2024-2025 budget adoption. The County's Comprehensive Financial Policy indicates in
Section 4-3, Item B that " ... County staff shall produce an annual Fee Compendium to
be adopted by the Board of Supervisors at the same time as Adoption of the Annual
Budget Ordinances." Staff will provide an overview of updates considered for the Fiscal
Year 2024-2025 compendium.
Also, the Outside Agency funding process and the FY2024-2025 organization requests
will be shared.
The attached Power Point presentation will be shown.

CENTER ON TUESDAY, FEBRUARY 13, 2024
RESOLUTION CERTIFYING THE CLOSED MEETING WAS HELD IN
CONFORMITY WITH THE CODE OF VIRGINIA
WHEREAS, the Board of Supervisors of Roanoke County, Virginia has convened a
closed meeting on this date pursuant to an affirmative recorded vote and in accordance
with the provisions of The Virginia Freedom of Information Act; and
WHEREAS, Section 2.2-3712 of the Code of Virginia requires a certification by the
Board of Supervisors of Roanoke County, Virginia, that such closed meeting was
conducted in conformity with Virginia law.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke
