This use does not include existing uses defined in this ordinance including bed and breakfast, bed and breakfast inn, boarding house, country inn, and hotel/motel/motor lodge. " 13 ZoningIZOANOKE t:_'` COUNTY Ordinance , N Kr , EST. 838 (A) General Standards: 1 . The applicant shall obtain a zoning permit prior to the occupation of a room or dwelling for short-term rental. The zoning permit application shall include, but not be limited to, the following information: a. All relevant parcel information including tax map number, zoning district, address, and magisterial district. b. The applicant's name, address, and personal contact information. c. The name, address, and personal contact information of the authorized party responsible for resolving complaints, if different from the applicant. 14 Zoning Ordinance ROANOKE ` COUNTY vlFiclwA Eti IH3H 2. The County shall be notified within thirty (30) days of any change in the applicant's address or personal contact information, or any change in the name, address or personal contact information of the authorized party responsible for resolving complaints. 3. A short-term rental zoning permit expires upon any change in ownership of the property. 4. A short-term rental zoning permit may be revoked by the Zoning Administrator due to the failure of the applicant to comply with all applicable regulations set forth in this section or elsewhere in the Zoning Ordinance or County Code. 15 Zoning Ordinance ROANOKE COUNTY \IR/Amy\ Es1 1838 (B) In the R-1 and R-2 zoning district, the following standard shall apply: 1 . A special use permit shall be required on lots less than five (5) acres. One citizen had questions regarding impact to real estate values, insurance rates, the vetting process for renters, safety, and the extent of the special use permit. The other citizen supported the special use permit request. • The Planning Commission discussed: • Property owner's vetting process for renters; • The number of overnight guests: • That no complaints have been received from neighbors; • That the property owner lives on the upper floor of the house with his family; • Special use permit conditions; • Surrounding zoning and future land use. I�OA ' NTY 19 Planning CommissionVIRCfINIA EST. 1838 The Planning Commission recommends approval of the special use permit for a short-term rental with seven (7) conditions: 1 . The short-term rental shall be limited to the lower level of the existing residential dwelling (approximately 1 ,800 square feet) . 2. The number of overnight guests shall not exceed six (6) people. 3. One ( 1 ) off-street parking space shall be provided for each guestroom in addition to parking spaces required for the principal dwelling. All parking shall be provided on-site and shall be located in driveways and other designated approved parking areas. 20 Planning Commission ROANOKEfei)COESTTY_ VIRGINIn 1838UN 4. The property owner shall provide and maintain in good working order every smoke detector, carbon monoxide detector, and fire extinguisher required by law. Exits required by law shall not be obstructed. 5. The property must maintain a residential appearance. No signage shall be allowed with the short-term rental use. 6. No events such as parties, banquets, weddings, receptions, meetings, or similar events shall be allowed with the short-term rental use. 7.
