INRE: WELCOME AND INTRODUCTIONS Vice Chair Minnix welcomed Roanoke City Council and staff. He introduced the new member of the Board of Supervisors, Joseph B. "Butch" Church, representing the Catawba Magisterial District. He welcomed the new Roanoke City Manager Darlene Burcham and presented her with a gift from the Board of Supervisors. He advised that he looks forward to working together with Roanoke City in the new millennium. ~ Mayor DaYid Bowers Mayor Bowers thanked the Board of Supervisors for inviting Roanoke City Council to the luncheon and meeting. INRE: REQUEST TO ADD TO OR CHANGE THE ORDER OF AGENDA ITEMS Supervisor Johnson requested that a discussion on the General Assembly action be added to the agenda. INRE: DISCUSSION ITEMS .h Discussion of a Roanoke Valley Trayelers Information Center on Interstate 81. (Mayor Dayid Bowers. Roanoke City) Mayor Bowers explained that former State Senator Granger McFarlane had visited recently with Roanoke City Council concerning the location of a new Welcome Center. The Governor has indicated support for eight Welcome Centers and Mayor Bowers suggested that one of them should be located in the Roanoke Valley. Granger McFarlane emphasized that a new Welcome Center would not compete with the Explore Interpretive Center, but would be used to gather information on tourist attractions. He described Tamarack, located on the West Virginia Turnpike in Beckley, West Virginia. Mr. McFarlane advised that he was interested in using land 78 February 8, 2000 ¡-- currently owned by Hollins University and six acres currently owned by the City of Roanoke, both adjacent to Interstate 81. He suggested that the Economic Development Departments and elected officials work together to encourage location of one of the Welcome Centers in the Roanoke Valley and requested support from both governing bodies to locate the Center on the described land which is near Interstate 81 and Plantation Road. ~ UDdate on Blue Ridae Parkway InterDretiye Center. {Joyce Wauah. Roanoke County} Ms. Waugh announced that they have received the construction bids, and that the bids are being evaluated. The water and sewer lines have been extended and the basic design has been completed. Ms. Waugh explained that the Interpretive Center will serve as a visitors center to the Blue Ridge Parkway and the surrounding region. It will include the history of the Parkway and the cultural heritage, scenic qualities and recreational features of the Parkway region. Ms. Waugh provided written information on the Center including the floor plan, site plan and details about construction and funding. ~ ReDort on the recently imDlemented 800 MHZ Radio SYstem. {Bill Agee. Roanoke County and Joe Slone. Roanoke} Mr. Agee advised that the 800 MHZ radio system is a 23 channel Motorola system that was originally installed in 1987 with seven channels. It has since been updated with the additional channels. Roanoke City and Roanoke County have been discussing a joint system for several years, and reported that the Mill Mountain site in Roanoke City has February 8, 2000 79 been added. Mr. Slone announced that the system is an unqualified success. Both Fire and Emergency Services can communicate in any incident and provide backup for each other. The Police Departments can also monitor calls and help when needed. The Fire and Emergency Services joint system began in February 1999 and the Police Departments joint services began in June 1999. ~ Proaress ReDort on Juyenile Detention Home {John Chambliss. Roanoke County and Glenn Radcliffe. Roanoke City} Mr. Chambliss reported they are in the middle of construction of Phase I, which consists of four pods of beds. They will have 48 beds available by Mayor June and will have video conferencing capabilities. Of the 48 beds, Roanoke City will have 24, Roanoke County will have 12, Salem will have 6, Franklin County will have 5, and Botetourt County will have 1. There will ultimately be 81 beds by July of 2001. Mr. Radcliffe advised that 50% of the construction and operating funds came from the state and that they will increase the number of staff to meet the increased number of inhabitants. Localities will be charged by the actual bed usage rather than each locality paying a specific share of the costs. .§. UDdate on Water Connections (Gary Robertson. Roanoke County and Kit Kiser Roanoke City) 80 February 8, 2000 -- Mr. Kiser advised that the Carvins Cove reservoir level has recovered from the all time low during the drought and should be overflowing within a couple of months, although the rainfall is still below normal. Mr. Kiser reported that the City purchased water from Roanoke County and Salem until December 22, 1999, at which time the Cove level had gained to 15 feet below spillway level. All the planned interconnection have been made except the one involving joint City/County construction of 11,000 feet of line along Loch Haven Road. This construction will complete the connections needed to allow the City to purchase a net volume of 4 MGD from the County. Mr. Kiser also updated the governing bodies on the Roanoke Valley Alleghany Regional Commission Water discussions. Mr. Robertson reported that previously the County could only provide water to the City in two areas. He presented maps showing the growth of interconnections between the city and county. §... Discussion on General Assembly Leaislation Supervisor Johnson reported that after the census, Southwest Virginia may lose 12 to 14 delegates in the General Assembly. He also pointed out that three of the eleven transportation districts were allocated 50% of the funding for transportation purposes. He recommended that the localities from Southwest Virginia become organized and speak as one voice to achieve greater power in dealing with the General Assembly and the State.
