(Madeline Hanlon, Community Engagement Director) C.CLOSED MEETING, pursuant to the Code of Virginia as follows: 1.Section 2.2-3711(A)(8) for the Board to consult with the County Attorney regarding specific legal matters requiring the provision of legal advice. Specifically, the Board will receive legal advice regarding issues pertaining to the renegotiating of certain agreements, the disclosure of which could compromise the negotiating strategy of the Board. 2.Section 2.2-3711(A)(5) of the Code of Virginia, for discussion concerning a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the business’ or industry’s interest in locating or expanding its facilities in the community. Specifically, the Board will discuss potential business location or expansion in the five magisterial districts. Upon conclusion of the closed session, the Board will recess this meeting until 12:00 p.m. for the remaining scheduled Board of Supervisors meeting. There are project savings in the Bonsack Fire Station capital project which can be reallocated to the grant fund for the required local match. STAFF RECOMMENDATION: Staff recommends approving the first reading of the ordinance for the acceptance and appropriation of grant funds to the Fire and Rescue Department in the amount of $209,300 from the Virginia Department of Health and the reallocation of $209,300 from the Bonsack Fire Station project in the capital fund to the grant fund for the required local match and schedule the second reading for February 25, 2025. BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the RSAF grant of $209,300 is hereby accepted and appropriated to the Grant Fund. 2. Revenue projections are subject to change based on any additional information received by staff. Final proposed fiscal year 2025-2026 revenues will be detailed in the County Administrator's Proposed Fiscal Year 2025-2026 Operating Budget document, scheduled to be presented to the Board of Supervisors on March 25, 2025. Staff will also provide the Board of Supervisors an overview of the County of Roanoke Fee Compendium that is approved by the Board of Supervisors as part of the fiscal year 2025-2026 budget adoption. The County's Comprehensive Financial Policy indicates in Section 4-3, Item B that " ... County staff shall produce an annual Fee Compendium to be adopted by the Board of Supervisors at the same time as Adoption of the Annual Budget Ordinances." Staff will provide an overview of updates considered for the Fiscal Year 2025-2026 compendium. Also, the Outside Agency funding process and the FY2025-2026 organization requests will be shared. FISCAL IMPACT: There is no fiscal impact associated with receiving this information.
