I AGREE TO ABIDE BY THE GUIDELINES LISTED BELOW: • Each speaker will be given three (3) minutes to comment, whether speaking as an individual or representative. The Chairman will enforce the rule unless instructed by the majority of the Board to do otherwise. Individuals may not yield time to another speaker. • The speaker will be limited to a presentation of his/her point of view only. Questions of clarification may be entertained by the Chairman. • All comments must be directed to the Board. Debate between a recognized speaker and audience members is not allowed. • Both speakers and the audience will exercise courtesy at all times. • Speakers are requested to submit any written statements and/or comments to the Clerk to the Board. • It is at the discretion of the Chairman to allow an individual to speak on behalf of an organized group. Written authorization from the group allowing the individual to represent them shall be filed with the Clerk. I am sure that Roanoke County is experiencing the same concerns. However I find it hard to understand how changing the status of an existing exemption for nonprofits on senior living will be windfall for the county. Richfield Living and now Friendship Richfield Living has been utilizing the exemption since it was introduced in 1987 and has helped to provide an affordable communal housing option for county seniors. Richfield is a vibrant community with an organized effort to meet the needs of over 500 residents and maintain a high quality of life. Friendship Richfield Living promotes 7 elements for Well power. 1. Physical Wellness- Physical Wellness is essential. Maintaining health through physical activity, healthy diet, good sleep habits and medical advice. 2. Financial Wellness- Managing resources and promoting awareness contributes to sound decision making when planning for retirement and continuum care. 3. Social Wellness- Maintaining relationships as well as fostering new ones provides fullness to life and contributes to the community. 4. Intellectual Wellness- Engaging in intellectually stimulating activities is a proven approach to keeping minds alert and promotes interest in the world in which we live. Exposure to continuing education classes, clubs and technology enriches the mind and spirit 5. Emotional Wellness- Feelings are the lens through which the world is viewed. Encouraging emotional growth and effective stress management with counseling, relaxation techniques and exposure to music create a balance in life. 6. Spiritual Wellness- living Life with purpose guided by personal values and traditions contributes to overall positive well being. Group and individual faith based activities create spiritual enlightenment and growth. 7. Vocational Wellness-Work is consistent with values and lifestyle. Sharing knowledge and experience with others through mentoring and volunteering benefits others and provides a very rewarding feeling. My wife Linda and I chose to live at Richfield because of the availability of these elements since we do not have the physical wherewithal to manage a household or to maintain a healthy life style living alone. Friendship is meeting and exceeding the satisfaction of these needs. All of these elements require staffing, infrastructure, planning and budgeting. We are concerned that any increase in cost to Friendship will result in the reduction or elimination of the elements that allow us to maintain a quality of life that we have become accustom to. We are asking the Board and the commissioner of revenue to reconsider the change to the tax structure for Friendship to prevent an increase in rent or a reduction in services being offered.
