RESOLUTION 062425-1 CONGRATULATING MATTHEW NEALE FOR BEING
NAMED THE 2026 VIRGINIA TEACHER OF THE YEAR
WHEREAS, Matthew Neale, a longtime English and journalism teacher at Hidden
Valley High School, has been named the 2026 Virginia Teacher of the Year by Governor
Glenn Youngkin, following his earlier recognition as the Region 6 Teacher of the Year by
the Virginia Department of Education; and
WHEREAS, Mr. Neale has served as a dedicated educator and mentor for over 20
years, teaching English, journalism, and theater at Hidden Valley and Cave Spring High
Schools, and is known for his belief that every student can thrive when given the right
support; and
WHEREAS, Mr. Neale is recognized for his work in revitalizing the school's
journalism program, maintaining a career SOL pass rate above 98%, and for leading
impactful initiatives such as an opioid awareness campaign that significantly improved
student engagement and gained state-level attention; and
WHEREAS, he contributes to the broader school community through leadership
roles, extracurricular involvement, and volunteer service, including coaching, student
media, theater, and restorative justice mediation; and
WHEREAS, his tireless efforts continue to reflect the best of public education and
bring distinction and pride to Roanoke County Public Schools.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke
County, Virginia, does hereby extend its sincere congratulations to MATTHEW NEALE
for his remarkable achievements and for being named the 2026 Virginia Teacher of the
Year.
BE IT FURTHER RESOLVED that the Board of Supervisors extends its
appreciation for his lasting impact on students, families, and the Roanoke County
community.

ISSUE:
First reading to amend Chapter 8.1 of Roanoke County Erosion and Stormwater
Management (ESWM) Ordinance to incorporate lot drainage requirements for site plans
and plot plans.
BACKGROUND:
On July 9, 2024, the Board of Supervisors adopted an ordinance amending Chapter 8.1
of the Roanoke County Code and repealed Chapter 23, creating a consolidated Erosion
and Stormwater Management Program Ordinance.
At that time, the Board requested staff to collaborate with the Roanoke Regional
Homebuilders Association (RRHBA) and the development community to draft language
addressing common citizen complaints related to lot drainage.
DISCUSSION:
Following a work session about lot drainage on July 9, 2024, the Board asked staff to
work with RRHBA to revise existing lot drainage requirements. Staff collaborated over
several months to develop changes that will benefit homeowners and remain
reasonable for builders.

The main focus has been on plot plan development, especially addressing drainage
issues in neighborhoods and on lots with steep slopes. While subdivision drainage has
improved over the past three years, challenges persist with the development of single
lots in established neighborhoods; particularly on lots with steep slopes.
Proposed changes:
1. Finished Floor Elevation
• Must be documented on the site plan or plot plan.
2. Plot Plans
• Shall demonstrate positive drainage away from permanent structures.
• Shall require an adequate and current field survey:
• If the development disturbs more than 5,000 sq. ft., plans must be
prepared by a licensed professional (engineer, architect, land surveyor, or
landscape architect registered in Virginia).
• Developments disturbing 10,000 sq. ft. or more on parcels >_1 acre are
exempt from this survey requirement unless otherwise directed by the
Director of Development Services.
3. Steep Slopes
• Development on steep slopes must adhere to the Stormwater Management
Design Manual.
• An as-built survey by a licensed professional is required for all steep slopes with:
a) A vertical height of 20 feet or more.
b) A slope of 2:1 or steeper(regardless of height).
• Stormwater management on steep slopes must include:
a) Water diversions at the slope top to keep stormwater off steep slopes.
b) Collection of runoff through reverse benches (installed at intervals not
exceeding 20 ft of vertical height).
c) Conveyance systems directing stormwater to an appropriate outfall.
• There shall be no more than two reverse benches per parcel.
In support of these changes:
• RRHBA supports these proposed changes.
• The lot drainage standards are integrated into the Zoning Ordinance (Sec. 30-90
and Sec. 30-100).
• The Board of Supervisors approved the first reading of the corresponding Zoning
Ordinance amendment on June 3, 2025.

FISCAL IMPACT:
There is no fiscal impact on this agenda item.
STAFF RECOMMENDATION:
Staff recommends that the Board of Supervisors approve the first reading of an
ordinance to amend Chapter 8.1 of Roanoke County Erosion and Stormwater
Management Ordinance and schedule the second reading of the ordinance for July 8,
2025.

ISSUE:
Authorize a one-time bonus for all eligible employees with funding in the amount
$200,201 from the Commonwealth of Virginia and $882,191 from the General Fund and
amending the General Fund Fiscal Year 2025 and 2026 budgets.
BACKGROUND:
The 2025 General Assembly Special Session approved a one-time bonus for
constitutional officers and their employees, employees of local departments of social
services and the Electoral Board Secretary, Chairman and Vice-Chairman.
The Board of Supervisors has agreed to accept the funding from the Commonwealth of
Virginia and pass this one time bonus to Compensation Board, Social Service
employees and the Electoral Board Secretary, Chairman and Vice-Chairman.
DISCUSSION:
The calculation of a 1.5 percent of the salary amount to be paid for the bonus for
constitutional officers and their employees is based upon the Compensation Board
funding salary prior to the implementation of any salary increases that are effective July

1, 2025. Additionally, it is proposed that all other full-time County employees receive the
same 1.5 percent of salary bonus, and that part-time County employees receive a $250
bonus.
County employees qualifying for the bonus are further defined as full-time and regular
part-time employees who are in active pay status at the time the bonus is paid. Regular
part-time employees are those recommended by their respective department director
and approved by the Department of Human Resources. Part-time employees who are
not considered to be regular part-time employees by Human Resources, and members
of boards and commissions are not eligible for the bonus.
Section 15.2-1508 of the Code of Virginia, as amended, authorizes the governing body
of any city, county, or town to pay a monetary bonus. The payment of the bonus must
be authorized by ordinance. The County is required by the Commonwealth of Virginia
to make the payment in July 2026, therefore we would like to make the payment on July
18, 2025.
Funding for the bonus will come from both the Commonwealth of Virginia and County of
Roanoke revenues. Staff recommends that the fiscal year 2025 budget be amended in
the amount of $882,191 to operating revenue and expenditures of the general fund to
provide a bonus to County employees. Additionally, staff recommends that the fiscal
year 2026 budget be amended in the amount of $200,201 to operating revenues and
expenditures of the general fund to provide a bonus to County employees.
The ordinance has been changed since the first reading of the ordinance held on June
10, 2025 to reflect the addition of the bonuses for the Electoral Board Secretary,
Chairman and Vice-Chairman.
FISCAL IMPACT:
The estimated cost to provide a bonus to all employees and the Electoral Board
Secretary, Chairman and Vice-Chairman is approximately $1,082,392. Of this amount,
approximately $200,201 will be reimbursed by the Commonwealth of Virginia and
$882,191 will be funded from General fund revenues. The FY2025 budget will be
amended by $882,191 and the FY2026 by $200,201. The bonus will be paid on July 18,
2025, and will be an expense of FY2026. Any necessary transfers and/or budget
adjustments required by Roanoke County accounting procedures necessary to
accomplish this action will be authorized by this ordinance.
Funding provided by the Virginia Compensation Board does not represent base salary
funding, and consequently is in addition to and does not supplant local salary
supplements or any-recent local salary increases. Like all funding for salaries and
expenses in constitutional offices, Roanoke County will be responsible for paying these

expenses, and the Compensation Board will reimburse the majority of the actual
expenses.
STAFF RECOMMENDATION:
Staff recommends approval of the ordinance.

WHEREAS, the 2025 General Assembly Special Session approved a one-time

WHEREAS, the calculation of 1.5 percent of the salary amounts to be paid for
the bonus for constitutional officers and their employees is based upon the
Compensation Board funding salary prior to the implementation of any salary increases
that are effective July 1, 2025; and
WHEREAS, the General Assembly added a one-time bonus of 1.5 percent of
base salary for full-time employees of local departments of social services; and
WHEREAS, the General Assembly also added a one-time bonus of $101 for the
Electoral Board Secretary and $50 for the Chairman and Vice-Chairman of the Electoral
Board; and
WHEREAS, the above-mentioned bonuses must be paid and reimbursed in the
fiscal year; and
WHEREAS, the Board of Supervisors has agreed to accept the funding from the
Commonwealth and pass this one-time bonus to eligible positions; and
WHEREAS, it has further been proposed that all other full-time County
employees receive the same 1.5 percent salary bonus, and that part-time County
employees receive a $250 bonus; and

WHEREAS, it is recommended that the Fiscal Year 2025 Budget be amended in
the amount of$882,191 to operating revenues and expenditures of the General Fund to
provide a bonus to County employees; and
WHEREAS, it is recommended that the Fiscal Year 2026 Budget be amended in
the amount of$200,201 to operating revenues and expenditures of the General Fund to
provide a bonus to County employees; and
WHEREAS, Section 15.2-1508 of the 1950 Code of Virginia, as amended,
authorizes the governing body of any locality to pay monetary bonuses to its officers
and employees, and
WHEREAS, the first reading of this ordinance is being held on June 10, 2025;
and the second reading is scheduled for June 24, 2025, with payment of the bonus on
the July 18, 2025 paycheck.
NOW THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. The Board appropriates funds in the amount of $882,191 from Personal
Property tax revenue, for the payment of employee bonuses as set forth in
paragraph three (3) below and amends the Roanoke County Fiscal Year
2025 budget accordingly.
2. The Board appropriates $200,201 from the Commonwealth of Virginia for
the payment of employee bonuses as set forth in paragraph three (3)
below, and in accordance with procedures promulgated by the
Commonwealth of Virginia and amends the Roanoke County Fiscal Year
2026 budget accordingly.

3. The County Administrator is hereby authorized to pay a bonus to all
employees as follows:
a. All full-time employees shall receive a bonus equal to 1.5 percent of
their annual salary prior to the implementation of any salary increases
that are effective with the fiscal year beginning July 1, 2025; and
b. All regular part-time employees shall receive a $250 bonus.
4. County employees qualifying for the bonus are further defined as full-time
and regular part-time employees who are in active pay status at the time
the bonus is paid. Regular part-time employees are those recommended
by their respective department directors and approved by the Director of
Human Resources. Part-time employees who are not considered to be
regular part-time employees by Human Resources, and members of
boards and commissions are not eligible for the bonus.
5. The County Administrator is hereby authorized to pay a bonus to the
Electoral Board Secretary in the amount of $101 and pay a bonus of $50
to the Electoral Board Chairman and Vice-Chairman.
6. The Board authorizes any additional transfers and / or budget adjustments
required by Roanoke County accounting procedures necessary to
accomplish the actions authorized in this ordinance.
7. This ordinance shall take effect immediately upon approval at the second
reading.

ISSUE:
Adjust the salaries of the members of the Board of Supervisors by applying a three
percent inflation factor.
BACKGROUND:
It is proposed that the Board adopt an ordinance to adjust its salaries for inflation,
pursuant to the provisions of Section 15.2-1414.3 of the 1950 Code of Virginia, as
amended. This section of the State Code and Section 3.07 of the County Charter
requires that any increase in Supervisors' salaries be accomplished by ordinance after
public hearing between May 1 and June 30. Any increase is limited to an annual five
(5%) percent inflation factor.
DISCUSSION:
The current salary for Board members is $19,222.32. This ordinance would increase
the salary effective July 1, 2025, for Board members to $19,798.99, for an increase of
$576.67 each. There is an additional annual compensation for the Chairman of the
Board at $1,800, and for the Vice-Chairman at $1,200.
There have been no changes since the first reading held on June 10, 2025.

FISCAL IMPACT:
A three percent (3%) increase in compensation totals $2,883.35 for all five members of
the Board, with associated FICA costs of$220.57, fora total cost of$3,103.92.
Staff recommends approving the ordinance.

ORDINANCE 062425-6 TO ADJUST THE SALARIES OF THE MEMBERS
OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY BY
APPLYING A THREE PERCENT INFLATION FACTOR, PURSUANT TO
SECTION 3.07 OF THE ROANOKE COUNTY CHARTER AND SECTION
15.2-1414.3 OF THE CODE OF VIRGINIA
WHEREAS, Section 3.07 of the Charter of the County of Roanoke provides for the
compensation of members of the Board of Supervisors and the procedure for adjusting
their salaries by an inflation factor; and
WHEREAS, Section 15.2-1414.3 of the 1950 Code of Virginia, as amended,
establishes the annual salaries of members of the Board of Supervisors within certain
population brackets; and
WHEREAS, the Board of Supervisors of Roanoke County, Virginia, has heretofore
established the annual salaries of Board members at $19,222.32 by Ordinance 062822-
5 and further has established that the additional annual compensation for the Chairman
for the Board to be $1,800 and for the Vice-Chairman of the Board to be $1,200; and
WHEREAS, Section 15.2-1414.3 of the Code of Virginia provides that Board
Members' salaries may be adjusted in any year, by an inflation factor not to exceed five
percent, and further provides that the Board must adopt such an ordinance not earlier
than May 1 nor later than June 30 each year; and
WHEREAS, notice of the proposed salary adjustment has been provided, in the
manner and form provided by Section 15.2-1427 of the Code of Virginia; and
WHEREAS, the first reading of this ordinance was held on June 10, 2025, and the
public hearing and second reading were held on June 24, 2025.
NOW THEREFORE, it is hereby ordained by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. The annual salaries of members of the Board of Supervisors of Roanoke
County, Virginia, are hereby adjusted by an inflation factor of three percent
(3%) pursuant to the provisions of Section 3.07 of the Roanoke County Charter
and Section 15.2-1414.3 of the 1950 Code of Virginia, as amended. The new
annual salaries shall be $19,798.99. for members of the Board.
2. In addition, the Chairman of the Board will receive an additional annual sum of
$1,800, and the Vice-Chairman of the Board will receive an additional annual
sum of$1,200.
3. This ordinance shall take effect on July 1, 2025.

ISSUE:
Public hearing and second reading of an ordinance to amend the Roanoke County
Zoning Ordinance to add lot drainage requirements for site plans and plot plans.
BACKGROUND:
On July 9, 2024, the Board of Supervisors adopted an ordinance amending Chapter 8.1
of the Roanoke County Code and repealing Chapter 23 of the Roanoke County Code
creating a consolidated Erosion and Stormwater Management Program Ordinance.
At that time, the Board of Supervisors asked staff to work with the Roanoke Regional
Homebuilders Association to draft some language to amend the lot drainage
requirements to address some of the common complaints that are received from

DISCUSSION:
The Planning Commission held a public hearing on the proposed amendments to the
Zoning Ordinance on June 3, 2025. The proposed amendments would amend Sec. 30-
90 (Site Development Plans) in Article V (Development Standards) regarding the
information required on site plans (Sec. 30-90-1), the format of plans (Sec. 30-90-2),
and the minimum standards and improvements required (Sec. 30-90-4) addressing

individual lot drainage, stormwater management, and erosion and sediment control.
The proposed amendments would also amend Sec. 30-100-1 (Plot Plans) in Article V
(Development Standards) addressing individual lot drainage, stormwater management,
and erosion and sediment control.
Staff provided background on the issues with lot drainage over the past few years and
an overview of the process to develop these Zoning Ordinance amendments including
working with the Roanoke Regional Homebuilders Association. Staff also answered
specific site development questions of the Planning Commission.
No citizens spoke during the public hearing. The Planning Commission discussed
additional regulations would add to the cost of housing, delayed process, infill lots
versus lots all being developed within a site plan, first floor elevation requirements, what
happens if bedrock alters a previously approved plot plan, land disturbing permit on
large lots, and interpretation of new regulations.
The Planning Commission voted 3-2 to recommend approval of the Zoning Ordinance
amendments with minor amendments.
The Board of Supervisors approved the first reading of this ordinance at its June 10,
2025, meeting.
The only changes from first reading: 1) in order to maintain consistency with proposed
changes to Section 8.1 (Erosion and Sediment Control Program), authority to waive
certain requirements is given to the Roanoke County Administrator or his designee
(previously proposed to be the director of development services), and 2) the effective
date of the zoning ordinance amendments will be August 1, 2025.
FISCAL IMPACT:
There is no fiscal impact on this agenda item.
STAFF RECOMMENDATION:
Staff recommends that the Board of Supervisors, following a public hearing on the
proposed amendments, approve the second reading of an ordinance to amend the
Roanoke County Zoning Ordinance to add lot drainage requirements for site plans and
plot plans.

ORDINANCE 062425-7 AMENDING ARTICLE V (DEVELOPMENT
STANDARDS) OF THE ROANOKE COUNTY ZONING ORDINANCE
REGARDING LOT DRAINAGE REQUIREMENTS ON SITE PLANS AND
PLOT PLANS
WHEREAS, Roanoke County staff have worked with the Planning Commission
and the Roanoke Regional Homebuilders Association in developing proposed
amendments to the Roanoke County Zoning Ordinance dealing with site plans and plot
plans; and
WHEREAS, the proposed amendments would amend the information required on
site plans and plot plans to address individual lot drainage, stormwater management, and
erosion and sediment control; and
WHEREAS, on June 3, 2025, the Roanoke County Planning Commission held a
public hearing on the proposed amendments to the Zoning Ordinance and the Planning
Commission recommended approval of the amendments with minor changes; and
WHEREAS, public necessity, convenience, general welfare, and good zoning
practice are valid public purposes for such recommendations by the Planning
Commission and action by the Board of Supervisors; and
WHEREAS, the first reading of this ordinance was held on June 10, 2025, and the
second reading and public hearing were held on June 24, 2025.
NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of the County
of Roanoke as follows:
1. The Roanoke County Zoning Ordinance is hereby amended to read and
provide as follows:
SEC.30-90. SITE DEVELOPMENT PLANS.
Sec.30-90-1. Information Required.
(A) The following information shall be required on site development plans submitted to the
county for review:
12. The exact location of buildings or structures existing on or proposed for the site,
including their setbacks from property lines, and the distance between buildings
or structures. Lot and building coverages shall be provided. The finished floor
elevations of existing and proposed buildings and structures that contain
occupiable space.
17. The existing topography of the paw project prior to grading, and the proposed
finished contours of the site with a maximum of two-foot contour intervals.
Existing topography shall be from a field survey performed by a land surveyor
licensed in the Commonwealth of Virginia, referenced to the North American
Vertical Datum of 1988 (NAVD 88) and the North American Datum of 1983
(NAD 83), and shall reflect current conditions at the time of permitting. An
adequate survey of surrounding property shall be included so that drainage
impacts from the proposed development may be adequately addressed.
18. Detailed utility plans and calculations shall be submitted for sites for which public
water or sewer will be provided or for sites on which existing utilities will be
modified.
19. An erosion and sedimentation control plan and detail sheet shall be submitted in
accordance with the County's Erosion t S,a Ffiv..t Contra' and Stormwater
Management Ordinance and the Roanoke County Stormwater Management
Design Manual.
20. A detailed stormwater management plan and calculations shall be submitted in
accordance with the County's Erosion and Stormwater Management Ordinance
and the Roanoke County Stormwater Management Design Manual. The-director

(B) The Roanoke County Administrator or his designee may waive the requirement that any
of this information be shown on a submitted site development plan, if' it is

determined by the Roanoke County Administrator or his designee that such information
is not necessary to is ensure conformance with eCounty ordinances or standards.
Sec. 30-90-2. Format of Plans.
(A) Site plans shall be solitnitted on sheets no greater in size than thirty(30)by forty-two(42)
inches. A sheet size of twenty-four(24)by thirty-six(36)inches is preferred. The scale of
the plans shall not be greater than one inch equals ten(10) feet(1"=10'), or less than one
inch equals fifty(50) feet(1"=50'). Plans shall be designed using an engineering scale.
The Roanoke County Administrator or his designee may approve a lesser scale such as
1"=100'provided sufficient detail is provided to it€e ensure compliance with all
applicable requirements of this ordinance and any other requirement or ordinance of the
eCounty or Commonwealth. Plans shall be submitted in a digital format in
accordance with County standards.
(C) Prior to final approval by the eCounty,aite4lewionitient=plans a site agreement and/or an
erosion and sediment control agreement shall be signed by the owner or developer of the
parcel(s)proposed for development. The signature(s) shall certify that the
owner/developer is aware of the site design requirements imposed by the site
development plan or plot plan, and other applicable.eCounty codes, and shall further
certify that the owner/developer agrees to comply with these requirements,unless
modified in accordance with local law.
Sec. 30-90-4. Minimum Standards and Improvements Required.
(F) Storm drainage and sStormwater management facilities shown on site development plans
shall conform to applicable county ordinances as determined by theRoanoke County
Administrator or his designee.
(G) Erosion and sedimental control plans shall be designed and implemented in
accordance with the provisions of Chapter 8.1 of the County Code.
(K) Site grading shall conform to the requirements in applicable County ordinances and the
Roanoke County Stormwater Management Design Manual.
SEC.30-100. MISCELLANEOUS.
Sec.30-100-1. Plot Plans.
(A) A plot plan shall be submitted, prior to the approval of a zoning permit, for any new or
expanded use or development not requiring a site development plan or a concept plan.
Plot plans shall include the requirements contained in the Roanoke County Stormwater
Management Design Manual, Chapter 8. Plot plans shall be legibly drawn to an indicated
scale, and shall clearly indicate the area, shape, and dimensions of the property proposed
for development. All existing easements, natural water courses, and existing and
proposed improvements shall also be shown on the plot plan. The plot plan shall clearly

indicate the minimum distances between existing and proposed uses and all property
lines. Proposed access to the property shall also be shown.
(B) Where a plot plan is prepared for an individual parcel that is part of a subdivision that has
an approved site development plan, the plot plan shall conform to the approved site
development plan.
(C) Plot plans shall indicate existing and proposed topography, with a two-foot maximum
contour interval. Existing topography shall be from a field survey depicting current
conditions and performed by a land surveyor licensed in the Commonwealth of Virginia,
referenced to the North American Vertical Datum of 1988 (NAVD 88) and the North
American Datum of 1983 (NAD 83). An adequate survey of surrounding property shall
be included such that drainage impact from the proposed development may be adequately
addressed. Developments that disturb less than 2,500 square feet or disturb 10,000
square feet or more on parcels that are one acre or larger are exempt from the requirement
to provide field survey, unless required by the Roanoke County Administrator or his
designee. Plot plans shall comply with all requirements contained in the Roanoke County
Stormwater Management Design Manual, Chapter 8.
(D) Plot plans for development that disturbs 5,000 square feet or more, shall be prepared by a
professional engineer, licensed architect, licensed land surveyor, licensed landscape
architect or other licensed professional who is registered by the Commonwealth of
Virginia and is conducting their practice in accordance with section 54.1-400 et seq. of
the Code of Virginia.
(E) The Roanoke County Administrator or his designee may waive the requirement that any
of this information be shown on a submitted plot plan, if he determines that such
information is not necessary to ensure conformance with county ordinances or standards.
2. That this ordinance shall become effective on August 1, 2025.

ISSUE:
Approval of an ordinance to allow the transfer of certain funds between categories
within the Roanoke County Public Schools 2024-2025 budget and to appropriate
$1,514,496 in new funding.
BACKGROUND:
During the Roanoke County Public Schools May 12, 2025, budget work session, school
staff discussed strategies to move funds into the health reserve balances and to
appropriate funds for an employee bonus. See page 6 of Attachment B - RCPS 2024-
2025 Budget Updates 5 12 25.
DISCUSSION:
The County Board of Supervisors approves the School Board budget by categories.
The School Board will directly receive funds in the amount of $1,514,496 from the
Commonwealth of Virginia for an employee bonus, which funds have not yet been
appropriated to the Schools' budget. Additionally, the School Board has requested that
the Board approve transfers of funds between budget categories as follows:

spending category.
. Appropriates funds in the amount of $1,514,496 to various categories as detailed
out in the attached ordinance.

The Department of Criminal Justice Services has awarded funding to the Roanoke
County Police Department through the School Resource Officer Grant Program Fund, in

The Virginia Department of Criminal Justice Services has awarded funding to the
Roanoke County Police Department to fund salaries and benefits for eight School
Resource Officers to be assigned to eight of the sixteen elementary schools located
within Roanoke County.

WHEREAS, the Virginia Department of Criminal Justice Services (DCJS) has
awarded $328,811 to the Roanoke County Police Department for fiscal year 2026 to fund
salaries and benefits for eight school resource officers (SROs) to be assigned to eight of
the sixteen elementary schools located within Roanoke County; and
WHEREAS, a local match of$187,781 is required, which will be appropriated from
the general fund; and
WHEREAS, the funds from this grant will not be utilized until funds from any prior
school resource officer grants have been utilized; and

BACKGROUND:
The Department of Criminal Justice Services has awarded funding to the Roanoke
County Police Department through the School Resource Officer Grant Program Fund, in
the amount of$322,675, along with a local match of$184,280 for a total of$506,955.
DISCUSSION:
The Virginia Department of Criminal Justice Services has awarded funding to the
Roanoke County Police Department to fund salaries and benefits for eight School
Resource Officers to be assigned to eight of the sixteen elementary schools located
within Roanoke County.
There have been no changes since the first reading held on June 10, 2025.
FISCAL IMPACT:
Awarded State funds total $322,675. This award requires a local match up to $184,280.
This match funding will come from the general fund operating budget which has already

will be deposited within the grant fund.

ISSUE:
Appropriation of funding from the Commonwealth of Virginia in the amount of $48,272
for a new Deputy Clerk position to assist in managing workload and adding the new
Deputy Clerk position to the classification and pay plan.
BACKGROUND:
The Commonwealth of Virginia added additional funding of $5,524,340 in the budget to
provide 117 entry-level Deputy Clerk positions throughout the state to assist with
anticipated workload increases resulting from implementation of HB2723/SB1466.
DISCUSSION:
For Roanoke County, the fiscal year 2026 budget of the Commonwealth of Virginia
includes one new Deputy Clerk IV position for the Clerk of the Circuit Court. This was
approved by the 2025 General Assembly for FY2026 to assist with anticipated workload
increases from implementation of HB2723/SB1466 (2025) related to sealing and
expungement of court records.
Budget language also requires that any unexpended amounts shall not revert to the
general fund but shall be reappropriated to support anticipated expenses in the next
biennium and requires Circuit Court Clerks to report information regarding the workload

directly associated with the implementation of the legislation upon the request of the
Compensation Board.
There have been no changes since the first reading of the ordinance held on June 10,
2025.
FISCAL IMPACT:
The annual projected cost for the new Deputy Clerk position with benefits is
approximately$70,000. The Compensation Board will reimburse the County $48,272
and the supplemental funding required for the Deputy Clerk position of $21,728 will be
reallocated from the Roanoke County General Fund employee benefits account as
needed and based on the hiring date of the new position.
The appropriation of funds will be effective with the new fiscal year beginning July 1,
2025. Staff anticipates the vacancy to be filled during the summer of 2025.

ISSUE:
Roanoke County leases property on Tinker Mountain for critical emergency
communications infrastructure. The terms of the current lease with the property owner
are expiring on June 30, 2025, and a new lease needs to be executed.
BACKGROUND:
Since at least 2010, Roanoke County has leased property situated on Tinker Mountain
approximately 3.7 miles north of Roanoke in the County of Botetourt for the installation,
operation, and maintenance of radio equipment, including base stations, cabling, wiring,
and accessories for such equipment. The location of the leased area is shown on
"Exhibit A" which is attached to this Board Report.
The terms of Roanoke County's current lease with the property owner expire on June
30, 2025, and a new lease is necessary in order for Roanoke County to continue using
the property for the location of critical emergency communications infrastructure.
DISCUSSION:
Staff in the County Attorney's Office have negotiated an additional three (3) year lease,
which will commence on July 1, 2025, and continue until June 30, 2028, with three
additional successive three (3) year terms. The annual rent for each successive year of

a three (3) year extension term shall increase five (5) percent over the annual rent due
for the immediately preceding year. A draft of the lease is attached to this Board
Report.
There have been no substantial changes since the first reading held on June 10, 2025,
only minor changes to the language of the lease agreement.

The amount of funding required for each year of the lease is as follows:

This LEASE AGREEMENT, made and entered into this day of
2025, by and between TINKER TOP, LLC, a Virginia limited liability company, Grantor,
hereinafter referred to as "Landlord," and the BOARD OF SUPERVISORS OF ROANOKE
COUNTY, VIRGINIA, a political subdivision of the Commonwealth of Virginia, its successors
or assigns, Grantee, hereinafter referred to as "Tenant".
WITNESSETH:
That for and in consideration of the leased premises and the mutual covenants and
conditions contained herein, the parties agree as follows:
1. The Landlord agrees to lease to the Tenant and the Tenant agrees to lease from
the Landlord, in accordance with the terms and conditions set forth in this Lease Agreement, that
certain real property situated on Tinker Mountain approximately 3.7 miles north of Roanoke,
Virginia, (Lat. 37 22' 23" N, Long. 79 55' 40" W) in the County of Botetourt, Virginia, as shown
on the drawing dated January 13, 2003, attached hereto as Exhibit A, and more particularly
described as follows and hereinafter referred to as the `Premises', to-wit:
That certain parcel of land delineated by a chain link fence and being shown and
designated on the attached Exhibit A as "FENCED AREA- 1580.06 SQ. FT. - 0.0363
AC.," specifically including but not limited to the non-exclusive, unrestricted right
of access to, from, upon and within said parcel, and the exclusive use of the 10' x
10' parcel of land, being a total of 100 square feet, more or less, designated upon
the attached Exhibit A as "RKE. Co.BLDG. 100 sq. ft."; and,
Together with the non-exclusive right of ingress, egress and regress to and from
the above-described fenced area upon, over and across that certain existing gravel
access and private driveway leading to and from Tinker Top Road, also known as
the Frontage Road.
Except for the 10' x 10' parcel of land described above, the property otherwise
leased herein shall be non-exclusive. Tenant agrees to not take any action that will
interfere with the rights of other to use the Leased Premises or to otherwise install
new equipment without first obtaining the written consent of the Landlord.
Landlord further grants its consent to Tenant's location, use and maintenance of an
antenna as currently configured and all necessary or related appurtenances upon the EMS tower
within the premises,referenced upon the attached Exhibit A as "EXISTING TOWER."

2. The term of this Lease Agreement shall be for a period of three (3) years, said
term commencing as of July 1, 2025, and continuing until June 30, 2028. The Tenant shall have
the option to renew this Lease Agreement for three additional successive three (3) year terms
upon the same terms and conditions contained in this Lease Agreement; this Lease Agreement
may be renewed by providing forty-five (45) days written notice to the Landlord. The annual rent
for each successive year of a three (3) year extension term shall increase five percent (5%) over
the annual rent due for the immediately preceding year.
3. The Tenant shall pay as rent the sum of Eight Thousand Six Hundred Seventy-
Two Dollars & 25/100 ($8,672.25) per year for the first year of the lease term, to Landlord at
1896 Tinker Top Road, Daleville, Virginia, 24083, without demand therefor. The rental payment
for the first year for the rental period from July 1, 2025, through June 30, 2026, shall be due and
payable within thirty (30) days of the execution of this Lease Agreement by both parties hereto.
Thereafter, rent shall be due on the first day of each yearly period during the lease term and any
renewal term. A late fee of$100.00 shall be imposed for any payments not made within 30 days
of the due date. Beginning July 1, 2026, the Tenant shall pay to the Landlord as rent the sum of
Nine Thousand One Hundred Five Dollars & 87/100 ($9,105.87) per year for the second year of
the lease term. Beginning July 1, 2027, the Tenant shall pay to the Landlord as rent the sum of
Nine Thousand Five Hundred Sixty-One Dollars & 16/100 ($9,561.16)per year for the third year
of the lease term.
4. During the term of this Lease Agreement, Landlord shall remain responsible for
the payment of all taxes and assessments imposed on the premises.
5. It is understood and agreed by the parties that the premises shall, during the term
of this Lease Agreement, be used for the installation, operation and maintenance of radio
equipment, including base stations, cabling or wiring and accessories for such equipment. All of
the Tenant's equipment placed on the premises shall remain personal property of the Tenant
notwithstanding the fact that it might otherwise be deemed to be fixtures. It is the understanding

of the parties that the Tenant has placed an equipment building on the premises immediately
adjacent to the EMS site.
6. The Tenant may terminate this Lease Agreement only if the site becomes unfit for
the Tenant's purposes. Any such termination shall be effective ninety (90) days after mailing to
the Landlord of the Tenant's notice to terminate this Lease Agreement. The Landlord may
terminate this Lease Agreement for any default of the Tenant in the performance of this Lease
Agreement not remedied within 30 days following notice by the Landlord of such default.
7. This Lease Agreement may not be assigned nor the premises sub-let, in whole or
in part, without the express written consent of the Landlord.
8. The parties acknowledge that the leased premises consist of land area only. The
Tenant shall keep and maintain the premises in good and safe condition. Upon the expiration of
this Lease Agreement, the Tenant shall surrender the premises in good condition free and clear of
trash and debris and in the same condition as when this Lease Agreement began. No property of
the Tenant shall be abandoned on the premises without the express consent of the Landlord.
9. The Landlord makes no representation regarding the present or future usability of
the site for the Tenant's intended purposes. Any governmental permits, licenses or authorization
necessary to use the premises for the Tenant's purposes must be obtained by the Tenant at the
Tenant's sole cost and expense.
10. In the event of default by the Tenant in the timely payment of rent or the
performance of any of the other obligations of this Lease Agreement, the Tenant agrees to pay
Landlord for any expenses incurred by the Landlord in the enforcement of this Lease Agreement
including court costs and attorney's fees.
11. Any notice to the parties may be given to the following addresses and shall be
effective upon deposit in the U. S. Postal system, certified mail with sufficient postage affixed:

12. The Tenant, during the term of this lease or any extension thereof, will maintain a
policy of general liability insurance (including property damage and bodily injury), with a carrier
licensed to do business in the Commonwealth of Virginia, or self-insurance as approved by the
State of Virginia, providing minimum liability coverages of $1,000,000.00, with no annual
aggregate.
13. (a) Tenant's obligation to pay is subject to annual appropriations being made
for such purpose by the governing body of the County of Roanoke. Tenant will perform all acts
lawfully within its power to obtain and maintain funds from which payments hereunder may be
made, including making requests for appropriations for such payments to the extent necessary in
each fiscal year or annual budgets submitted for the purpose of obtaining funding, and, will do
no act or make any statement that will cause the disapproval of the appropriation.
(b) Any other provision of this Lease Agreement to the contrary
notwithstanding, this Lease Agreement shall not constitute a debt of the County within the
meaning of any limitation on indebtedness of the County under the Constitution or laws of the
Commonwealth of Virginia, including the Charter of Roanoke County, Virginia, and failure of
the Board of Supervisors of Roanoke County, Virginia to appropriate funds in any year for
payment in full of the payments required by paragraph 3 or any other provision of this Lease
Agreement during such year shall, ipso facto, terminate this Lease Agreement and render this
Lease Agreement null and void without further liability on the part of the County of any kind
whatsoever, except for its obligation to maintain the property described in this Lease Agreement
and to surrender possession of same to the Landlord if prior to or at such time of non-

appropriation, funds are not or have not been appropriated or are not available for the purchase,
lease or rental of premises to perform a like function as the premises described herein.
(c) (1) Should this Lease Agreement be terminated by the Tenant for non-
appropriation or non-availability of funds under subparagraph (b) above and thereafter during the
original term of this Lease Agreement funds are appropriated and are made available for the
purchase, lease or rental by the Tenant of premises to perform the same function as the premises
described herein, then the Tenant shall, to the maximum extent permitted by law, procure the
lease of such premises from the Landlord.
(2) The Tenant shall use its best efforts to give the Landlord
reasonable, and if possible, prior written notice of any termination of this Lease Agreement for
non-appropriation of funds under subparagraph (b) above.
14. The Landlord covenants and represents that he has the full and complete
ownership of the leased premises; that he has the full power and right to execute this Lease
Agreement and to perform the obligations hereunder; that no private restrictions exist with
respect to the said premises or the use thereof; that no one, exclusive of the Landlord and Tenant
and their respective successors in interest, has any interest in or claim against the leased
premises; and that the proposed use of the leased premises by the Tenant is lawful and
permissible under all laws and regulations.
15. In the event that the Landlord intends to sell the leased premises, the sale and
conveyance thereof will be made subject to the provisions of this Lease Agreement.
16. This Lease Agreement represents the entire understanding between the parties and
may not be modified or changed except by written instrument executed by the parties.
17. This Lease Agreement shall be binding upon the parties hereto, their heirs,
personal representatives, successors, and assigns.
18. This Lease Agreement may be executed in duplicate, each of which shall
constitute an original.

TINKER MOUNTAIN APPROXIMATELY 3.7 MILES NORTH OF
ROANOKE, VIRGINIA IN THE COUNTY OF BOTETOURT, VIRGINIA
WHEREAS, since at least 2010, Roanoke County has leased property situated
on Tinker Mountain approximately 3.7 miles north of Roanoke in the County of Botetourt
for the installation, operation, and maintenance of radio equipment, including base
stations, cabling, wiring, and accessories for such equipment; and
WHEREAS, the said property is currently owned by Tinker Top, LLC, is identified
as Parcel ID 106-45 on the Botetourt County Land Records, and the specific location of
the leased area is shown on "Exhibit A" which is attached; and
WHEREAS, the terms of Roanoke County's current lease with the property
owner expire on June 30, 2025, and a new lease is necessary in order for Roanoke
County to continue using the property for the location of critical emergency
communications infrastructure; and
WHEREAS, staff have worked with representatives of Tinker Top, LLC, and have
negotiated a three (3) year lease of the property, which will commence on July 1, 2025
and continue until June 30, 2028, with three additional successive three (3) year terms;
and
WHEREAS, the Board of Supervisors of Roanoke County, Virginia has
determined that it is in the public interest and that a public necessity exists to lease the
property for the location of critical emergency communications infrastructure; and

WHEREAS, § 18.04 of the Roanoke County Charter provides that the acquisition
and conveyance of real estate interests be accomplished by ordinance; the first reading
of this ordinance was held on June 10, 2025, and the second reading was held on June
24, 2025; and
NOW THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That the execution of a Lease Agreement for property owned by Tinker Top,
LLC, consisting of 0.0363 acre, more or less, as shown on Exhibit A, is
hereby authorized and approved.
2. That the County Administrator, Deputy County Administrator, or Assistant
County Administrator are hereby authorized to execute such documents,
including but not limited to the Lease Agreement (with any changes as
approved by the County Attorney's Office) and any other documents
necessary to accomplish this ordinance and to take such actions on behalf of
Roanoke County in this matter as are necessary to accomplish this
ordinance, all of which shall be approved as to form by the County Attorney.
3. That this ordinance is to be in full force and effect upon its passage.

ISSUE:
Roanoke County wishes to continue the Memorandum of Understanding (MOU) with the
City of Salem for the two shuttle stops located within the City of Salem for the McAfee
Knob Trailhead Shuttle.
BACKGROUND:
Visitation to the National Park Service (NPS) Appalachian National Scenic Trail (AT)
McAfee Knob overlook has grown exponentially, exceeding available NPS resources.
To address long-term impacts, the NPS launched a Visitor Use Management (VUM)
Plan in 2018 for Virginia's Triple Crown (McAfee Knob, Dragon's Tooth, and Tinker
Cliffs) publishing a 2021 Transit Feasibility Study recommending a shuttle service.
Roanoke County applied for and received grant funding through the Department of Rail
and Public Transportation (DRPT) and launched the McAfee Knob Trailhead Shuttle in
2022, running seasonally from the 1-81 Exit 140 Park and Ride to the McAfee Knob
Trailhead to ease trailhead parking congestion. Hiker feedback revealed interest in local
accommodations, dining, and other activities in the Roanoke Valley.
In 2023, Roanoke County secured additional funding from DRPT to expand shuttle
stops during the Virginia Department of Transportation (VDOT) project for the
construction of the pedestrian bridge crossing over Route 311. In 2024, the shuttle
added four on-demand stops, including two in the City of Salem and others near the
Orange Market Park and Ride and the Dragon's Tooth Trailhead, with connections to
Valley Metro.

In adding these additional stops, the shuttle is meeting the strategic needs outlined in
the Transit Feasibility Study and the VUM Plan to enable long-term protection, and
preservation of AT resources while improving the visitor experience. The shuttle has
provided connectivity to local resources in Salem and allowed for travel throughout the
Roanoke Valley with access to multiple Valley Metro stops.
County staff applied for Demonstration Project funding again in 2025. DRPT
recommended providing $158,000 in grant funding with a local match of $31,600. This
grant funding is pending Commonwealth Transportation Board (CTB) adoption of the
Six Year Improvement Program on June 25, 2025.
DISCUSSION:
County staff have worked with City of Salem staff to confirm existing shuttle stops and
continued parameters for service. The MOU with the City of Salem is planned to begin
on July 1, 2025, and to conclude on November 29, 2026, when the pending DRPT
Demonstration Project funding ends.
There have been no changes since the first reading held on June 10, 2025.
FISCAL IMPACT:
There is no cost associated with the MOU.

WHEREAS, when County staff applied for Demonstration Project funding again
in 2025, DRPT recommended providing $158,000 in grant funding with a local match of
$31,600, pending Commonwealth Transportation Board (CTB) adoption of the Six Year
Improvement Program on June 25, 2025; and
WHEREAS, Section 15.2-1300 of the Code of Virginia authorizes the joint
exercise of powers by political subdivisions of the Commonwealth; and
WHEREAS, on January 1, 2024, the County and City of Salem signed a
Memorandum of Understanding (MOU) agreement confirming existing shuttle stops and
service parameters, which expires on June 30, 2025;
WHEREAS, this new MOU agreement with the City of Salem is planned from
July 1, 2025, to November 29, 2026, when the pending DRPT Demonstration Project
funding ends; and
WHEREAS, it is proposed that the Board approve the proposed continued
agreement; and
WHEREAS, the first reading of this ordinance was held on June 10, 2025, and
the second reading was held on June 24, 2025.
NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of the
County of Roanoke, as follows:
1. The agreement entitled "Memorandum of Understanding Between the City
of Salem and Roanoke County for Use of the McAfee Knob Trailhead

approved as to form by the County Attorney; and

ISSUE:
A resolution of support is requested from the Board of Supervisors to apply for a project
to begin to implement the 2025 Roanoke County Safe Streets and Roads For All
Comprehensive Safety Action Plan.
BACKGROUND:
The Bipartisan Infrastructure Law established the SS4A Discretionary Grant Program to
fund initiatives to prevent roadway deaths and serious injuries. The U.S. Department of
Transportation has appropriated $5 billion for the SS4A program over five years. The
total funding amount available for fiscal year 2025 grants is $982 million. Applications
are due for this last round of funding on June 26, 2025.
Applicants must first have an eligible Safety Action Plan in place in order to apply for
Implementation Grants in subsequent grant rounds. The Board of Supervisors adopted
the Safe Streets and Roads For All Comprehensive Safety Action Plan as part of the
Roanoke County 200 Plan on February 25, 2025.
The SS4A program provides eighty percent (80%) Federal funding for a twenty percent
(20%) local match.

DISCUSSION:
Staff proposes to request funding for the following High Injury Network corridors in one
application:
1) Implementation Grant funding for Garst Mill Road pedestrian accommodations
preliminary engineering and community engagement activities between
Brambleton Avenue and Halevan Road near Garst Mill Park; and
2) Planning and Demonstration Grant funding for a Road Safety Assessment with
community engagement. activities for Bradshaw Road between Route
311/Catawba Valley Drive and Montgomery County.
The combined estimate for the above projects totals approximately $600,000.
FISCAL IMPACT:
The twenty percent (20%) match of up to $120,000 will be requested in October 2025
for consideration for future funding as part of the Capital Improvement Program. This
project is currently not a part of the adopted FY2026-FY2035 Capital Improvement
Program.
STAFF RECOMMENDATION:

ROANOKE COUNTY SAFE STREETS AND ROADS FOR ALL
COMPREHENSIVE SAFETY ACTION PLAN
WHEREAS, the Roanoke County Board of Supervisors is committed to
advocating for and ensuring safe transportation facilities both in the County and in the
region; and
WHEREAS, an average of five(5) deaths per year occurred on Roanoke County
roads between 2017 and 2024; and
WHEREAS, the Bipartisan Infrastructure Law established the Safe Streets and
Roads for All Discretionary Grant Program to improve roadway safety by significantly
reducing or eliminating roadway fatalities and serious injuries through Safety Action Plan
development and implementation focused on all users; and
WHEREAS, a Comprehensive Safety Action Plan provides a holistic, well-defined
strategy to prevent roadway fatalities and serious injuries, and leads to further
opportunities for infrastructure funding; and
WHEREAS, Roanoke County, Botetourt County, and the Town of Vinton received
$280,000 from the U.S. Department of Transportation to develop Comprehensive Safety
Action Plans that were accepted and appropriated by ordinance on July 11, 2023, with
$70,000 local match funding from Roanoke County, Botetourt County and the Town of
Vinton; and
WHEREAS, all three localities held two rounds of community meetings in 2024 and

adopted individual Comprehensive Safety Action Plans in January and February 2025;
and
WHEREAS, the Roanoke County Safe Streets and Roads for All Comprehensive
Safety Action Plan was adopted on February 25, 2025, by the Board of Supervisors as
part of the 2024 Roanoke County 200 Plan.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That the Roanoke County Board of Supervisors requests that the U.S.
Department of Transportation provide Implementation Grant and Planning and
Demonstration Grant funding through the Safe Streets and Roads for All Discretionary
Grant Program to assist Roanoke County in implementing its Comprehensive Safety Action
Plan.
2. That the Roanoke County Board of Supervisors hereby commits to provide a
twenty percent(20%) matching contribution for an Implementation Grant and Planning and
Demonstration Grant, up to and not to exceed $120,000.
3. That the Roanoke County Board of Supervisors hereby grants authority for
the County Administrator, or his designee, to execute project agreements for an approved

BACKGROUND:
The first reading of this ordinance is accomplished by adoption of this ordinance in the
manner of consent agenda items. The adoption of these items does not imply approval
of the substantive content of the requested zoning actions; rather, approval satisfies the
procedural requirements of the County Charter and schedules the required public
hearing and second reading of these ordinances. The second reading and public
hearing on this ordinance is scheduled for July 22, 2025.
The title of this ordinance is as follows:
The petition of Challenge, LLC to obtain a special use permit to construct 28
townhouses on approximately 3.0 acres of land zoned R-2, Medium Density
Residential District, located at 5811 Cove Road, Catawba Magisterial District.

ISSUE:
Ordinance authorizing the execution of a lease agreement with Ride Source LLC to
lease two (2) parking spaces at the General Services facility at 1204 Kessler Mill Road.
BACKGROUND:
Ride Source began a contract with Roanoke County in September 2022 to provide
transportation services for the McAfee Knob Trailhead Shuttle.
In May of 2025, Ride Source approached County Staff with a request to park at the
General Services building located on Kessler Mill Road. The request to park two
(2) vehicles at the General Service building is beneficial for Ride Source due to the
close proximity to the McAfee Knob Trailhead and several shuttle stops which allow for
efficiencies in operating the shuttle service.
With the relocation of the Parks, Recreation and Tourism Department from the General
Services building, there is not as much demand for parking at this facility.
DISCUSSION:
The lease is for two (2) spaces indicated on the attached site plan. The leased spaces
can only be used by Ride Source for the vehicles that are used to operate the McAfee

Knob Trailhead shuttle service. No vehicles for sale or additional parking is permitted.
The term of the lease is for one (1) year with renewals permitted. The County can
expand or diminish the number of leased spaces at each renewal. Ride Source will pay
rent of $50 per month to lease the parking spaces. Either party can terminate the lease
with 30 days written notice to the other party.
FISCAL IMPACT:
If approved, Roanoke County will receive $600 annually for the lease.
STAFF RECOMMENDATION:
Staff recommends approval of the first reading of the ordinance and scheduling of the
second reading for July 8, 2025.

ISSUE:
As part of the Valleypointe Parkway Realignment project, the Virginia Department of
Transportation (VDOT) has requested easements at 7415 Wood Haven Road (Green
Ridge Recreation Center) along the property's Wood Haven Road frontage to construct
roadway and pedestrian improvements.
BACKGROUND:
Roanoke County, the City of Roanoke and the City of Salem collectively began
purchasing property along Wood Haven Road, bounded by Interstate 81 and Interstate
581, for the Wood Haven Technology Park through the Western Virginia Regional
Industrial Facility Authority (WVRIFA) around 2016. The property was rezoned to
Planned Technology District (PTD) in 2018 and rezoned again in 2020 when new
property was purchased and added to the park.
Staff has been investigating ways to improve the preferred route to Wood Haven
Technology Park since the property was first purchased. This route includes Interstate
81, Interstate 581, the Exit 2 Peters Creek Road interchange, Peters Creek Road,
Valleypointe Parkway and Wood Haven Road.
The Valleypointe Parkway Realignment project was conceptually designed in-house
with the goals of:
• Realigning Valleypointe Parkway with the entrance to Green Ridge Recreation

Center;
• Widening Valleypointe Parkway to four lanes; and
• Providing sidewalk along Valleypointe Parkway from North Concourse Drive to
connect to the existing sidewalk located at the intersection of Wood Haven Road
and the entrance road to Green Ridge Recreation Center.
The project was submitted for SMART SCALE Round 4 funding in 2020 and was
included in the fiscal year 2022 Six Year Improvement Program in June 2021. VDOT
began preliminary engineering in 2023. The project is currently in the right-of-way phase
with construction anticipated in fiscal year 2026.
DISCUSSION:
VDOT contacted Roanoke County on May 30, 2025, with an offer package of $22,500
for the following components at 7415 Wood Haven Road (Green Ridge Recreation
Center) along the property's Wood Haven Road frontage to facilitate the project:
• Permanent easement for VDOT utilities;
• Temporary easement for construction; and
• Landscaping to be removed.
The proposed easements and landscaping removal are not anticipated to have an
impact on operations at Green Ridge Recreation Center.
FISCAL IMPACT:
VDOT is offering the Roanoke County Board of Supervisors $22,500 for a permanent
easement, a temporary easement and for landscaping to be removed.
STAFF RECOMMENDATION:
Staff recommends approval of the first reading of the ordinance and scheduling a
second reading for July 8, 2025.
