The Roanoke County Board of Supervisors of Roanoke County, Virginia, met
this day at the Roanoke County Administration Center, this being the organizational
meeting and the 3th day of January, 2000.

CALL TO ORDER
Chairman Johnson called the meeting to order at 9:04 a.m. The roll call was taken.
MEMBERS PRESENT:

Supervisor Minnix nominated Supervisor Joseph McNamara to serve as
Chairman. There were no other nominations and the nomination was carried by the

Resolution establishing the Schedule for Board Meetings in

Supervisor Johnson moved to adopt the prepared resolution setting the
meeting schedule for 2000. The motion carried by the following recorded vote:

SCHEDULE FOR THE BOARD OF SUPERVISORS OF
ROANOKE COUNTY FOR CALENDAR YEAR 2000
BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia,
as follows;

That for calendar year 2000, the regular meetings of the Board of

Update on Roanoke County's first Year 2000 Celebration Event -
Tons of Fun (Spencer Watts, Library Director)

Mr. Watts reported that a Year 2000 Celebration Committee has scheduled
events throughout the year celebrating the year 2000. They include March Through Time,
a celebration of the history of the Roanokè Valley, a Balloon Fest, a 4th of July celebration
at Explore Park, and a future Expo at the Salem Civic Center. The first event will be
January 8, called "Tons of Fun" at Tanglewood Mall. This will be a family celebration and
include music, live entertainment and games for the entire family. He invited the Board
members to attend.

Chairman McNamara declared a recess at 9:15 a.m.

RECONVENEMENT:
Chairman McNamara reconvened the meeting at 9:35 a.m.
INRE:
MEETING WITH ROANOKE VALLEY LEGISLATORS TO DISCUSS THE
2000 LEGISLATIVE PROGRAM.
Legislators who were present for this meeting were Bryan Shepherd,
representing Delegate A. Victor Thomas, Delegate Morgan Griffith, and State Senator John
Edwards.
Mr. Mahoney provided copies of Roanoke County's legislative program for
the 2000 session of the General Assembly. He advised that the Board's major priorities
were (1) funding for education, including increasing funds available in the Literary Fund,
and increased funding for construction projects; (2) transportation and highway safety,
including additional new construction and maintenance funding, and improvements to

development projects such as the Blue Ridge Parkway Interpretive Center, Explore Park
Education Center and a biotechnical center. Mr. Mahoney also advised that the County
supports increased funding for the regional detention facilities and that such facilities
should received at least 50% of their operating costs from the state.
Senator Edwards advised that he supported placing all the lottery money into
a trust fund, and that local governments could borrow from the trust fund for school
construction purposes. Delegate Griffith explained that he could not support this bill
because it is not new money, and would not help all localities because some schools have
needs other than construction. Senator Edwards and Delegate Griffith both expressed
support for funding for the Juvenile Detention Center.
Supervisor McNamara asked what the Board should do to encourage support
for their legislative requests and other legislation issues. Senator Edwards emphasized
that the County should have lobbyists in Richmond and should work with VACo and the
other regional governments as a team. Delegate Griffith also advised that the state was
anticipating a 7 to 8 percent revenue growth this year.
