ISSUE:
The Economic Development Department is requesting the Board of Supervisors declare
the month of May 2024 as Business Appreciation Month in Roanoke County
BACKGROUND:
This month recognizes all businesses for their contributions to fostering an attractive
and prosperous economic environment in Roanoke County
DISCUSSION:
Chaffin and Whitney Scott, Owners of Basil's Farm Market & Gifts, will be present to
accept the proclamation on behalf of the Roanoke County business community.

RESOLUTION 051424-2.a CONGRATULATING PATRICK AYLOR WITH
THE MT. PLEASANT VOLUNTEER FIRE DEPARTMENT FOR HIS 22
YEARS OF SERVICE TO THE MT. PLEASANT COMMUNITY
WHEREAS, serving as a volunteer in Roanoke County is an integral part of
Roanoke County's combination Fire Department: and
WHEREAS, Patrick Aylor has represented his fire department and community
with great character, pride, and honor. He is a true asset to Roanoke County and the Mt.
Pleasant Volunteer Fire Department; and
WHEREAS, during Patrick Aylor's time as a firefighter, he also spent 19 years as
an EMT-B; and
WHEREAS, Patrick Aylor received the award for most calls ran from 2003-2006,
4 consecutive years; and
WHEREAS, Patrick Aylor was promoted to Lieutenant in 2008; promoted to
Captain in 2012; and promoted to Assistant Chief in 2016; and
WHEREAS, Patrick Aylor has been an active life member with the Mt. Pleasant
Volunteer Fire Department for the last year; and
WHEREAS, for a member of Mt. Pleasant Volunteer Fire Department to be
considered and nominated for a Life Membership, the member must have performed the
duties with such excellence that his finished work was as easily recognized as his written
signature.
It is with true dedication to his brother firefighters, his dedication to the fire
department, and his dedication to the community that he volunteers to serve in a life-

threatening environment constantly without desire of reward. These sacrifices allow him
to stand by himself as a very special person.
Those chosen for Life Membership shall stand even farther apart from the others
because of their years of dedication, and they shall be looked upon as the guides for
others to use to channel their fire careers.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke
County expresses its deepest appreciation and the appreciation of the citizens of
Roanoke County to PATRICK AYLOR for his dedicated service to the Mt. Pleasant
Community and Roanoke County; and
FURTHER, the Board of Supervisors does express its best wishes for continued
success in the future.

RESOLUTION 051424-2.b CONGRATULATING KENT HENSON WITH
THE MT. PLEASANT VOLUNTEER FIRE DEPARTMENT FOR HIS 20
YEARS OF SERVICE TO THE MT. PLEASANT COMMUNITY AND A
COMBINED TOTAL 40 YEARS OF FIRE AND RESCUE SERVICE
WHEREAS, serving as a volunteer in Roanoke County is an integral part of
Roanoke County's combination Fire Department; and
WHEREAS, Kent Henson started with Vinton First Aid Crew in 1984 and served
there for approximately 10 years. Kent joined the Vinton Fire Department for a few years.
Kent then came to the Mt. Pleasant Fire Department for a while before moving to Blue
Ridge and running with their Fire Department. Kent returned to Mt. Pleasant Fire
Department in November of 2004; and
WHEREAS, Kent Henson was an active member running numerous significant
calls during his tour of duty, such as: The flood of 85 call responses, The Clearview Manor
fire the next night, The MCI at ITT, The Green Ridge fire, along with an untold number of
EMS, Fire calls, wrecks, etc.; and
WHEREAS, Kent Henson wrote a training program on LDH manifolds that was
used across the country; and
WHEREAS, Kent Henson taught at approximately 30 fire academies in Roanoke
County, Elliston, Bedford, and Franklin Counties; and
WHEREAS, Kent Henson is an adjunct instructor with VDFP teaching, testing,
and monitoring other instructors from Danville to Highland County; and
WHEREAS, During Kent Henson's time he held every office except Captain, Chaplain,
and Treasurer at MPVFD and is currently Chief Emeritus and department President; and

WHEREAS, Kent Henson has represented his fire department and community
with great character, pride and honor. He is a true asset to Roanoke County and the Mt.
Pleasant Volunteer Fire Department.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke
County expresses its deepest appreciation and the appreciation of the citizens of
Roanoke County to KENT HENSON for his dedicated service to the Mt. Pleasant
Community and Roanoke County; and
FURTHER, the Board of Supervisors does express its best wishes for continued
success in the future.

WHEREAS, serving as a volunteer in Roanoke County is an integral part of
Roanoke County's combination Fire Department: and
WHEREAS, David Riddle has represented his fire department and community
with great,character, pride, and honor. He is a true asset to Roanoke County and the Mt.
Pleasant Volunteer Fire Department; and
WHEREAS, during David Riddle's time as a firefighter he also spent 8 years as
an EMT-B; and
WHEREAS, David Riddle was the MPVFD Treasurer for 21 years; and
WHEREAS, David Riddle was on the Roanoke County Fire and Rescue Safety
Committee for 20 years; and
WHEREAS, David Riddle retired from Catawba Hospital after 28 years of service
and during that time, he spent 26 of those serving on Roanoke County and Regional
Emergency Planning Councils and coordinating with local fire responders on Hospital
emergency drills; and
WHEREAS, David Riddle has been an active life member with the Mt. Pleasant
Volunteer Fire Department for the last two years; and
WHEREAS, for a member of Mt. Pleasant Volunteer Fire Department to be
considered and nominated for a Life Membership, the member must have performed the
duties with such excellence that his finished work was as easily recognized as his written
signature.

It is with true dedication to his brother firefighters, his dedication to the fire
department, and his dedication to the community that he volunteers to serve in a life-
threatening environment constantly without desire of reward. These sacrifices allow him

THE MT. PLEASANT VOLUNTEER FIRE DEPARTMENT FOR HIS 53
YEARS OF SERVICE TO THE MT. PLEASANT COMMUNITY
WHEREAS, serving as a volunteer in Roanoke County is an integral part of
Roanoke County's combination Fire Department: and
WHEREAS, Dean Rorrer has represented his fire department and community
with great character, pride, and honor. He is a true asset to Roanoke County and the Mt.
Pleasant Volunteer Fire Department; and
WHEREAS, during Dean Rorrer's time he rose to the Rank of Lieutenant, where
he held that position for approximately 8 years; and
WHEREAS, after Dean Rorrer stopped running calls, he continued to assist the
Fire Department as President for approximately 20 years; and
WHEREAS, after Dean Rorrer retired from the Position of President, he was voted
on as an Inactive Fireground/Active Social LIFE MEMBER and has been a LIFE
MEMBER for over 2 years and counting; and
WHEREAS, for a member of Mt. Pleasant Volunteer Fire Department to be
considered and nominated for a Life Membership, the member must have performed the
duties with such excellence that his finished work was as easily recognized as his written
signature.

budget for fiscal year 2024-2025

ISSUE:
Approval of the Roanoke Regional Cable Television budget for fiscal year 2024-2025
BACKGROUND:
Roanoke Valley Television (RVTV) serves Roanoke County, Roanoke City, the Town of
Vinton, and their respective school systems. RVTV was created in 1993 as an
agreement between the three localities to form a Government & Educational Access
Station. The station is located at the Jefferson Center, and is staffed by five full time
staff members. RVTV produces original video productions, monthly television shows,
and covers live government meetings. Programming is also cablecast on Cox
Communications, Channel 3, and Comcast, Channel 3 and Shentel/Glofiber Channel 7.
RVTV is governed by the Roanoke Valley Regional Cable Television Committee, which
includes representatives from the County, the City, and the Town. Ms. Tammy
Shepherd represents the Board of Supervisors and Ms. Amy Whittaker represents
Roanoke County Administration. The operational budget for RVTV is provided by the
three local governments, with funding offset by Virginia Communications Sales and Use
Tax paid by telecommunications operators such as Cox Communications and
Shentel/GloFiber, as well as the EG fee paid by customers to each locality. RVTV staff
are included in the County's payroll and benefit system.
DISCUSSION:

Last year, Roanoke Valley Television produced 480 unique projects including 2,673
minutes.(45 hours) of finished video for regional partners. RVTV also provides the Live
Board Meeting signal for Web Streaming. Examples of media content produced for
Roanoke County this year include: "Roam RoCo" Public Information Series, "Out of the
Office" Podcast, , Economic Development Promotions, Parks, Recreation and Tourism
Program Features, General Services Instructional Videos, Public Safety Informational
Videos, Event PSA's, Public School Highlight Videos and other special communications
projects.
Completed media projects are uploaded to the RVTV website and social media sources.
Additionally, RVTV programming is posted to the websites and social media sources
for Roanoke County, Roanoke City, Town of Vinton and their.School Systems.
The fiscal year 2024-2025 total Operating Budget is $620,187.
Roanoke County's share is 45.63% and based on a proportional share of the three
sponsoring jurisdictions, as defined by US Census population data.
FISCAL IMPACT:
Roanoke County's share of the cable budget for 2024-2025 is $282,991 which is an
increase of $16,906 over the contribution in the adopted 2023-2024 budget. Roanoke
County's share as presented is included in the proposed fiscal year 2024-2025
operating budget within the non-departmental section of the document.
STAFF RECOMMENDATION:
The Roanoke Valley Regional Cable Television Committee recommends approval of the
fiscal year 2024-2025 RVTV Operating Budget.

Supervisor Shepherd moved to approve RVTV's budget for fiscal- year 2024-2025.

BACKGROUND:
State Code requires a public hearing to receive written and oral comments on the
proposed fiscal year 2024-2025 Operating Budget and the proposed fiscal year 2025-
2034 Capital Improvement Program. This public hearing satisfies that requirement.
DISCUSSION:
This time has been set aside for a public hearing on .the proposed annual budget for .
fiscal year 2024-2025 and the fiscal year 2025-2034 Capital Improvement Program. A
summary of the proposed budget was advertised, in the Roanoke Times on May 5,
2024, and budget documents can be found on the Roanoke County website at

ISSUE:
Conduct first reading of two ordinances to appropriate funds for fiscal year 2024-2025
County of Roanoke operating and capital budgets and approve the County of Roanoke
Classification and Pay Plan for fiscal year 2024-2025.
BACKGROUND:
The fiscal year 2024-2025 operating budget and the fiscal year 2025-2034 Capital
Improvement Program (CIP) were presented to the Board of Supervisors on March 26,
2024 and reflect the tax rates adopted at the Board meeting held on April 9, 2024. The
budget was advertised in the Roanoke times on April 14, 2024 and May 5, 2024 and is
reflected in the attached ordinance.
Public hearings on the budget were held on April 23, 2024 and May 14, 2024,to receive
written and oral comment from the public concerning the proposed fiscal year 2024-
2025 operating budget and the proposed fiscal year 2025-2034 Capital Improvement
Program.
Attached for your approval are two budget appropriation ordinances for fiscal year 2024-
2025 and the Classification and Pay Plan for fiscal year 2024-2025. County staff has
divided the appropriation into two ordinances. Each ordinance will be voted on
separately.

The County General Government Fund totals $260.48 million and is appropriated as
part of the County's operations ordinance. The budget is recommended to be
appropriated in two separate budget ordinances. Because of delays in the adoption of
the state budget, the ordinance to adopt the school categories will be presented at a
later date..
(a) The first budget ordinance provides funding in the amount of$335,582,253 in fiscal
year 2024-2025 for the County's operations budget. The ordinance also approves
the County's Classification and Pay Plan for fiscal year2024-2025.
(b) The second budget ordinance provides funding in the amount of $17,257,357 in
fiscal year 2024-2025 for the County's capital budget including the first year of the
ten-year Capital Improvement Program.
FISCAL IMPACT:
Approval of the fiscal year 2024-2025 budgetappropriation ordinances provides funding
for County operations,transfers and capital budgets effective July 1, 2024.
STAFF RECOMMENDATION:
Staff recommends approval of the first reading of the two fiscal year 2024-2025 budget
appropriation ordinances.Staff also recommends approval of the attached Classification
and Pay Plan for fiscal year 2024-2025 and scheduling the second reading of the two
(2) ordinances for May 28, 2024.

ISSUE:
Board of Supervisors action is needed to accept and appropriate $500,000 in Surface
Transportation Block Grant (STBG) funds for the Roanoke River. Greenway through
Explore. Park Project_ (VDOT UPC 113567) and to authorize. an .amendment to the
contract with AECOM Technical Services, Inc. for professional services needed to
complete the project.-
BACKGROUND:
The Explore Park greenway segment is proposed to complete the eastern end of the
Roanoke River Greenway. The proposed greenway will be approximately 1.5 miles
long,ten (10)-feet wide, paved and ADA accessible. The route will parallel the Roanoke
River through Explore Park from Rutrough Point to connect to the greenway segment
under construction across the Roanoke Valley Resource Authority Rutrough Road
(closed)landfill.
The Roanoke Valley Transportation Planning Organization (RVTPO) designated

$3,020,308 in Regional Surface Transportation Program (now Surface Transportation
Block Grant) funding for this project in March 2018. This funding was accepted and
appropriated on March 24, 2020.
Roanoke County requested additional project funding in November2022 due to supply
chain issues, inflation and labor shortages which had increased the project cost since
the original 2017 estimate. The RVTPO awarded $1,275,000 in Carbon Reduction
Program (CRP) funding for the project on April 27, 2023, which was accepted and
appropriated on August 22, 2023.
The original contract with AECOM for engineering consulting services for design,
permitting, and construction administration and inspection was for$629,658. Notice to
proceed was issued to AECOM on November 9, 2020.
Since that time there have been six (6) contract amendments that have been
considered and approved administratively that have increased the contract amount to
$713,434 (113% of the original contract amount)for additional survey work, cultural and
environmental work,revisions to the trail alignment in response to Virginia Recreational
Facilities Authority (VRFA) Board member comments and to coordinate the terminus
with the end of the adjacent greenway project.
DISCUSSION:
Additional Surface Transportation Block Grant (STBG) funding in the amount of
$500,000 was requested in November2023 to provide contingency funding because the
Engineer's Estimate matched the available project funds. At the March 28, 2024,
RVTPO meeting, $500,000 in STBG funding was awarded to the project.
AECOM has requested a seventh (7th)contract amendment in the amount of$91,280 to
cover costs associated with additional effort to update bidding documents due to a
bidding delay; increases in construction administration/inspection services cost due to
inflation escalation and due to the estimated construction period increasing from seven
(7) months to ten (10)months.This change in the length of the time of construction is
due to regulatory time of year restrictions for tree clearing to protect the Tricolored Bat.
Staff also requests a $25,000 contingency to respond to minor contract changes
through the end of the project. The requested additional funding increases the AECOM
contract to $828,714, which is one-hundred thirty-two percent(132%)of the original
contract amount.According to Roanoke County procurement regulations and the
Procurement Code of Virginia, changes exceeding one-hundred twenty-five percent
(125%) must be approved by the Board of Supervisors.
Roanoke County has received construction bids for the Roanoke River Greenway
through Explore Park and is in the process of obtaining VDOT approval to award the
construction contract to Allegheny Construction Company, Inc. Construction is

anticipated to start mid-November 2024.
FISCAL IMPACT:.
The $500,000 in STBG funding and all other project funding is one hundred percent
(100%) Federal and State with no local match required. This project is locally
administered, necessitating acceptance and appropriation of this funding to the Grant -
Fund to facilitate project reimbursement requests:
Funding is available in the project budget to accommodate the .AECOM'.contract
amendment.
STAFF RECOMMENDATION:
Staff recommends that the Board of_ Supervisors approve the first reading of the
ordinance and schedule the second reading for May 28, 2024.

ISSUE:
Amendment to Section 7-71 of the Roanoke County Code.
BACKGROUND:
Section 7-71 of the Roanoke County Code, last amended in September2004,
establishes the fee schedule for building and demolition permits by incorporating, by
reference,the fee schedule attached to ordinance No. 092804-7 (adopted by the Board
of Supervisors on September 28, 2004).
DISCUSSION:
It is proposed that, after 20 years with no increase,the Board approve fee increases for
building permit fees. Insofar as the County code references the fee schedule adopted in
2004, the code must be amended to reference a newly adopted fee schedule.
It is proposed that under the new fee schedule, building fees would be as follows:
1) for structures valued from $1,000 to $100,000, a "base fee" of$40 shall be imposed,
along with a "multiplier"of$6 per each $1,000 of value, beginning at$6,000 of value;
2) for structures valued from $101,000 to $500,000, a "base fee" of $610 shall be
imposed, along with a "multiplier"of$2.50 per$1,000 of value;
3) for structures valued from $501,000 to $1,000,000, a "base fee" of $1,610 shall be
imposed, along with a "multiplier"of$1.50 per$1,000 of value; and

4) for structures valued over$1,000,000, a "base fee"of$2,360 shall be imposed, along
with a "multiplier'of$0.50 per$1,000 in value.
Attached to this report are two charts:
A) a comparison chart, showing the current fees charged, compared to the proposed
fees, along with applicable state and technology fees for building projects, and
B) a chart showing the new proposed fee schedule, as it will be attached and
incorporated by reference to the proposed ordinance amending the County Code
FISCAL IMPACT:
Based on the average fees collected in prior years, we anticipate an increase in the
range of$160,000 +/- of building fees collection for fiscal year 2024/25.
STAFF RECOMMENDATION:
Staff recommends that the Board approve the first reading of this ordinance and set the
second reading and public hearing for May 28, 2024.

ISSUE:

Department of Fire Program—Aid to Localities funds (VDFP).
BACKGROUND:
Section § 38.2-401 provides for the collection of an;,annual levy from the insurance
industry.Such levy is collected by the State Corporation Commission (SCC)on March 1
of each year. The amounts collected in accordance with the Code are transferred into
the Fire Programs Fund during June of the same year. ,
The Fund is derived from an annual assessment against all licensed insurance
companies doing business in the Commonwealth writing a Code-defined_type of
insurance. The Fund is used to provide an annual population-based allocation to
qualifying jurisdictions within the Commonwealth. The allocation may only be used for.
fire service purposes and may not supplant or replace locally appropriated funds:
This grant awarded to the Roanoke County Fire& Rescue Department will be utilized to
purchase fire equipment, supplies, and training that meet state guidelines.Approval of .
this grant funding from the VDFP depends on the appropriate and timely submission of .
required annual reporting.The Roanoke.County Fire&"Rescue Department continues to
meet those annual requirements to remain eligible for grant funding.,

ISSUE:
Accept and appropriate $30,000 of grant funding from the Department of Rail and Public
Transportation (DRPT) through the Transit Ridership Incentive Program (TRIP), for the
installation of a bus shelter and amenities at the existing Valley Metro Route 52 bus
stop on Route 419 at Copper Croft Apartments.
BACKGROUND:
In 2015, Roanoke County applied for HB 2 funding through the Virginia Department of
Transportation (VDOT) for improvements to the Route 419 corridor between Ogden
Road and Route 220.The funding was to widen Southbound Route 419 and add safety
and multimodal improvements. Part of the project was to consolidate three existing
Valley Metro bus stops into one bus stop and create a concrete pad for future
installation of a bus shelter for the existing bus stop on the Valley Metro route.
The existing 16-foot-wide and 16-foot-deep concrete pad is located in front of Copper
Croft Apartments on Route 419 across from Tanglewood Mall.
DISCUSSION:
Roanoke County desires to provide an enhanced experience for bus riders with shelter
from the weather, a place to rest, and a safely lighted bus shelter.

Passenger amenities and facilities greatly improve the transit rider experience and
increase the accessibility of the system. TRIP supports the addition and improvement of
passenger related infrastructure and allows for improvements to existing bus stops.
DRPT offered a mid-cycle grant opportunity in October 2023 through TRIP to allow for
improvements to existing bus stops. Planning staff applied for TRIP funding in October
2023 for the installation of a bus shelter and amenities at the Route 419 bus stop. TRIP
funding was approved on December 4, 2023, by the Commonwealth Transportation
Board.
Acceptance and appropriation of the grant funding will enable staff to work with a
vendor to fabricate a design associated with the 419 Town Center Plan that was
adopted by the Board of Supervisors in July 2019. Along with the installation of an ADA
accessible
14-foot-wide bus shelter with tinted roof, amenities will include a bench and trash
receptacle. The bus shelter will have a 12-volt, 60-watt Polycrystalline Solar Panel and
Lexan top.
FISCAL IMPACT:
Roanoke County was awarded $30,000 in TRIP funding from DRPT to be reimbursed
by March 3, 2025. The funding includes $20,400 of state funds, which is sixty-eight
percent (68%) of the total project cost and will be deposited in the Grant Fund. A $9,600
required local match, thirty-two percent (32%) will be allocated from the Roanoke
County Department of Planning General fund and transferred to the Grant Fund. The
cost includes fabrication of the bus shelter design and installation.
STAFF RECOMMENDATION:

ISSUE:
To accept and appropriate funds from Roanoke City and Franklin County in the
combined total of $202,805.84 for the 911 Genesis-Aided Dispatch Interface capital
project (Capital Project).
BACKGROUND:
The Capital Project was approved and funded for$220,000 with the County being the
only funding source as part of the FY2024 Capital Improvement Program. Our partners,
Roanoke City and Franklin County, have recently requested to join us on this project.
DISCUSSION:
Allowing Roanoke City and Franklin County to participate with us will increase the total
cost of the project to $304,208.74 from the $220,000 currently budgeted.
Roanoke City and Franklin County have each agreed to pay Roanoke County
$101,402.92 for a total amount of$202,805.84.
Staff is requesting the approval of the increase in cost of the project and the acceptance
of funds from Roanoke City and Franklin County to offset the increased cost.

The total project cost will increase to $304,208.74 from$220,000 for a net change of
$84,208.74. This increase will be offset by the$202,805.84 that will be received by
Roanoke City and Franklin County,which reduces the County costs from $220,000 to
$101,402.92. This results in a savings to the County in the amount of$118,597.08
The additional funding from the other localities will be deposited in the Capital Fund
within the already established project. Once the project is closed the remaining savings
will be closed out and returned to capital reserves:
