HomeMy WebLinkAbout5/14/2024 - RVTV FY24-25 Budget PresentationRoanoke County Board Update May 14, 2024 VIDEO PRESENTATION 1-minute What We Do Government Meetings & Live Streaming Events 102 meetings were recorded, directed and live streamed in 2023 Creative Media Production 2,673 minutes (45 hours) of original media content were produced in 2023 from 480 unique projects Drone & Photography Services 100 aerial photography shoots and 20 still photo shoots were scheduled in 2023 Graphic Design & Animation (added in 2021) Including graphic layout, logo design, animated characters, vehicle wraps, postcards, etc. Podcasts (added in 2023) Regularly work on 2-4 per month Estimated Service Value in past year $2.5 Million What is RVTV? Regional Cable Television Committee Agreement of 1992 Establishes a municipal cooperation between City of Roanoke, Roanoke County & Vinton Tasked to develop educational and institutional programming Studios based at Jefferson Center since 1993 Historically operated as a Government Access cable station Focus shifted to civic media resource production in 2020 Meeting the communications needs of governments and their respective school systems Most finished products geared toward mobile consumption, 3-5 min. Graphic design, animation and print layout service by request Who We Are Scott Ramsburg (Director) Manage organization operation and direction Media content creator and producer 25 years experience including marketing, government communication, video production, print publication and graphic design Lacy Stinnett & Allen Francis (Multimedia Producer II) Manage cable operations and technical operations Media content creator and producer Decades of video production experience at local media organizations Preston Seaman & Trevor Fair (Multimedia Producer I) Media content creator and producer Decades of video production experience at local media organizations Governance & Funding Regional Cable Television Committee Consists of 3 representatives from each locality (Elected, Citizen and Employee) Meets every other month to guide operations Roanoke County serves as fiscal agent Annual RVTV budget developed by director Cost shared by municipalities as a percentage of their population (US Census) Budget consists mostly of staffing costs Majority equipment and all capital expenses funded by cable franchise grants Virginia Communications Sales & Use Tax Beginning in 2007, cable providers began paying 5% sales and use tax in place of franchise fees to localities. Additional $0.20 per subscriber EG fee passed to support PEG programming.
