The Board of Supervisors of Roanoke County, Virginia, met this day at the
Virginia Museum of Transportation, 303 Norfolk Avenue, this being an adjourned meeting
from June 24, 1997, and a joint meeting with Roanoke City Council.
INRE:
CALL TO ORDER
Chairman Johnson and Mayor Bowers called the meeting to order at 12:20
p.m. The roll call was taken for the Board of Supervisors and Roanoke City Council.

Mayor Bowers and Chairman Johnson welcomed all who were present, and
asked those attending to introduce themselves.

The invocation was offered by Roanoke City Council Member Nelson Harris.

DISCUSSION OF AGENDA ITEMS:
~ Update on improvements to The Virginia Museum of
Transportation. Katherine F. Houck. Executive Director.
Ms. Houck described improvements to the museum. She advised that they
had opened a new gallery in January that included 3,000 photographs (rom the old N&W
Railroad. They are also working on receiving personal details regarding their artifacts, and

an oral history of African Americans associated with the N&W Railroad.
2. Update on Roanoke ReQional Airport. JacQueline L. Shuck.
Executive Director.
Ms. Shuck described future improvements planned for the airport including
the new cargo apron project, new turning lanes, and a new air traffic control tower. She
advised that the ban on passenger facility fees (PFC) had been lifted and they are
discussing the possibility of instituting a PFC which would stay with the airport and could
be spent only on specific types of projects. She presented to the Board and Council
drawings describing the future plans for the airport. Ms. Shuck requested time on the
October joint meeting agenda to update the governing bodies on other issues such as
fares and services.
3. Update on the Higher Education Center. (Requested by Roanoke
City)
Mayor Bowers presented a written update on the proposed higher education
center which highlighted the activities taken so far and future plans. Mayor Bowers also
announced that he will discuss a financial proposal for funding at the City Council meeting
and plans to request participation from other Roanoke Valley governments.

~ Update on Low Band Tourist Radio System. (Requested by
Roanoke City and Roanoke County)
Supervisor Eddy reported that the Board of Supervisors discussed funding
during a budget work session. They were not interested in a radio system on Interstate
81, but were willing to participate in one on the Blue Ridge Parkway. David Kjolhede,
Executive Director of the Roanoke Valley Convention and Visitors Bureau, indicated that
the tourist radio systems were not a marketing tool but more of a customer service tool.
County Administrator Elmer Hodge and City Manager Bob Herbert were directed to bring
back a formal report to the October meeting.
~ Update on Reaional Sewaae Treatment Plant. (Requested by
Roanoke County)
Kit Kiser, Roanoke City Director of Utilities and Operations, presented a
written status report on the expansion of the sewage treatment facilities. He advised that
the total cost had increased from $41,500,000 in 1993 to $65,889,584 in 1997. He
advised that the Tinker Creek Interceptor Replacement was under construction and that
bids were received on the Roanoke River Interceptor Replacement for the lower half. Bids
are due for the plant expansion on July 8, 1997.

7. Update on Storm water Management Proiect on Peters Creek
Road. (Requested by Roanoke County)

meeting.
8. Consideration of a Regional Teen Center similar to the
Brambleton Teen Center. (Requested by Roanoke Countv)
Mr. Hodge reported on the success of the Brambleton Avenue Teen Center.
Supervisor Nickens reported that teens had told him they wold like a similar Teen Center
in the market area of downtown Roanoke. County Administrator Elmer Hodge and City
Manager Bob Herbert were directed to bring back a written report to the October meeting.
