are held on the second and fourth Tuesday at 2:00 p.m. Public hearings are held at
6:00 p.m. on the fourth Tuesday of each month. Deviations from this schedule will be
announced. The meetings are broadcast live on RVTV, Channel 3, and will be
rebroadcast on Friday at 7:00 p.m. and on Sunday from 10:00 a.m. until 5 p.m. Board

ISSUE:
The Virginia referendum scheduled for April 21, 2026, is a special election on a
proposed constitutional amendment that would grant the General Assembly temporary
authority to redraw the state's congressional districts mid-decade.
BACKGROUND:
The Board of Supervisors of Roanoke County holds that the integrity of the electoral
process is the cornerstone of a representative democracy and that “voters should
choose their politicians, rather than politicians choosing their voters.”
In 2020, Virginia voters overwhelmingly amended the Constitution of Virginia to
establish a bipartisan Redistricting Committee, intending to end the practice of partisan
gerrymandering and ensure that district lines remain stable for a full decade following
the decennial census.
DISCUSSION:
The General Assembly is currently seeking to bypass these established protections
through a proposed constitutional amendment to be voted on in a special election on
April 21, 2026, which would grant the legislature temporary authority to redraw

congressional maps mid-decade.
This Board opposes the proposed “10-1” Congressional Map, which seeks to engineer a
predetermined partisan outcome of ten Democratic seats and one Republican seat,
representing a blatant return to the “extreme partisan gerrymandering” that Virginia
voters explicitly rejected in 2020.
The proposed redistricting maps threaten the protection of rural interests by diluting the
influence of Virginia’s agricultural and rural communities, often "packing" rural voters or
attaching them to distant urban centers with vastly different economic and infrastructure
needs.
This Board expresses grave concern regarding the procedural integrity of this
amendment, noting that the Tazewell County Circuit Court on January 27, 2026, ruled
the General Assembly’s actions to be "void ab initio" and a "blatant abuse of power" for
violating internal procedural rules and failing to provide the constitutionally required
public notice.
Rushing a constitutional change through a low-turnout special election-at a taxpayer
cost of approximately $5 million-during an ongoing legal challenge creates unnecessary
confusion and erodes public trust in the stability of our laws.
FISCAL IMPACT:
There is no fiscal impact associated with the adoption of this resolution.

2. Calls upon the Virginia Supreme Court and the General Assembly to uphold
the procedural integrity of the Constitution and protect the independent
redistricting process from partisan interference.
The Clerk shall provide copies of this resolution to each member of the Virginia House
of Delegates and Senate that represents the County of Roanoke , and to United States
Congressmen that represent the County of Roanoke.

The Board of Supervisors of Roanoke County, Virginia met this day at the Roanoke
County Administration Center, this being the first regularly scheduled meeting of the
month of February 10, 2026. Audio and video recordings of this meeting will be held on
file for a minimum of five (5) years in the office of the Clerk to the Board of Supervisors.
Before the meeting was called to order, an invocation/a moment of silence was
observed. The Pledge of Allegiance was recited by all present.

and extending the filing deadline to February 17th.
No objections were made to the addition of items; the agenda was amended as
requested.

which would create a task force to examine higher education at the Virginia
Military Institute and assess whether other public institutions could replace the
role of the Virginia Military Institute (Peter S. Lubeck, County Attorney)

ISSUE:
The current polling place for Hollins Precinct 206 is the Hollins Library. Due to planned
construction in 2026 at the Hollins Library, it is necessary to temporarily relocate the
polling place from the Hollins Library.
BACKGROUND:
Virginia Code § 24.2-306, § 24.2-307, and § 24.2-310 authorize the governing body of
each county to establish the polling place for each precinct in that jurisdiction by
ordinance.
DISCUSSION:
The current polling place for Hollins Precinct 206 is the Hollins Library. There is planned
construction scheduled to begin at the Hollins Library in May 2026, which is expected to
conclude in July 2027. Election officials have determined that the citizens would be
better served with the temporary relocation of the Hollins District Precinct 206 polling
place to North Roanoke Baptist Church, located at 6402 Peters Creek Road, Roanoke,
Virginia 24019. Leaders at the North Roanoke Baptist Church have shared that the
church agrees to serve as the temporary polling place for Hollins Precinct 206 during
construction at the Hollins Library. An ordinance is needed from the Board of
Supervisors to effectuate this temporary change in polling place.

There have been no changes since the first reading held on February 10, 2026.
FISCAL IMPACT:
To comply with the Virginia Code, this matter was noticed by publication in the Roanoke
Times, and the County provided funds for that notice. There will also be costs
associated with notices that must be sent by mail to registered voters impacted by this
proposed polling place change.
STAFF RECOMMENDATION:
Staff recommends that the Board of Supervisors approve this ordinance.

CENTER ON TUESDAY, FEBRUARY 24, 2026
ORDINANCE AUTHORIZING THE TEMPORARY RELOCATION OF THE
HOLLINS DISTRICT PRECINCT 206 POLLING PLACE PURSUANT TO
VIRGINIA CODE SECTION 24.2-306, 24.2-307, AND 24.2-310
WHEREAS, Virginia Code § 24.2-306, § 24.2-307, and § 24.2-310 authorize the
governing body of each county to establish the polling place for each precinct in that
jurisdiction by ordinance; and
WHEREAS, the current polling place for Hollins District Precinct 206 is the Hollins
Library; and
WHEREAS, there is planned construction scheduled to begin at the Hollins Library
in May 2026, which is expected to conclude in July 2027; and
WHEREAS, election officials have determined that the citizens would be better
served by temporarily relocating the Hollins District Precinct 206 polling place during
construction at the Hollins Library to North Roanoke Baptist Church, located at 6402
Peters Creek Road, Roanoke, Virginia 24019; and
WHEREAS, leaders of North Roanoke Baptist Church have shared with Roanoke
County staff that North Roanoke Baptist Church may be used as the temporary polling
place for Hollins District Precinct 206 during construction at the Hollins Library; and
WHEREAS, in order to comply with Virginia Code § 24.2-306, this matter was
noticed by publication in The Roanoke Times on February 10, 2026 and February 17,
2026; and
WHEREAS, the first reading of this ordinance was held on February 10, 2026, and
the second reading was held on February 24, 2026.
NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. The Hollins District Precinct 206 polling place shall be temporarily relocated
from the Hollins Library located at 6624 Peters Creek Road, Roanoke,
Virginia 24019 to North Roanoke Baptist Church located at 6402 Peters
Creek Road, Roanoke, Virginia 24019.
2. Once construction at the Hollins Library is complete, the polling place for
Hollins District Precinct 206 will return to its original location at the Hollins
Library located at 6624 Peters Creek Road, Roanoke, Virginia 24019.
3. The General Registrar for the County of Roanoke, Virginia, is hereby
authorized to take all measures necessary to comply with Virginia law and
regulations regarding a change in polling place and for reasonable
notification to the voters of this change in their polling location.
4. The County Administrator, Deputy County Administrator, Assistant County
Administrator, and the General Registrar are hereby authorized and
directed to take such other actions as may be necessary to accomplish the
intent of this ordinance.
5. This ordinance shall take effect from and after the date of adoption.

ISSUE:
Review fiscal year 2026-2027 projected General Government Fund operating budget
revenues and updates to the County of Roanoke Fee Compendium.
BACKGROUND:
As part of the annual operating budget development process, staff provides the Board
of Supervisors revenue projections for the coming fiscal year in advance of the County
Administrator's proposal of the operating budget.
Staff will also provide updates considered for the County of Roanoke Fee Compendium,
which is adopted at the same time as adoption of annual budget ordinances per
Section 4-3, Item B of the County's Comprehensive Financial Policy.
DISCUSSION:
This work session will provide the Board of Supervisors information regarding fiscal year
2026-2027 revenue projections for the General Government Fund. Revenue projections
are subject to change based on any additional information received by staff. Final
proposed fiscal year 2026-2027 revenues will be detailed in the County Administrator's
Proposed Fiscal Year 2026-2027 Operating Budget document, scheduled to be
presented to the Board of Supervisors on March 24, 2026.

Staff will also provide the Board of Supervisors an overview of the County of Roanoke
Fee Compendium that is approved by the Board of Supervisors as part of the fiscal year
2026-2027 budget adoption. The County's Comprehensive Financial Policy indicates in
Section 4-3, Item B that " ... County staff shall produce an annual Fee Compendium to
be adopted by the Board of Supervisors at the same time as Adoption of the Annual
Budget Ordinances." Staff will provide an overview of updates considered for the Fiscal
Year 2026-2027 compendium.
FISCAL IMPACT:
There is no fiscal impact associated with receiving this information.

Staff recommends that the Board of Supervisors receive information regarding County
of Roanoke fiscal year 2026-2027 projected General Government Fund operating
