The Roanoke County Board of Supervisors of Roanoke County,
Virginia, met this day at the Roanoke County Administration Center, this being the
second Tuesday and the first regularly scheduled meeting of the month of January
2002.

CALL TO ORDER
Chairman Church called the meeting to order at 3:00 p.m. The roll call
was taken.

RESOLUTION 010802-1 OF APPRECIATION TO H. ODELL "FUZZY
MINNIX FOR HIS SERVICE AS CHAIRMAN OF THE BOARD OF
SUPERVISORS IN 2001
WHEREAS, H. Odell "Fuzzy" Minnix served as Chairman of the Roanoke
County Board of Supervisors during 2001; and
WHEREAS, during Mr. Minnix' term as Chairman, the County achieved a
variety of accomplishments, including:
. Ongoing Construction of the new Hidden Valley High School and
renovations to Glenvar Middle School.
.
Continued regional cooperation efforts through participation in the
Regional Summit meetings of the local governments in Southwest
Virginia.
.
Dedication and Grand Opening of the Blue Ridge Parkway Visitors
Center, a unique partnership that included the National Park Service,
the County of Roanoke and Explore Park.
.
The first graduation class at the Roanoke Valley Regional Fire/EMS
Training Center.

The dedication of Camp Roanoke, another successful public-private
partnership venture.
.
The installation of the first Automated External Defibrillators in County
buildings.
.
The hiring of 35 additional firefighters to increase response time in the
County of Roanoke, and the signing of the cooperative agreement
with the City of Roanoke to jointly staff the Clearbrook Fire Station.
.
The first State of the County Address given by a Roanoke County
Board Chairman; and
WHEREAS, Mr. Minnix worked diligently during his term to represent all the
citizens of Roanoke County and to promote regional projects which would benefit all the
residents of the Roanoke Valley; and
WHEREAS, while Chairman Minnix encouraged and supported economic
development and growth, he always emphasized that the needs of the residents and their
communities must also be considered when making these decisions, and he served as a
role model following the tragic terrorist events of September 11, when he decided to move
forward with a scheduled Board meeting for that day, because he felt that the terrorists
could not break our democratic spirit.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of
Roanoke County, Virginia, does hereby extend its deepest appreciation to H. Odell "Fuzzy"
Minnix for his service as Chairman during 2001 and for his belief in democracy and
participation by citizens in local government.
On motion of Supervisor Nickens to adopt the resolution, and carried by the

RESOLUTION 010802-2 OF CONGRATULATIONS TO
DAVIDSONS INC. FOR BEING NAMED ONE OF THE
RETAIL ONE HUNDRED IN THE UNITED STATES AND FOR
CELEBRATING THEIR 91sT ANNIVERSARY DURING 2001
WHEREAS, Davidsons Inc. was founded by Joseph Davidson, who
immigrated from Lithuania to Germany to Rhode Island to Roanoke; and
WHEREAS, Joseph Davidson married the daughter of a mercantile owner
and founded Davidsons in 1910, expanding its retail business into Roanoke County in
1973; and
WHEREAS, Davidsons Inc. is one of the oldest retail farnily-owned
businesses in the Roanoke Valley, and is still managed by the Davidson family; and
WHEREAS, Davidsons has a history of community service leadership with
involvement in organizations such as Big Brothers/Big Sisters, Literacy Volunteers of
America of the Roanoke Valley, Affair in the Square, To the Rescue Museum, Consumer
Credit Counseling Services, TRUST, and the United Way; and
WHEREAS, in 2001, Davidsons received national recognition from Esquire
Magazine, being named One of the Retail One Hundred in the United States - one of only
two mens' fine clothiers chosen from the Commonwealth of Virginia; and
WHEREAS, in 2001, Davidsons also celebrated their 9151 anniversary in the
Roanoke Valley.
NOW, THEREFORE BE IT RESOLVED, that the Board of Supervisors of
Roanoke County, Virginia, offers its congratulations to DA VIDSONS INC. for being named
One of the Retail One Hundred in the United States by Esquire Magazine, and for
providing the clothing needs of the residents of the Roanoke Valley and surrounding
localities for over 91 years, and
FURTHER, the Board of Supervisors expresses its deepest appreciation to
Davidsons for its leadership role of service to the community and for providing employrnent
to residents of the Roanoke Valley.

Appointments of Board Members to Committees. Commissions
and Boards for 2002. (Mary H. Allen. Clerk to the Board)

Ms. Allen reported that at the first meeting of each year, the Board of
Supervisors make any changes they wished to the Board Committee appointments. A few
of the appointments are specific to the chairman and vice chairman and some are for
specific terms. She advised that there are vacancies for appointments held by former
Supervisor Bob Johnson and advised that Elizabeth Stokes has previously served as
Supervisor Johnson's liaison on the Total Action Again Poverty Board of Directors.
Supervisor McNamara suggested that the Board approve the list with
Supervisor Flora filling the remaining vacancies. It was noted that Supervisor Flora serves
on the School Construction Committee in his position with the school administration and
two members of the Board also serve who were appointed to represent the Board of
Supervisors. Three members would constitute a meeting of the Board of Supervisors and
the Board needs to resolve this issue.
Supervisor Church advised that he serves on several Roanoke Valley-
Alleghany Regional committees and suggested that Supervisor Flora take his place on
these committees.
Supervisor McNarnara moved to approve the appointments for 2002 with

Supervisor Flora filling the vacant positions, amended by Supervisor Church that
Supervisor Flora will also fill the unexpired terms of Supervisor Church on the Roanoke
Valley-Alleghany Regional Commission, the Roanoke Valley-Alleghany Regional
Commission Water Supply Policy Committee and the Roanoke Valley-Alleghany Regional
Commission Metropolitan Planning Organization. The motion carried by the following

FIRST READING OF ORDINANCES

First reading of ordinance amendina ordinance 062601-13 bv the
creation of a new precinct (Wildwood Precinct #1 08), alterina the
boundaries of Glenvar Precinct #103. and chanaina the pollina
place for Glenvar Precinct #103 in the Catawba Maaisterial
District. (Paul Mahonev. County Attorney)
Mr. Mahoney advised that this ordinance amends ordinance 062601-13 which
amended the election districts and precinct boundaries as a result of the 2000 federal
census. It divides the existing Glenvar Precinct #103 and creates a new precinct,

Wildwood Precinct #108, in order to conform with the Congressional redistricting. The
General Assembly has divided Roanoke County between the 6th and 9th Congressional
Districts, and as a result, several precincts are being moved from the 9th to the 6th or from
the 6th to the 9th. Mr. Mahoney also recommended that the polling place for the new
Wildwood Precinct be Fort Lewis Elementary School and the polling place for the new
Glenvar Precinct be changed from Glenvar Elementary School to Glenvar Middle School.
Registrar Diane St. John was also present. She advised that it was less
confusing to set up a new polling place; that Fort Lewis Elementary School was within 1500
yards of the precinct boundary, and that Glenvar Middle School was much more accessible
and had better parking facilities than the elementary school.
In response to an inquiry from Supervisor Nickens, Mr. Mahoney advised that
the renovations to Glenvar Middle School should be complete by March.
Supervisor Nickens moved to approve first reading and schedule the second
reading for January 22, 2002. The motion carried by the following recorded vote:

Supervisor McNamara nominated County Administrator Elmer Hodge to a
three-year term which will expire June 30, 2005. This is an additional representative from
Roanoke County because of the 2000 population increase.

Report from Roanoke Valley-Alleahany Regional Commission
IN RE:
REPORTS AND INQUIRIES OF BOARD MEMBERS
Supervisor Nickens: He suggested to Mr. Hodge that the Board of
Supervisors and citizens would benefit from a briefing from Real Estate Valuation Director
Billy Driver on how real estate assessments are handled. Mr. Hodge responded he would
schedule a briefing for January 22, 2002.
Supervisor Flora: He announced that he and Mr. Hodge would be rneeting
with the residents in Bonsack concerning the new WalMart being built in their community.
Supervisor McNamara: (1) He wished everyone a Happy 2002. (2) He
announced that the Board met with the area legislators on January 2, 2002, and thanked
them for attending the meeting. (3) He advised that the County will have some fiscal stress
in the upcoming year and will be impacted by the state budget, and while the County is
fairly stable, it will still have to make up some of the shortfalls. He felt that the School
Board and Board will work very hard on behalf of the citizens.
Supervisor Church: (1) He also thanked the legislators for attending the
Board meeting on January 2. He felt that this year will test the resolve of the Board but
believes they will meet the challenge.

WORK SESSIONS (4th Floor Conference Room)

Work Session to discuss proposed revisions to the Subdivision
Ordinance. (John Murphy. Assistant Planner)
Murphy.
The Work Session was held from 4:00 p.m. to4:30 p.m. and presented by Mr.
the mid 1950s with only minor arnendments to the ordinance since that time. Since the
Mr. Murphy reported that the existing subdivision ordinance was adopted in
adoption of the existing ordinance, there have been significant changes to the zoning
ordinance, the Code of Virginia, and other supporting documents. Staff evaluated the
existing ordinance to see if it was feasible to make amendments or to rewrite the entire
subdivision ordinance. However, it was felt that it was more realistic to completely rewrite
the subdivision ordinance to replace the existing docurnent.

Homebui/ders Association and Virginia Department of Health, as well as other County
departments. Recommendations have been incorporated into the draft ordinance as a
result of the input received during this process.

Some of the most significant changes are: (1) Complete List of Definitions;
Virginia Library Standards for Plats; (5) Description of Plat Review Process (concept,

Requirements; and (8) 50' Radius for Cul-de-sac (existing 55' radius)

Supervisor Church asked what comments the Homebuilders had. Mr. Murphy
responded that they had no negative comment and only a few concerns. Overall, they have
been very supportive.
Supervisor Nickens requested that staff look at the waiver procedure. Mr.
Murphy advised that Planning staff will review the definition portion of the ordinance with
the County Attorney's Office. The proposed ordinance will go back to the Planning
Commission for review and then to the Board of Supervisors for first and second reading.

Work Session on Revenues and the CIP and the proposed budget
calendar for 2002-2003 budaet.

The Work Session was held from 4:30 p.m. to 5:25 p.m. A draft summary
of the Capital Improvement Program was presented. Assistant Director of Cornmunity
Development George Simpson advised that the Regional Stormwater Management
programs are mandated by the Clean Water Act and the deadline is March 2003. He
requested a work session with the Board to discuss in greater detail.
Information
Technology Director Elaine Carver explained that the HP3000 operating system will no
longer be supported as of December 2006 and they need to begin planning and allocating
funding now for the transition. They hope to have better cost estimates in February. Parks,
Recreation and Tourism Director Pete Haislip advised that they need to upgrade their
Comprehensive Plan and will bring it back next year rather than use the current CIP.
Supervisor Nickens pointed out this was not a realistic CIP because there are

no dollars committed to funding the projects. Mr. Hodge responded that they will apply a
rating method to the CIP projects and prioritize them before bringing them back to the
Board.
Mr. Hodge reported that he would schedule work sessions with the Board of
Supervisors on the Information Technology Department needs and the new rnandated
stormwater management drainage requirements. Ms. Hyatt also suggested scheduling
budget work session separate from the regularly scheduled Board of Supervisors meetings.

Work Session to discuss Board of Supervisors Retreat.
The Work Session was held from 5:25 p.m. to 5:35 p.m. Mr. Hodge
requested that the Board schedule a time in February for a Board Retreat and asked for
discussion topics. He suggested inviting the School Board for breakfast and business
leaders for lunch with either budget discussions or team building during other periods. He
also suggested discussion of a water authority with the City of Roanoke. Supervisor Flora
pointed out that it was premature to discuss the budget until after the County knows how
much state funding the General Assembly will provide.
There was Board consensus to schedule the retreat for either February 16
or February 23 and include brief meetings with the School Board and staff and members
of the business community.

OTHER BUSINESS:
Mr. Hodge reported that the City of Salem will be celebrating their
Bicentennial throughout 2002 and reported on the activities that are being planned for the
January 8, 2002

year.
Ms. Allen asked who will attend the Leadership Summit meeting being held
on January 10 and hosted by the Salem City Council. Supervisors Church and Flora
advised they planned to attend. She also asked who would be attending the Legislative
Day events in Richmond on January 31,2002. All Board members advised they planned
to attend.

10, 2002 at 12 Noon at the Salem Civic Center to attend the Local Governments Regional
Summit, hosted by Salern City Council
