IN RE: CALL TO ORDER Chairman McNamara called the meeting to order at 3:02 p.m. The roll call was taken. MEMBERS PRESENT: Vice Chairman H. Odell "Fuzzy" Minnix, Supervisors Joseph B. IN RE: PROCLAMATIONS, RESOLUTIONS, RECOGNITIONS, AND AWARDS L Presentation of resolutions conaratulatina the too winners ofthe CIRCLE Suaaestion Proaram from Mav 1998 to December 1999. R-020800-1 Mr. Hodge reported In the fall of 1996, the Board of Supervisors requested that County staff develop a suggestion program that would encourage employees to reduce costs and improve operations and efficiencies. On April 8, 1997, the Board approved the establishment of the CIRCLE Suggestion Program. CIRCLE stands for "Continuous Improvement of Roanoke County Led by Roanoke County Employees". Employee training began in early May when the program actually started. Since the program began, 103 employees have submitted suggestions and 70 of those suggestions have been implemented. The program has generated possible savings over the next three years up to $309,691. The winners are being recognized today for suggestions implemented from May 1998 to December 1999 and represent potential savings up to $129,852. Supervisor Johnson moved to adopt the resolution. The motion carried by the following recorded vote: AYES: Supervisors Johnson, Minnix, Church, Nickens NAYS: None ABSENT: Supervisor McNamara RESOLUTION 020800-1 CONGRATULATING THE TOP WINNERS OF THE CIRCLE SUGGESTION PROGRAM FROM MAY 1998 TO DECEMBER 1999 WHEREAS, in the fall of 1996, the Roanoke County Board of Supervisors requested that the County of Roanoke develop a suggestion program that would encourage employees to reduce costs and improve operations; and WHEREAS, on April 8, 1997, the Board of Supervisors approved the establishment of the CIRCLE Suggestion Program, which stands for "CONTINUOUS IMPROVEMENT OF ROANOKE COUNTY LED BY EMPLOYEES"; and WHEREAS, since the program began, 103 County employees have submitted suggestions and 70 of the implemented suggestions have generated an estimated savings of up to $309,691 over a three-year period; and WHEREAS, in addition to monetary winnings, the winners received a CIRCLE T-Shirt from the County Administrator and were recognized in the CIRCLE Newsletter and Roanoke County Today; and WHEREAS, Steve Wilson, General Services; Becky Fralin, MIS; Lee Gearheart, Community Development; Brenda Holton, Board of Supervisors; David Holladay, Community Development; Jan Killgore, Procurement; Billy Greenway, General Services; Leon Hopkins, General Services; Tony Noel, General Services; and William Agee, General Services; were the top winners from May 1998 to December 1999. NOW, THEREFORE BE IT RESOLVED, that the Board of Supervisors of Roanoke County, Virginia, wishes to express its congratulations to these employees for their ingenuity, their innovative ideas and for meeting the challenge of improving County operations and services; and FURTHER, on behalf of the citizens of Roanoke County, the Board of Supervisors encourages them to continue their outstanding efforts in the future. IRav Lavinder. Police Chief) Chief Lavinder advised that the grant is in the amount of $34,949 with $31,454 in federal funds, $3,495 in local funds, and the grant is for a 24-month period. The Police Department plans to use the grant for the bike patrol, community policing and other law enforcement efforts. Supervisor Nickens moved to accept the grant. Directorv of Community DeveloDment} Assistant Community Development Director George Simpson advised that the petitioner, Camilla L. Jones, is the current owner of Lot 17, Ruxton of Roanoke. A recent survey revealed that the dwelling on this lot encroached into the existing easements. Ms. Jones has requested that the Board of Supervisors vacate that portion of the existing 15 foot sanitary sewer easement which crosses Lot 17. In exchange, Ms. Jones has agreed to convey a new 15 foot sanitary sewer easement across Lot 17 to encompass the existing facilities. There was no discussion and no citizens to speak. Supervisor Minnix moved to approve first reading of the ordinance and set the second reading and public hearing for February 29, 2000. STUMP, SHERIFF'S OFFICE WHEREAS, Ronnie W. Stump was first employed by Roanoke County on August 11, 1984, as a Correctional Officer with the Sheriff's Office; and WHEREAS, Deputy Stump retired from Roanoke County on January 1 ,2000, as a Deputy Sheriff (Prisoners & Confinement), after more than fifteen years of service; and WHEREAS, Deputy Stump, after retiring from the United States Air Force with twenty-six years of service, continued to provide dedicated public service to the citizens of Roanoke County; and WHEREAS, Deputy Stump, through his employment with Roanoke County, has been instrumental in improving the quality of life for its citizens. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County expresses its deepest appreciation and the appreciation of the citizens of Roanoke County to RONNIE W. STUMP for over fifteen years of capable, loyal and dedicated service to Roanoke County. FURTHER, the Board of Supervisors does express its best wishes for a happy, restful, and productive retirement. On motion of Supervisor Minnix to adopt the resolution, and carried by the following recorded vote: AYES: Supervisors Johnson, Minnix, Church, Nickens NAYS: None ABSENT: Supervisor McNamara RESOLUTION 020800-3.d EXPRESSING THE APPRECIATION OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY UPON THE RETIREMENT OF SHIRLEY WAGNER, SHERIFF'S OFFICE WHEREAS, Shirley Wagner was first employed by Roanoke County on September 16, 1980, as a Correctional Officer with the Sheriff's Office; and WHEREAS, Deputy Wagner retired from Roanoke County on December 1, 1999, as a Deputy Sheriff (Prisoners & Confinement), after more than nineteen years of service; and WHEREAS, Deputy Wagner always demonstrated a caring attitude towards the public and inmates she served; and February 8, 2000 91 WHEREAS, Deputy Wagner, through her employment with Roanoke County, has been instrumental in improving the quality of life for its citizens. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County expresses its deepest appreciation and the appreciation of the citizens of Roanoke County to SHIRLEY WAGNER for over nineteen years of capable, loyal and dedicated service to Roanoke County. INRE: REPORTS AND INQUIRIES OF BOARD MEMBERS SuDervisor Johnson: (1) He has been reviewing the preliminary budget figures for next year and noted that the Governor has put no money in either year of the state biennial budget. (2) He advised that the Botetourt Planning Commission approved a subdivision adjacent to Roanoke County with ingress and egress from a Roanoke County road. He asked the County staff to look at this and report back at the next meeting on how the County will handle the additional traffic. SuDervjsor Church: He advised that he was still getting calls about traffic and dangerous road conditions caused by R&L Carriers at Daugherty Road. He asked for an update on the road improvements from George Simpson. SuDervisor Nickens: He asked that the door to the Board Meeting Room be oiled so it stops squeaking. SuDervisor Minnix: (1) He commended that staff for the 2nd floor renovations, and noted that it is much more "customer friendly". (2) He announced that the Board hosted a joint meeting with Roanoke City Council and one of the discussion items was the success of the joint 800 MHZ radio system. He also advised that Supervisor Johnson made the observation that the localities in Southwest Virginia should work in unity for needed legislation. He asked Mr. Hodge to contact other localities requesting that they gather together to work as one district when dealing with the Legislature. INRE: CLOSED MEETING At 3:45 p.m., Supervisor Minnix moved to go into Closed Meeting following the Work Session pursuant to Code of Virginia Section 2.1-344 A (7) Legal. consultation with legal counsel, regarding specific legal matter requiring the provision of legal advice, February 8, 2000 93 - namely (a) Procurement bids, Blue Ridge Parkway Interpretive Center; (b) contract with Advance Auto; (c) Negotiations with cable TV franchise renewal. The motion passed by the following recorded vote: AYES: Supervisors Johnson, Minnix, Church, Nickens NAYS: None ABSENT: Supervisor McNamara INRE: WORK SESSIONS L Review of County Administration Goals established in Julv 1999 The work session was held from 3:50 p.m. to 4:30 p.m. Mr. Hodge explained that this work session was to review the goals set for the County Administration Offices in July, 1999. He described what steps had been taken to meet the following goals during the past six months: (1) To provide the Board with accurate, timely information on which to base its decisions; and (2) To facilitate economic development that increases the number and quality of jobs available to residents of Roanoke County and the Roanoke Valley. Because a tour had been scheduled, the remainder of the work session was postponed to a future meeting. The motion carried by the following recorded vote: AYES: Supervisors Johnson, Minnix, Church, Nickens NAYS: None ABSENT: Supervisor McNamara RESOLUTION 020800-4 CERTIFYING THE CLOSED MEETING WAS HELD IN CONFORMITY WITH THE CODE OF VIRGINIA WHEREAS, the Board of Supervisors of Roanoke County, Virginia has convened a closed meeting on this date pursuant to an affirmative recorded vote and in accordance with the provisions of The Virginia Freedom of Information Act; and WHEREAS, Section 2.1-344.1 of the Code of Virginia requires a certification by the Board of Supervisors of Roanoke County, Virginia, that such closed meeting was conducted in conformity with Virginia law. NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke County, Virginia, hereby certifies that, to the best of each members knowledge: 1.
