The Board of Supervisors held the closed session at 12:00 p.m. prior to the
regularly scheduled Board Meeting at 2:00 p.m.
A. Opening Ceremonies
1. Roll Call
Present: Supervisors Hooker, North, Mahoney, Radford
Absent: Supervisor Shepherd
The sole purpose of the 12:00 p.m. session was to hold a closed meeting prior to the
general 2:00 p.m. session.
B. CLOSED MEETING, pursuant to the Code of Virginia as follows:
Action No. 012825-1
1 . Section 2.2-3711(A)(5) of the Code of Virginia, for discussion concerning a
prospective business or industry or the expansion of an existing business or
industry where no previous announcement has been made of the business' or
industry's interest in locating or expanding its facilities in the community.
Specifically, the Board will discuss potential business location or expansion in
each of the five magisterial districts.
Supervisor Radford moved to go to closed session. Supervisor Hooker seconded
the motion. Motion approved.
Ayes: Supervisors Hooker, North, Mahoney, Radford
Nays: None
Absent: Supervisor Shepherd
The Board went into closed session, and upon its conclusion, Chairman Radford
recessed this meeting until 2:00 p.m. for the regular scheduled Board of Supervisors
meeting.

NOTE: There was no 6:00 p.m. evening session as there were no public hearings
scheduled.
NOTE: The Board of Supervisors held a closed session meeting at 12:00 p.m.
prior to the regularly scheduled Board Meeting at 2:00 p.m. pursuant to
Section 2.2-3711(A)(5) of the Code of Virginia, for discussion concerning
a prospective business or industry or the expansion of an existing
business or industry where no previous announcement has been made
of the business' or industry's interest in locating or expanding its
facilities in the community. Specifically, the Board will discuss potential
business location or expansion in each of the five magisterial districts.
The Board of Supervisors of Roanoke County, Virginia met this day at the Roanoke
County Administration Center, this being the second regularly scheduled meeting of the
month of January 2025. Audio and video recordings of this meeting will be held on file
for a minimum of five (5) years in the office of the Clerk to the Board of Supervisors.
Before the meeting was called to order, an invocation/a moment of silence was
observed. The Pledge of Allegiance was recited by all present.

D. CERTIFICATION RESOLUTION

In the closed session just concluded, nothing was discussed except the matter
which was identified in the motion to convene in closed session. Only those matters
lawfully permitted to be discussed under the Virginia Freedom of Information Act
were discussed.
Supervisor Hooker moved to adopt the certification resolution. Supervisor North
seconded the motion. Motion adopted.

E. REQUESTS TO POSTPONE, ADD TO OR CHANGE THE ORDER OF AGENDA
ITEMS
Mr. Lubeck stated that it had been requested to add as New Business, Item G.2, a
Resolution in Support of Renovations Alliance's Funding Application to the United
States in Department of Agriculture Rural Development Office for a Housing
Preservation Grant.
No objections were made to this addition; the agenda was amended as requested.
F. PROCLAMATIONS, RESOLUTIONS, RECOGNITIONS AND AWARDS

1. Resolution of appreciation to Phil C. North for his service as Chairman of the

Supervisor Hooker moved to adopt the resolution. Supervisor Mahoney seconded
the motion. Motion approved.

1. Resolution expressing support for legislation authorizing the Board of
Supervisors of Roanoke County, Virginia to acquire parcels in Roanoke County,
Virginia and Bedford County, Virginia known as "Explore Park". (Doug Blount,
Assistant County Administrator)
Supervisor North moved to adopt the resolution. Supervisor Mahoney seconded the
motion. Motion approved.

1. Ordinance accepting and appropriating a donation from the Friends of the
Roanoke County Public Library in the amount of$30,000 for use by the Roanoke
County Library Department. (Jim Blanton, Director of Library Services) (First
Reading and request for Second Reading)
Supervisor Mahoney moved to approve the first reading of this ordinance and
scheduling the second reading for February 11, 2025. Supervisor Hooker seconded
the motion. Motion approved.

Supervisor North moved to adopt all matters on the consent agenda. Supervisor
Mahoney seconded the motion. Motion approved.

K. CITIZENS' COMMENTS AND COMMUNICATIONS
This time has been set aside for Roanoke County citizens, County property owners,
and County business owners to address the Board on matters of interest or concern.
While the Board desires to hear from all who desire to speak, this agenda item is
limited to a duration of 30 minutes. Each individual speaker shall be afforded 3
minutes to speak.
Three (3) citizens were present to speak concerning Real Estate Assessments and
taxes.

with the agenda under Item L. Supervisor Mahoney seconded the motion. Motion
