Welcome to the 12:00 p.m. session for the Board of Supervisors meeting for
January 28, 2025.
A. OPENING CEREMONIES
1. Roll Call
The sole purpose of this 12:00 p.m. session is to hold a closed meeting prior to the
general 2:00 p.m. session.
B. CLOSED MEETING, pursuant to the Code of Virginia as follows:
1. Section 2.2-3711(A)(5) of the Code of Virginia, for discussion concerning a
prospective business or industry or the expansion of an existing business or
industry where no previous announcement has been made of the business’ or
industry’s interest in locating or expanding its facilities in the community.
Specifically, the Board will discuss potential business location or expansion in
each of the five magisterial districts.
The Board will go into closed session, and upon its conclusion, will recess this meeting
until 2:00 p.m. for the regular scheduled Board of Supervisors meeting.

NOTE: There is no 6:00 p.m. evening session as there are no public hearings
scheduled.
NOTE: The Board of Supervisors held a closed session meeting at 12:00 p.m.

Good afternoon and welcome to our meeting for January 28, 2025. The Board is now
returning to open session. The Board of Supervisors held a closed session earlier
today at 12:00 p.m. prior to the regularly scheduled Board meeting. Regular meetings
are held on the second and fourth Tuesday at 2:00 p.m. Public hearings are held at
6:00 p.m. on the fourth Tuesday of each month. Deviations from this schedule will be
announced. The meetings are broadcast live on RVTV, Channel 3, and will be
rebroadcast on Friday at 7:00 p.m. and on Sunday from 10:00 a.m. until 5 p.m. Board
of Supervisors meetings can also be viewed online through Roanoke County’s website
at www.RoanokeCountyVA.gov. Individuals who require assistance or special
arrangements to participate in or attend Board of Supervisors meetings should contact
the Clerk to the Board at (540) 772-2005 at least 48 hours in advance. Please turn all
cell phones off or place them on silent.

G. NEW BUSINESS
1.Resolution expressing support for legislation authorizing the Board of
Supervisors of Roanoke County, Virginia to acquire parcels in Roanoke County,
Virginia and Bedford County, Virginia known as “Explore Park”. (Doug Blount,
Assistant County Administrator)
H. FIRST READING OF ORDINANCES
1.Ordinance accepting and appropriating a donation from the Friends of the
Roanoke County Public Library in the amount of $30,000 for use by the Roanoke
County Library Department. (Jim Blanton, Director of Library Services) (First
Reading and request for Second Reading)
I.APPOINTMENTS
1. Grievance Panel
Tim Hubbard, Dana Martin, Barry Agnew, Lee Blair, Chelsea Lower, Rick
Pevarski, and George Anderson to a 3-year term to expire January 28, 2028.
J.CONSENT AGENDA
ALL MATTERS LISTED UNDER THE CONSENT AGENDA ARE CONSIDERED BY
THE BOARD TO BE ROUTINE AND WILL BE ENACTED BY ONE RESOLUTION
IN THE FORM OR FORMS LISTED BELOW. IF DISCUSSION IS DESIRED, THAT

1.Approval of minutes – January 14, 2025
2.The petition of April Joyce Hernandez Lemus to rezone approximately
12.61 acres from R-1, Low Density Residential District, to AR,
Agricultural/Residential District, located at 1807 Mayfield Drive, Vinton
Magisterial District. (First Reading and Request for Second Reading and
Public Hearing)
3.The petition of B2X Online, Inc., to obtain a special use permit to construct
a broadcasting tower approximately 80 feet tall on approximately 6.972
acres of land zoned AR, Agricultural/ Residential District, located at 9731
Tinsley Lane, Windsor Hills Magisterial District. (First Reading and
Request for Second Reading and Public Hearing)
4.Request to accept and allocate grant funds in the amount of $6,000 from
the J. Spencer and Joy Frantz Donor Advised Fund of Community
Foundation Serving Western Virginia to Roanoke County Fire and
Rescue.

5.Request to accept and allocate grant funds in the amount of $24,000 to
the Sheriff’s Office from the U. S. Department of Justice for the Edward
Byrne Memorial Justice Assistance Grant Program.
K.CITIZENS' COMMENTS AND COMMUNICATIONS
This time has been set aside for Roanoke County citizens, County property owners,
and County business owners to address the Board on matters of interes t or concern.
While the Board desires to hear from all who des ire to speak, this agenda item is
limited to a duration of 30 m inutes. Each individual speaker shall be afforded 3
minutes to speak.
