Please answer the following questions as thoroughly as possible. Use additional space if necessary. Please explain how the request furthers the purposes of the Roanoke County Ordinance as well as the purpose found at the beginning of the applicable zoning district classification in the Zoning Ordinance. The request is for a special use permit that will allow my colleagues and I to operate a special use facility. The special use facility that we are inquiring is a wedding venue. As well as a wedding venue we will also be hosting business parties and other small functions during our colder months. This request will help maintain the natural forests located on the property of the venue due to the fact that we will not be destroying or changing the scenic beauty located in this region. Our main goal is to highlight/elevate the natural beauty around our venue to help our guests appreciate all that Roanoke has to offer. Please explain how the project conforms to the general guidelines and policies contained in the Roanoke County Community Plan. No longer will this residence be a home to few but a beautiful wedding destination to many, providing memories that will last a lifetime. The wedding venue conforms to the Roanoke community plan by ensuring scenic beauty within our blue ridge mountains. The wedding parties traveling from far and wide will come into contact with our gorgeous scenery and may possibly fall in love with this area, ensuring future tourists. These weddings will help promote many different religions from far and wide, showing that Roanoke is an inviting area to all types of people. Please describe the impact(s) of the request on the property itself, the adjoining properties, and the surrounding area, as well as the impacts on public services and facilities, including water/sewer, roads, schools, parks/recreation and fire and rescue. The property will experience a high volume of citizens on many given weekends. As neighbors we have reached out to the adjoining properties ensuring music will be discontinued after 10pm when the weddings will end (our lovely neighbors on adjoining properties have given us support in this endeavor). The venue is sitting on a private well and sewage system. Near the venue resides 3 hotels which will allow out of town guests to stay within close proximity to the venue and help Roanoke county economic growth. 2 The Reinhardt Chateau Refer to the engineer drawn concept plan page 3 The narrative At the Reinhardt Chateau we plan on hosting weddings and business parties. The parties that attend at the Chateau will enter and leave from our loch haven easement only. A gate that is located on Timberview road will be shut and all guests will be notified before hand by not only the chateau but the bride and groom to travel down loch haven. The gate on Timberview will only be accessed by emergency personnel if needed. I want to reiterate that all guests will be notified on our future website and by the wedding party that they must enter solely from the loch haven side as to not cause traffic on Timberview road. Guests upon arrival will be shown where to park by a parking sign pointing towards the field, other guests who have special needs will be allowed to park closer to the venue near the pool. Guests will be monitored upon arrival so as to make sure they park in the appropriate areas. The parking lot currently consist of grass and may be changed in the future to a material that would support the needs of vehicles parking. Event staff will be parking behind the gymnasium (chapel) so as to have easy access to set up future events held there. Restrooms provided by the venue will include luxury trailers outside for weddings that take place there, weddings within the home and or the chapel have bathrooms to accommodate the guests. Weddings at the venue may take place in the open field near the parking lot in tents, the front of the house and back of the house near the pool and finally in the wedding chapel (when constructed). All weddings will be help to the rules and regulations of the county and will not infringe on the neighbors in any capacity. Weddings outside will be monitored with decibel readers that fall in line with the counties regulations and music will be shut off by 10pm. Our facility will meet the requirements of Roanoke County so that each event held at the venue will be safe and go smoothly. 4 5 6 The first three pictures listed are concept plans for the ceremony facility that is located next to the chateau. We will have two bathrooms as well as a catering room and storage on a small part of the ceremony facility. 7 8 Next attached to this form is the concept floor plan for the ceremony room located next to the pictures above. 9 This picture is showing the future parking lot for the wedding guests coming from lock haven road. Reinhardt: I am writing this letter regarding your special use permit that is anticipated to go before the Roanoke County Planning Commission and Board of Supervisors and regarding your proposed easement located on property owned by the Western Virginia Regional Industrial Facility Authority. The Western Virginia Regional Industrial Facility Authority is agreeable in principle to selling the applicant a nonexclusive easement providing access across tax parcel numbers - 026.03-01-17.01- 0000 and 026.17-01-03.01-0000 more or less described by the conceptual drawing included in the applicant’s filing and attached here. It is the understanding of the Authority that applicant is seeking the easement to provide vehicular access off Loch Haven Drive in support of a proposed special event venue at 2875 Timberview Road. Authority staff and applicant have discussed a price range and will settle upon a final purchase amount depending upon a final survey, legal expenses incurred by the Authority, final terms of a deed of easement and precise location of the proposed easement. E.1 AT A REGULAR MEETING OF THE BOARD OF SUPE RVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: April 26, 2022 AGENDA ITEM: Public hearing for citizen comments on the proposed fiscal year 2022-2023 Operating Budget and the proposed fiscal year 2023-2032 Capital Improvement Program SUBMITTED BY: Laurie Gearheart Director of Finance and Management Services APPROVED BY: Richard L. Caywood County Administrator ISSUE: Conduct a public hearing for citizen comment on the proposed fiscal year 2022 -2023 Operating Budget and the fiscal year 2023-2032 Capital Improvement Program. BACKGROUND: State Code requires a public hearing to receive written and oral comments on the proposed fiscal year 2022-2023 Operating Budget and the proposed fiscal year 2023 - 2032 Capital Improvement Program. This public hearing satisfies that requirement. DISCUSSION: This time has been set aside for a public hearing on the proposed annual budge t for fiscal year 2022-2023 and the fiscal year 2023-2032 Capital Improvement Program. A summary of the proposed budget was advertised in the Roanoke Times on April 3, 2022 and April 17, 2022, and budget documents can be found on the Roanoke County website at www.roanokecountyva.gov or at the Roanoke County Office of the Clerk to the Board of Supervisors. Page 2 of 2 FISCAL IMPACT: There is no fiscal impact associated with this public hearing. STAFF RECOMMENDATION: Staff recommends conducting the public hearing to satisfy State code requirements and receive citizen comments on the proposed annual budget for fiscal year 2022 -2023 and the fiscal year 2023-2032 Capital Improvement Program. Page 1 of 2 ACTION NO. ITEM NO. F.1 AT A REGULAR MEETING OF THE BOARD OF SUPE RVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: April 26, 2022 AGENDA ITEM: Ordinance amending Chapter 7 (Building Regulation s), Article V (Fees), Sections 7-73 (Miscellaneous Fees) and 7- 75 (Fee for Cross Connection Inspection) of the Roanoke County Code SUBMITTED BY: Peter S. Lubeck County Attorney APPROVED BY: Richard L. Caywood County Administrator ISSUE: Amendment of Sections 7-73 and 7-75 to increase certain inspection fees BACKGROUND AND DISCUSSION: Section 15.2-2286(A)(6) of the Code of Virginia authorizes the collection of fees to cover the costs of issuing permits, and other expenses incident to the adm inistration of a zoning ordinance. Section 15.2-2241(A)(9) of the Code of Virginia authorizes localities to impose reasonable fees and charges for the review of plats and plans and the inspection of facilities. In 2004, the Board adopted Ordinance 09280 4-7 which, inter alia, amended section 7- 73. Miscellaneous fees of the Roanoke County Code. Section 7-75, which sets the fee for cross connection inspections, has not been amended since 1988. It is proposed that Sections 7-73 and 7-75 be amended to more fully recover costs incurred by the County in providing such services. Page 2 of 2 Specifically, it is proposed that the fee for the inspection of kiddie rides be increased from $15 to $30; the fee for the inspection of circular rides be increased from $25 to $45; and the fee for inspection of all other amusement devices be increased from $45 to $50. It is further proposed that the fee for inspection of a cross connection (any physical connection of arrangement between two otherwise separate piping systems) be increased from $30 to $40. FISCAL IMPACT: Fiscal impact is estimated to be $10,000 in additional revenue from increasing these fees and has been included in the fiscal year 2022-2023 proposed operating budget. STAFF RECOMMENDATION: Staff recommends approval of the first reading of the ordinance and setting the second reading and public hearing for May 10, 2022. Page 1 of 2 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, APRIL 26, 2022 ORDINANCE AMENDING CHAPTER 7 (BUILDING REGULATIONS), ARTICLE V (FEES), SECTIONS 7-73 (MISCELLANEOUS FEES) AND 7- 75 (FEE FOR CROSS CONNECTION INSPECTION) OF THE ROANOKE COUNTY CODE WHEREAS, Section 15.2-2286(A)(6) of the Code of Virginia authorizes the collection of fees to cover the costs of issuing permits, and other expenses incident to the administration of a zoning ordinance; and WHEREAS, Section 15.2-2241(A)(9) of the Code of Virginia authorizes localities to impose reasonable fees and charges for the review of plats and plans and the inspection of facilities; and WHEREAS, in 2004, the Board adopted Ordinance 092804-7 which, inter alia, amended section 7-73. Miscellaneous fees of the Roanoke County Code; and WHEREAS, Section 7-75, which sets the fee for cross connection inspections, has not been amended since 1988; and WHEREAS, it is proposed that Sections 7-73 and 7-75 be amended to more fully recover costs incurred by the County in providing such services; and WHEREAS, the first reading of this ordinance was held on April 26, 2022, and the second reading and public hearing of this ordinance was held on May 10, 2022. NOW THEREFORE BE IT ORDAINED by the Roanoke County Board of Supervisors: 1. That Chapter 7 (Building Regulations), Article V (Fees), Sections 7-73 (Miscellaneous fees) and 7-75 (Fee for cross connection) of the Roanoke County Page 2 of 2 Code are hereby amended as follows (all portions of Sections 7-73 and 7-75 not specifically amended or deleted below shall remain without amendment): Sec. 7-73. – Miscellaneous fees. There is hereby established the following schedule of miscellaneous fees: Amusement devices: Kiddie rides: $15.00$35.00 Circular rides that can be inspected from less than 20 feet above ground: $25.00$45.00 All other types of devices: $45.00$50.00 Sec. 7-75.- Fee for cross connection inspection. F.2 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: April 26, 2022 AGENDA ITEM: Ordinance increasing the technology fee assessed on transactions processed by the Roanoke County Departments of Planning and Zoning and Development Services SUBMITTED BY: Laurie Gearheart Director of Finance and Management Services APPROVED BY: Richard L. Caywood County Administrator ISSUE: Amend Ordinance 052218-8, which established the technology fee of three percent (3%) on all permit issuing fees on March 22, 2018. BACKGROUND: Ordinance 052218-8 established a three percent (3%) “technology fee” on all permit issuing fees (which fees were imposed upon every transaction processed by the departments that are today known as the Departments of Planning, Zoning and Development Services), which fees are used to partially cover the costs of the County’s computer programming and equipment used to process applications and projects on May 22, 2018. DISCUSSION: The technology fee was established to recover costs associated with the issuing of permits by the Departments of Planning, Zoning and Development services. As costs related to technology and other operating expenses have increased since the fee was established, increasing the fee from three to five percent (3% to 5%) is prudent. Revenues generated from this fee are used to update and improve technology used by these. Page 2 of 2 FISCAL IMPACT: Annual impact of this fee change is estimated at approximately $27,000 of additional revenue and has been included in the fiscal year 2022-2023 proposed operating budget. STAFF RECOMMENDATION: Staff recommends approval of the first reading of this ordinance and setting the second reading for May 10, 2022, along with changes to other fees and adoption of the annual Fee Compendium. Page 1 of 6 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, MAY 22, 2018 ORDINANCE 052218-8 IMPOSING OR INCREASING CERTAIN FEES FOR SERVICES FOR DEVELOPMENT AND INSPECTIONS, PLANNING AND ZONING, AND REPEALING PRIOR ACTIONS CONCERNING SAME WHEREAS, the Board has found that it is both equitable and efficient to ensure that those individuals who benefit from certain governmental services bear the cost thereof while eliminating unintentional general service cost subsidies; and WHEREAS, Section 15.2-2241. A (9) of the Code of Virginia (1950), as amended, authorizes localities to impose reasonable fees and charges for the review of plats and plans and the inspection of facilities; and WHEREAS, Section 15.2-2286 A (6) of the Code of Virginia (1950), as amended, authorizes the collection of fees to cover the costs of making inspections, issuing permits, advertising of notices and other expenses incident to the administration of a zoning ordinance or to the filing or processing of any appeal or amendment thereto; and WHEREAS, in 1990, by Ordinance 61290-6, the Board established certain fees for public services provided by and through the Roanoke County Department of Development and Inspections (which is now the Department of Community Development) relating to development services rendered for and on behalf of citizens; and WHEREAS, since 1990, such fees have remained the same; they have not increased in response to increases in the County’s costs to provide such services; and WHEREAS, other miscellaneous fees related to services provided by the Department of Community Development are set forth in the Roanoke County Code; and Page 2 of 6 WHEREAS, the Department of Community Development recommends that the following fees that have previously been approved by this Board be increased: 1. Special use permit fee; and WHEREAS, the Department of Community Development further recommends the imposition of the following new fees: 1. Certificate of occupancy fee for residential development, 2. Zoning verification fee: this fee will cover the cost of preparing a zoning verification letter (a document that informs property owners, lenders, and prospective buyers of zoning laws related to a particular property based on the County’s current zoning ordinance and past history of the site), 4. Commonwealth Building Code Academy fee: pursuant to Sections 36-137(7) and 36-105 of the Code of Virginia, (in which the Commonwealth of Virginia imposes a levy of 2% of permit fees collected by the County to support training programs of the Building Code Academy), the Department of Community Development further proposes to impose an additional 2% fee on the issuance of all building, Page 3 of 6 plumbing, electrical and mechanical permits (for remittance to the Commonwealth). The County has been paying this levy to the Commonwealth, but has not been collecting it from its applicants (which has decreased the funds available to the County to cover costs), and 5. F.3 AT A REGULAR MEETING OF THE BOARD OF SUPE RVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: April 26, 2022 AGENDA ITEM: Ordinance amending Chapter 2 (Administration), Article 1 (In General), Section 2-5 (Library fines and fees) of the Roanoke County Code SUBMITTED BY: Laurie Gearheart Director of Finance and Management Services APPROVED BY: Richard L. Caywood County Administrator ISSUE: Amend Section 2-5 (Library fines and fees) of the Roanoke County Code in order to eliminate library late-fee fines. BACKGROUND: Ordinance 052510-12 which was adopted on May 25, 2010 amended the Code of Roanoke County, Virginia Chapter 2, Article 1, Section 2 -5 to set fees for overdue fines for library items including books and video materials. This ordinance also set fines and fees for lost and damaged items. DISCUSSION: After study and consideration of a local and national trend to eliminate library late -fee fines, library staff has shared data that suggest that the elimination of library late -fee fines will lead to a higher rate of returned items. Overdue fees can serve as a barrier to library resources as vulnerable populations, including children, who have limited access to the internet, digital devices, and transportation are most at risk of accruing late fees. Page 2 of 2 FISCAL IMPACT: The Roanoke Valley Library Consortium has suspended the collection of late fee fines since the onset of the COVID-19 pandemic in March of 2022 and revenues related to these late fee fines were reduced. Based on trends, fiscal impact is minimal. Based on research of other library systems, replacement costs for lost items may decrease as an increase in return of items deemed lost should increase. STAFF RECOMMENDATION: Staff recommends eliminating library late-fee fines. Staff recommends approval of the first reading and setting the public hearing and second reading for May 10, 2022. Page 1 of 2 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, MAY 10, 2022 ORDINANCE AMENDING CHAPTER 2 (ADMINISTRATION), ARTICLE 1 (IN GENERAL), SECTION 2-5 (LIBRARY FINES AND FEES) OF THE ROANOKE COUNTY CODE WHEREAS, after study and consideration of a local and national trend to eliminate library late-fee fines, library staff has shared data that suggest that the elimination of library late-fee fines will lead to a higher rate of returned items; accordingly, it is proposed that library late-fee fines be discontinued; and WHEREAS, insofar as such fines are codified in Chapter 2 (Administration), Article 1 (In General), Section 2-5 (Library fines and fees) of the Roanoke County Code, it is proposed that Section 2-5 be amended; and WHEREAS, the first reading of this ordinance was held on April 26, 2022, and the second reading and public hearing of this ordinance was held on May 10, 2022. NOW THEREFORE BE IT ORDAINED by the Roanoke County Board of Supervisors: 1. That Chapter 2 (Administration), Article I (In General), Section 2-5 (Library fines and fees) of the Roanoke County Code is hereby amended as follows (all portions of Section 2-5 not specifically amended or deleted below shall remain without amendment): Sec. 2-5. – Library fines and fees. ITEM NO. F.5 AT A REGULAR MEETING OF THE BOARD OF SUPE RVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: April 26, 2022 AGENDA ITEM: Ordinance dissolving a lease with Blue Mountain Huts, LLC to provide camping accommodations in Explore Park SUBMITTED BY: Doug Blount Assistant County Administrator APPROVED BY: Richard L. Caywood County Administrator ISSUE: Blue Mountain Huts, LLC has requested to dissolve the lease agreem ent with Roanoke County to provide recreation services at Explore Park BACKGROUND: In 2016 the Roanoke County Board of Supervisors approved the Adventure Plan for Explore Park, which outlined the direction for the park's development. As a part of the Adventure Plan and Business Plan for Explore Park, it outlined the public-private partnerships that were necessary for the park to develop into a destination facility. One of the services identified in the Adventure Plan was providing equestrian services. Roanoke County issued Request for Proposal 2017-097: Programs for Explore Park on March 22, 2017, and proposals were due on May 17, 2017. Roanoke County received one proposal to provide primitive camping, retail and rental equipment from Blue Mountain Huts, LLC. On January 23, 2018, the Roanoke County Board of Supervisors approved a land lease with Blue Mountain Huts, LLC to operate recreation services for primitive camping, retail and rental equipment. DISCUSSION: Page 2 of 2 Blue Mountain Huts, LLC has requested to dissolve the lease with Roanoke County to provide camping, retail and rental services at Explore Park. Blue Mountain has decided to close their business. Parks, Recreation and Tourism will offer primitive camping and retail services at Explore Park for the 2022 operating season. Currently, the Blue Ridge Parkway Visitor Center offers a camp store as a part of its gift shop operation. In addition, an online reservation system for camping will be launched in April. The Visitor Center staff currently check campers in and provide welcome packets as part of their services so there will be no change to our customer service operations. Campsites will start at $25 per night for 2022 season. A variety of camping experiences will be offered with small and medium sized campsites, raised platforms and group camping sites. FISCAL IMPACT: There is no fiscal impact by dissolving the lease. The revenue generated from camping rentals will fund the maintenance of the camp sites. STAFF RECOMMENDATION: Staff recommends approval of the first reading of the ordinance and setting second reading for May 10, 2022. Page 1 of 2 ACTION NO. ITEM NO. I.6 AT A REGULAR MEETING OF THE BOARD OF SUPE RVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: April 26, 2022 AGENDA ITEM: Resolution authorizing the execution of an amended Memorandum of Understanding between Roanoke County and City of Roanoke for Therapeutic Recreation Services SUBMITTED BY: Doug Blount Assistant County Administrator APPROVED BY: Richard L. Caywood County Administrator ISSUE: Resolution authorizing the execution of an amended Memorandum of Understanding between Roanoke County and City of Roanoke for Therapeutic Recreation Services BACKGROUND: In 1976, Roanoke County began providing recreation programs for youth with disabilities. Over the past forty-six (46) years, Parks, Recreation and Tourism’s Therapeutic Recreation Service (TRS) area has grown from providing social skill building programs to serving youth and adults with multiple developmental disabilities. This is taught through small groups with a focus on skill based, adaptive programs that can be individualized to the registered participants ability. The goal of each program is to improve or maintain physical, cognitive and emotional functioning in order to facilitate full participation in life. Therapeutic recreation programs are broken down in four (4) core program areas in which individuals with disabilities can elect to participate. Those include Life Skills (technology, cooking, social classes), Wellness (yoga, martial arts, aqua tics), Outdoors (hiking, biking, day trips) and Cultural Arts (crafts, painting, music, dance). Page 2 of 2 DISCUSSION: In 2007, Roanoke County and Roanoke City developed a Memorandum of Understanding, which allowed for the continued participation of Roanoke City residents in Roanoke County offered therapeutic recreation programs. This agreement required Roanoke City to reimburse Roanoke County for the services provided to Roanoke City residents. A similar Memorandum of Understanding was executed in 2012. In 2017, a new Memorandum of Understanding was executed that replaced the reimbursement program with an annual contribution of $48,000 to Roanoke County for providing therapeutic recreation services to Roanoke City residents. This change allowed both localities a more efficient mechanism to budget for and track program financials. Given the demonstrated success of previous agreements and the upcoming expiration of the 2017 Memorandum of Understanding, it is both parties’ desire to enter into another agreement with up to four (4) annual renewals. An updated Memorandum of Understanding has been prepared by the Roanoke City and Roanoke County Attorneys’ Offices to ensure that the expectations of all parties are clearly stated and understood. In summary, Roanoke County will continue to operate, fund and manage a year -round therapeutic recreation program in which Roanoke City residents are eligible to participate in exchange for an annual contribution of $58,000 from Roanoke City as well as access to program space in City owned facilities and parks. Either party may terminate this agreement with a one-year written notice. TRS’ program is funded through four sources. Roanoke County provided general fund support for two full-time positions to administer the program. Roanoke City and Salem provide annual funding to support programs. Lastly, nominal fees are charged to participants for programs. FISCAL IMPACT: Roanoke City’s financial contribution of $58,000 funds all participation costs for Roanoke City’s residents in the TRS program. STAFF RECOMMENDATION: Staff recommends approval of the resolution. 1 Agreement Between Roanoke County Board of Supervisors and City of Roanoke for Therapeutic Recreation Services This Agreement is hereby made and entered into this 1st day of July, 2022 by and between the City of Roanoke (on behalf of its Department of Parks and Recreation (hereinafter, “City”), and Roanoke County Board of Supervisors on behalf of its Department of Parks, Recreation and Tourism (hereinafter, “County”). Scheduling will be subject to the transportation needs of the City. The City further agrees to allow the County to purchase additional hours of accessible transportation from the City at a rate equal to the City’s direct costs for the transportation, such direct costs to include wages and benefits for the employer providing the service. Short title; policy •By enacting this chapter, the General Assembly ensures the people of the Commonwealth ready access to public records in the custody of a public body or its officers and employees, and free entry to meetings of public bodies wherein the business of the people is being conducted. The affairs of government are not intended to be conducted in an atmosphere of secrecy since at all times the public is to be the beneficiary of any action taken at any level of government. Unless a public body or its officers or employees specifically elect to exercise an exemption provided by this chapter or any other statute, every meeting shall be open to the public and all public records shall be available for inspection and copying upon request. All public records and meetings shall be presumed open, unless an exemption is properly invoked. Office of the County Attorney3 Introduction §2.2-3700. Short title; policy •The provisions of this chapter shall be liberally construed to promote an increased awareness by all persons of governmental activities and afford every opportunity to citizens to witness the operations of government. Any exemption from public access to records or meetings shall be narrowly construed and no record shall be withheld or meeting closed to the public unless specifically made exempt pursuant to this chapter or other specific provision of law. This chapter shall not be construed to discourage the free discussion by government officials or employees of public matters with the citizens of the Commonwealth. •All public bodies and their officers and employees shall make reasonable efforts to reach an agreement with a requester concerning the production of the records requested. However, his memory is as sharp as his pen, and he has no need to retain his notes (he only cares about the process of practicing his art). At the end of each meeting, he ceremoniously slides his notes into the “shred box.” Office of the County Attorney19 The noble art of penmanship •One evening, after the meeting’s conclusion (but before he has placed his notes in the shred box), Supervisor Mahoney is approached by Rufus, the infamous blogger: •“Supervisor Mahoney! I see that you are left handed! I would like to blog about the perspectives and opinions of our left-handed supervisor! So much of politics has to do with what is left and what is right on the political spectrum. I demand that you provide me a copy of your left-handed notes!
