I AGREE TO ABIDE BY THE GUIDELINES LISTED BELOW: • Each speaker will be given three (3) minutes to comment, whether speaking as an individual or representative. The Chairman will enforce the rule unless instructed by the majority of the Board to do otherwise. Individuals may not yield time to another speaker. • The speaker will be limited to a presentation of his/her point of view only. Questions of clarification may be entertained by the Chairman. • All comments must be directed to the Board. Debate between a recognized speaker and audience members is not allowed. • Both speakers and the audience will exercise courtesy at all times. • Speakers are requested to submit any written statements and/or comments to the Clerk to the Board. • It is at the discretion of the Chairman to allow an individual to speak on behalf of an organized group. Written authorization from the group allowing the individual to represent them shall be filed with the Clerk. Attached please find the talk to be given by William Palmer at the upcoming March 25 meeting of the Board of Supervisors Meeting. i Good Afternoon and thank you for this opportunity to speak in person regarding a subject that could change my life considerably.First a little of my personal background. My name is Bill Palmer and I have been a resident of Richfield Living for five years. I am a native Vermonter and my wife Mary who I lost a few years ago came from Pennsylvania. My lifetime of work prior to retirement was in the insurance industry and this required numerous moves always to states in the north eastern part of the country. When the time approached closer to retirement thirty years ago we decided to search for what we envisioned could be the perfect place to call home. We found it here in Southwest Virginia and I can say the search certainly paid off. We have come to love Southwest Virginia and all it offers and certainly and foremost the people who also call this home. The one complaint is that the time has passed so quickly. Of course that led us to the time in our lives when we had to look to a community serving senior needs. Obviously monetary considerations both for now and into the future were an important part of the planning process. We returned to Vermont and Pennsylvania in our search and while we found places that were more budget friendly we decided Richfield . Living here in Salem met our expectations on all levels. After Mary passed I decided to keep that plan in place.. It certainly proved to be the perfect move. Living here gave me the opportunity to meet and bond with many residents and staff. Today I can tell you some of these folks almost feel like they are kin and I say almost because they are not blood relatives. Knowing this can you understand why I never want to leave Richfield. They say "HOME IS WHERE THE HEART IS" and this is home. Consider if you will what I and five hundred plus other residents contribute to the local community. As seniors we don't have any children who burden the local school budget. Almost all our outside expenditures such as medical, dental, pharmacy, pet expenses including local Vet services, retail, vehicle purchase and upkeep and of course our local churches .The dollars generated help keep these business/services providers viable. Some of the taxes collected find their way to Roanoke County. Should I and others be forced to move all this would move with us. And finally "Ya'All" please don't send me back to Vermont, because after 30 years I am finally learning to speak Southern and they will never believe I was born in Montpelier Vermont.
