HomeMy WebLinkAbout2/10/2026 - RegularRoanoke County Board of Supervisors Minutes February 10, 2026 -2:00 p.m. OUDu15 The Board of Supervisors of Roanoke County, Virginia met this day at the Roanoke County Administration Center, this being the first regularly scheduled meeting of the month of February 10, 2026. Audio and video recordings of this meeting will be held on file for a minimum of five (5) years in the office of the Clerk to the Board of Supervisors . Before the meeting was called to order, an invocation/a moment of silence was observed. The Pledge of Allegiance was recited by all present. A. OPENING CEREMONIES 1. Roll Call Present: Supervisors Radford, Hooker, North, Mahoney, Shepherd Absent: None Staff Present: Richard L. Caywood , County Administrator; Doug Blount, Deputy County Administrator; Madeline Hanlon, Assistant County Administrator, Peter S. Lubeck, County Attorney; Amy Whittaker, Public Information Officer and Rhonda D. Perdue , Chief Deputy Clerk to the Board B. REQUESTS TO POSTPONE , ADD TO OR CHANGE THE ORDER OF AGENDA ITEMS Mr. Lubeck stated he had two proposed requests. First, to add as item E(2), a resolution opposing proposed house bills 137 4 and 1377 ; and second , to add as item E(3), an emergency ordinance temporarily suspending the February 1st deadline for filing tax returns for tangible personal property , for tax year 2026 only, and extending the filing deadline to February 17th. No objections were made to the addition of items; the agenda was amended as requested. C . PROCLAMATIONS , RESOLUTIONS , RECOGNITIONS AND AWARDS Action No. 021026-1 Item C.1 Page 1 of 6 000 016 1. Resolution recognizing Roanoke County 's snow removal team members during the January 24 and January 30, 2026 winter storms . (Richard L. Caywood , County Administrator) Supervisor Hooker moved to adopt the resolution. Supervisor Radford seconded the motion. Motion approved. Ayes : Supervisors Radford , Hooker, North, Mahoney , Shepherd Nays: None D. BRIEFING 1. Briefing to discuss with the Board of Supervisors the real estate assessment process . (Richard L. Caywood , County Administrator) Briefing was given by Richard L. Caywood . E. NEW BUSINESS Action No . 021026-2 Item E.1 1 . Resolution authoriz ing the use of competitive negotiation in the procurement of professional services for the redevelopment of the Hollins Fire Station, pursuant to the Pub lic-Private Educational Facilit ies and Infrastructure Act of 2002. (George Assaid , Capital Projects Administra tor) Supervisor North moved to adopt the resolution . Supervisor Radford seconded the motion . Motion approved. Ayes: Supervisors Radford , Hooker, North, Mahoney , Shepherd Nays: None Action No. 021026-3 Item E.2 2. Resolution in opposition to 1) House Bill 137 4, which would amend T itle 23.1 of the Code of Virginia to effectuate the dissolution of the Board of Visitors of the V irginia Military Institute and place governance of the Virginia Military Institute under the board of visitors of Virginia State University, and 2) House Bill 1377, which would create a task force to examine higher education at the V irginia Military Institute and assess whether other public institutions could replace the role of the Virginia Military Institute (Peter S. Lubeck , County Attorney) Supervisor Hooker moved to adopt the resolution. Supervisor Shepherd seconded the motion. Motion approved. Emergency ordinance temporarily suspending the February 1st deadline for filing of tax returns for tangible personal property, as set forth in Section 21-16 of the Roanoke County Code, and extending the filing deadline , for tax year 2026 only, to February 17th. Jason Peters, Roanoke County Commissioner of the Revenue) Supervisor North moved to approve the ordinance as an emergency ordinance, due to time constraints, and to dispense the second reading upon an affirmative vote of 4/5ths of the members of the Board . Supervisor Mahoney seconded the motion. Motion approved. Ayes: Supervisors Radford, Hooker, North, Mahoney, Shepherd Nays: None F. FIRST READING OF ORDINANCE Action No. 021026-5 Item F.1 1. Ordinance authorizing the temporary relocation of the Hollins District Precinct 206 polling place pursuant to Virginia Code Section 24.2-306, 24.2-307 , and 24.2-310. (Anna Cloeter, Registrar) (First Reading and Request for Second Reading) Supervisor North moved to approve the first reading of this ordinance and scheduling the second reading for February 24, 2026. Supervisor Hooker seconded the motion. Motion approved. Ayes: Supervisors Radford, Hooker, North, Mahoney, Shepherd Nays :None G. CONSENT AGENDA Action No. 021026-6.a-g Item G.1-7 ALL MATTERS LISTED UNDER THE CONSENT AGENDA ARE CONSIDERED BY THE BOARD TO BE ROUTINE AND WILL BE ENACTED BY ONE RESOLUTION IN THE FORM OR FORMS LISTED BELOW. Ordinance authorizing the granting of easements to the Western Virginia Water Authority for the Gish Mill Water Line Improvement Project on property owned by the Board of Supervisors of Roanoke County, Virginia. (Second Reading) Action No . 021026-6.c Item G.3 3. Ordinance accepting and appropriating $24,849 from Firehouse Subs Public Safety Foundation for new armor plates for the SWAT Team. (Second Reading) Action No. 021026-6.d Item G.4 4 . Ordinance accepting and appropriating a donation from the Friends of the Roanoke County Public Library in the amount of $46,000 for use by the Roanoke County Library Department. (Second Reading) Action No. 021026-6.e Item G.5 5. Request to Accept and Allocate grant funds of $27,796.31 from the Virginia Department of Health Rescue Squad Assistance Fund along with a local match of $27,796 .31 for a total of $55,592 .62. Action No . 021026-6.f Item G.6 6. Resolution Directing the Roanoke County Planning Commission to Study and Provide Recommendation Regarding Whether to Amend the Provisions of the Roanoke County Zoning Ordinance to Restrict the Operation of Abortion Clinics Within the County's Various Zoning Districts. Action No. 021026-6.g Item G.7 7. Resolution adopting the updated Roanoke Valley-Alleghany Regional Commission Pre-Disaster Mitigation Plan 2025 Update. Supervisor Radford moved to adopt all matters on the consent agenda. Supervisor North seconded the motion. Motion approved . Ayes: Supervisors Radford, Hooker, North, Mahoney, Shepherd Nays: None H. CITIZENS' COMMENTS AND COMMUNICATIONS This time has been set aside for Roanoke County citizens, County property owners, and County business owners to address the Board on matters of interest or concern. While the Board desires to hear from all who desire to speak, this agenda item is limited to a duration of 30 minutes, Each individual speaker shall be afforded 3 minutes to speak. Work session to review with the Board of Supervisors the County Administrator's Proposed Fiscal Year 2027 -2036 Capital Improvement Program (GIP). (Laurie Gearheart , Chief Financial Officer) 2. Work session to review with the Board of Supervisors SMART SCALE Round 7 Potential Applications. (Megan Cronise, Assistant Directo r of Planning) 3 . Work session to discuss Opioid Abatement Authority grant opportunities. (Madeline Hanlon, Assistant County Administrator and Josh Fridley , Constituent Services Administrator) L. CLOSED MEETING Action No . 021026-8 1. Section 2 .2-3711 (A)(5) of the Code of Virginia, for discussion concerning a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the business' or industry 's interest in locating or expanding its facilities in the community. CERTIFICATION RESOLUTION Action No. 021026-9 In the closed session just concluded , nothing was discussed except the matter which was identified in the motion to convene in closed session. Only those matters lawfully permitted to be discussed under the Virginia Freedom of Information Act were discussed. Supervisor Hooker moved to adopt the certification resolution.
