Welcome to the 12:00 p.m. session for the Board of Supervisors meeting for
January 28, 2025.
A. OPENING CEREMONIES
1. Roll Call
The sole purpose of this 12:00 p.m. session is to hold a closed meeting prior to the
general 2:00 p.m. session.
B. CLOSED MEETING, pursuant to the Code of Virginia as follows:
1. Section 2.2-3711(A)(5) of the Code of Virginia, for discussion concerning a
prospective business or industry or the expansion of an existing business or
industry where no previous announcement has been made of the business’ or
industry’s interest in locating or expanding its facilities in the community.
Specifically, the Board will discuss potential business location or expansion in
each of the five magisterial districts.
The Board will go into closed session, and upon its conclusion, will recess this meeting
until 2:00 p.m. for the regular scheduled Board of Supervisors meeting.

Good afternoon and welcome to our meeting for January 28, 2025. The Board is now
returning to open session. The Board of Supervisors held a closed session earlier
today at 12:00 p.m. prior to the regularly scheduled Board meeting. Regular meetings
are held on the second and fourth Tuesday at 2:00 p.m. Public hearings are held at
6:00 p.m. on the fourth Tuesday of each month. Deviations from this schedule will be
announced. The meetings are broadcast live on RVTV, Channel 3, and will be
rebroadcast on Friday at 7:00 p.m. and on Sunday from 10:00 a.m. until 5 p.m. Board
of Supervisors meetings can also be viewed online through Roanoke County’s website
at www.RoanokeCountyVA.gov. Individuals who require assistance or special
arrangements to participate in or attend Board of Supervisors meetings should contact
the Clerk to the Board at (540) 772-2005 at least 48 hours in advance. Please turn all
cell phones off or place them on silent.

RESOLUTION OF APPRECIATION TO PHIL C. NORTH FOR HIS SERVICE AS
CHAIRMAN OF THE BOARD OF SUPERVISORS IN 2024
WHEREAS, Phil C. North served as Chairman of the Roanoke County Board of
Supervisors during 2024; and
WHEREAS, the Board of Supervisors recognizes during Mr. North’s term as
Chairman, the County achieved numerous accomplishments contributing to economic
growth, including:
• $57 million in new project announcements and investments within Roanoke
County and the creation of more than 200 new jobs
• An announcement by Mack Trucks to invest $14.5 million in a 70,000 square
foot expansion to its facility in the Glenvar area
• Completion of Southern Team Auto Mall’s new state-of-the-art Hyundai
dealership in the Hollins area
• Approval of Roanoke County’s first 4-megawatt solar energy facility on Bent
Mountain
• The redevelopment of 47,000 square feet within Tanglewood Mall into a
modern YMCA facility
WHEREAS, Mr. North is committed to advancing and enriching the quality of life
in Roanoke County through a variety of achievements, including:
• Tax reductions for citizens and businesses
• Identifying the need for diverse and affordable housing options across the
County
• Completion of Fire and Rescue Station 12 in Bonsack which will enhance
response times in the area, safeguarding lives and property
• Serving as a regional advocate for funding and expansion of the Roanoke -
Blacksburg Regional Airport
• Completion of a demographic study to assess the future needs of our
community
WHEREAS, during Mr. North’s term, Roanoke County’s Public Schools received
continued support of advancing students’ education and safety, including:
• The groundbreakings of a new Career and Technology Center and
renovations to W.E. Cundiff and Glen Cove elementary schools, all totaling
a record $130 million in project funding by the Board of Supervisors
• Petitioning the General Assembly for increased support for local school
construction and Children’s Services Act funding
• The deployment of more School Resource Officers within Roanoke County
Public Schools
WHEREAS, Mr. North has remained a stalwart champion of transportation projects
that improve citizens’ lives and enhance road safety, including:
• Securing more than $12.5 million in state and federal funding to advance
key transportation projects across Roanoke County
• Completion of the Buck Mountain Road Roundabout and the sidewalk along
Williamson Road
• Making significant progress toward developing the Roanoke River
Greenway in Eastern Roanoke County and the Glade Creek Greenway
through Vinyard Park
• Expanding the McAfee Knob Trailhead Shuttle to include additional shuttle
stops within Roanoke County, the City of Salem, and the Dragon’s Tooth
trailhead
WHEREAS, Mr. North serves as Chairman of the Roanoke Valley Transportation
Planning Organization, the Transportation Policy Steering Committee for the National
Association of Counties, and the Roanoke Valley-Alleghany Regional Commission, and
continuously advocates for improvements to Route 460, Route 419/Electric Road, Route
220, and Interstate 81; and
WHEREAS, Mr. North serves as 2nd Vice President of the Virginia Association of
Counties, advocating on behalf of Virginia counties; and
WHEREAS, Mr. North received the 2024 Gordon N. Dixon Award from the Virginia
Association of Planning District Commissions for his work to facilitate regional
transportation improvements across the Roanoke Valley-Alleghany Regional
Commission urban and rural member areas; and
WHEREAS, Mr. North emphasized sound financial strategies and practices, and
promoted regional projects and initiatives to benefit all the residents of the Roanoke
Valley; and
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of
Roanoke County, Virginia, does hereby extend its deepest appreciation to
PHIL C. NORTH for his collaborative and steady leadership of the Board of Supervisors
as Chairman during 2024 and for his belief in democracy and championing of citizen
participation in local government.

RESOLUTION CONGRATULATING THE HIDDEN VALLEY HIGH SCHOOL
GIRLS VOLLEYBALL TEAM FOR WINNING THE 2024 VIRGINIA HIGH
SCHOOL LEAGUE (VHSL) CLASS 3 STATE CHAMPIONSHIP
WHEREAS, athletic competitions are an important and integral part of the team
curriculum at schools in Roanoke County; teaching cooperation, sportsmanship,
teamwork, and athletic skill; and
WHEREAS, on November 23, 2024, the Hidden Valley High School Girls Volleyball
Team won the Class 3 State Championship at the Salem Civic Center. The Titans
outscored Grafton in three sets, 27-25, 25-21, and 25-19; and
WHEREAS, the team's exceptional skills, versatility, and athletic talent were on full
display, culminating in Hidden Valley securing back-to-back state championship titles; and
WHEREAS, Hidden Valley was also named River Ridge District Champions and
ranked #4 in the state of Virginia; and
WHEREAS, Hidden Valley ended its season with a record of 29-2, leaving a lasting
impression with its student-athletes, opponents, fans, and the volleyball community; and
WHEREAS, the Titans showcased great character, poise and sportsmanship while
representing their school and community. They are a true asset to Roanoke County.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke
County, Virginia does hereby extend its sincere congratulations to the members of the
HIDDEN VALLEY HIGH SCHOOL GIRLS VOLLEYBALL TEAM: Seniors Calli Anderson,
Sophie Arnold, Maddi Carter, Meredith Crawley, Chloe Muscaro, and Caleigh Ponn;
Juniors Abby Bishop, Bella Facciani, and Camlyn Morstad; Sophomores Kenley Brown,
Lauren Dudley and Olivia Viar; and Freshman Mia Jolley. The team was led by Captains
Calli Anderson, Sophie Arnold, Maddi Carter, and Caleigh Ponn; and coached by Pierre
Ellis, Alison Stoehr, Curtis Fuller, and Logan Pasley.
BE IT FURTHER RESOLVED that the Board of Supervisors extends its best
wishes to the members of the team, the coaches and the school in their future endeavors.

ISSUE:
The adoption of a joint resolution with Roanoke City, expressing support for legislation
authorizing the Board of Supervisors of Roanoke County, Virginia, to acquire parcels in
Roanoke County, Virginia and Bedford County, Virginia, known as "Explore Park."
BACKGROUND AND DISCUSSION:
Roanoke City Council and the Board of Supervisors of Roanoke, Virginia, desire to
adopt the attached joint resolution in support of legislation authorizing the Board of
Supervisors of Roanoke County to acquire the parcels in Roanoke County, owned by
the Virginia Recreational Facilities Authority, known as "Explore Park."
FISCAL IMPACT:
There is no fiscal impact associated with the adoption of this joint resolution.
STAFF RECOMMENDATION:
Staff recommends adoption of the resolution.
A JOINT RESOLUTION OF THE CITY COUNCIL OF ROANOKE CITY, VIRGINIA AND
THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA
RESOLUTION EXPRESSING SUPPORT FOR LEGISLATION AUTHORIZING THE
BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA TO ACQUIRE
PARCELS IN ROANOKE COUNTY, VIRGINIA AND BEDFORD COUNTY, VIRGINIA
KNOWN AS “EXPLORE PARK”
WHEREAS, Roanoke County signed a 99-year lease in 2013 for the development
and management of Explore Park from the Virginia Recreational Facilities Authority
(“VRFA”); and
WHEREAS, Roanoke County has developed a master plan for the park that
provides a roadmap of development for the next 20 years in Roanoke and Bedford
Counties; and
WHEREAS, the Board of Supervisors of Roanoke County has invested over
$8,000,000 in capital funding for park infrastructure to include public water and sewer,
roads, telecommunications, greenways, trails, trailheads, building renovations, a
campground and an aerial adventure course that has created a destination for citizens in
the region as well as tourists; and
WHEREAS, Roanoke County has spent over $7,000,000 in non-capital support of
Roanoke County since 2013 and has an annual Explore Park operations budget in excess
of $1,000,000; and
WHEREAS, Roanoke County has reinvigorated Explore Park over the last 11
years through public-private investment, programs, camping, biking, hiking and special
events; and
WHEREAS, Roanoke County has grown park attendance from over 30,000 visitors
in 2013 to more than 250,000 visitors in 2023; and

WHEREAS, Explore Park hosts signature annual events such as USA cycling
championships, Illuminights, Tavern Stage Concert Series , and Go Fest Adventure
Outpost; and
WHEREAS, Roanoke County wishes to fully implement the park master plan
through additional County investment and through the attraction of additional private
investment and additional public-private partnerships; and
WHEREAS, the Commonwealth of Virginia has not provided any funding for the
park in over 15 years and indicates that it has no intention of doing so in the future; and
WHEREAS, the current land ownership arrangement is an ongoing barrier to major
potential investments within Explore Park by the private sector such as a lodge or
restaurant; and
WHEREAS, the Board of Supervisors of Roanoke County has shown a sustained
financial commitment to Explore Park as a regional asset for tourism, outdoor education,
health, leisure activity, and conservation while providing a positive economic impact to
the community; and
WHEREAS, in order to more efficiently and effectively further develop Explore
Park, the Board of Supervisors of Roanoke County, Virginia wishes to acquire properties
in Roanoke County and Bedford County, Virginia, from the VRFA, identified as Roanoke
County Tax Map Numbers 080.00-01-34.02-0000, 080.00-02-33.00-0000, 080.00-02-
36.00-0000, 080.00-05-34.00-0000, 080.00-05-31.00-0000, 080.00-05-30.00-0000,
080.00-05-29.00-0000, 080.00-05-27.00-0000, 080.00-02-34.00-0000, 080.00-05-17.00-
0000, 071.03-01-10.00-0000, 080.00-02-35.00-0000, 071.03-01-11.00-0000, 071.03-01-
15.00-0000, 080.00-02-33.00-0000, 080.00-05-32.00-0000, 080.00-05-26.00-0000,

and 17305100 (collectively the “Explore Park Parcels”); and
WHEREAS, the Bedford County Board of Supervisors and the Roanoke County
Board of Supervisors jointly adopted a resolution in December 2024 in which Bedford
County joined Roanoke County in urging the General Assembly to adopt legislation
authorizing Roanoke County to acquire the Explore Park Parcels in both Roanoke County
and Bedford County from the VRFA; and
WHEREAS, in the joint resolution, the two boards agreed that (a) Roanoke County
will not seek a boundary line adjustment to incorporate the Explore Park Parcels located
in Bedford County, Virginia into the Roanoke County jurisdictional boundaries, (b)
Roanoke County will display sensitivity to future branding that will appropriately identify
portions of Explore Park’s as being located in Bedford County, Virginia, and (c) absent an
agreement otherwise between the localities, that future development and all activities that
occur on the Explore Park Parcels located in Bedford County, Virginia shall adhere to
Bedford County’s ordinances including, but not limited to, the collection and retention of
tax revenues; and
WHEREAS, the City Council of Roanoke City also wishes to support the endeavors
of the Board of Supervisors of Roanoke County in acquiring the Explore Park Parcels in
both Roanoke County and Bedford County; and

WHEREAS, Senator Chris Head has filed Senate Bill 796 and Delegate Will Davis
has filed House Bill 2321; and
WHEREAS, both of these bills authorize the VRFA to convey the Explore Park
Parcels to Roanoke County, and further authorize the VRFA to dissolve itself in the event
that it determines that the purposes for which it was formed have been substantially
satisfied; and
WHEREAS, representatives of both Roanoke County and Roanoke City have met
to discuss the future of Explore Park and the future role of the VRFA; and
WHEREAS, representatives of Roanoke City expressed desire for the VRFA to not
be dissolved upon the conveyance of the Explore Park Parcels to Roanoke County, and
Roanoke County does not object to Roanoke City’s request; and
WHEREAS, representatives of both Roanoke County and Roanoke City agree that
if enabling legislation is adopted by the General Assembly, neither Roanoke County nor
the City of Roanoke will urge the dissolution of the VRFA upon the conveyance of the
Explore Park Parcels to Roanoke County, and that both localities will work cooperatively
with the Virginia General Assembly on modifications to the VRFA enabling legislation to
facilitate the ability of the VRFA to participate in future projects .
NOW, THEREFORE, BE IT JOINTLY RESOLVED by the Board of Supervisors of

ISSUE:
Acceptance and appropriation of $30,000 received as a donation from the Friends of the
Roanoke County Public Library (Friends), and to recognize the Friends for its donation
to the Library’s Summer Reading Program.
BACKGROUND:
The Friends of the Roanoke County Public Library is a non-profit fundraising group that
advocates and supports library reading programs for all ages, and promotes the value
of libraries. The Friends believe a strong public library is essential to the Roanoke
Valley, and have supported the Library's Summer Reading Program since the
organization formed in the early 1990s. The Library Department is requesting these
funds be accepted and appropriated for use by the Library Department for the Summer
Reading Program.
DISCUSSION:
The Library Department will use the funds to support the Library’s Summer Reading
Program.

Our property, while close to Roanoke City, has been historically used for agriculture. We work very hard to keep and maintain
our property. We intend to keep this property in its rural state for the purpose of providing for our family. This aligns with the

Ordinance purpose statement.
Historically the property has been used for agriculture. The property backs up to the parkway. As the majority of our property
is land locked by property also used for agriculture it is unsuitable at this time for future development.

any adjoining properties or public services as there are no intended changes. The property will continue to be used
agriculturally.

I CONCEPT PLAN CHECKLIST
A concept plan of the proposed project must be submitted with the application. The concept plan shall graphically depict the
land use change, development or variance that is to be considered. Further, the plan shall address any potential land use or
design issues arising from the request. In such cases involving rezonings, the applicant may proffer conditions to limit the
future use and development of the property and by so doing, correct any deficiencies that may not be manageable by County
permitting regulations.
The concept plan should not be confused with the site plan or plot plan that is required prior to the issuance of a building permit. Site plan and building permit procedures ensure compliance with State and County development regulations and may
require changes to the initial concept plan. Unless limiting conditions arc proffered and accepted in a rezoning or impos ed
on a special use permit or variance, the concept plan may be altered to the extent perrnitted by the zoning district and other
regulations.
A concept plan is required with all rezoning, special use permit, waiver, community plan (15.2-2232) review and variance
applications. The plan should be prepared by a professional site planner. The level of detail may vary, depending on the
nature of the request. The County Planning Division staff may exempt some of the items or suggest the addition of extra

Public Street Waiver or Special Use Permit petition if new or additional information is presented at the
public hearing. If it is the opinion of the majority of the Planning Commissioners present at the scheduled
public hearing that sufficient time was not available for planning staff and/or an outside referral agency to
adequately evaluate and provide written comments and suggestions on the new or additional information
prior to the scheduled public hearing then the Planning Commission may vote to continue the petition. This
continuance shall allow sufficient time for all necessary reviewing parties to evaluate the new or additional
information and provide written comments and suggestions to be included in a written memorandum by
planning staff to the Planning Commission. The Planning Commission shall consult with planning staff to
determine if a continuance may be warranted. POTENTIAL OF NEED FOR TRAFFIC ANALYSES AND/OR TRAFFIC IMPACT STUDY The Roanoke County Planning Commission reserves the right to continue a Rezoning, Subdivision Waiver,
Public Street Waiver, or Special Use Permit petition if the County Traffic Engineer or staff from the Virginia

Project Description:
The Roanoke County Sheriff's Office will use JAG funds to implement a bicycle safety program aimed at
promoting public safety and community engagement. The purpose of this project is to provide community-based
bicycle safety training, with deputies delivering education on traffic laws, safe cycling practices, and proper use
of bicycle equipment. These efforts will help reduce accidents, encourage safer transportation habits among
cyclists of all ages, and build positive relationships between the community and law enforcement.
The project will include sending deputies to specialized bike patrol school, ensuring they are equipped to lead
bicycle safety efforts both in the classroom and during community events. Deputies will be outfitted with
bicycles and necessary safety equipment, enabling them to actively engage in hands-on training sessions.
Additionally, bicycles will be purchased for the community to use during these training sessions and other public
events, fostering accessibility to safe cycling.
Key deliverables for this project include the completion of deputy training, the procurement of equipment, and

the rollout of community-based training programs. The intended beneficiaries are the residents of Roanoke
County, with a focus on both youth and adults who participate in cycling as a mode of transportation or
recreation. The program aims to enhance overall traffic safety and promote positive interactions between law
enforcement and the public. The service area for this project will cover Roanoke County, with training sessions
being offered at schools, civic groups, and community events. The Sheriff's Office will directly oversee the
program.

BACKGROUND:
Per section 4-1 Item C and section 4-5 of the Comprehensive Financial Policy, in
January of each year, County staff will provide information to the Board on a mid -year
update of current year revenues and expenditures as relates to the adopted budget.
The attached presentation provides information on revenues and expenditures through
the second quarter (December 31, 2024) of fiscal year 2024-2025.
DISCUSSION:
