HomeMy WebLinkAbout7/23/2024 - Public Hearing - Supervisor Phil North - Comments - Crumpacker DrivePhils Comments July 23, 2024 In June 2005 the Planning Commission and Hollins Planning Commissioner, Gary Jarell, made a statement he was sympathetic to citizens' concerns regarding stormwater management. That said, He made a motion to proffer 65 homes consistent with the concept plan and 65 homes. It passed 4 to 0. Later that month, in June 2005, the BOS, including Hollins Supervisor Richard Flora, agreed and the BOS voted 5-0 to affirm 65 homes proffer in conformance to the concept plan. Acreage at that time was .68 acres per lot. Today we have been asked to remove the 65 home proffer. On July 2, 2024, the PC voted 5-0 to limit the area to 86 homes based on plans submitted for the 50 acres. Earlier in May 2024, a community meeting was held at Bonsack Elem. Citizens visited the plans and spoke about storm water concerns, traffic, school capacity, speed, fire and rescue services. Some 24 citizens attended and 9 ( nine) submitted comments. Several citizens living in the area, told me that they would consider buying homes, if the acreage was 0.68 and not smaller lots like they have today, nearby. Stormwater runoff and Lot drainage are still concerning today ( 11 spoke or expressed in comments) in 2024 like 2005. Other concerns are: Traffic: fact four ways into Crumpacker but only one way to and from the 50-acre site. Schools: fact Supt. Nicely says Bonsack has plenty capacity. Speed: fact latest speed board collected data on 3,723 vehicles. After 11 days data showed avg, speed 25.91 MPH on 25 MPH posted. Over 25 MPH accounted for 1.4% or 52 out of 3,723 vehicles. Fire and rescue-fact a new station 12 will serve the area Jan 2025 increasing response times to serve our citizens. All total between May community meeting and July 2 planning commission meeting, some 64 citizens attended and 22 spoke or provided written comments. And a petition of some 150 signatures was provided opposing expanding the 65-home proffer. In total 163 citizens either spoke (13) or (150) signed a petition on not removing the 65 home proffer to minimize impact on community. Others have expressed concerns on stormwater and lot drainage. "Tonight, we have heard from: Fill in as needed ......... " We are elected to listen to our citizens. Moreover, previous boards affirmed 65 homes as proffered. The votes were unanimous. All the level good lots are spoken for and almost completed in the County. About 15 of the lots on the 50 acres show 0.2 acres or less. Very intense. In addition, elevation increases 30% from below Crumpacker to the top ridge of the 50-acre site exists. That said, we have challenging topography that remains in most of the county, as well as, on these 50 acres. Lot drainage and steep slopes are ongoing concerns. Along with excavation challenges and costs. Having heard all the concerns from our citizens, I find that the proposed rezoning request from R1 C with 65 homes to R1 C with 86 homes is: 1. Inconsistent with good zoning practice, and 2. Will result in substantial detriment to the community. I therefore MOVE THAT WE DENY the rezoning request as it has been requested.
