The Board of Supervisors of Roanoke County, Virginia, met this day at the
Roanoke County Administration Center, this being an adjourned meeting from July 24,
2001 for the purpose of an economic development work session.
IN RE: CALL TO ORDER
Chairman Minnix called the meeting to order at 6:04 p.m. The roll call was
taken.
MEMBERS PRESENT:
Chairman H. Odell "Fuzzy" Minnix, Vice-Chairman Joseph
“Butch” Church, Supervisors Bob L. Johnson, Joseph
McNamara, Harry C. Nickens
MEMBERS ABSENT:
None
STAFF PRESENT:
Elmer C. Hodge, County Administrator; Mary H. Allen, Clerk to
the Board
IN RE: DISCUSSION
Mr. Hodge offered a list of suggested discussion topics. The Board members
had a general discussion on economic development that included regional cooperative
efforts such as the joint fire and rescue program with the City of Roanoke, and the

Economic Development Work Plan for fiscal year 2001 and Five Year Business Plan which
was prepared in July 2000. Suggestions from the Board members were: (1) that the goals
need to be more specific, (2) that the County needs successful economic development
programs, (3) that the County needs to establish a better working relationship with the
Virginia Department of Transportation; (4) that resources need to be prioritized; (5) that an
audit should be conducted of the County’s performance agreements with businesses and
companies; and (6) that existing businesses such as Tanglewood Mall should be a top
priority.
Supervisor McNamara suggested that the County should not be offering
incentives to retail businesses but there was Board consensus to continue incentives for
retail businesses. There was also consensus that the County continue to be a partner in
the Pulaski Park but that the staff did not need to attend the meetings. Supervisor Church
pointed out that the Roanoke Valley is becoming a retirement destination for senior
citizens and that the Board should consider the potential economic development benefits
of this population.
Staff was directed to update the Work Plan and Five Year Business Plan.
IN RE: CLOSED MEETING
At 8:05 p.m., Supervisor Johnson moved to go into Closed Session pursuant

to Code of Virginia Section 2.1-344 A (3) to discuss acquisition of real property for public
purpose and sale of public property, Salem Office Supply. The motion carried by the
following recorded vote;
AYES: Supervisors Johnson, McNamara, Church, Nickens, Minnix
NAYS: None
IN RE: CERTIFICATION RESOLUTION

At 8:20 p.m., Supervisor Minnix moved to return to open session and adopt
the Certification Resolution. The motion carried by the following recorded vote:
AYES: Supervisors Johnson, McNamara, Church, Nickens, Minnix
NAYS: None
RESOLUTION 073001-1 CERTIFYING THE CLOSED MEETING WAS
HELD IN CONFORMITY WITH THE CODE OF VIRGINIA
WHEREAS, the Board of Supervisors of Roanoke County, Virginia has
convened a closed meeting on this date pursuant to an affirmative recorded vote and in
accordance with the provisions of The Virginia Freedom of Information Act; and
WHEREAS, Section 2.1-344.1 of the Code of Virginia requires a certification
by the Board of Supervisors of Roanoke County, Virginia, that such closed meeting was
conducted in conformity with Virginia law.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of
Roanoke County, Virginia, hereby certifies that, to the best of each members knowledge:

1. Only public business matters lawfully exempted from open meeting
requirements by Virginia law were discussed in the closed meeting which this certification
resolution applies, and
2. Only such public business matters as were identified in the motion
convening the closed meeting were heard, discussed or considered by the Board of
Supervisors of Roanoke County, Virginia.
On motion of Supervisor Minnix to adopt the resolution, and carried by the
following recorded vote:
AYES: Supervisors Johnson, McNamara, Church, Nickens, Minnix
NAYS: None
IN RE: ADJOURNMENT
At 8:21 p.m., Supervisor Minnix adjourned the meeting.
