The Board of Supervisors of Roanoke County, Virginia, met this day at the
Roanoke County Administration Center, this being an adjourned meeting from Tuesday,
.
October 12, 1999, for the purpose of touring the Woods End property and receiving
information about a prototype school construction from an outside consultant.
IN RE:
CALL TO ORDER
Vice Chairman Nickens called the meeting to order at 8:00 a.m. The roll call
was taken. He announced that the members of the School Board were invited to attend
this meeting and that School Board Member Tom Leggette was present.
MEMBERS PRESENT: Vice Chairman Harry C. Nickens, Supervisors Fenton F.

TOUR OF WOODS END PROPERTY
Vice Chairman Nickens advised that the meeting would be recessed so that
the members could take a tour of the Woods End property beginning immediately and

RECONVENEMENT OF MEETING
Vice Chairman Nickens reconvened the meeting at 9:15 a.m.
IN RE:
INTRODUCTIONS AND VIDEO PRESENTATION
Vice Chairman Nickens introduced Mr. Robbie Ferris with the firm of Ferris,
Shuler, Ferris, Johnson & Lindstrom, Architects, from Fayetteville, North Carolina. He
advised that he learned of the prototype high school through a national publication and that
"It Mr. Ferris' firm has won national awards for it. Mr. Ferris showed a seven minute video.
Among the information in the video was that the unique feature of the school is a two story
atrium space in the center of the building which serves as the main circulation and activity
hub for the building. At each of the corners of the building are the main learning centers
or instructional pods, housing classrooms and various support functions. These functions
are arranged to allow team teaching and to optimize resources. The building is constructed
of concrete and brick panels.

WOODS END SPECIAL USE PERMIT BACKGROUND INFORMATION
Mr. Hodge briefed the Board members and staff on the background of the
proposed new South County high school. He reviewed the information on the Special Use
Permit which was sent with the agenda packet and approved by the Board on March 23,
1999.

IN RE:
PRESENTATION
Mr. Ferris advised that the prototype high school video was designed with the
input of 68 school boards, administrations, students and parents. The objective was to
make the school safe and secure, efficient, flexible, and with all departments and subjects
receiving equal prominence. He distributed copies of the floor plans for the school. He
advised that the cost of land and site development could affect the total cost for any
school. He reviewed the proposed budget for a prototype school in Roanoke County.
Supervisor Nickens advised that when he requested that Mr. Ferris to cost out a prototype
high school for South Roanoke County, he asked that he include $3 million for land costs
and $3.1 for site development. Mr. Ferris advised that the total project costs for the
prototype school for 1,200 students would be $27.8 million. The school would have
152,000 sq. feet with an auditorium of 12,500 sq. ft. and auxiliary gym of 7,929 sq. ft. He
also presented a schedule for completion and advised that if a new high school was started
in the next month or two, it could be completed in 2002.
There was a general discussion and Mr. Ferris responded to questions from
the Board members, and Mr. Leggette. Also attending and asking questions were Manjit
S. Toor, Project Principal, and Dale M. Leidich, Project Director, from Sherertz, Franklin,
Crawford, Shaffner, Inc., .architectsfor the South County High School.

COMMITTEE SCHOOL PROJECTS.

Mr. Hodge reviewed tour updated scneaules which show lh~ fi::;l,;öl illlJöd ur
issuing school construction bonds on projected capital funds balances and debt service
requirements of the County. The Board was provided with a summary of the Blue Ribbon
Committee's capital recommendations and a revised project budget for the new high
school. There was discussion and Supervisor Nickens advised that thB Board and School
Board need to make some decisions, and it is a challenge to try to achieve savings without
affecting the other phases of school construction, and without adversely impacting anyone
section of the County.
INRE:
UPDATE ON COMMITTEE MEETING CONCERNING GLENVAR MIDDLE
SCHOOL PROJECT
Supervisor Harrison advised that as a member of the committee asked to
meet concerning the Glenvar Middle School project, he would like to meet at any time to
move forward with the project. Supervisor Nickens advised that Marion Roark, Chair of the
School Board, attended the October 12, 1999 Board of Supervisors meeting and indicated
that she and Mr. Leggette were willing to meet with Supervisor Nickens and Harrison to
discuss the Glenvar Middle School project. However, Supervisor Nickens reported that Ms.
Roark advised him later that they could not meet with them until the entire School Board
met to discuss the Glenvar project, and this could not take place until after the School
Board meeting on October 28, 1999.

Vice Chairman Nickens thanked Mr. Leggette for attending the meeting;
thanked Mr. Mahoney for his assistance in providing information that made Mr. Leggette
comfortable attending the meeting; and thanked Mr. Ferris for his contributions.

ADJOURNMENT
At 11:10 a.m., Vice Chairman Nickens adjourned the meeting, and advised
that the next reg.ularly scheduled meeting will be held Tuesday, October 26, 1999,
beginning at 3:00 p.m.
