Issue:
Adoption of a resolution setting forth legislative priorities of local and statewide concern
to be considered during the 2027 session of the Virginia General Assembly.
Background:
Each year, the Board of Supervisors adopts a resolution setting forth legislative priorities
for the upcoming session of the General Assembly to provide direction to County staff, its
legislative liaison, and members of the local delegation.
Discussion:
Fiscal Impact:
No fiscal impact exists in adopting a resolution setting forth legislative priorities.
Staff Recommendation:
Staff recommends adopting the resolution.

RESOLUTION 090826-1 ADOPTING LEGISLATIVE PRIORITIES FOR THE 2027
SESSION OF THE VIRGINIA GENERAL ASSEMBLY AND PETITIONING THE GENERAL
ASSEMBLY TO FAVORABLY CONSIDER THE PRIORITIES ADDRESSED HEREIN
WHEREAS,the Board of Supervisors of Roanoke County,Virginia, has identified legislative
priorities of local and statewide concern to be considered during the 2027 session of the Virginia
General Assembly; and
WHEREAS, the Board adopts this resolution setting forth its legislative priorities and
respectfully petitions the General Assembly to favorably consider such.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia,that the following five priorities are submitted for the General Assembly's consideration
during its 2027 session:
1. Airport Expansion and Funding
a. The County urges support for funding needed to assist and support runway,
airfield safety improvements, and terminal capacity improvements at the Roanoke-Blacksburg
Regional Airport to foster economic development. Specifically, the County urges support for:
i. $40 million needed for airport terminal improvements, and
ii. $7 million to conduct a study regarding runway extension and airfield safety
improvements.
b. The County further supports increasing funding to the Commonwealth Aviation
Fund to ensure that all Virginia commercial service airports can make improvements.

2. Oppose Collective Bargaining
a. The County urges the General Assembly to oppose any effort to mandate
collective bargaining for local public employees.
3. Children's Services Act
a. The County supports enhancing the ability of local school divisions to serve
children with disabilities, including granting local school divisions greater flexibility in use of state
pool funds to serve children with high-level needs in local or regional programs tailored to meet
such needs.
b. The County supports continued investment of state resources to assist in the local
administration of CSA programs. Specifically, the County supports maintaining the state/ local
partnership at the heart of the Children's Services Act and opposes any limitations on state
participation in funding services for children and youth who are mandated to be provided with
services. The County urges:
i. rescission of existing funding caps, and
ii. opposition to any future caps on state reimbursement.
Such caps limit the state's exposure to continually increasing costs and increase the localities'
financial burden and proportionate share of administering such services.
4. Transportation
a. The County urges the General Assembly to increase Smart Scale funding for local
transportation improvements and greenway projects.

5. School Safety and Security
a. The County urges the General Assembly to increase appropriations to the School
Resource Officer Incentive Grants Fund. Appropriations to this fund were decreased in 2026,
resulting in a significant, unexpected loss in funding to localities; such funding is necessary to
provide School Resource Officer support to local schools.
On motion of Supervisor North to adopt the resolution; seconded by Supervisor Hooker
and carried by the following roll call and recorded vote:

Budget Categories by a reduction of$1,140,662 and appropriating additional funds to the

Issue:
Ordinance to amend the fiscal year 2026-2027 Roanoke County Public Schools (RCPS)
overall Budget Categories.
Background:
The state biennium budget was signed by the Governor on June 29, 2026. Included in
the budget was the subsequent release of the Virginia Department of Education's final
funding estimates.
Discussion:
During a work session held on August 6, 2026, with the Roanoke County School Board,
school staff presented the final revision to their FY2026-2027 Annual Budget. The
revision incorporates final state funding estimates, updated local and federal revenue
projections, and related expenditure adjustments to reflect the division's final anticipated
revenues for the 2026-2027 fiscal year.
The attached RCPS 2026-2027 Revised Annual Budget was approved at the Roanoke
County Public School Board meeting held on August 20, 2026.
Fiscal Impact:
Approval of this ordinance will reduce the overall budget categories by $1,140,662 and
appropriate additional funds to the individual categories as outlined in the attached
email from Susan Peterson, Chief Financial Officer for the Roanoke County Public
Schools.
Staff Recommendation:
Staff recommends approving the first reading of this ordinance and scheduling the second
reading for September 22, 2026.

Supervisor Hooker moved to approve the first reading of this ordinance and scheduling
the second reading for September 22, 2026. Supervisor Radford seconded the motion.

Issue:
Second Reading of an ordinance amending Chapter 8.1 (Erosion and Stormwater
Management Program, Section 26 — Fees) of the Roanoke County Code to reflect the
newly amended Fee Structure of the Virginia Department of Environmental Quality
(DEQ).
Background:
The Virginia General Assembly, through the 2024 Acts of Assembly (Item 363 J), directed
the State Water Control Board to revise the Virginia Erosion and Stormwater Management
(VESM) Regulation to ensure that permit fees recover 60% to 62% of the Virginia
Department of Environmental Quality's direct costs associated with administering,
enforcing, and ensuring compliance with Virginia's erosion and stormwater management
programs.
The Virginia Department of Environmental Quality (VDEQ) amended its fees schedule
(see attached) effective July 1, 2026. Therefore, Roanoke County Code Chapter 8.1 —
Erosion and Stormwater Management Program, Section 26 — Fees must be amended to
reflect the new fee structure (as shown in Table 2, Table 3 and Table 4 of the attached
Draft Ordinance).
Discussion:
Currently, permit fees recover only 38.7% of DEQ's program costs. For Roanoke
County, the fees recover less than 20% of the erosion and stormwater management
costs. To comply with the legislative mandate, the State Water Control Board adopted
amendments that increase permit fees by approximately 50% to 61%, raising annual fee
revenue from approximately $3.17 million to between $4.92 million and $5.08 million.
The regulatory amendments include three primary changes:
• Increase statewide permit fees for construction stormwater permits, Municipal
Separate Storm Sewer System (MS4) permits, permit modifications, and annual
permit maintenance fees.
• Increase the DEQ portion of permit fees collected by local VESMP authorities from
28% to the statutory maximum of 30%.
• Establish an annual Consumer Price Index (CPI) adjustment to allow permit fees to
keep pace with inflation and avoid the need for infrequent, significant fee increases
in the future.
The purpose of these changes is to provide sustainable funding for Virginia's erosion
and stormwater management programs, improve regulatory consistency and
compliance, enhance technical assistance to local governments, and ultimately improve
water quality statewide.
While the amendments increase permit costs for developers and other regulated
entities, these fee increases are intended to ensure that the costs of administering the
program are more appropriately borne by permit holders rather than taxpayers. Local
governments are not expected to experience negative fiscal impacts, and the enhanced
funding will support more effective permit administration, compliance oversight, and
customer service throughout the Commonwealth.
As the Virginia Stormwater Management Program (VSMP)Authority, Roanoke County
performs all technical reviews, inspections, permit issuance, and compliance activities
associated with Erosion and Stormwater Management permits. Under the revised fee
structure, DEQ will directly collect 30% of the total new permit fee from applicants;
Roanoke County will no longer collect fees for DEQ.
It is important to note that DEQ did not increase permit fees for residential/single family
land-disturbance activities, which constitute the majority of permits issued by Roanoke
County.
Upon adoption of the ordinance amendment, Roanoke County's fees schedule will be
consistent with DEQ's revised schedule, providing a straightforward, uniform, and
transparent permitting process for applicants while ensuring Roanoke County has
adequate resources to efficiently administer the Erosion and Stormwater Management
Program.
There have been no changes since the first reading held on August 18, 2026.
Fiscal Impact:
The additional revenue generated by the revised fee schedule will offset a portion of the
General Fund revenues that currently constitute the majority of funding required to meet
our statutory obligations in this program area. During the upcoming budget cycle we will
evaluate required local support in light of changes to the fee schedule.
Attached are three comparison tables illustrating the existing fee schedule and the
newly adopted fees schedule. These tables show that DEQ increased most permit fees
by approximately 50 to 60% from the current fees.
From this time forward, applicants for new developments will receive a separate invoice
directly from the Virginia Department of.Environmental Quality for DEQ's 30% share of
the newly adopted permit fees.
Staff Recommendation:
Staff recommends that the Board approve this ordinance.

Supervisor Radford moved to postpone the second reading of the fee schedules for 8.1.
Supervisor Hooker seconded the motion. Motion approved.
The Board of Supervisors has deferred action on the second reading and requested a
work session be scheduled to discuss this item.

ORDINANCE AMENDING CHAPTER 8.1 (EROSION AND
STORMWATER MANAGEMENT PROGRAM, SECTION 26 — FEES) OF
THE ROANOKE COUNTY CODE TO REFLECT THE NEWLY AMENDED
FEE STRUCTURE OF THE VIRGINIA DEPARTMENT OF
ENVIRONMENTAL QUALITY(DEQ)
WHEREAS, the Virginia General Assembly, through the 2024 Acts of Assembly,
directed the State Water Control Board to revise the Virginia Erosion and Stormwater
Management (VESM) Regulation to ensure that permit fees recover 60% to 62% of the
Virginia Department of Environmental Quality's direct costs associated with
administering, enforcing, and ensuring compliance with Virginia's erosion and stormwater
management programs; and
WHEREAS, the Virginia Department of Environmental Quality(DEQ) amended its
fee schedule, effective July 1, 2026, and therefore the Roanoke County Code must be
amended in order to reflect the changes to the fee schedule; and
WHEREAS, the regulatory amendments include three primary changes: (1)
increase statewide permit fees for construction stormwater permits, Municipal Separate
Storm Sewer System (MS4) permits, permit modifications, and annual permit
maintenance fees; (2) increase the DEQ portion of permit fees collected by local VESMP
authorities from 28% to the statutory maximum of 30%; and (3) establish an annual

NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of the County
of Roanoke that:
1. Chapter 8.1 of the Roanoke County Code is hereby amended as set forth herein,
and all provisions of Chapter 8.1 not expressly amended by this Ordinance shall
remain unchanged and in full force and effect:
Sec. 8.1-26. Fees.
(a) Fees to cover costs associated with plan and plat reviews shall be imposed in accordance with Table 1.

(c) Fees for the modification or transfer of registration statements from the general permit issued by
the Department shall be imposed in accordance with Table 3. If the general permit modifications
result in changes to stormwater management plans that require additional review by the County of
Roanoke,such reviews shall be subject to the fees set out in Table 3.The fee assessed shall be based
on the total disturbed acreage of the site. In addition to the general permit modification fee,
modifications resulting in an increase in total disturbed acreage shall pay the difference in the initial
permit fee paid and the permit fee that would have applied for the total disturbed acreage in Table
2.

General permit coverage maintenance fees shall be paid annually to the County of Roanoke by the
anniversary date of general permit coverage.No permit will be reissued or automatically continued
without payment of the required fee.General permit coverage maintenance fees shall be applied until
a notice of termination is effective.
(e) The fees set forth in subsections(b)through(d)of this section,shall apply to:
(1) All persons seeking coverage under the general permit.
(2) All permittees who request modifications to or transfers of their existing registration
statement for coverage under a general permit.
(3) Persons whose coverage under the general permit has been revoked shall apply to the
Department for an individual permit for discharges of stormwater from construction
activities.
(f) Permit and permit coverage maintenance fees outlined under section 8.1-25 may apply to
each general permit holder.
(g) No general permit application fees will be assessed to:
(1) Permittees who request minor modifications to general permits as defined in section
8.1-2 of this chapter. Permit modifications at the request of the permittee resulting in
changes to stormwater management plans that require additional review by the County
of Roanoke shall not be exempt pursuant to this section.
(2) Permittees whose general permits are modified or amended at the initiative of the
Department,excluding errors in the registration statement identified by the County of
Roanoke or errors related to the acreage of the site.
(h) All incomplete payments will be deemed as non-payments,and the applicant shall be notified of
any incomplete payments. Interest may be charged for late payments at the underpayment rate
set forth in section 58.1-15 of the Code of Virginia and is calculated monthly at the applicable
periodic rate.A ten(10) percent late payment fee shall be charged to any delinquent(over ninety
(90)days past due)account.The County of Roanoke shall be entitled to all remedies available
under the Code of Virginia in collecting any past due amount.
2. This ordinance shall be effective immediately upon adoption.

In order to align the appointments with the transition of the Committee, Roanoke Valley-
Alleghany Regional Commission (RVARC) requests that Roanoke County re-appoint its
Greenway Committee Community Representatives.
Barry Trent's three-year appointment will expire September 8, 2026. It is the consensus
of the Board of Supervisors to reappoint Mr. Trent to an additional three (3) year term to
expire September 8, 2029.
Gregory Walter's three-year term is set to expire April 8, 2027, and Frank Simms' three-
year term is set to expire June 30, 2028. It is the consensus of the Board of Supervisors

Background:
The state biennium budget was signed by the Governor on June 29, 2026. Included in
the budget was a provision and funding to increase the minimum annual salary for Family
Services Specialists to $55,000. As a result, adjustments are necessary to align the
County's budget with finalized state revenues, expenditures, and program funding.
Discussion:
The proposed budget amendment incorporates changes resulting from the adopted state
budget that affect County operations. These adjustments include revisions to state
revenues and corresponding expenditures for Social Services programs administered by
the County, specifically, the minimum salaries for Family Services Specialists where
funding levels differed from the estimates used during budget development. The
amendment ensures the County's budget accurately reflects the final state appropriations
and provides the necessary spending authority for these programs.
There have been no changes since the first reading held August 18, 2026.
Fiscal Impact:
Approval of this ordinance will adjust general operating revenues and expenditures by
$140,324 to increase minimum annual salaries of Family Services Specialists to

The CORTRAN program was established in 1985 in order to help County residents
remain in their homes and independent with curb-to-curb transportation from their
homes to destinations within Roanoke County, the City of Roanoke, the City of Salem
and the Town of Vinton. The program is currently structured so that Roanoke County
residents are eligible to use the CORTRAN program if they are either 65 years of age or
better, or if they have a disability.
While Roanoke County funds the program annually, staff started applying for grant
funding through (DRPT) for fiscal year 2022 to offset the County's cost of the program.

Discussion:
Staff applied for FTA 5310 funding through DRPT on February 1, 2026. The
Commonwealth Transportation Board adopted the Six-Year Improvement Program on
June 17, 2026, which included an award of$755,000 for the CORTRAN program, with
the breakdown being $724,800 Federal and State funds and a required local match of
$30,200.The FTA Section 5310 grant for rural and urban funding is limited to being
reimbursed monthly starting October 1, 2026, through September 30, 2027.
There have been no changes since the first reading held August 18, 2026.
Fiscal Impact:
Roanoke County was awarded $195,696 in rural capital funding and $529,104 in urban
capital funding totaling $724,800 for the CORTRAN program, which represents 80
percent (80%) Federal funding,16 percent (16%) State funding and requires a four
percent (4%) local match of$30,200 for a total grant of$755,000.
The FTA Section 5310 grant funding will be used to offset the monthly cost of the
CORTRAN program. The local match funding is available in the CORTRAN fiscal year
2027 budget.

Issue:
Second reading of Ordinance to accept and appropriate$201,500 from the Virginia Opioid
Abatement Authority to abate and remediate the opioid epidemic in Roanoke County
along with contributions of $199,326 from the Opioid Abatement Settlement Funds
received by Roanoke County.
Background:
The Opioid Abatement Authority (OAA) is an independent body, the purpose of which is
to abate and remediate the opioid epidemic in the Commonwealth through financial
support from the Fund, in the form of grants, donations, or other assistance, for efforts
to treat, prevent, and reduce opioid use disorder and the misuse of opioids in the
Commonwealth.
On February 24, 2026 a work session presentation to discuss Roanoke County's
participation in the Fiscal Year 2027 Opioid Abatement Grant application window was
held.At the consensus of the Board several individual and cooperative grant applications
were submitted.
Discussion:
The Virginia Opioid Abatement Authority has awarded Roanoke County grant funds to
assist in the abatement and remediation of the opioid epidemic to the following
programs in the following amounts for the Fiscal Year 2027.
Individual Grants:
Partnership for Community Wellness - $161,500 grant for Fiscal Year 2027.
Family Service of Roanoke Valley - $40,000 with additional existing County opioid funds
directly received from Opioid Abatement settlements of$4,000 for a total project of
$44,000 for Fiscal Year 2027.
Additionally, the County in cooperation with the City of Roanoke was awarded the
following cooperative grants. The City of Roanoke is the fiscal agent for these projects.
Cooperative Grants:
Roanoke Valley Collective Response - $371,582 with additional existing County opioid
funds directly received from Opioid Abatement settlements of $25,000 and a Roanoke
City contribution of $25,000 for a total project of $421,582. The City of Roanoke is
administering this grant.
Twelve Foundation/ Restoration Housing - $225,472 with additional existing County
opioid funds directly received from Opioid Abatement settlements of $25,000 and a
Roanoke City contribution of $25,000 and $1,285,738 of expected other sources and
billing reimbursements for a total project of $1,561,210. The City of Roanoke is
administering this grant.
Navigator Project with the Juvenile and Domestic Relations Courts - $108,000
carryforward from Fiscal Year 2026 with additional existing County opioid funds directly
received from Opioid Abatement settlements of $10,000, a City of Salem contribution of
$5,000, a Roanoke City contribution of $10,000 and a carryforward of $35,000 Direct
funds from Fiscal Year 2026 for a total project of $168,000. The City of Roanoke is
administering this grant.
Risk Mitigation/ Virginia Harm Reduction Coalition - $51,520 with additional existing
County opioid funds directly received from Opioid Abatement settlements of$20,000 and
a Roanoke City contribution of$20,000 for a total project of$91,520. The City of Roanoke
is administering this grant.
Four Truths - $154,800 with additional existing County opioid funds directly received from
Opioid Abatement settlements of$80,326 and a Roanoke City contribution of$50,000 for
a total project of$285,126. The City of Roanoke is administering this grant.
On Our Own Roanoke Valley - $181,445 with additional existing County opioid funds
directly received from Opioid Abatement settlements of $10,000 and a Roanoke City
contribution of $10,000 for a total project of $201,445. The City of Roanoke is
administering this grant.
Bradley Free Clinic (HOPE Initiative) - $207,800 with additional existing County opioid
funds directly received from Opioid Abatement settlements of $25,000, a City of Salem
contribution of$10,000, and a Roanoke City contribution of$25,000 for a total project of
$267,800.

Fiscal Impact:
The total amount of the grants awarded to the County of Roanoke is $201,500 and
requires a contribution of$4,000 from existing County opioid funds directly received
from Opioid Abatement settlements. The $4,000 contribution will be moved from the
Opioid Abatement Settlement Fund and moved to the Grant Fund. In addition, $195,326
will be paid out of the Roanoke County's Direct Opioid Abatement Settlement Fund to
the City of Roanoke for our contributions for the OAA Cooperative Grants being
administered by the City of Roanoke. No additional appropriation of County funds is
required.

ORDINANCE 090826-5.d TO ACCEPT AND APPROPRIATE GRANT
FUNDS IN THE AMOUNT OF $201,500 FROM THE VIRGINIA OPIOID
ABATEMENT AUTHORITY ALONG WITH ADDITONAL EXISTING
COUNTY OPIOID FUNDS IN THE AMOUNT OF $199,326 DIRECTLY
RECEIVED FROM OPIOID ABATEMENT SETTLEMENT FUNDS
WHEREAS, the Opioid Abatement Authority (OAA) is an independent body, the
purpose of which is to abate and remediate the opioid epidemic in the Commonwealth
through financial support from the Fund, in the form of grants, donations, or other
assistance, for efforts to treat, prevent, and reduce opioid use disorder and the misuse of
opioids in the Commonwealth; and
WHEREAS, on February 24, 2026, a work session presentation to discuss
Roanoke County's participation in the Fiscal Year 2027 Opioid Abatement Grant
application window was held, and several individual and cooperative grant applications
were submitted; and
WHEREAS, the Virginia Opioid Abatement Authority has awarded Roanoke
County individual grants to the following programs in the following amounts for the fiscal
year 2027 to assist in the abatement and remediation of the opioid epidemic:
1. Partnership for Community Wellness--$161,500; and
2. Family Service of Roanoke Valley--$40,000, with additional existing County
opioid funds directly received from Opioid Abatement settlements of$4,000,
for a total project of$44,000; and
WHEREAS, additionally the County, with the City of Roanoke, was successfully
awarded cooperative grants to the following programs in the following amounts, of which
the City of Roanoke will be fiscal agent for these projects:
1. Roanoke Valley Collective Response--$371,582 with additional existing
County opioid funds directly received from Opioid Abatement settlements
of $25,000, and a Roanoke City contribution of $25,000, for a total project
of$421,582; and
2. Twelve Foundation/Restoration Housing--$225,472, with additional existing
County opioid funds directly received from Opioid Abatement settlements
of$25,000, and a Roanoke City contribution of$25,000 and $1,285,738 of
expected other sources and billing reimbursements for a total project of
$1,561,210; and
3. Navigator Project with the Juvenile and Domestic Relations Courts--
$108,000 carryforward from Fiscal Year 2026, with additional existing
County opioid funds directly received from Opioid Abatement settlements
of $10,000, a City of Salem contribution of $5,000, a Roanoke City
contribution of $10,000, and a carryforward of $35,000 Direct funds from
Fiscal Year 2026, for a total project of$168,000; and
4. Risk MitigationNirginia Harm Reduction Coalition--$51,520, with additional
existing County opioid funds directly received from Opioid Abatement
settlements of $20,000, and a Roanoke City contribution of $20,000, for a
total project of$91,520; and
5. Four Truths--$154,800, with additional existing County opioid funds directly
received from Opioid Abatement settlements of $80,326, and a Roanoke
City contribution of$50,000, for a total project of$285,126; and
6. On Our Own Roanoke Valley--$181,445, with additional existing County
opioid funds directly received from Opioid Abatement settlements of
$10,000, and a Roanoke City contribution of $10,000, for a total project of
$201,445; and
7. Bradley Free Clinic (HOPE Initiative)--$207,800, with additional existing
County opioid funds directly received from Opioid Abatement settlements
of $25,000, a City of Salem contribution of $10,000, and a Roanoke City
contribution of$25,000, for a total project of$267,800; and
WHEREAS, the total amount of the grants awarded to the County of Roanoke is
$201,500 and requires a contribution of $4,000 from additional existing County opioid
funds, to be reallocated from the Opioid Abatement Settlement Fund into the Grant Fund;
and
WHEREAS, an additional $195,326 will be paid out of the Opioid Abatement
Settlement Fund to the City of Roanoke for our contributions for the grants being
administered by the City of Roanoke; and
WHEREAS, Section 18.04 of the Roanoke County Charter provides that funds be
appropriated by ordinance; and
WHEREAS, the first reading of this ordinance was held on August 18, 2026, and
the second reading was held on September 8, 2026.
NOW THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That the sum of$201,500 is hereby accepted and appropriated to the Grant
Fund.
2. That the County's contribution of $4,000 be reallocated from the Opioid
Abatement Settlement Fund and moved to the Grant Fund.
3. That an additional $195,326 will be paid out of the Opioid Abatement
Settlement Fund to the City of Roanoke for our contributions for the grants
being administered by the City of Roanoke.
4. That this ordinance shall take effect from and after the date of adoption.
On motion of Supervisor Hooker to approve the ordinance; seconded by
Supervisor Radford and carried by the following roll call and recorded vote:

Accept and allocate the annual grant funds in the amount of$5,000 from the VA 911
Services Board.
Background:
The 911 Service Board awards grant funds to support continuing education of the
Emergency Communications staff.
Discussion:
Each year the Roanoke County E-911 Center has applied for, and has been awarded, a
grant provided by the Virginia 9-1-1 Services Board. This grant is used to offset the
expense of training and continuing education.
Fiscal Impact:
Awarded grant funds total $5,000 for Fiscal Year 2026-207. No local matching funds are
required.
Staff Recommendation:
Staff recommends accepting and allocating $5,000 from the Virginia 911 Services Board
to the Grant Fund for Fiscal Year 2026-2027.

Issue:
Resolution requesting the Virginia Department of Transportation (VDOT) to accept
Carriage Park Drive in the Hollins Magisterial District into the VDOT Secondary Road
System.
Background:
The County of Roanoke is requesting that the Board of Supervisors approve a
resolution asking the Virginia Department of Transportation (VDOT) accept, as
described by the AM-4.3, (See attachment A) 0.14 mile of Carriage Park Drive from the
intersection with Olsen Road (VA SEC. Route # 1832) to the end of its cul-de-sac. This
road is located within the Carriage Park subdivision in the Hollins Magisterial District.
Discussion:
The staff has inspected this road along with representatives of the Virginia Department
of Transportation and finds the road acceptable.
Fiscal Impact:
There is no fiscal impact associated with this agenda item.
Staff Recommendation:
The staff recommends that the Board approve the attached resolution to VDOT
requesting that they accept Carriage Park Drive into the Secondary Road System.

TRANSPORTATION ("VDOT") SECONDARY SYSTEM OF STATE
HIGHWAYS
WHEREAS, the street described on the attached Form AM-4.3, fully incorporated
herein by reference, is shown on plats recorded in the Clerk's Office of the Circuit Court
of Roanoke County; and
WHEREAS, a representative of VDOT has advised this Board that the street meets
the requirements established by the Virginia Department of Transportation's Subdivision
Street Requirements; and
WHEREAS, Roanoke County and VDOT entered into an agreement on March 9,
1999 for comprehensive stormwater detention which applies to this request for addition;
and
NOW, THEREFORE, BE IT RESOLVED, this Board requests that VDOT add the
street described on the attached Form AM-4.3 to the secondary system of state highways,
pursuant to §33.2-705, Code of Virginia, and the Department's Subdivision Street
Requirements, after receiving a copy of this resolution and all outstanding fees and
documents required of the developer, whichever occurs last in time.
BE IT FURTHER RESOLVED, this Board guarantees a clear and unrestricted
right-of-way, as described, and any necessary easements for cuts, fills and drainage.
BE IT FURTHER RESOLVED, that a certified copy of this resolution be forwarded
to the Residency Administrator for VDOT.
BE IT FURTHER RESOLVED, this Board guarantees the performance of the
street(s) requested herein to become part of the Secondary System of State Highways
for a period of one year from the date of the acceptance of the referenced street(s) by
VDOT into the Secondary System of State Highways. This Board will completely
reimburse all costs incurred by VDOT to repair any faults in the workmanship or materials
of the referenced street(s) and related drainage facilities as determined exclusively by
VDOT.

Issue:
The acceptance and allocation of $10,000 from the Department of State Police Help
Eliminate Auto Theft (HEAT) Program.
Background:
The Department of State Police HEAT program has awarded funding to the Roanoke
County Police Department in the amount of $10,000.00. Beginning in 2022, the
Department approved the first-ever allocation of funding to reimburse Virginia law
enforcement agencies for the cost of purchasing equipment, software, and/or training to
be used for the investigation and/or prevention of motor vehicle theft and the theft of motor
vehicle parts. Announced that beginning July 1, 2026, the Help Eliminate Auto Theft
(HEAT) program is allocating financial support of up to $10,000 per agency to reimburse
agencies for the purchase of equipment, software, and/or training that will be used for
investigating or preventing motor vehicle theft.
Discussion:
The Roanoke County Police Department will use the funds to purchase two years of
NightHawk software subscription for two users. NightHawk is an investigative software
platform that allows investigators to analyze and visualize large amounts of digital
evidence, including cellular location and other location-based data. This capability can
be directly used during stolen vehicle and vehicle-parts investigations to identify and
track the movements of offenders, establish locations associated with stolen vehicles,
identify patterns between multiple thefts, and develop investigative leads from digital
evidence.
The total estimated cost is approximately $14,000, and Roanoke County will be
responsible for any cost above the $10,000 reimbursement amount.
Fiscal Impact:
The funds awarded from the Department of State Police total $10,000.00. No matching
funds are required. The remaining cost of the project will be funded from the Police
department FY2027 budget.

Staff recommends acceptance and allocation of the grant funds to the Roanoke County
Police Department in the amount of $10,000 from the Department of State Police Help
Eliminate Auto Theft (HEAT) Program.

Ordinance authorizing the execution of a lease agreement and future lease agreements
for two parking spaces at the General Services facility at 1204 Kessler Mill Road, Catawba
Magisterial District (First Reading and Request for Second Reading).

Issue:
There is a need for a new lease agreement with Virginia Regional Transit for the lease of
two(2) parking spaces at Kessler Mill for the shuttle parking. If Roanoke County continues
to provide shuttle services to and from the McAfee Knob Trailhead beyond November 26,
2027, there will be a need for future leases of the two (2) parking spaces at Kessler Mill
for the shuttle parking.
Background:
Ride Source is Roanoke County's current vendor for the McAfee Knob Trailhead
Shuttle. Roanoke County has a current contract with Ride Source for this service. The
original contract was entered into on August 12, 2022, and it was most recently renewed
effective August 2, 2026. The contract terminates on November 26, 2027.
Ride Source has notified Roanoke County that Virginia Regional Transit will be
acquiring Ride Source. The current contract with Ride Source allows for assignment by
the vendor(Ride Source), and Roanoke County has agreed to the assignment to
Virginia Regional Transit. Upon acquisition of Ride Source by Virginia Regional Transit,
the contract will continue as assigned with Virginia Regional Transit being the new
vendor.
Roanoke County also has a lease agreement with Ride Source for the lease of two (2)
parking spaces at Kessler Mill for the shuttle parking. This lease agreement was not
renewed and thus expired on August 1, 2026.
Discussion:
The Roanoke County Attorney's Office has drafted a new lease agreement to be
entered into with Virginia Regional Transit for the lease of two (2) parking spaces at
Kessler Mill for the shuttle parking.
Fiscal Impact:
Roanoke County will receive $50 per month in rental payments pursuant to the terms of
the lease with Virginia Regional Transit. If further leases are entered into after
November 26, 2027 then Roanoke County would also receive rental payments under
those future leases.
Staff Recommendation:
Staff recommends that the Board of Supervisors approve the execution of the lease
agreement with Virginia Regional Transit. Staff further recommends that the Board of
Supervisors adopt the attached ordinance delegating authority to the County
Administrator, or his designee, to negotiate and execute future lease agreements for up
to a 10-year period with vendors requiring parking spaces at 1204 Kessler Mill Road for
the McAfee Knob Trailhead shuttle service. The attached ordinance clarifies that the
County Administrator holds discretion over all lease terms and rental rates, provided
future rental payments meet or exceed fifty dollars ($50.00) per month. Staff
recommends approval of the first reading of the proposed ordinance and scheduling the
second reading for September 22, 2026.

Supervisor Hooker moved to approve the first reading of this ordinance and scheduling
the second reading for September 22, 2026. Supervisor Radford seconded the motion.
