HomeMy WebLinkAbout6/5/2000 - Special June 5, 2000 329 Roanoke County Administration Center 5204 Bernard Drive Roanoke, Virginia 24018 June 5,2000 The Board of Supervisors of Roanoke County, Virginia, met this day at the Roanoke County Administration Center, this being the first Monday and a joint meeting with the Roanoke City Council held at the Roanoke Municipal Building. IN RE: WELCOME AND INVOCATION Mayor Bowers welcomed the participants and offered the invocation. Lunch followed. IN RE: CALL TO ORDER Chairman McNamara and Mayor Bowers called the meeting to order at 12: 50 p.m. The roll call was taken for the Board of Supervisors. Mayor Bowers expressed appreciation to the Board of Supervisors for all the courtesies shown to him during his term as Mayor of the City. He introduced Mayor-elect Ralph Smith and Councilman-elect Bill Bestpitch. The meeting participants introduced themselves. 2. Chairman Joseph McNamara Chairman McNamara thanked Mayor Bowers and Counci Iman Swain for their service and welcomed Mayor-elect Smith and Councilman-elect Bestpitch to the meeting. June 5, 2000 3M He introduced Dan O'Donnell, Roanoke County's new Assistant County Administrator. INRE: DISCUSSION ITEMS: 1, Household Hazardous Waste Clean UP Dav. James D. Ritchie. Deputy City Manaaer. Mr. Ritchie announced that the Roanoke Valley-wide Hazardous Waste Clean Up Day is scheduled for June 17 from 8 a.m. to 2 p.m. Residents may bring their hazardous waste to the Roanoke Civic Center for proper disposal. The event is being sponsored by all Roanoke Valley governments, the Roanoke Valley Resource Authority and the Clean Valley Council, and the City agreed to spend $320,000 on the project. A certified company will take the hazardous waste out of the state for disposal. 1.. Water Supplv Update. Kit B. Kiser. Assistant City Manaaer for Operations. Mr. Kiser reported that Councilman Hudson and Supervisor Church are serving on a regional committee to look at the regional long range plans for water. Roanoke County Utility Director Gary Robertson and Mr. Kiser are serving on the Technical Committee, which is working on Requests for Proposals. Mr. Kiser advised that the demand on the Carvins Cove Reservoir has been reduced drastically because of the water contract with the County. The reservoir is full and in good condition, and as a result of the water agreement, the City now has the ability to buy on demand up to 4 mgd from the County. 332 June 5, 2000 ~ Roanoke Vallev Detention Center Update. John M. Chambliss. Assistant County Administrator. Mr. Chambliss reported that most ofthe records have been moved to the new facility, and that the youths will be moved on Friday, June 9. They will be going through remediation of some of the existing areas in June,and the contractor will begin Phase II in July. There are 4 pods with 58 beds in Phase I. ~ Reaional Fire/EMS Trainina Facilitv. James Griasbv. Chief. Roanoke City Department of Fire/EMS; and Richard E. Burch. Chief. Roanoke County Department of Fire and Rescue. Chief Burch reviewed the history of the project that was first discussed in 1985. The four governments worked on an agreement that was satisfactory to all of them, and the cost has been split four ways on a percentage basis. Chief Grigsby reported that the 17,000 square foot facility on Kessler Mill Road is almost complete with a classroom for 120 students, and office space, library, and a weight room. June 5, 2000 3a3 Mr. Chambliss reported that 1 and 1/2 years ago, the SPCA notified the Valley governments that it was getting out of the impoundment business, that the would be constructing a new facility, and bids were obtained. The local governments were notified that the SPCA suggested that a regional impoundment facility could be built on or adjacent to their property that could be operated by them. They have offered a two year operating contact for impoundment and euthanasia until a new facility can be constructed. The estimate for a new facility is $1.3 million and would not include all facilities needed. The present SPCA location would be tight but additional adjacent land may be purchased. IN RE: COMMENTS: L Roanoke Countv Board of Supervisors Supervisor Johnson commended the Roanoke City Council and stafffortheir innovative and creative approach in locating the new biomedical lab in Roanoke City. Supervisor Church proposed a golf outing and cookout for the four Roanoke Valley local governments at a mutually chosen date and location. 1.. Roanoke City Council Councilman White thanked Supervisor Johnson for his comments. Councilman-elect Bestpitch thanked the Board of Supervisors for their letters of congratulations upon his election to Roanoke City Council.
