The Board of Supervisors of Roanoke County, Virginia, met this day at the
Roanoke County Administration Center, this being the second Tuesday and the second
regularly scheduled meeting of the month of June, 2000.

Mr. Hodge introduced the new Assistant County Administrator Dan O'Donnell
and announced that he was chosen from a field of 106 applicants and was the former
County Administrator in Steuben County, New York and Berkeley County, West Virginia.

Ms. Hyatt reported that the School Construction Committee has
recommended awarding the site development contract for the new high school to Counts
& Dobyns for $3,060,261, which was the second lowest bid. The low bid withdrew because
they left out certain things in their bid. The budget for the site development was
$4,800,000. The remaining $1,739,737 has been set aside as final site development to
cover paving, curb and guttering, and landscaping. Mr. Hyatt explained that the School
Board would like to award the contract as soon as possible in order to keep the project on
schedule. $2,468,161 is available for site development and an advance from the County
of $592,100 is necessary to award the site development contracts, and an advance of
$500,000 is needed for road construction. Additionally, the School Board recently awarded
a contract to Nielson Builders for $757,992 for project management.
Supervisor Nickens questioned whether Branch and Associates, the low bid,
had a legitimate reason to withdraw. Mr. Mahoney responded that he assumed that the
School Board's counsel had reviewed the bid. Richard Flora, described what was left out
of the low bid, and that it was reviewed by Mr. Lacy, the School Board's attorney.

In response to questions from Supervisors Johnson and Nickens, Mr. Flora
advised that the project was in two phases because the original included curb and guttering
and other plant mix. These will be bid in phase II and will be more concise. He also agreed
that $30 million was the final cost approved by the Board for the total project.
Supervisor Johnson advised that it was his understanding that the entire
School Board and Board of Supervisors would become part ofthe Construction Committee.
School Board Chairman Jerry Canada advised that the changes will be made at the next
School Board meeting.

WHEREAS, the Board of Supervisors of the County of Roanoke, Virginia
(the "County Board") adopted a resolution on August 19, 1997 declaring its intention to
reimburse itself from the proceeds of one or more tax-exempt financings for certain
expenditures made and/or to be made in connection with the acquisition, renovation,
construction and equipping of certain capital improvements for school projects, and
WHEREAS, the School Board (the "School Board") of the County of Roanoke,
Virginia (the "County") adopted a resolution on August 28, 1997 declaring its intention to
reimburse itself from the proceeds of one or more tax-exempt financings for certain
expenditures made and/or to be made in connection with the acquisition, renovation,
construction and equipping of certain capital improvements for school projects, and
WHEREAS, the School Board now desires to award contracts and needs
advances for the new south county high school as follows: $592,100 for site
development, $500,000 for road construction, and $757,992 for project management;
for a total advance of $1 ,850,092, and
WHEREAS, the School Board requested an advance on June 13, 2000 of
$1,850,092 for site development, road construction, and project management for the
new South County high school,

Ms. Hyatt advised that the Construction Committee has recommended
awarding the site development contract for Glenvar Middle School to Simpson
Construction for $318,000. The budget for site development was $575,000, and the
remaining $257,000 has been set aside as final site development to cover paving. At
this time, an advance from the County of $318,000 is necessary to award the site
development contracts. Additionally, an advance of $129,400 is needed for architect
and engineering services, and survey and testing.
In addition, the School Board
recently awarded a contract to Nielson Builders for $226,651 for project management.
This amount has been reallocated from the construction line item of the budget. An
advance is needed from the County to cover this line item also.
Supervisor Johnson expressed concern that he did not know what he was
voting for and asked about the footprint or building plans. He also asked what the final
project cost was. Mr. Flora, Executive Assistant for Operations, advised that the plans
were 51 % complete in February; that the footprint is the same as 1 and 1/2 years ago;
and that the final cost of the project is $8,273,283.

Supervisor Johnson expressed concern about the increases in the cost of
the project from $3 million to $6 million, and now $8 million, and advised that he would
vote against the appropriation. Supervisor Church responded that the cost has been
discussed at the last three or four meetings and commended the School Board and Dr.
Weber. Supervisor Nickens advised that he considered the allocation of $8.2 million for
the Glenvar project as fiscally irresponsible and suggested that the School Board
provide information to all five Board members at the same time. He advised he would
not support the appropriation. Supervisor McNamara disagreed and pointed out that
the original $3.3 million estimate was obsolete.
Dr. Weber responded to questions and advised that she would assure that
all the Board members have all information from the Construction Committee meetings,
and that the hill behind the building will be removed for two classrooms.

Reauest for $169.156 aDDroDriation to cover increased
aasoline costs. (Anne Marie Green. General Services Director)

Ms. Green reported that during the past year, the cost of petroleum
products has risen dramatically and was not anticipated during the current budget
process. The price per gallon for gasoline has risen from $0.58 in July 1999 to $0.98
per gallon, an increase of 64%. The cost of diesel fuel has risen by 66%. Spring and
summer months are traditional heavy use periods for County vehicles due to the
increase in parks and recreation activities and air conditioning usage. The current
budget is $244,332 and staff anticipates the year end cost to be $413,488, resulting in a
deficit of $169,156 in the County garage budget. Ms. Green requested an appropriation
of $169,156 from the General Fund Unappropriated Balance to cover the deficit.
In response to a question from Supervisor Nickens, Mr. Mahoney
explained that the State Code does not allow a local government to run a deficit.
Supervisor Nickens advised that he thought the Code referred to the entire budget not

just one category.
Mr. Hodge responded that the report can be received as
informational only with no appropriation if the Board desired.
Supervisor Nickens moved to recognize and accept the cost overrun in the
Department of General Services not to exceed $169,156, but withdrew his motion after
additional discussion.
Supervisor Johnson moved to appropriate $169,156 and that any funds
remaining at the end of the fiscal year will be returned to the general fund. The motion
carried by the following recorded vote:

Reauest to amend the County's Vehicle Utilization Policy to
reimburse emDloyees for Dersonal use of yehicles at the rate
allowed by the Internal Revenue Service.

Ms. Hyatt reported that the County's Vehicle Utilization Policy currently
allows reimbursement for employees using their personal vehicles for County business
at the rate of $0.27 per mile. The Internal Revenue Service (IRS) allows reimbursement
of personal use at $0.325 per miles and she recommended that the County policy be
amended to reflect the IRS amount, and be adjusted administratively in the future to
reflect the IRS reimbursement rate.
In response to questions, she explained that the County has always
followed the state reimbursement and the state has changed their reimbursement rate

to $0.325 per mile; and that she did not have details on the amount paid to employees
for use of their personal vehicle on County business.
Supervisor Johnson moved to approve the staff recommendation, but
Supervisor Nickens offered a substitute motion that staff bring back information on
County business mileage driven in personal vehicles. Supervisor Johnson withdrew his
motion. Mr. Hodge requested that the Board approve the new mileage reimbursement
and that staff will bring back a report on mileage reimbursement for use of personal
vehicles.
Supervisor Church moved to approve the amendment to the Vehicle

RESOLUTION 061300-4 AMENDING THE VEHICLE
UTILIZATION POLICY TO REIMBURSE EMPLOYEES AT
THE RATE ALLOWED BY THE INTERNAL REVENUE
SERVICE FOR THE USE OF PERSONAL VEHICLES IN
THE CONDUCT OF COUNTY BUSINESS
WHEREAS, the Board of Supervisors (the "Board") of Roanoke County,
Virginia (the "County") implemented on June 13, 1988 the Vehicle Utilization Policy
("Policy")as adopted on May 24, 1988 and
WHEREAS, the rate for reimbursement of employees using personal
vehicles in the performance of their assigned duties in the Policy is currently $0.27; and
WHEREAS, the rate currently authorized by the Internal Revenue Service
for reimbursement is $0.325 per mile;
NOW, THEREFORE, BE IT RESOLVED, by the Board of Supervisors of
Roanoke County that the County's Vehicle Utilization Policy is hereby amended to allow
reimbursement to employees for the use of their personal vehicle in the performance of
their assigned duties at the rate approved by the Internal Revenue Service for mileage
driven on or after July 1, 2000. The Board also authorizes the County Administrator
and/or the Director of Finance to adjust this rate as needed in the future to adequately
reflect the reimbursement rate established by the Internal Revenue Service.

WHEREAS, the Board of Supervisors of Roanoke County, Virginia, hereby
establishes the salaries for the County Administrator and the County Attorney for Fiscal
Year 2000-2001.
BE IT RESOLVED, by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That the annual salary for the County Administrator shall be
increased from $114.546.54 to $119.128.41.
2. That the annual salary for the County Attorney shall be increased
from $97.532.61 to $101.433.92.
3. That the effective date for the establishment of these salaries shall
be July 1, 2000.
On motion of Supervisor McNamara to adopt the resolution and increase

Mr. Obenshain reported that the 2000 session of the General Assembly
adopted HB255 which is designed to insure uniformity in the meals tax. Following
passage of the bill, a committee with representatives ofVML, VACo, the Commissioners
of the Revenue Association and the food industry have worked to prepare guidelines for
implementation of this legislation. The proposed ordinance amendments recognize
meals tax differences between cities and counties while attempting to preserve the
uniformity to the maximum extent possible. The main difference will be in the way
beverages are taxed until further legislative action may occur. Mr. Obenshain advised
there would be several changes before the second reading of the ordinance.
Supervisor Nickens pointed out that the portion of the ordinance dealing with beverages
should be specifically defined and not just listed as "occasional".
Supervisor Minnix moved to approve the first reading and set the second

Mr. Obenshain reported that this ordinance will extend the current
franchise agreement with Adelphia for 90 days from July 1, 2000 so that the Cable
Television Committee can continue to negotiate with Adelphia.
The franchise
agreements were to expire originally on October 4, 1999 and were extended several
times until July 1, 2000. Mr. Obenshain advised he believes this will be the last
extension.

Mr. Robertson reported that since the first reading, the ordinance has
been increased by $291,321 to include additional revenue from the State Compensation
Board for the Sheriffs Office. The Compensation Board provided eight emergency
funded positions for the current year and has authorized ten for the upcoming year plus
one new LIDS position. The authorized vehicle county is 430 and the number of full-
time positions is 760 which represents an increase of four over the beginning of the
current fiscal year.
Supervisor Johnson moved to adopt the ordinance. The motion carried by

FUNDS FOR THE 2000-01 FISCAL YEAR
BUDGET FOR ROANOKE COUNTY,
VIRGINIA
WHEREAS, upon notice duly published in the newspaper, a public hearing
was held on May 9, 2000 concerning the adoption of the annual budget for Roanoke
County for fiscal year 2000-01; and
WHEREAS, the Board of Supervisors of Roanoke County, Virginia,
approved said budget on May 23, 2000, pursuant to the provisions of Section 13.02 of
the Roanoke County Charter and Chapter 4 of Title 15.2 of the 1950 Code of Virginia,
as amended; and
WHEREAS, the first reading of this appropriation ordinance was held on
May 23, 2000, and the second reading of this ordinance was held on June 13, 2000,
pursuant to the provisions of Section 18.04 of the Roanoke County Charter.
BE IT ORDAINED by the Board of Supervisors of Roanoke County,

2. That the County Administrator may authorize or delegate the
authorization of the transfer of any unencumbered balance or portion thereof from one
department to another within a fund.
3. That all funded outstanding encumbrances, both operating and capital,
at June 30, 2000, are re-appropriated to the 2000-01 fiscal year to the same department
and account for which they are encumbered in the previous year.
4. That appropriations designated for capital projects will not lapse at the
end of the fiscal year but shall remain appropriated until the completion of the project or
until the Board of Supervisors, by appropriate action, changes or eliminates the
appropriation. Upon completion of a capital project, staff is authorized to close out the
project and transfer to the funding source any remaining balances. This section applies
to appropriations for Capital Projects at June 30, 2000, and appropriations in the 2000-
01 budget.
5. That all school fund appropriations remaining at the end of the 1999-00
fiscal year not lapse but shall be appropriated to the School Capital Improvements Fund

6. Utility Fund appropriations include a transfer for repayment of the
outstanding balance owed to the Water Fund by the Sewer Fund for construction
projects approved in FY95-96.

WHEREAS, Section 3.07 of the Charter of the County of Roanoke
provides for the compensation of members of the Board of Supervisors and the
procedure for increasing their salaries; and
WHEREAS, Section 14.1-46.01:1 of the 1950 Code of Virginia, as
amended, establishes the annual salaries of members of boards of supervisors within
certain population brackets; and
WHEREAS, the Board of Supervisors of Roanoke County, Virginia, has
heretofore established the annual salaries of Board members at $12,172.09 by
Ordinance 052799-12 and further has established the additional annual compensation
for the chairman for the Board to be $1,800 and for the vice-chairman of the Board to be
$1,200; and
WHEREAS, this section provides that the maximum annual salaries
therein provided may be adjusted in any year by an inflation factor not to exceed five
(5%) percent; and
WHEREAS, the first reading and public hearing on this ordinance was
held on May 23, 2000; the second reading was held on June 13, 2000.

owner of a parcel of land located in Cherokee Hills at 5417 Scout Circle (Route 1240)
known as County Tank & Well Lot No.3 (Tax Map No. 54.04-6-41); and
WHEREAS, James Leslie Dugger and Melvie Harkleroad Dugger currently
own an adjoining parcel of land located at 5409 Scout Circle (Lot 2, Block 9, Section 1,
Cherokee Hills, Tax Map No. 54.04-6-40); and
WHEREAS, the Duggers need to acquire an easement approximately 12'
wide and 50' long for use as a driveway as shown on a survey prepared by Balzer and

WHEREAS, the Board of Supervisors of the County of Roanoke, Virginia, is
establishing, by joint action of the Boards of Supervisors of the Counties of Alleghany,
Bath, Botetourt, Craig, Roanoke and Rockbridge, and the City Councils of the Cities of
Buena Vista, Clifton Forge, Covington, Lexington, Roanoke and Salem, the membership
of the regional Policy Board of the Alcohol Safety Action Program (ASAP) to serve the
region composed of those Counties and Cities.
WHEREAS, the General Assembly of Virginia has, by statute codified as Virginia
Code §18.2-271.1(H), provided that any county, city, town, or any combination thereof
may establish and operate alcohol safety action programs in connection with highway
safety, and that each such program shall operate under the direction of a local
independent policy board chosen in accordance with procedures approved and
promulgated by the Commission on VASAP; and
WHEREAS, the Commission on VASAP has approved and promulgated such
procedures, which are set out in 24 Virginia Administrative Code 35-20-180; and
WHEREAS, Boards of Supervisors of the Counties of Alleghany, Bath, Botetourt,
Craig, Roanoke and Rockbridge, and the City Councils of the Cities of Buena Vista,
Clifton Forge, Covington, Lexington, Roanoke and Salem have established and do
operate the Court-Community Corrections Alcohol Safety Action Program, which is a
regional alcohol safety action program in connection with highway safety, and the
Commission on VASAP has approved and promulgated procedures for the policy board
of that regional alcohol safety action program to be reconstituted;

REPORTS AND INQUIRIES OF BOARD MEMBERS
SuDervisor Church: He announced that Valleyfest was held on June 9 and 10
at Green Hill Park and was a huge success. He thanked Eddie Ford, Parks and
Recreation, other staff, and the sponsors of the event.
SuDervisor McNamara: (1) He asked that Mr Hodge and staff revisit the
ordinance the does not allow side yard parking of boats. Supervisor Johnson advised
that there should be a community standard on this issue. Mr. Mahoney recommended
that the Planning Commission review the issue first. Supervisor McNamara requested
that Mr. Hodge bring back a proposed schedule for considering this issue. (2) He
announced that the Board members, School Board and staffs met to review the
recommendations of the committees formed after the Allah Retreat. He advised that the
Teacher Effectiveness Committee came up with some innovative ideas to reduce
classroom size. (3) He advised that he met with School Board members Canada and
Stovall and Superintendent Weber concerning redistricting and advised that the public
hearing for comment will be held on June 20, 2000 at 7 p.m. at Cave Spring High
School.
(4) He pointed out that in two years, there will not be overcrowded conditions
at Cave Spring High School and the County will have two good middle schools. (5) He
reported that he had lunch with Roanoke City's mayor-elect Ralph Smith and he is
looking forward to working with him.

Chairman McNamara presented awards to Dr. George K. Bowers, who was not
present, for his work with Good Samaritan Hospice; Dr. Douglas E. Pierce, for

alcohol recovery program at the Rescue Mission; Ray E. Straub, for his volunteer work

imDrovements. (Arnold Covey. Community DeveloDment Director)
The Work Session was held from 5:45 p.m. to 6:20 p.m. and presented by Jeff
Echols, Resident Engineer, Virginia Department of Transportation (VDOT) and Rob
Carey, VDOT.
Mr. Echols reported that the current traffic count on Route 11/460 exceeds
20,000 vehicles per day and is an alternate route to 1-81. The road was added to the
Six Year Plan in 1997 with $500,000 for preliminary engineering work. In 1998, an
additional $500,00 was added. No additional funding was added in 1999, but the
project was designated a federally funded project. In 2000, $13 million was designated
for this project. Mr. Echols advised that Route 11/460 will be built as a four lane divided
road with paved shoulders and curb and guttering. VDOT plans to hold a public
information meeting in the fall of 2000 and the public hearing will be held in the fall of
June 13, 2000

2001. The rights of way will be acquired beginning in the spring of 2002 and the project
will be advertised to contractors in the spring of 2005. The total project is estimated to
cost $19 million,
County Planner Terry Harrington advised that staff will start this summer to look
at the corridor for landscaping, parking, signage and redevelopment similar to the
Williamson Road corridor project.

Work Session to discuss off-road areenway Driorities. (Janet Scheid.
Senior Planner)
The Work Session was held from 6:20 p.m. to 6:40 p.m. and was presented by
Don Witt a member of the Greenway Commission and Liz Belcher, Greenway
Coordinator.
Ms. Belcher presented a list of the County off-road greenway priorities as follows:
(1) Wolf Creek Greenway; (2) the Roanoke River Greenway, East and West; (3) Carvin
CreeklTinker Creek Greenway; (4) Glade Creek Greenway; and (5) Mudlick Creek
Greenway. She explained that they evaluated each greenway and conducted field
surveys and the list was narrowed down to these five projects.
She updated the Board
on each of the greenway projects, and presented information on the schedule, project
funding and a list of grants, donations and funding for the greenways.
Mr. Hodge advised that the County needs to find some funding options. Ms.
Belcher advised that Roanoke City is using bond money. Mr. Witt reported that the
Greenway Commission will be coming to the Board for matching funds for TEA21 and
other grants in the future.

the architect. He advised that a plan will be in place by January 2001 and the
jurisdictions will need to know the capital cost and to have a stronger voice in the
operation, Mr. Chambliss was directed to bring back the proposed contract on June 27,
2000 on the Consent Agenda. Supervisor Nickens requested that all issues be resolved
by December 2000.
