WHEN CALLED TO THE LECTERN, I WILL GIVE MY NAME AND ADDRESS FOR THE RECORD. I AGREE TO ABIDE BY THE GUIDELINES LISTED BELOW : • Each speaker will be given three (3) minutes to comment, whether speaking as an individual or representative . The Chairman will enforce the rule unless instructed by the majority of the Board to do otherwise . Individuals may not yield time to another speaker. • The speaker will be limited to a presentation of his/her point of view only. Questions of clarification may be entertained by the Chairman . • All comments must be directed to the Board . Debate between a recognized speaker and audience members is not allowed . • Both speakers and the audience will exercise courtesy at all times . • Speakers are requested to submit any written statements and/or comments to the Clerk to the Board . • It is at the discretion of the Chairman to allow an individual to speak on behalf of an organized group. Written authorization from the group allowing the individual to represent them shall be filed with the Clerk. View it in your browser . 2 • RESOLUTION OF THE ROANOKE COUNTY BOARD OF SUPERVISORS REQUESTING A COMPREHENSIVE STUDY BY THE WELDON COOPER CENTER AND VIRGINIA TECH'S CENTER FOR ECONOMIC AND COMMUNITY ENGAGEMENT TO ASSESS THE IMPACT OF MEDICAID CUTS ON ROANOKE COUNTY WHEREAS , Congressman Morgan Griffith and Congressman Ben Cline recently voted in favor of federal budget legislation that includes $880 billion in Medicaid cuts , with an estimated $2.4 billion of those cuts impacting Southwest Virginia; and WHEREAS , Medicaid is a vital source of healthcare funding for t he citizens of Roanoke County and plays a significant role in supporting local hospitals, independent pharmacies, nursing homes, home healthcare providers , and other healthcare services that serve our most vulnerable populations , including children, seniors, and individuals with disabilities ; and WHEREAS , healthcare providers are among the largest employers in Roanoke County , and any significant reduction in Medicaid funding will undoubtedly result in job losses within the healthcare sector , threatening the economic stability of the region ; and WHEREAS , healthcare careers such as doctors, registered nurses (RNs), certified nursing assistants (CNAs), pharmacists, and other medical professions are vital pathways for Roanoke County's students seeking stable, well-paying careers ; and WHEREAS , without reliable healthcare industry job opportunities in Roanok e County, future healthcare professionals may be forced to relocate outside the county and region to secure employment ; and WHEREAS , Roanoke County's financial stability is closely tied to the health of our local economy , and reductions in Medicaid funding could have a severe fiscal impact on the County Budget, the Roanoke County School Budget, and other essential services ; and ✓ WHEREAS , the Weldon Cooper Center for Public Service and Virginia Tech's Center for Economic and Community Engagement have a proven track record of providing accurate, non-partisan economic analysis and are well-equipped to assess the short-term and long-term effects of t hese Medicaid cuts ; NOW, THEREFORE, BE IT RESOLVED that the Roanoke County Board of Supervisors hereby reques ts that the Weldon Cooper Center and Virginia Tech's Center for Economic and Community Engagement conduct a comprehensive study analyzing the potential impact of Medicaid cuts on : • Healthcare Sector Job Losses in Roanoke County and surroundi ng Southwest Virginia localities ; • The anticipated fiscal impact on the Roanoke County Budget and the Roanoke County School Budget ; • The potential economic ripple effect on local businesses and service providers that depend on healthcare revenue ; and • The effect these cuts may have on future career opportunities for local students pursuing healthcare-related professions. BE IT FURTHER RESOLVED that the Roanoke County Board of Supervisors directs the County Administrator to forward copies of this resolution to: • The Roanoke County Planning Commission • The Town of Vinton • The Roanoke County School Board • The Roanoke County Economic Development Authority (EDA) • Senator Tim Kaine • Senator Mark Warner • Virginia's General Assembly leadership • Local healthcare providers, educational institutions, and community stakeholders BE IT FINALLY RESOLVED that this resolution be spread upon the minutes of this meeting and that Roanoke County officials actively engage with the Weldon Cooper Center and Virginia Tech to ensure that the study 's findings are presented to the Board of Supervisors and the public as soon as feasible .
