RESOLUTION 061025-1 CONGRATULATING KATHRYN HA FOR WINNING
THE SCOTT ROBERTSON MEMORIAL TOURNAMENT
WHEREAS, athletic accomplishments are a vital part of student development,
fostering discipline, excellence, and character both on and off the field of competition; and
WHEREAS, this year, student-athlete Kathryn Ha made history by becoming the
first local golfer to win the prestigious Scott Robertson Memorial tournament since 1992;
and
WHEREAS, Kathryn also became the first individual in Virginia High School
League (VHSL) history to capture both the Class 4 Coed State Title and the Girls Open
State Championship in the same season, demonstrating her extraordinary talent and
determination; and
WHEREAS, on October 14, 2024, Kathryn secured the VHSL Class 4 Individual
State Title at Heritage Oaks Golf Course with an impressive 3-under par round of 68,
defeating the top 60 golfers in the state. Just two weeks later, she followed up with a 3-
under round of 67, earning her third state championship title; and
WHEREAS, her accolades include being named a Rolex All-American, the Virginia
State Golf Association's Junior Golfer of the Year for two consecutive years, and earning
multiple all-state honors, as well as being featured in Virginia Golf Magazine; and
WHEREAS, Kathryn's talent and dedication earned her a spot on the prestigious
United States PING Junior Solheim Cup team, where she represented her country in
international competition in southern Spain; and
WHEREAS, in addition to her athletic excellence, Kathryn graduated as a
distinguished scholar from both the Roanoke Valley Governor's School and Salem High
School and will continue her academic and athletic career at Vanderbilt University as a
member of the NCAA varsity golf team.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke
County, Virginia does hereby extend its sincere congratulations to KATHRYN HA for her
exceptional achievements, unwavering dedication, and historic accomplishments in the
sport of golf.
BE IT FURTHER RESOLVED that the Board of Supervisors extends its best
wishes to Kathryn in her future academic and athletic endeavors.

ISSUE:
Board of Supervisors' determination of procurement procedures for redevelopment of
the Hollins Library, pursuant to the County's Public-Private Education Facilities and
Infrastructure Act of 2002, as revised January 2021.
BACKGROUND & DISCUSSION:
The Board of Supervisors accepted an unsolicited proposal (pursuant to the Public-
Private Education Facilities and Infrastructure Act (PPEA) for the redevelopment of the
Hollins Library, located at 6624 Peters Creek Road in the County of Roanoke (the
"Hollins Library").
The County, pursuant to its adopted PPEA guidelines, solicited competing proposals. A
single competing proposal was received.
The County's PPEA Guidelines state that "The Board of Supervisors will determine at
the initial stage review" the procedures that will be used in procuring services for
completion of a project.
Insofar as the proposals predominantly involve professional services (as defined in
Section 2.2-4301 of the Code of Virginia), it would be proper and lawful to use the
procurement process of "competitive negotiation" for professional services (as set forth

in Section 2.2-4302.2(A)(4) of the Code of Virginia).
FISCAL IMPACT:
There is no fiscal impact associated with this determination by the Board.
STAFF RECOMMENDATION:
Staff recommends the adoption of this resolution.

RESOLUTION 061025-2 AUTHORIZING THE USE OF COMPETITIVE
NEGOTIATION IN THE PROCURMENT OF PROFESSIONAL
SERVICES FOR THE REDEVELOPMENT OF THE HOLLINS LIBRARY,
PURSUANT TO THE PUBLIC-PRIVATE EDUCATIONAL FACILITIES
AND INFRASTRUCTURE ACT OF 2002
WHEREAS, The Board of Supervisors accepted an unsolicited proposal pursuant

redevelopment of the Hollins Library, which building is located at 6624 Peters Creek Rd.
in the County of Roanoke; and

ISSUE:
Authorize a one-time bonus for all eligible employees with funding in the amount
$200,000 from the Commonwealth of Virginia and $882,191 from.the General Fund and
amending the General Fund Fiscal Year 2025 and 2026 budgets.
BACKGROUND:
The 2025 General Assembly Special Session approved a one-time bonus for
constitutional officers and their employees and employees of local departments of social
services.
The Board of Supervisors has agreed to accept the funding from the Commonwealth of
Virginia and pass this one-time bonus to Compensation Board and Social Service
employees.
DISCUSSION:
The calculation of a 1.5 percent of the salary amount to be paid for the bonus for
constitutional officers and their employees is based upon the Compensation Board
funding salary prior to the implementation of any salary increases that are effective July

1, 2025. Additionally, it is proposed that all other full-time County employees receive the
same 1.5 percent of salary bonus, and that part-time County employees receive a $250
bonus.
County employees qualifying for the bonus are further defined as full-time and regular
part-time employees who are in active pay status at the time the bonus is paid. Regular
part-time employees are those recommended by their respective department director
and approved by the Department of Human Resources. Part-time employees who are
not considered to be regular part-time employees by Human Resources, and members
of boards and commissions are not eligible for the bonus.
Section 15.2-1508 of the Code of Virginia, as amended, authorizes the governing body
of any city, county, or town to pay a monetary bonus. The payment of the bonus must
be authorized by ordinance. The County is required by the Commonwealth of Virginia
to make the payment in July 2026, therefore we would like to make the payment on July
18, 2025.
Funding for the bonus will come from both the Commonwealth of Virginia and County of
Roanoke revenues. Staff recommends that the fiscal year 2025 budget be amended in
the amount of $882,191 to operating revenue and expenditures of the general fund to
provide a bonus to County employees. Additionally, staff recommends that the fiscal
year 2026 budget be amended in the amount of $200,000 to operating revenues and
expenditures of the general fund to provide a bonus to County employees.
FISCAL IMPACT:
The estimated cost to provide a bonus to all employees is approximately $1,082,191.
Of this amount, approximately $200,000 will be reimbursed by the Commonwealth of
Virginia and $882,191 will be funded from General fund revenues. The FY2025 budget
will be amended by $882,191 and the FY2026 by $200,000. The bonus will be paid on
July 18, 2025, and will be an expense of FY2026. Any necessary transfers and/or
budget adjustments required by Roanoke County accounting procedures necessary to
accomplish this action will be authorized by this ordinance.
Funding provided by the Virginia Compensation Board does not represent base salary
funding, and consequently is in addition to and does not supplant local salary
supplements or any recent local salary increases. Like all funding for salaries and
expenses in constitutional offices, Roanoke County will be responsible for paying these
expenses, and the Compensation Board will reimburse the majority of the actual
expenses.

reading for June 24, 2025.

ISSUE:
Approval of an ordinance to allow the transfer of certain funds between categories
within the Roanoke County Public Schools 2024-2025 budget and to appropriate
$1,514,496 in new funding.
BACKGROUND:
During the Roanoke County Public Schools May 12, 2025, budget work session, school
staff discussed strategies to move funds into the health reserve balances and to
appropriate funds for an employee bonus. See page 6 of Attachment B - RCPS 2024-
2025 Budget Updates 5 12 25.
DISCUSSION:
The County Board of Supervisors approves the School Board budget by categories.
The School Board will directly receive funds in the amount of $1,514,496 from the
Commonwealth of Virginia for an employee bonus, which funds have not yet been
appropriated to the Schools' budget. Additionally the School Board has requested that
the Board approve transfers of funds between budget categories as follows:

. Transfer of $1,000,000 from the instructional category to the non-categorical
spending category.
. Appropriates funds in the amount of $1,514,496 to various categories as detailed
out in the attached ordinance.
. Authorizes any additional transfers and / or budget adjustments required by
Roanoke County Public Schools accounting procedures necessary to accomplish
the actions authorized in 1-2 above.
FISCAL IMPACT:
The various categories will increase and decrease for a net total increase of$1,514,496
for all categories.
STAFF RECOMMENDATION:
Staff recommends approving the first reading of the ordinance and scheduling the
second reading for June 24, 2025.
VOTE:
Supervisor Mahoney moved to amend paragraph 1 of the enactment section of the
ordinance to state "That the Board approves the transfer of $1,000,000 from the
instructional category to the non-categorial spending category to the Health Insurance
Fund". Supervisor Mahoney also moved to approve the first reading of the amended
ordinance and scheduling the second reading for June 24, 2025. Supervisor Hooker
seconded the motion. Motion approved.

ISSUE:
The acceptance and appropriation of$328,811 from the Virginia Department of Criminal
Justice Services with up to $187,871 in local match for a total of $516,592 for eight
School Resource Officers.
BACKGROUND:
The Department of Criminal Justice Services has awarded funding to the Roanoke
County Police Department through the School Resource Officer Grant Program Fund, in
the amount of$328,811 along with a local match of$187,781 for a total of$516,592.
DISCUSSION:
The Virginia Department of Criminal Justice Services has awarded funding to the
Roanoke County Police Department to fund salaries and benefits for eight School
Resource Officers to be assigned to eight of the sixteen elementary schools located
within Roanoke County.
FISCAL IMPACT:
Awarded State funds total $328,811. This award requires a local match of up to
$187,781. This match funding will come from the general fund operating budget which

has already been appropriated. All funds needed to cover the costs for the School
Resource Officers will be deposited within the grant fund.

ISSUE:
Appropriation of funding from the Commonwealth of Virginia in the amount of $48,272
for a new Deputy Clerk position to assist in managing workload and adding the new
Deputy Clerk position to the classification and pay plan.
BACKGROUND:
The Commonwealth of Virginia added additional funding of $5,524,340 in the budget to
provide 117 entry-level Deputy Clerk positions throughout the state to assist with
anticipated workload increases resulting from implementation of HB2723/SB1466.
DISCUSSION:
For Roanoke County, the fiscal year 2026 budget of the Commonwealth of Virginia
includes one new Deputy Clerk IV position for the Clerk of the Circuit Court. This was
approved by the 2025 General Assembly for FY2026 to assist with anticipated workload
increases from implementation of HB2723/SB1466 (2025) related to sealing and
expungement of court records.
Budget language also requires that any unexpended amounts shall not revert to the
general fund but shall be reappropriated to support anticipated expenses in the next

biennium, and requires Circuit Court Clerks to report information regarding the workload
directly associated with the implementation of the legislation upon the request of the
Compensation Board.
FISCAL IMPACT:
The annual projected cost for the new Deputy Clerk position with benefits is
approximately$70,000. The Compensation Board will reimburse the County $48,272
and the supplemental funding required for the Deputy Clerk position of $21,728 will be
reallocated from the Roanoke County General Fund employee benefits account as
needed and based on the hiring date of the new position.
The appropriation of funds will be effective with the new fiscal year beginning July 1,
2025. Staff anticipates the vacancy to be filled during the summer of 2025.
STAFF RECOMMENDATION:
Staff recommends approval of the first reading of the ordinance and scheduling the
second reading for June 24, 2025.

ISSUE:
Roanoke County leases property on Tinker Mountain for critical emergency
communications infrastructure. The terms of the current lease with the property owner
are expiring on June 30, 2025, and a new lease needs to be executed.
BACKGROUND:
Since at least 2010, Roanoke County has leased property situated on Tinker Mountain
approximately 3.7 miles north of Roanoke in the County of Botetourt for the installation,
operation, and maintenance of radio equipment, including base stations, cabling, wiring,
and accessories for such equipment. The location of the leased area is shown on
"Exhibit A" which is attached to this Board Report.
The terms of Roanoke County's current lease with the property owner expire on June
30, 2025, and a new lease is necessary in order for Roanoke County to continue using
the property for the location of critical emergency communications infrastructure.
DISCUSSION:
Staff in the County Attorney's Office have negotiated an additional three (3) year lease,
which will commence on July 1, 2025, and continue until June 30, 2028, with three
additional successive three (3) year terms. The annual rent for each successive year of

a three (3) year extension term shall increase five (5) percent over the annual rent due
for the immediately preceding year. A draft of the lease is attached to this Board
Report. Minor amendments may be made prior to a second reading depending upon
ongoing discussions and reviews by County staff and the property owner (re: notice to
property owner of changes to the infrastructure located within the leased area).
FISCAL IMPACT:
The amount of funding required for each year of the lease is as follows:
• July 1, 2025 - June 30, 2026: $8,672.25
• July 1, 2026 - June 30, 2027: $9,105.87
• July 1, 2027 - June 30, 2028: $9,561.16
• July 1, 2028 - June 30, 2029: $10,039.22
• July 1, 2029 - June 30, 2030: $10,541.18
• July 1, 2030 - June 30, 2031: $11,068.24
July 1, 2031 - June 30, 2032: $11,621.65

STAFF RECOMMENDATION:
Staff recommends the Board approve the first reading of the attached ordinance, and

This LEASE AGREEMENT, made and entered into this day of ,
2025, by and between TINKER TOP, LLC, a Virginia limited liability company, Grantor,
hereinafter referred to as "Landlord," and the BOARD OF SUPERVISORS OF ROANOKE
COUNTY, VIRGINIA, a political subdivision of the Commonwealth of Virginia, its successors

equipment, including base stations, cabling or wiring and accessories for such equipment. All of
the Tenant's equipment placed on the premises shall remain personal property of the Tenant
notwithstanding the fact that it might otherwise be deemed to be fixtures. It is the understanding

of the parties that the Tenant has placed an equipment building on the premises immediately
adjacent to the EMS site.
6. The Tenant may terminate this Lease Agreement only if the site becomes unfit for
the Tenant's purposes. Any such termination shall be effective ninety (90) days after mailing to
the Landlord of the Tenant's notice to terminate this Lease Agreement. The Landlord may
terminate this Lease Agreement for any default of the Tenant 40,0gi,45.0fOrmance of this Lease
Agreement not remedied within 30 days following notice by;4the Landlord of such default.
7. This Lease Agreement may not be assignedror.the premi'ses,;sub-let, in whole or

Tenant shall keep and maintain the premises in good and safecondition. Upon the expiration of

9. The Landlord makes;no representation regarding the present or future usability of

original term of this Lease Agreement funds are appropriated and are made available for the
purchase, lease or rental by the Tenant of premises to perform thesaefunction as the premises
described herein, then the Tenant shall, to the maximum eXtellt permitted by law, procure the
lease of such premises from the Landlord.

ISSUE:
Ordinance amending Roanoke County Code Section 10-30 (Contractors)
BACKGROUND:
Chapter 10, Article II of the Roanoke County Code imposes obligations on businesses
to pay business professional and occupational license (BPOL) taxes. Section 10-30 of
the County Code imposes this obligation on contractors; it is clear that the BPOL tax
applies to both contractors and subcontractors.
However, due to additional language that explicitly addresses the applicability of this tax
to subcontractors in the codes of neighboring localities, the Commissioner of the
Revenue has requested a code amendment to Section 10-30(a) in order to match the
language of neighboring localities. He believes this will help provide additional
clarification to subcontractors regarding their tax obligations when they operate in the
County.
DISCUSSION:
The proposed code amendment does not in any way change the imposition of tax
obligations.

It explicitly addresses the applicability of BPOL taxes to both contractors and
subcontractors involved in the same project/work and should help prevent confusion
and assist staff in answering questions.
There have been no changes since the first reading held on May 27, 2025.
FISCAL IMPACT:
There is no fiscal impact associated with the adoption of the proposed ordinance.

ORDINANCE 061025-9.c AMENDING CHAPTER 10 (LICENSES),

WHEREAS, pursuant to Section 10-30 of the Roanoke County Code, Business
Professional and Occupational License ("BPOL") taxes apply to both contractors and
subcontractors involved in the same project or work; and
WHEREAS, due to perceived ambiguity, subcontractors regularly question their
liability for said taxes; and
WHEREAS, the Commissioner of the Revenue requested clarification to help
prevent confusion; and
WHEREAS, the first reading of this ordinance was held on May 27, 2025, and the
second reading was held on June 10, 2025.
NOW THEREFORE BE IT ORDAINED by the Roanoke County Board of
Supervisors as follows:
1. That Section 10-30(a) of the Roanoke County Code is hereby amended as
follows:
Sec. 10-30. Contractors.
(a) The annual license tax imposed hereunder for contractors and persons constructing
on their own account for sale shall be in the amount of sixteen cents ($0.16) per one
hundred dollars ($100.00) of gross receipts from the business during the preceding
calendar year.
(1)All work subcontracted to a subcontractor by a contractor shall be included in
the gross receipts by both such contractor and subcontractor as a base for the License tax
provided for in this section.
(2) It shall be the duty of every such contractor who subcontracts any portion of the
work contracted for to notify the commissioner and the building commissioner of this
county of the subcontracting.giving amounts subcontracted and the names and addresses
of all persons to whom any portion of the work is subcontracted.
2. This ordinance shall take effect immediately upon passage.

ISSUE:
The acceptance and appropriation of $98,550 from the Virginia Department of Criminal
Justice Services, Operation Ceasefire Grant.
BACKGROUND:
The Virginia Department of Criminal Justice Services has awarded funding to the
Roanoke County Police Department in the amount of $98,550. The purpose of this
Operation Ceasefire grant is to support local law enforcement and community-based
organizations' efforts to address violent crime. The initiative is to support the use of
technology that will result in reducing violent crime within the Commonwealth while
implementing effective and sustainable solutions to intercept and eliminate local cycles
of violence.
DISCUSSION:
The Roanoke County Police Department will use the Operation Ceasefire Forensic and
Analytical Technology Grant to enhance the technology of its investigators by
purchasing a new forensics computer and accessories capable of downloading suspect
computers, cellular devices, and to assist with crime scene measurements to obtain the
necessary evidence in violent crimes such as child sex cases and other violent crimes
requiring detailed crime scene measurements and diagrams. Roanoke County Police
Department will also use the Operation Ceasefire Grant to purchase a mobile laser

scanner and two forensic laptops to assist with forensic in-field processing of crime
scenes and digital evidence. These devices will allow investigators to work at a more
efficient pace, collecting significantly more accurate measurements and processing
complex scenes quicker, allowing for evidence to flow into the hands of investigators
quickly.
There have been no changes since the first reading held on May 27, 2025.
FISCAL IMPACT:
The funds awarded by the Virginia Department of Criminal Justice Services total
$98,550. No matching funds are required.
STAFF RECOMMENDATION:
Staff recommends approving the ordinance for the acceptance and appropriation of
$98,550 to the Police Department in the Grant Fund.

ORDINANCE 061025-9.d ACCEPTING AND APPROPRIATING FUNDS
IN THE AMOUNT OF $98,550 FROM THE VIRGINIA DEPARTMENT OF
CRIMINAL JUSTICE SERVICES (DCJS), OPERATION CEASE FIRE
GRANT
WHEREAS, the Virginia Department of Criminal Justice (DCJS) has awarded
funding to the Roanoke County Police Department in the amount of$98,550 through the
Operation Ceasefire grant for project period July 1, 2025 through June 30, 2027; and
WHEREAS, the purpose of this Operation Ceasefire grant is to support local law
enforcement and community-based organizations' efforts to address violent crime using
technology that will result in reducing violent crime within the Commonwealth while
implementing effective and sustainable solutions to intercept and eliminate local cycles
of violence; and
WHEREAS, the Roanoke County Police Department will use the Operation
Ceasefire Forensic and Analytical Technology Grant to purchase advanced forensic
technology, including a computer and accessories capable of downloading suspect
computers and cellular devices, and a mobile laser scanner and two laptops to assist with
in-field processing of crime scenes, all of which will enhance investigators' efficiency and
accuracy in processing digital evidence and crime scenes for violent crimes; and
WHEREAS, no matching funds are required; and
WHEREAS, Section 18.04 of the Roanoke County Charter provides that funds be
appropriated by ordinance; and
WHEREAS, the first reading of this ordinance was held on May 27, 2025, and the
second reading was held on June 10, 2025.
BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as
follows:
1. That the sum of $98,550, made available to the Roanoke County Police
Department by DCJS, is accepted.
2. That the sum of$98,550 is hereby appropriated to the County's Grant Fund
for law enforcement technology equipment.

ISSUE:
Adjust the salaries of the members of the Board of Supervisors by applying a three
percent inflation factor.
BACKGROUND:
It is proposed that the Board adopt an ordinance to adjust its salaries for inflation,
pursuant to the provisions of Section 15.2-1414.3 of the 1950 Code of Virginia, as
amended. This section of the State Code and Section 3.07 of the County Charter
requires that any increase in Supervisors' salaries be accomplished by ordinance after
public hearing between May 1 and June 30. Any increase is limited to an annual five
(5%) percent inflation factor.
DISCUSSION:
The current salary for Board members is $19,222.32. This ordinance would increase
the salary effective July 1, 2025, for Board members to $19,798.99, for an increase of
$576.67 each. There is an additional annual compensation for the Chairman of the
Board at $1,800, and for the Vice-Chairman at $1,200.

FISCAL IMPACT:
A three percent (3%) increase in compensation totals $2,883.35 for all five members of
the Board, with associated FICA costs of$220.57, fora total cost of$3,103.92.
Staff recommends approving the first reading and scheduling the second reading and
public hearing for June 24, 2025.

Supervisor Mahoney moved to approve the first reading of this ordinance and
scheduling the second reading and public hearing for June 24, 2025. Supervisor

ISSUE:
First reading of an ordinance to amend the Roanoke County Zoning Ordinance to add
lot drainage requirements for site plans and plot plans.
BACKGROUND:
• On July 9, 2024, the Board of Supervisors adopted an ordinance amending
Chapter 8.1 of the Roanoke County Code and repealing Chapter 23 of the
Roanoke County Code creating a consolidated Erosion and Stormwater
Management Program Ordinance.
• With the new consolidated Erosion and Stormwater Management Program
Ordinance in place, sections of the Roanoke County Zoning Ordinance dealing
with site plans and plot plans need to be amended.
DISCUSSION:
The Planning Commission held a public hearing on the proposed amendments to the
Zoning Ordinance on June 3, 2025. The proposed amendments would amend Sec. 30-
90 (Site Development Plans) in Article V. (Development Standards) regarding the
information required on site plans (Sec. 30-90-1), the format of plans (Sec. 30-90-2),
and the minimum standards and improvements required (Sec. 30-90-4) addressing

individual lot drainage, stormwater management, and erosion and sediment control.
The proposed amendments would also amend Sec. 30-100-1 (Plot Plans) in Article V
(Development Standards) addressing individual lot drainage, stormwater management,
and erosion and sediment control.
Staff provided background on the issues with lot drainage over the past few years and
an overview of the process to develop these Zoning Ordinance amendments including
working with the Roanoke Regional Homebuilders Association. Staff also answered
specific site development questions of the Planning Commission.
No citizens spoke during the public hearing. The Planning Commission discussed
additional regulations would add to the cost of housing, delayed process, infill lots
versus lots all being developed within a site plan, first floor elevation requirements, what
happens if bedrock alters a previously approved plot plan, land disturbing permit on
large lots, and interpretation of new regulations.
The Planning Commission voted 3-2 to recommend approval of the Zoning Ordinance
amendments with minor amendments.
FISCAL IMPACT:
There is no fiscal impact on this agenda item.
STAFF RECOMMENDATION:
Staff recommends that the Board of Supervisors approve the first reading of an
ordinance to amend the Roanoke County Zoning Ordinance and schedule the second
reading of the ordinance and public hearing for the Board's June 24, 2025, meeting.

ISSUE:
Roanoke County wishes to continue the Memorandum of Understanding (MOU) with the
City of Salem for the two shuttle stops located within the City of Salem for the McAfee
Knob Trailhead Shuttle.
BACKGROUND:
Visitation to the National Park Service (NPS) Appalachian National Scenic Trail (AT)
McAfee Knob overlook has grown exponentially, exceeding available NPS resources.
To address long-term impacts, the NPS launched a Visitor Use Management (VUM)
Plan in 2018 for Virginia's Triple Crown (McAfee Knob, Dragon's Tooth, and Tinker
Cliffs) publishing a 2021 Transit Feasibility Study recommending a shuttle service.
Roanoke County applied for and received grant funding through the Department of Rail
and Public Transportation (DRPT) and launched the McAfee Knob Trailhead Shuttle in
2022, running seasonally from the 1-81 Exit 140 Park and Ride to the McAfee Knob
Trailhead to ease trailhead parking congestion. Hiker feedback revealed interest in local
I accommodations, dining, and other activities in the Roanoke Valley.
In 2023, Roanoke County secured additional funding from DRPT to expand shuttle
stops during the Virginia Department of Transportation (VDOT) project for the
construction of the pedestrian bridge crossing over Route 311. In 2024, the shuttle
added four on-demand stops, including two in the City of Salem and others near the

Orange Market Park and Ride and the Dragon's Tooth Trailhead, with connections to
Valley Metro.
In adding these additional stops, the shuttle is meeting the strategic needs outlined in
the Transit Feasibility Study and the VUM Plan to enable long-term protection, and
preservation of AT resources while improving the visitor experience. The shuttle has
provided connectivity to local resources in Salem and allowed for travel throughout the
Roanoke Valley with access to multiple Valley Metro stops.
County staff applied for Demonstration Project funding again in 2025. DRPT
recommended providing $158,000 in grant funding with a local match of $31,600. This
grant funding is pending Commonwealth Transportation Board (CTB) adoption of the
Six Year Improvement Program on June 25, 2025.
DISCUSSION:
County staff have worked with City of Salem staff to confirm existing shuttle stops and
continued parameters for service. The MOU with the City of Salem is planned to begin
on July 1, 2025, and to conclude on November 29, 2026, when the pending DRPT
Demonstration Project funding ends.
FISCAL IMPACT:
There is no cost associated with the MOU.
STAFF RECOMMENDATION:
Staff recommends approval of the first reading of the ordinance and scheduling of the
second reading for June 24, 2025.

ISSUE:
The acceptance and allocation of $5,831 from the Virginia Department of Criminal
Justice Services, First Responders Wellness Grant.
BACKGROUND:
The Virginia Department of Criminal Justice Services has awarded funding to the
Roanoke County Police Department in the amount of $5,831. The purpose of this First
Responders Wellness Grant is to support first responder wellness for current and retired
first responders. The First Responder Wellness Grant Program is designed to support
the mental, emotional, and physical well-being of first responders in the Commonwealth
of Virginia. This funding aims to provide resources to agencies focused on promoting
the overall health and wellness of individuals who serve on the front lines of public
safety.
DISCUSSION:
The Roanoke County Police Department proposes implementing the First Responder
Wellness Grant to enhance the daily delivery of law enforcement services to its citizens.
The funding will provide support costs to the Roanoke County Police Department's Life
Coach to support his efforts to improve and maintain the overall wellness of our officers.
The funding will assist with the maintenance, certifications, mutual aid requests,
veterinary services, and other services the Life Coach incurs with his service/support K-
9, Scarlett. The funding will also provide the purchase of vouchers for officers to

participate in the wellness sessions in the form of sensory deprivation pod sessions.
These sensory deprivation pods have proven to reduce stress, therefore improving
wellness. Statistics tell us that law enforcement officers will experience an average of
800 traumatic events throughout a 20-year career. The average citizen will experience 1
or 2... in a lifetime. You can imagine the toll this can take on an officer's emotional,
physical, and spiritual well-being.
FISCAL IMPACT:
The funds awarded by the Virginia Department of Criminal Justice Services total
$5,831. No matching funds are required.
STAFF RECOMMENDATION:
Staff recommends acceptance and allocation of the grant funds to the Roanoke County
Police Department in the amount of $5,831 from the Virginia Department of Criminal
Justice Services, First Responders Wellness Grant.
VOTE:
Supervisor Mahoney moved to accept and allocate the grant funds. Supervisor
