Yes No Abstain Mr. Radford ® ❑ ❑ Ms. Hooker ® ❑ ❑ Mr..North ® ❑ ❑ Mr. Mahoney ® ❑ ❑ Ms. Shepherd ® ❑ ❑ Page 1 of 1 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, FEBRUARY 10, 2026 RESOLUTION 021026-1 RECOGNIZING ROANOKE COUNTY'S SNOW REMOVAL TEAM MEMBERS DURING THE JANUARY 24 AND JANUARY 30, 2026 WINTER STORMS WHEREAS, the Board of Supervisors hereby commends Roanoke County's snow removal team members for their exceptional dedication and professionalism during the recent winter storms, including working extended hours over seventeen consecutive days to prepare for, respond to, and recover from severe winter weather conditions; and WHEREAS, through solid planning and early action, including extensive pre- treatment of parking lots, staff helped reduce hazardous conditions before the first snowfall, setting the foundation for a safe and effective response; and WHEREAS, staff worked tirelessly to clear snow and later remove accumulated snow piles, often under challenging and hazardous conditions, demonstrating a strong commitment to public safety and service continuity; and WHEREAS, their efforts ensured that Roanoke County's 24/7/365 operations staff including police officers, fire and rescue personnel, and emergency communications officers, were able to access county facilities quickly and safely, allowing emergency and public safety services to remain fully operational throughout the storm; and WHEREAS, because of this work, county buildings were able to reopen efficiently, enabling employees and citizens to safely access essential services such as libraries, recreation facilities, and other public spaces once the storm had passed; and WHEREAS, the Board of Supervisors of Roanoke County, Virginia does hereby extend its sincere appreciation to the following staff members from the Parks, Recreation Page 1 of 2 and Tourism Department, and staff members from Development Services' Stormwater Drainage Division: Robert Arno, Braden Ashby, Micheal Blair, Tabby Blaylock, Steve Brammer,Austin Brookman, Morgan Edwards, Chris Firebaugh, Desmond Gallaher, Eddie Goode, Keith Hill, David Jordan, Gerald Landes, Dylan Marron, Chris McVey, Hunter Meador, Jerome Robinson, Scott Schescke, Emmett Smith, Trent Terry, Jeff Willard, Eric Vest, Dalton Hughes, Jimmy Fralin, DJ Myers, Jason Rakes, Jimmy Sutphin, and Nathan Wimmer. E.1 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: February 10, 2026 AGENDA ITEM: Resolution authorizing the use of competitive negotiation in the procurement of professional services for the redevelopment of the proposed Hollins Fire Station, pursuant to the Public-Private Education Facilities and Infrastructure Act of 2002 SUBMITTED BY: George G. Caywood County Administrator ISSUE: Board of Supervisors' determination of procurement procedures for redevelopment of the Hollins Fire Station, pursuant to the County's Public-Private Education Facilities and Infrastructure Act of 2002, as revised January 2021. BACKGROUND & DISCUSSION: The Board of Supervisors accepted an unsolicited PPEA proposal (pursuant to the Public-Private Education Facilities and Infrastructure Act (PPEA) for review of the Hollins Fire Station redevelopment project, located at 7401 Barrens Road in the County of Roanoke (the "Hollins Fire Station"). For simultaneous consideration, the County solicited any competing proposals that comply with the PPEA and the Guidelines. No competing proposals were received. The County's PPEA Guidelines state that "The Board of Supervisors will determine at the initial stage review" the procedures that will be used in procuring services for completion of a project. Insofar as the proposals predominantly involve professional services (as defined in Section 2.2-4301 of the Code of Virginia), it would be proper and lawful to use the procurement process of "competitive negotiation" for professional services (as set forth Page 1 of 2 in Section 2.2-4302.2(A)(4) of the Code of Virginia). FISCAL IMPACT: There is no fiscal impact associated with this determination by the Board. STAFF RECOMMENDATION: Staff recommends the adoption of this resolution. Co my Administrator/ Clerk to the Board of Supervisors CC: George Assaid, Capital Projects Administrator Heath Honaker, Purchasing Division Director 2 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, FEBRUARY 10, 2026 RESOLUTION 021026-3 IN OPPOSITION TO 1) HOUSE BILL 1374, WHICH WOULD AMEND TITLE 23.1 OF THE CODE OF VIRGINIA TO EFFECTUATE THE DISSOLUTION OF THE BOARD OF VISITORS OF THE VIRGINIA MILITARY INSTITUTE AND PLACE GOVERNANCE OF THE VIRGINIA MILITARY INSTITUTE UNDER THE BOARD OF VISITORS OF VIRGINIA STATE UNIVERSITY, AND 2) HOUSE BILL 1377, WHICH WOULD CREATE A TASK FORCE TO EXAMINE HIGHER EDUCATION AT THE VIRGINIA MILITARY INSTITUTE AND ASSESS WHETHER OTHER PUBLIC INSTITUTIONS COULD REPLACE THE ROLE OF THE VIRGINIA MILITARY INSTITUTE WHEREAS, House Bill 1374 has been introduced in the 2026 General Assembly Session; the bill proposes to dissolve the Board of Visitors of the Virginia Military Institute ("VMI") and place the VMI under the governance of the Board of Visitors of Virginia State University; and WHEREAS, House Bill 1377 has also been introduced in the 2026 General Assembly; the bill proposes to create a task force to determine whether VMI should continue to be a state-sponsored institution of higher education in the Commonwealth of Virginia; and WHEREAS, VMI was founded in 1839 as America's first state-sponsored and supported military college and is the oldest public senior military college in the United States; and WHEREAS, in 1839, Lexington and Rockbridge County citizens developed the foundational design and principles of VMI, which they later gained Commonwealth approval to implement, establishing the citizen-soldier model; and Page 1 of 3 WHEREAS, in keeping with its founding principles and unlike any other Senior Military College in the United States, VMI enrolls cadets only, awards bachelor's degrees exclusively, and grants degrees in disciplines in engineering, science, and the liberal arts; and WHEREAS, VMI has produced approximately 26,000 graduates during its 186 years of existence, many of whom have served the United States of America, the U.S. Navy, U.S. Army, U.S. Air Force, and the U.S. Marine Corps, including over 285 graduates who have obtained the rank of general or flag officer; and WHEREAS, VMI is the only Virginia institution of higher education with a State Cadet program that graduates citizen-soldiers to work directly for the Commonwealth and benefit all citizens and has produced leaders in the military, education, medicine, law, and engineering; and WHEREAS, VMI, as a treasured part of the history of the Commonwealth of Virginia, has more than earned the right to govern itself under its own Board of Visitors as it has done for over 186 years. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County 1. Hereby expresses its opposition to 1) House Bill 1374, which proposes to amend Title 23.1 of the Code of Virginia to dissolve the VMI Board of Visitors and place VMI under the governance of the Board of Visitors of Virginia State University, and 2) House Bill 1377, which would create a task force to examine higher education at the VMI and to assess whether other public Page 2 of 3 institutions could replace the role of VMI, and urges the General Assembly to reject said legislation, and 2. Urges the General Assembly not to enact these proposed bills. The Clerk shall provide copies of this resolution to each member of the Virginia House of Delegates and Senate that represents the County of Roanoke. Lubeck, County Attorney Page 3 of 3 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, FEBRUARY 10, 2026 EMERGENCY ORDINANCE 021026-4 TEMPORARILY SUSPENDING THE FEBRUARY 1ST DEADLINE FOR FILING OF TAX RETURNS FOR TANGIBLE PERSONAL PROPERTY, AS SET FORTH IN SECTION 21- 16 OF THE ROANOKE COUNTY CODE, AND EXTENDING THE FILING DEADLINE, FOR TAX YEAR 2026 ONLY, TO FEBRUARY 17T" WHEREAS, Section 21-16 of the Roanoke County Code mandates that tax returns for tangible person property be filed with the Commissioner of the Revenue on or before February 1 of the year for which the tax is to be assessed; and WHEREAS, Section 21-26 further states that"any person who shall fail to file such a return on or before February 1 of the year for which the tax is to be assessed shall, in addition to the tax to be paid, be assessed a penalty of ten (10) percent of the tax due"; and WHEREAS, the citizens of Roanoke County have been significantly affected by the recent ice and snowstorms; and WHEREAS, on January 22, 2026, Governor Spanberger issued Executive Order 11 declaring a state of emergency due to such winter storm events; and WHEREAS, it has become evident to the Commissioner of Revenue that the recent winter storm events have impacted individuals' and businesses' ability to file the required tax returns by the February 1st deadline; and WHEREAS, the Roanoke County Commissioner of the Revenue has proposed that the Board adopt an emergency ordinance that would, for the present tax year only, suspend the February 1st filing deadline and extend the filing deadline to February 17th; and Page 1 of 2 WHEREAS, the first reading of this ordinance was held on February 10, 2026, and the second reading has been dispensed with, upon an affirmative vote of 4/5ths of the members of the Board, this being deemed to be an emergency measure pursuant to Section 18.04 of the Roanoke County Charter. NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. The February 1st tax return filing deadline that is imposed by Section 21-16 of the Roanoke County Code is suspended for tax year 2026. For this year only, an extended tax return filing deadline of February 17 is imposed. 3. An emergency is deemed to exist, and this ordinance shall be effective upon its adoption. F.1 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: February 10, 2026 AGENDA ITEM: ORDINANCE AUTHORIZING THE TEMPORARY RELOCATION OF THE HOLLINS DISTRICT PRECINCT 206 POLLING PLACE PURSUANT TO VIRGINIA CODE SECTION 24.2-306, 24.2-307, AND 24.2-310 SUBMITTED BY: Anna Cloeter General Registrar and Director of Elections APPROVED BY: Richard L. Caywood County Administrator ISSUE: The current polling place for Hollins Precinct 206 is the Hollins Library. Due to planned construction in 2026 at the Hollins Library, it is necessary to temporarily relocate the polling place from the Hollins Library. BACKGROUND: Virginia Code § 24.2-306, § 24.2-307, and § 24.2-310 authorize the governing body of each county to establish the polling place for each precinct in that jurisdiction by ordinance. DISCUSSION: The current polling place for Hollins Precinct 206 is the Hollins Library. There is planned construction scheduled to begin at the Hollins Library in May 2026, which is expected to conclude in July 2027. Election officials have determined that the citizens would be better served with the temporary relocation of the Hollins District Precinct 206 polling place to North Roanoke Baptist Church, located at 6402 Peters Creek Road, Roanoke, Virginia 24019. Leaders at the North Roanoke Baptist Church have shared that the church agrees to serve as the temporary polling place for Hollins Precinct 206 during construction at the Hollins Library. An ordinance is needed from the Board of Supervisors to effectuate this temporary change in polling place. Page 1 of 2 FISCAL IMPACT: To comply with the Virginia Code, this matter was noticed by publication in the Roanoke Times, and the County provided funds for that notice. There will also be costs associated with notices that must be sent by mail to registered voters impacted by this proposed polling place change. STAFF RECOMMENDATION: Staff recommends that the Board of Supervisors approve the first reading of this ordinance and schedule a second reading for February 24, 2026. Caywood County Administrator ISSUE: The Western Virginia Water Authority ("WVWA") has requested easements across property owned by the Board of Supervisors of Roanoke County, Virginia for construction of the Gish Mill Water Line Improvement Project. BACKGROUND: The WVWA is conducting a water line improvement project with plans to proceed across property owned by the Board of Supervisors of Roanoke County, Virginia known as Glade Creek Park. Glade Creek Park sits below the Billy Byrd Apartments on a former school bus lot and athletic fields of the old Roanoke County Career Center. Glade Creek Park is home to several community assets including two sports fields, a section of the Glade Creek Greenway, and a recycling center that serves the eastern portion of Roanoke County. In addition to hosting youth sport participants and greenway users each year, Glade Creek Park may best be known as the longtime home of the Vinton Dogwood Festival which takes place each April and welcomes thousands of visitors to the Vinton community. DISCUSSION: Roanoke County staff have reviewed the proposed easements and the proposed plans for the project, and have discussed potential concerns (the need for the WVWA to be Page 1 of 2 cognizant of utility lines on the property) with the WVWA. Pursuant to the terms of the easement, the WVWA agrees to restore and repair any actual damage to the property which may be directly caused by the construction, reconstruction, or maintenance of the waterline as near as is practicable to the condition at the time the easement is granted. There have been no changes since the first reading held on January 27, 2026. FISCAL IMPACT: Payment of$1.00 has been proposed by the WVWA as fair market value compensation for this easement. That pursuant to the provision of Section 16.01 of the Roanoke County Charter, the interest in real estate to be conveyed is hereby declared to be surplus and is hereby made available for conveyance to the WVWA for purposes of a public utility easement and a temporary construction easement. 2. Replacing this equipment will ensure continued compliance with current clinical standards and maintain reliable lifesaving capability during cardiac arrest responses. BACKGROUND In 2003, the Roanoke Valley-Allegheny Regional Commission (RVARC) received funding from the Virginia Department of Emergency Management to develop a Regional Pre-Disaster Mitigation Plan. This plan covered all of the unincorporated areas, towns, cities and counties within the RVARC service area; except the localities of Franklin County and the towns of Boones Mill and Rocky Mount, which are covered by the West Piedmont Planning District Regional Pre-Disaster Mitigation Plan. The Regional Pre Disaster Mitigation Plan was completed and adopted by the Roanoke County Board of Supervisors on October 11, 2005. The Hazard Mitigation Plan fulfills the Federal requirements for the Disaster Mitigation Act of 2000. The plan identifies hazards; estimates losses; and establishes community goals, objectives and mitigation activities that are appropriate for the Roanoke Valley- Alleghany region and the various organizations which are represented in the plan. The plan was last updated and adopted in 2019. These plans must be updated every five years. The 2019 plan expired in September 2024. Page 1 of 3 DISCUSSION FEMA defines "mitigation" as any sustained action taken to reduce or eliminate long term risk to life and property from a hazard event. Mitigation, also known as prevention, encourages reduction of hazard vulnerability. The goal of mitigation is to save lives and reduce property damage. Mitigation can accomplish this, and should be cost-effective and environmentally sound. This, in turn, can reduce the enormous cost of disasters to property owners and all levels of government. In addition, mitigation can protect critical community facilities, reduce exposure to liability, and minimize community disruption. Examples of mitigation include land use planning, adoption of building codes and floodplain regulations, and acquisition or flood-proofing of flood-prone homes. An adopted Hazard Mitigation Plan allows local governments to apply for disaster mitigation funds which become available following a natural disaster. In September 2024 Hurricane Helene struck Virginia and received a federal disaster declaration. Quick adoption of this plan update is important for those local governments which are applying for funds associated with the Hurricane Helene disaster. This plan incorporates the following jurisdictions. All of these jurisdictions have been active participants in the plan. Alleghany County; Botetourt County; Craig County; Roanoke County; City of Covington; City of Roanoke; City of Salem; Town of Buchanan; Town of Clifton Forge; Town of Fincastle; Town of Vinton; Roanoke Valley-Alleghany Regional Commission; Roanoke Valley Resource Authority; and Western Virginia Water Authority. The plan also covers the geographic area of the Towns of New Castle and Iron Gate. While New Castle and Iron Gate did not meet the threshold of participation in this plan, their emergency services efforts operate jointly with Craig County and Alleghany County respectively. FISCAL IMPACT: Adoption of the plan does not obligate the County financially or legally to accomplish any of the goals or projects contained in the plan. Please note that even though this is a "regional" plan, the goals, strategies and projects for Roanoke County are unique for Roanoke County and are outlined in the section designated specifically for Roanoke County. Accordingly, no appropriation of funds is required. Stafford Disaster Relief and Emergency Assistance Act, as amended; the National Flood Insurance Act of 1968, as amended; and the National Dam Safety Program Act, as amended; and WHEREAS the Hazard Mitigation Plan 2025 Update identifies mitigation goals and actions to reduce or eliminate long-term risk to people and property in the region from the impacts of future hazards and disasters; and WHEREAS adoption by the Roanoke County Board of Supervisors demonstrates its commitment to hazard mitigation and achieving the goals outlined in the Hazard Mitigation Plan. NOW THEREFORE, BE IT RESOLVED BY THE ROANOKE COUNTY BOARD OF SUPERVISORS, that the Roanoke Valley-Alleghany Regional Pre-Disaster Mitigation Plan, as updated in 2025, is hereby approved and adopted.
