L` �ilit3-3 Board of Supervisors Minutes o R` z v a1 September 8, 2026 — 2:00 p.m. 1838 The Board of Supervisors of Roanoke County, Virginia met this day at the Roanoke County Administration Center, this being the first regularly scheduled meeting of the month of September 2026. Audio and video recordings of this meeting will be held on file for a minimum of five (5) years in the office of the Clerk to the Board of Supervisors. Before the meeting was called to order, an invocation/a moment of silence was observed. The Pledge of Allegiance was recited by all present. A. OPENING CEREMONIES 1. Roll Call Present: Supervisors Radford, Hooker, North, Shepherd Absent: Supervisor Mahoney Staff Present: Richard L. Perdue, Chief Deputy Clerk to the Board B. REQUESTS TO POSTPONE, ADD TO OR CHANGE THE ORDER OF AGENDA ITEMS C. NEW BUSINESS Action No. 090826-1 Item C.1 1. Resolution adopting legislative priorities for the 2027 Session of the Virginia General Assembly and petitioning the General Assembly to favorably consider the priorities addressed herein. (Peter Lubeck, County Attorney) Supervisor North moved to adopt the resolution. Supervisor Hooker seconded the motion. Motion approved. Ordinance amending the Fiscal Year 2026-2027 Roanoke County Public Schools overall Budget Categories by a reduction of $1,140,662 and appropriating additional funds to the individual Categories from the Commonwealth of Virginia. (Susan Peterson, Chief Financial Officer, RCPS) (First Reading and Request for Second Reading) Supervisor Hooker moved to approve the first reading of this ordinance and scheduling the second reading for September 22, 2026. Supervisor Radford seconded the motion. Motion approved. Ayes: Supervisors Radford, Hooker, North, Shepherd Nays: None Absent Supervisor Mahoney E. SECOND READING OF ORDINANCE Action No. 090826-3 Item E.3 1. Ordinance amending Chapter 8.1 (Erosion and Stormwater Management Program, Section 26 — Fees) of the Roanoke County Code to reflect the newly amended Fee Structure of the Virginia Department of Environmental Quality (DEQ). (Tarek Moneir, Director of Development Services) (Second Reading) Supervisor Radford moved to postpone the second reading of the fee schedules for 8.1. Supervisor Hooker seconded the motion. Motion approved. Ayes: Supervisors Radford, Hooker, North, Shepherd Nays: None Absent: Supervisor Mahoney The Board of Supervisors has deferred action on the second reading and requested a work session be scheduled to discuss this item. Approval of minutes —August 18, 2026 Action No. 090826-5.b Item G.2 2. Ordinance amending the Fiscal Year 2026-2027 Budget for General Operating Revenues and Expenditures by $140,324 and appropriating $140,324 to the General Government Fund from the Commonwealth of Virginia for the County of Roanoke Department of Social Services increasing the minimum annual salary for Family Services Specialists to $55,000. (Second Reading) Action No. 090826-5.c Item G.3 3. Ordinance 1) accepting funds in the amount of $724,800 from the Virginia Department of Rail and Public Transportation (DRPT) and appropriating such funds to the County's grant fund for operation of the CORTRAN program, and 2) reallocating $30,200 from the CORTRAN budget in the operating fund to the grant fund for the required match for operation of the CORTRAN program. Ordinance to accept and appropriate grant funds in the amount of $201,500 from the Virginia Opioid Abatement Authority along with additional existing County Opioid Funds in the amount of$199,326 directly received from Opioid Abatement Settlement Funds. Resolution requesting the Virginia Department of Transportation (VDOT) to accept Carriage Park Drive in the Hollins Magisterial District into the VDOT Secondary Road System. Action No. 090826-5.q Item G.7 7. Request to accept and allocate $10,000 from the Department of State Police Help Eliminate Auto Theft (HEAT) Program. Action No. 090826-5.h Item G.8 8. Ordinance authorizing the execution of a lease agreement and future lease agreements for two parking spaces at the General Services facility at 1204 Kessler Mill Road, Catawba Magisterial District. (First Reading and Request for Second Reading) Supervisor Hooker moved to adopt all matters on the consent agenda. Supervisor Radford seconded the motion. Motion approved. CITIZENS' COMMENTS AND COMMUNICATIONS This time has been set aside for Roanoke County citizens to address the Board on matters of interest or concern. Roanoke County citizens are defined as current residents of Roanoke County. While the Board desires to hear from all who desire to speak, this agenda item is limited to a duration of 30 minutes. Each individual speaker shall be afforded 3 minutes to speak. No citizens were present. I. REPORTS Action No. 090826-6 Item 1.1-2 1. WORK SESSIONS 1. Work session to review with the Board of Supervisors the annual revenue projection process for the County of Roanoke, Virginia, and the revenue forecasting model constructed by our summer intern. (Steve Elliott, Budget Administrator, and Caleb Eng, Intern) 2. Work session to review Roanoke County's constituent relationship management platform. (Josh Fridley, Constituent Services Administrator) L. CLOSED MEETING Action No. 090826-7 1. Section 2.2-3711(A)(5) of the Code of Virginia, for discussion concerning a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the business' or industry's interest in locating or expanding its facilities in the community. The Board will discuss potential business location or expansion in the five magisterial districts. Supervisor Shepherd moved to go to closed session. Supervisor Hooker seconded the motion. CERTIFICATION RESOLUTION Action No. 090826-8 In the closed session just concluded, nothing was discussed except the matter which was identified in the motion to convene in closed session. Only those matters lawfully permitted to be discussed under the Virginia Freedom of Information Act were discussed. Supervisor Hooker moved to adopt the certification resolution.
