meeting on the above matter so that I may comment.

WHEN CALLED TO THE LECTERN, I WILL GIVE MY NAME AND ADDRESS
FOR THE RECORD. I AGREE TO ABIDE BY THE GUIDELINES LISTED
BELOW:
• Each speaker will be given three (3) minutes to comment, whether
speaking as an individual or representative. The Chairman will enforce the
rule unless instructed by the majority of the Board to do otherwise.
Individuals may not yield time to another speaker.
• The speaker will be limited to a presentation of his/her point of view only.
Questions of clarification may be entertained by the Chairman.
• All comments must be directed to the Board. Debate between a recognized
speaker and audience members is not allowed.
• Both speakers and the audience will exercise courtesy at all times.
• Speakers are requested to submit any written statements and/or comments
to the Clerk to the Board.
• It is at the discretion of the Chairman to allow an individual to speak on
behalf of an organized group. Written authorization from the group allowing
the individual to represent them shall be filed with the Clerk.
Effective July 1, 2002, HB731 of the 2002 Virginia General Assembly updated the
Virginia Freedom of Information Act. Email subscribers receiving information from a
public body may, at their request, be exempt from having their email address given
out should the email list be requested under the Freedom of Information Act (FOIA).

Good afternoon Members of the Roanoke County Board of Supervisors:
The Facility Condition Assessment and Master Planning Services Report for Roanoke County released in August, 2024
identified critical demographics concerning Roanoke County's population of 98,507.
•The Assessment determined the"Retirement Risk was high."
• 37.2% of county residents, or 34,817 citizens were 55 and over.
The Master Planning Services Executive Summary emphasized "Supporting an Aging Population" by"promoting the
development of Roanoke County as an older-friendly community." Critical outcomes for serving the public welfare of older
citizens, supported by the Local Office on Aging, include guaranteeing quality, comprehensive, and accessible health care
for seniors, ensuring upgraded transit services for the elderly, and an increased housing appropriation to sustain
affordable lodging for the aging population.
Roanoke County has twenty-three continuing care retirement facilities to accommodate its demographic age bracket of
citizens 55 and older. Of those, only two, both owned by Friendship Retirement Community, have a classification status
as a tax-exempt 501(c)3 non-profit: Friendship Health and Rehab South and Friendship North. Salem Terrace in Salem,
Va is a third tax-exempt 501(c)3 non-profit Friendship facility.
The rescinding of the property tax-exempt status of Friendship's Retirement Community at Richfield Living by the
Roanoke County Board of Supervisors and Commissioner of the Revenue, essentially prioritized its local government tax
revenue source above policy compliance for its aging population.
I would urge the Roanoke County Board of Supervisors and Commissioner of the Revenue to enforce regulatory
measures ensuring the public welfare for its retirement-risk population and find alternative means of generating revenue
which do not impact Friendship's Retirement Community at Richfield Living, serving 525 county residents.
