RESOLUTION 032426-1 RECOGNIZING EM POERTNER FOR HER EXEMPLARY
SERVICE TO ROANOKE COUNTY
WHEREAS, Ms. Em Poertner began her career with Roanoke County in June
2024 as a Specialist in the Public Information Office and was later promoted to Social
Media Manager; and
WHEREAS, Em has demonstrated outstanding leadership in advancing the
County's digital communications through a strategic, video-first approach across
platforms including Instagram, Facebook, YouTube, Linkedln, and Nextdoor; and
WHEREAS, Em played a key role in implementing the County's Social Media
Strategic Plan, adopted in March 2025, resulting in significant growth over the last year,
including:
• More than 23 million impressions, a 66.2% increase
• More than 1.2 million engagements, a 68.4% increase
• Net audience growth exceeding 29,000, a 157.7% increase; and
WHEREAS, Em has strengthened coordination and collaboration across
departments by:
• Supporting staff in developing engaging social media content
• Leading weekly virtual meetings to plan content and ensure consistent messaging
• Facilitating monthly in-person sessions to encourage collaboration and creativity

• Expanding participation by engaging staff across departments to contribute
content that highlights County services; and
WHEREAS, through these efforts, Em has enhanced the County's ability to
promote Roanoke County as a vibrant place to live, work, and do business, while
showcasing the employees who serve the community; and
WHEREAS, Em further demonstrated her leadership by establishing the first
annual McAfee Awards to recognize staff contributions to the County's growing social
media presence; and
WHEREAS, In addition to all of her external communication accomplishments,
Em has been instrumental in improving internal communications across the organization
using many of the same techniques.
NOW, THEREFORE, BE IT RESOLVED that the Roanoke County Board of
Supervisors hereby expresses its sincere appreciation and gratitude to Ms. Em Poertner
for her innovation, leadership, and commitment to strengthening communication and
community engagement across Roanoke County; and
FURTHER, the Board of Supervisors extends its sincere best wishes for continued
success in the future.
On motion of Supervisor North to adopt the resolution; seconded by
Supervisor Hooker and carried by the following roll call and recorded vote:

BACKGROUND:
Court Community Correction Alcohol Safety Action Program (ASAP) Policy Board:
Chief Michael Poindexter's appointment to this board expired June 30, 2025. It is the
consensus of the Board to reappoint Chief Poindexter to an additional three (3) year
term which will expire June 30, 2028.
Court Community Corrections Regional Drug Court Advisory Board:
Sheriff J. Eric Orange's appointment to this board expired June 30, 2023. It is the
consensus of the Board to reappoint Sheriff Orange to an additional three (3) year term
which will expire June 30, 2028.

Board (At-Large)
Sheriff J. Eric Orange's appointment to this board expired June 30, 2020. It is the

Roanoke Valley Regional.Cable Television Committee (At-Large)
David R. Jones' (at Large) appointment to this committee expired June 30, 2019. Staff

ISSUE:
Ordinance Accepting and Appropriating $25,000 from the Virginia Department of
Criminal Justice Services, FY2026 Unmanned Aircraft Trade and Replace Grant
Program.
BACKGROUND:
The Virginia Department of Criminal Justice Services has awarded funding to the
Roanoke County Police Department in the amount of $25,000. Applicants for this
competitive solicitation were awarded grants for a twelve (12) month period, from
January 1, 2026, to December 30, 2026. The Virginia Department of Criminal Justice
Services (DCJS) announced the availability of grant funds to support first responder
agencies in replacing certain unmanned aircraft through the Unmanned Aircraft Trade
and Replace Grant Program. Only local first responder agencies in Virginia are eligible
for this grant program. This is a one-time grant for the purchase of a replacement
unmanned aircraft.
DISCUSSION:
The Roanoke County Police Department proposes implementing the DCJS 2026
Unmanned Aircraft Trade and Replace Program Grant to replace all three of our drones
that are no longer usable under the new National Defense Authorization Act (NDAA) of
2024. We will be purchasing one drone to replace the three that are no longer in

compliance. The Roanoke County Police Department currently conducts drone
operations with unmanned quad-copter style drones equipped with cameras for search
and rescue of lost hikers, tracking and locating fleeing/hidden suspects, assistance with
K9 and SWAT operations, as well as surveillance during search warrant execution.
This new drone is imperative for the continuity of police services to our community.
There have been no changes since the first reading held on March 10, 2026.
FISCAL IMPACT:
No local match is required; however, approximately $10,000 of the current fiscal year
operating budget of the Police department will be used towards the purchase of this
equipment.
STAFF RECOMMENDATION:
Staff recommends approval of the ordinance.

FROM THE VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE
SERVICES FY2026 UNMANNED AIRCRAFT TRADE AND REPLACE
GRANT PROGRAM
WHEREAS, the Roanoke County Police Department currently conducts drone
operations with three unmanned quad-copter style drones equipped with cameras for
search and rescue of lost hikers, tracking and locating fleeing/hidden suspects,
assistance with K9 and SWAT operations, and surveillance during search warrant
execution; and
WHEREAS, all three drones are no longer usable under the new National

WHEREAS, the Virginia Department of Criminal Justice Services (VDCJS) has
awarded funding to the Roanoke County Police Department in the amount of$25,000 to
replace certain unmanned aircraft through the Unmanned Aircraft Trade and Replace
Grant Program; and
WHEREAS, the Roanoke County Police Department will be able to purchase one
drone to replace the three that are no longer in compliance with federal security
standards; and
WHEREAS, no County matching funds are required, however approximately
$10,000 of the current fiscal year operating budget of the Police Department will be
used toward the purchase of this equipment; and
WHEREAS, Section 18.04 of the Roanoke County Charter provides that funds be
appropriated by ordinance; and
WHEREAS, the first reading of this ordinance was held on March 10, 2026, and
the second reading was held on March 24, 2026.
NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That the VDCJS grant in the amount of $25,000 is accepted and hereby
appropriated to the County's grant fund for the purchase a replacement
drone.
2. That this ordinance shall take effect from and after the date of adoption.

BACKGROUND:
Since 2018 the Virginia 9-1-1 Services Board has been focused on the state-wide
implementation of NG9-1-1 in all 124 Public Safety Answering Points (PSAPs) across
the state.
DISCUSSION:
As the state is going through the massive process of closing out the multi-million-dollar
NG9-1-1 grant, we received notification that additional funds are available to us for
reimbursement.
There have been no changes since the first reading held on March 10, 2026.
FISCAL IMPACT:
No County matching funds are required.

ISSUE:
Request to accept grant funding from the Virginia Department of Fire Programs (VDFP)
Mini-Grant Program to purchase particulate-blocking hoods in order to meet updated
National Fire Protection Association (NFPA) standards. The grant award is $24,673,
with a total estimated project cost of $59,200 to outfit career and volunteer firefighters.
The Fire & Rescue budget will cover the remaining $34,527 using funds from the
department's budgeted personal protective equipment (PPE) account.
BACKGROUND:
The Virginia Department of Fire Programs (VDFP) Mini-Grant Program is designed to
enhance the capabilities of fire departments by helping reduce their financial burden.
Mini-Grant award amounts are determined by the Virginia Fire Services Board based on
demonstrated need. The maximum amount that may be awarded through the Mini-
Grant Program is $24,673 per jurisdiction per year.
DISCUSSION:
The Virginia Department of Fire Programs (VDFP) Mini-Grant Program has awarded
grant funding to support the purchase of particulate-blocking hoods in accordance with
the updated National Fire Protection Association (NFPA) standard. The acquisition of
these hoods for Fire & Rescue career and volunteer personnel will help ensure
continued compliance with current NFPA safety standards. These hoods provide an

added layer of protection by reducing firefighters' exposure to harmful particulates
during fire suppression operations, thereby improving the overall safety and health of
our personnel.
FISCAL IMPACT:
The total Virginia Department of Fire Programs (VDFP) Mini-Grant award is $24,673.
The estimated total cost to outfit Fire & Rescue career and volunteer personnel with
particulate-blocking hoods is $59,200. Fire & Rescue will cover the remaining $34,527
using budgeted personal protective equipment (PPE) funds.
STAFF RECOMMENDATION:
Staff recommends the acceptance and allocation of $24,673 in grant funding from the
Virginia Department of Fire Programs Mini-Grant Program to the Fire and Rescue
Department to support the purchase of particulate-blocking hoods for career and
volunteer personnel.

BACKGROUND AND DISCUSSION:
A new national opioid settlement has been reached with six regional distributors/
dispensers of opioids:
• Associated Pharmacies, Inc.,
• JM Smith Corporation,
• Louisiana Wholesale Drug Company, Inc.,
• Morris and Dickson Co.,
• North Carolina Mutual Wholesale Drug Company, Inc., and
• United Natural Foods, Inc.
There is one settlement agreement covering the combined settlement with these Six
"Remnant Defendants."

If effectuated, the proposed Six Remnant Defendants Settlement will result in the six
defendants paying a combined $97,625,000 in cash. Disbursements to eligible entities
(including Roanoke County) will be made as a one-time settlement payment. This
settlement agreement is unique in that it does not include state attorneys general or any
amount allocated to a state. Rather, this settlement will be distributed only and directly
to the eligible entities.
It is estimated that Roanoke County would receive a single payment of approximately
$30,112. Pursuant to the terms of the settlement agreement, at least 95% of the funds
received must be spent on opioid remediation.
Our outside opioid counsel recommends that the Board accept the settlement and
authorize the County Attorney to sign the necessary participation and release forms.
FISCAL IMPACT:
It is estimated that Roanoke County would receive a single payment of approximately
$30,112.
STAFF RECOMMENDATION:
Staff recommends that the Board adopt the resolution approving participation in the
settlement.

WHEREAS, the opioid epidemic that has cost thousands of human lives across
the country also impacts the County of Roanoke by adversely impacting the delivery of
emergency medical, law enforcement, criminal justice, mental health and substance
abuse services, and other services by the County's various departments and agencies;
and
WHEREAS, the County has been required and will continue to be required to
allocate substantial taxpayer dollars, resources, staff energy and time to address the
damage the opioid epidemic has caused and continues to cause the citizens of the
County; and
WHEREAS, a settlement proposal has been negotiated that will cause six opioids
defendants, Associated Pharmacies, Inc (and American Associated Pharmacies); J M
Smith Corporation; Louisiana Wholesale Drug Company, Inc.; Morris and Dickson Co.;
North Carolina Mutual Wholesale Drug Company, Inc.; and United Natural Foods, Inc.
(including its subsidiaries SuperValu and Advantage Logistics) ("Six Remnant
Defendants") to pay approximately $97,625,000 nationwide to resolve opioid-related
claims by state subdivisions against it; and
WHEREAS, the County will be entitled to a portion of the settlement proceeds
despite not having filed suit against any of the Six Remnant Defendants; and
WHEREAS, the County seeks recovery of the public funds previously expended
and to be expended in the future to abate the consequences and harms of the opioid
epidemic; and
WHEREAS, the County's outside opioid litigation counsel has recommended that
the County participate in the Six Remnant Defendants settlement in order to recover its
share of the funds that the settlement would provide; and
WHEREAS, the County Attorney has reviewed the available information about the
proposed settlement and concurs with the recommendation of outside counsel.
NOW THEREFORE BE IT RESOLVED that the Roanoke County Board of
Supervisors, this 24th day of March 2026, approves of the County's participation in the
proposed settlement of opioid-related claims against the Six Remnant Defendants and
their related corporate entities, and directs the County Attorney to execute the documents
necessary to effectuate the County's participation in the settlement, including the required
release of claims against the Six Remnant Defendants.

ISSUE:
Accept and allocate an additional $35,000 from the Department of Juvenile Justice for
the FY2026 Virginia Juvenile Community Crime Control (VJCCCA) grant budget for the
purpose of detention alternative programs.
BACKGROUND:
On July 9, 2024, a resolution was approved by the Board of supervisors supporting
participation in the Virginia Juvenile Community Crime Control Act (VJCCCA) Grant
Program of the Department of Juvenile Justice for the 2024-2025 and 2025-2026 fiscal
years. The board report and approved resolution are attached.
DISCUSSION:
The VJCCCA grant program funds four full-time Roanoke County positions. In FY2024,
rising personnel costs resulted in overspending the program budget and required
$27,300 in additional local funds from the County.
Projecting expenditures to exceed budget again for FY2026, in January 2026, staff
applied for $60,000 of additional state funds from the Department of Juvenile Justice.
On March 16, the state awarded additional VJCCCA funds in the amount of$35,000 for

the purpose of detention alternative programs.
The funds will need to be expended by the end of the fiscal year on June 30, 2026, and
reported in FY2026 state reporting.
FISCAL IMPACT:
The additional $35,000 grant award requires no additional local match.
STAFF RECOMMENDATION:
Staff recommends acceptance of the additional $35,000 from the Department of
Juvenile Justice for the FY2026 Virginia Juvenile Community Crime Control (VJCCCA)
grant.
