The Board of Supervisors of Roanoke County, Virginia met this day at the Roanoke
County Administration Center, this being the first regularly scheduled meeting of the
month of February 10, 2026. Audio and video recordings of this meeting will be held on
file for a minimum of five (5) years in the office of the Clerk to the Board of Supervisors .
Before the meeting was called to order, an invocation/a moment of silence was
observed. The Pledge of Allegiance was recited by all present.
A. OPENING CEREMONIES

B. REQUESTS TO POSTPONE , ADD TO OR CHANGE THE ORDER OF AGENDA
ITEMS
Mr. Lubeck stated he had two proposed requests. First, to add as item E(2), a
resolution opposing proposed house bills 137 4 and 1377 ; and second , to add as
item E(3), an emergency ordinance temporarily suspending the February 1st
deadline for filing tax returns for tangible personal property , for tax year 2026 only,
and extending the filing deadline to February 17th.
No objections were made to the addition of items; the agenda was amended as
requested.

Supervisor Hooker moved to adopt the resolution. Supervisor Radford seconded the
motion. Motion approved.

D. BRIEFING
1. Briefing to discuss with the Board of Supervisors the real estate assessment

E. NEW BUSINESS
Action No . 021026-2 Item E.1
1 . Resolution authoriz ing the use of competitive negotiation in the procurement of
professional services for the redevelopment of the Hollins Fire Station, pursuant
to the Pub lic-Private Educational Facilit ies and Infrastructure Act of 2002.

Supervisor North moved to adopt the resolution . Supervisor Radford seconded the
motion . Motion approved.

2. Resolution in opposition to 1) House Bill 137 4, which would amend T itle 23.1 of
the Code of Virginia to effectuate the dissolution of the Board of Visitors of the
V irginia Military Institute and place governance of the Virginia Military Institute
under the board of visitors of Virginia State University, and 2) House Bill 1377,
which would create a task force to examine higher education at the V irginia
Military Institute and assess whether other public institutions could replace the
role of the Virginia Military Institute (Peter S. Lubeck , County Attorney)
Supervisor Hooker moved to adopt the resolution. Supervisor Shepherd seconded
the motion. Motion approved.

3. Emergency ordinance temporarily suspending the February 1st deadline for filing
of tax returns for tangible personal property, as set forth in Section 21-16 of the
Roanoke County Code, and extending the filing deadline , for tax year 2026 only,
to February 17th. (P. Jason Peters, Roanoke County Commissioner of the
Revenue)
Supervisor North moved to approve the ordinance as an emergency ordinance, due
to time constraints, and to dispense the second reading upon an affirmative vote of
4/5ths of the members of the Board . Supervisor Mahoney seconded the motion.
Motion approved.

F. FIRST READING OF ORDINANCE

1. Ordinance authorizing the temporary relocation of the Hollins District Precinct
206 polling place pursuant to Virginia Code Section 24.2-306, 24.2-307 , and
24.2-310. (Anna Cloeter, Registrar) (First Reading and Request for Second
Reading)
Supervisor North moved to approve the first reading of this ordinance and
scheduling the second reading for February 24, 2026. Supervisor Hooker seconded
the motion. Motion approved.

H. CITIZENS' COMMENTS AND COMMUNICATIONS
This time has been set aside for Roanoke County citizens, County property owners,
and County business owners to address the Board on matters of interest or concern.
While the Board desires to hear from all who desire to speak, this agenda item is
limited to a duration of 30 minutes, Each individual speaker shall be afforded 3
minutes to speak.

prospective business or industry or the expansion of an existing business or
industry where no previous announcement has been made of the business' or
industry 's interest in locating or expanding its facilities in the community. The

M. CERTIFICATION RESOLUTION

In the closed session just concluded , nothing was discussed except the matter which
was identified in the motion to convene in closed session. Only those matters
lawfully permitted to be discussed under the Virginia Freedom of Information Act
were discussed.
Supervisor Hooker moved to adopt the certification resolution. Supervisor Radford
seconded the motion. Motion approved .
