The Board of Supervisors of Roanoke County, Virginia, met this day at the
Roanoke County Administration Center, this being the second Tuesday and the first
regularly scheduled meeting of the month of July, 2000.

was taken.

RESOLUTION 071100-1 OF APPRECIATION TO CHARLES R. HILL,
FORMER MAYOR THE TOWN OF VINTON, FOR SERVICES TO THE
ROANOKE VALLEY
WHEREAS, Charles R. Hill was first elected to the Vinton Town Council in
1976, and elected as Mayor in 1980; and
WHEREAS, during that period, Mayor Hill has consistently worked for the
good of the entire Valley, supporting economic development projects, regional cooperation
and innovative concepts; and

WHEREAS, the citizens of Roanoke County have benefitted from Mayor Hill's
dedication and contributions through his activities and leadership positions on the Fifth
Planning District Commission, the Western Virginia Development Corporation, the Regional
Partnership of the Roanoke Valley, the Virginia Recreational Facilities Authority, the Vinton
Lions Club, and the Vinton Chamber of Commerce; and
WHEREAS, under his tenure as Mayor of the Town of Vinton, many projects
came to fruition including the new Vinton Municipal Building, the Vinton Farmers Market
and Stage, the Vinton Industrial Park, the Wolf Creek Greenway Trail, the E911 System,
the well water system serving Vinton and East Roanoke County, the new regional landfill
and transfer station, the Gainsharing Agreement with Roanoke County and the Regional
Fire and Rescue Training Center; and
WHEREAS, Charles R. Hill has been a good friend and neighbor to the
citizens of Roanoke County, and his enthusiasm, dedication and commitment to the good
of the entire Roanoke Valley will be missed as he retires from service as Mayor of the Town
of Vinton.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of
Roanoke County, Virginia, on its own behalf and on behalf of the citizens of Roanoke
County, does hereby extend its sincere appreciation to CHARLES R. HILL for his years of
service to the residents of the Town of Vinton and for his dedication to maintaining the high
quality of life for all the people of the Roanoke Valley; and
FURTHER, BE IT RESOLVED, that the Board of Supervisors does hereby
extend its sincere best wishes to Charles R. Hill for a happy and productive retirement from
the Office of Mayor of the Town of Vinton.

WHEREAS, David A. Bowers, was elected to Roanoke City Council in 1984;
re-elected in 1988; and was first elected Mayor of Roanoke at the General Election held
on May 5, 1992, taking office on July 1, 1992; and
WHEREAS, during that period, Mayor Bowers has consistentlyworkedforthe
good of the entire Valley, supporting economic development projects, tourism, regional
cooperation and innovative concepts; and
WHEREAS, during Mayor Bowers term as Mayor, the Roanoke County Board
of Supervisors and Roanoke City Council began their periodic joint meetings that have
resulted in greater mutual understanding and commitment, and the successful completion
of regional projects; and
WHEREAS, the citizens of Roanoke Valley have benefitted from Mayor
Bowers' dedication and contributions through his activities and leadership positions on the
Roanoke Redevelopment and Housing Authority Board of Commissioners, Downtown
Housing Task Force, and Greater Roanoke Transit Company Board of Directors; and
WHEREAS, under his tenure as Mayor of the City of Roanoke, many projects
came to fruition including the renovation of the Hotel Roanoke and Conference Center,
creation of the Virginia Museum ofTransportation; and he helped to assure the continuing
revitalization of downtown Roanoke with his support of The Riverside Centre for Research
and Technology, the Art Museum of Western Virginia/lMAX theater partnership and the
nearly completed Railside Linear Walk; and
WHEREAS, David A. Bowers has been a good friend and neighbor to the
citizens of Roanoke County, and his enthusiasm, dedication and commitment to the good
of the entire Roanoke Valley will be missed as he retires from service as Mayor of the City
of Roanoke.

ReQuest to adopt a prioritized list of primary and interstate
proiects to be presented at the pre-allocation public hearina for
the Commonwealth Transportation Board Six-Year Improvement
Plan. (Arnold Covey. Community Deyelopment Director)

Assistant Community Development Director George Simpson reported that
the staff is requesting that the Board adopt a list of Interstate and Primary road projects
to present to the Virginia Department of Transportation Pre-allocation Hearing on July 21,
2000. The projects currently on the plan include Interstate 73, Interstate 81, Route 11/460
(West Main Street), Route 221 (Brambleton Avenue), Route 311 (Catawba Valley Drive)
and Route 419 (Electric Road). Mr. Simpson advised that the projects not on the plan that
the County requests to be included are Route 11 (Williamson Road), Route 115 (Plantation
Road) Route 220 S (from Route 419to Buck Mountain Road), Route 116 (Jae Valley Road)
Bridge, and Route 460 E (Wal-Mart development). VDOT resident engineer Jeff Echols
reviewed the six projects currently on the Six-year Plan.
Supervisor Johnson asked if the 1-81 project through Roanoke County has
been funded. Mr. Echols responded that money has been allocated for the past several
years, but it will be several years before construction begins. Supervisor Johnson advised
that he will be requesting noise mitigation at the appropriate time. Supervisor Minnix
advised that Route 220S improvements are critical and are not even in the six-year plan.
Supervisor Nickens recommended adding Route 460E near the new Wal-Mart.
Supervisor Nickens moved to adopt the resolution with the addition of Route
460E (Walmart Development) and signalization of Chesnut Mountain Drive and Mountain
View Road. The motion carried by the following recorded vote:

RESOLUTION 071100-3 REQUESTING VDOT TO CONTINUE FUNDING
PROJECTS CURRENTLY ON THE PLAN AND ADOPT THOSE
PROJECTS IDENTIFIED AS "PROJECTS NOT ON PLAN" FOR
INCLUSION INTO THE 2000-2006 PRIMARY AND INTERSTATE SIX
YEAR IMPROVEMENT PLAN
WHEREAS, the Six Year Improvement Program is the Commonwealth
Transportation Board's plan for identifying funds anticipated to be available for highway and
other forms of transportation construction; and
WHEREAS, this program is updated annually to assist in the allocation of federal
and state funds for interstate, primary, and secondary roads.
BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia as
follows:
1. That the following projects identified as "Projects on Plan" are recommended
to continue to receive funding for planning and construction; and
Interstate 73 - Roanoke County is very supportive of this project through
southwest Virginia and looks forward to reviewing the Transportation Board
and Consultant's preliminary environmental impact study and cost estimate
for the proposed alignments within the Route 220 corridor.
Interstate 81 - Roanoke County is very supportive of the Virginia Department
of Transportation's proposed plan to increase the number of north and south
travel lanes. We look forward to reviewing the prioritized segments of 1-81
and want to continue to work with local VDOT staff to develop regional
cooperation of stormwater detention facilities and potential utility crossings.
Route 11/460 (West Main Street) - Roanoke County is pleased this section
of road made the Commonwealth's Transportation Board six-year
Improvement Program and we continue to support the funding necessary to
complete this necessary widening. The commercial and residential
development projected to occur within this area will place additional demands
on the road system that is currently providing an inadequate service level.
Current traffic counts for this section show approximately 15,000 vehicles per
day.
Route 221 (Bent Mountain Road) - Roanoke County is requesting
continued allocation of funds for this 2.3-mile road project. The residential
development projected to occurwithin this area will place additional demands
on the road system that is currently providing an inadequate service level.
Currenttrafficcounts for this section show approximately 12,000 vehicles per
day.
2. That the following projects identified as "Projects Not on Plan" have been
identified by the Board of Supervisors as extremely important to the growth of Roanoke
County orforsafety improvements and are requested to be included in the VDOT Six Year
Improvements Program for the 1999-05 Fiscal Year.
They are listed in priority order.

Route 11 (Williamson Road)
Need: Now that Route 11 has been widened from Plantation Road (Rte.
115) to Hollins College, there remains one section of three lane road from
Peters Creek Road (Rte. 117) to the Roanoke City Limits. Additionally, the
existing bridge over Carvins Creek does not meet current standards, and the
alignment of Florist Road with Route 11 creates additional congestion and
safety concerns. The existing section of road, 1.52 miles, is currently a
three-lane with the center lane used for turning movements. Ninety percent
ofthe tracts adjacent to Williamson Road are developed for commercial use.
Traffic counts: 15,000 vehicles per day from the Roanoke city limits to
Peters Creek Road. This stretch of road has also been identified as an
alternate route in the event of a blockage on 1-81/581.
Recommended Improyements: A four-lane divided highway with
appropriate cross over and turn lanes, which will complete improvement of
Williamson Road from the city limits to the Botetourt County line.
Cost: $12,000,000.

Route 115 (Plantation Road)
Need: The existing road, 2.43 miles, is two lanes with numerous side
connections to residential neighborhoods. The road needs to be improved
from Roanoke City limits north to Route 11. If full funding is not available,
various spot improvements, such as turn lanes, alignment and grade
improvements, would help with safety issues. Additional land is available
along the road for future development, which will increase traffic and
construction costs in the future.
Traffic Counts: From the Roanoke city Limits to Williamson Road, 11,000
vehicles per day.
Recommended Improvements: Four lane divided highway with appropriate
turning lanes.
Cost: $12,000,000 - $15,000,000.

Route 220S (Franklin Road)
Need: This section of 220 S is approximately 2.0 miles long and is a four-
lane divided highway. Recently a traffic study was conducted for a
commercial development and the report predicted a level of service D or F
within the next of couple of years. Additional lanes and improved vertical
alignment is required from Roanoke City limits south to Rte 668 (Yellow
Mountain Rd). Spot improvements are needed now at the intersection 419
and 220 S.
Traffic Counts: From the Roanoke City limits South is approximately 44,000

vehicles per day.
Recommended Improvements: Additional lanes and intersection
improvements.
Cost: $5,000,000 - $8,000,000.
Route 116 (Jae Valley Road)

Need: The Salem residency has notified staff that the bridge over Back
Creek is in need of repair and we wish to offer our support for improvements
to the approaches and bridge replacement. This road is serving the growing
commuter traffic from Franklin County and recreational traffic to Smith
Mountain Lake.
Traffic Counts: From the Roanoke City limits South is approximately 4,000
vehicles per day.
Recommended Improvements: Improve approaches and replace existing
bridge.
Cost: $3,000,000 - $4,000,000.
Route 311 (Catawba Valley Road) - Intersection Improvements
§.
Need: This area has experienced steady growth over the last several years
and the congestion at this intersection has increased.
Traffic Counts: Rte 311 has an average daily traffic of 11,000 vpd and
Bradshaw Road (Rte 864) carries approximately 3,200 vpd.
Recommended Improyements: Construct a right hand passing lane (left
turn lane).
Other primary roads in Roanoke County which deserve consideration for spot
improvements:
ROUTE 419 (ELECTRIC ROAD) INTERSECTION IMPROVEMENTS,
ROUTE 118, (AIRPORT ROAD), ROUTE 24 (WASHINGTON AVENUE)
INCLUDING INTERSECTION AND SIGNALIZATION IMPROVEMENTS,
AND IMPROVEMENTS A TTHE INTERSECTION OF WILLIAM BYRD HIGH
SCHOOL, ROUTE 460, (CHALLENGER AVE.), LEFT AND RIGHT TURN
LANES AT SEVERAL EXISTING SECONDARYS.
On motion of Supervisor Nickens to adopt the resolution with addition of Route 460E
(Wal-Mart Development) and signalization of Chestnut Mountain Drive and Mountain View
Road, and carried by the following recorded vote:

Reauest for approval of regional storm water detention pond and
acceptance of arant revenues. (Diane Hyatt. Chief Financial
Officer)

Mr. Hodge reviewed the flood problems that Roanoke County has
experienced in all areas of the County and the efforts to improve the conditions.
He
advised that construction of a regional storm water detention pond should be part of the
construction of the new South County High School. The pond will be situated on Mudlick
Creek upstream from areas that have experienced flooding problems in the past, and will
significantly reduce stormwater flows and improve the water quality in the Mudlick Creek
watershed.
The cost to address this regional stormwater problem is $939,420, excluding
the cost of the land. Mr. Hodge reported that the County has been notified that we have
been awarded a $230,000 grant from the State Department of Conservation and
Recreation toward this project, and $419,420 is included in site preparation bids which
leaves a balance of $290,000 to be funded. Mr. Hodge advised that staff recommends
appropriating the $230,000 state grant money to the regional stormwater detention project
and using $290,000 of the $1 ,500,000 set aside for school operations to fund the remainder
of the project.
Supervisor Nickens inquired that if the County could use the funds set aside
for future school operations for this purpose, why couldn't we also use it to purchase fire
and garbage trucks instead of lease-purchasing the vehicles. Mr. Hodge responded that
it may be four or five months before funds will be needed for the vehicles, and we need to
continue to have additional funds to reduce the school construction debt.
John E. Boone, Sr., 3523 Farmington Drive, spoke in support of accepting the

grant money and authorizing the funds for the stormwater detention pond.
Supervisor McNamara advised that he felt that the County should go forward
with the project now because he felt it would be shortsighted not to, and pointed out that
the County may need the some of the $1.5 million for school overages.
Supervisor McNamara moved to approve the funding for the detention pond
and accept grant revenues. The motion carried by the following recorded vote:

easement located on Roanoke County Tax Parcel #71.14-1-40.

Mr. Harrington reported that Jeffrey and Stephanie Jones acquired their
property in May, and prior to closing they learned that a portion of their home lies within an
unused 12 foot by 150 foot public utility easement located on their lot at 2231 Beavers
Lane. They are requesting that this unused easement be vacated. This section of Fox Fire
Subdivision was platted in 1977 and resubdivided in 1979, but the easement was not
vacated or relocated and a portion of the house was subsequently constructed within the
easement.

for a Local Public Works Improyement Proiect - South Drive
Water Proiect. (Garv Robertson. Utility Director)
Mr. Robertson reported that the wells that serve these properties are of poor
quality and the Utility Department has received a petition signed by five property owners
along South and East Drives to extend public water. The Utility Department has
determined that the cost to extend public water lines to serve the eight properties of this
area would cost $30,000. This ordinance establishes a method of financing at an interest
rate of 8% for a period of up to 10 years for the initial participating property owners. The
total connection fee will be $5,100 for those committing during the 90 day grace period.
The cost to connect at a later date will be $7,196.
There was no discussion and no citizens to speak on this ordinance.

for a Local Public Works Improyement Proiect - Chesterfield
Court Sewer Project. (Garv Robertson. Utility Director)
Mr. Robertson reported that the Utility Department received a petition for

public sewer service from the residents of the Chesterfield Court subdivision. Letters were
sent to 36 properties on April 17, 2000 explaining the cost of the project and the
requirements for approval of this project. As a result of this letter, seventeen property
owners expressed a willingness to pay $4,800 for public sewer service. These results were
slightly less than the required minimum of 50% participation, and staff conducted a
community meeting on June 19, 2000 to discuss options. The consensus of this meeting
was to eliminate four properties from the northern and southern portion of Downing Street
that chose not to participate. This revision would provide public sewer to 32 properties with
17 participants. The estimated cost of the project is $130,000. It is anticipated that with
53 percent participation of property owners, funding of $61,150 from the Public Works
Participation Fund will be required.
Mr. Robertson recommended proceeding with this project, but allowing a 90-
day grace period. Properties not participating within this time period would pay their share
of construction plus 20% and full off-site facility fee should they connect at a later date.
Based on present fees, the cost to connect at a later date would be $6,360.

ORDINANCE 071100-5 AUTHORIZING EXECUTION OF AN AGREEMENT
TO CLARIFY EASEMENT RIGHTS AND OWNERSHIP IN CONNECTION
WITH A UTILITY DEPARTMENT RESERVOIR LOT ON DORSET DRIVE
WHEREAS, by deed dated May 6, 1966, and recorded in the Clerk's Office
of the Circuit Court of Roanoke County, Virginia, between Hidden Valley Corporation and
Richard R. Hamlett Construction Company, Incorporated, Hidden Valley Corporation
reserved unto itself "the tract of ground showing a reservoir and a thirty (30) ft. drive and
utility easement as shown on Preliminary Plat of Section No.5, Hidden Valley Homes,
made by C. B. Malcolm and Son, dated October 1, 1963," and further reserved a right of
way for a 10ft. easement for water pipe line from a well on the 1.591 acre tract of Hidden
Valley Water Company, Incorporated, to the reservoir, as shown on the aforesaid
preliminary plat; and,
WHEREAS, by deed dated April 15, 1967, and recorded in the aforesaid
Clerk's Office in Deed Book 825, page 219, Hidden Valley Corporation conveyed said
"reservoir, a thirty foot drive, and utility easement", and the 10 foot easement for water pipe
line, as shown on said preliminary map, to Hidden Valley Water Corporation; and,
WHEREAS, by deed dated April 29, 1967, and recorded in the aforesaid
Clerk's Office in Deed Book 829, page 112, Hidden Valley Water Corporation conveyed all
of its assets, including but not limited to the above-described real estate, easements and
rights of way, to the Roanoke County Public Service Authority, predecessor in title to the
Board of Supervisors of Roanoke County, Virginia; and,
WHEREAS, the preliminary plat referenced above did not include a metes
and bounds description of the property conveyed and now owned by Roanoke County, and
a final plat of Section 5, Hidden Valley Homes, has never been recorded; and,
WHEREAS, the current owners ofthe surrounding properties identified on the
Roanoke County Land Records as Tax Map #76.10-5-33.2 and Tax Map #76.1 0-5-32 are
Peter F. Kelly and G. Michael Burke and Donna Burke, respectively; and,
WHEREAS, Peter F. Kelly has requested the right to use the 30' drive and
utility easement for access to his property; and,
WHEREAS, the proposed right of access does not conflict with the present
or proposed County use of the reservoir lot; and,
WHEREAS, it would be in the best interests of the County to obtain
clarification among the property owners of an accurate description of the lot owned by
Roanoke County and the rights of the adjoining property owners to the use of the 30' drive
and utility easement.

NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of the
County of Roanoke, Virginia as follows:
1. That pursuant to the provisions of Section 18.04 of the Charter of
Roanoke County, the acquisition, disposition andlorexchangeofinterests in real estate can
be authorized only by ordinance. A first reading of this ordinance was held on June 27,
2000, and a second reading was held on July 11, 2000.
2. That pursuant to the provisions of Section 16.01 of the Charter of
Roanoke County, the proposed agreement does not conflict with other public uses and will
ultimately serve a public purpose, and the above-described access easement is hereby
declared to be surplus; and,
3. That staff is authorized to proceed with a survey and preparation of a
plat to delineate as nearly as possible the accurate boundaries of the reservoir lot, the 30'
drive and utility easement, and the 10' water line easement on Dorset Drive.
4. That the County Administrator, or any Assistant County Administrator,
is authorized to execute an agreement with the adjoining property owners, Peter F. Kelly
and G. Michael Burke and Donna Burke to clarify the accurate boundaries of the reservoir
lot and to further grant or quit-claim any rights of access or utility easements over the 30'
drive and utility easement to said property owners as they may require for their respective
properties.
5. That the County Administrator, or any Assistant County Administrator,
is hereby authorized to execute such other documents and take such further actions on
behalf of Roanoke County as may be necessary to accomplish the purpose of this action,
all of which shall be on form approved by the County Attorney.
6. That this ordinance shall be effective on and from the date of its
adoption.

Detective; and
WHEREAS, Sergeant McElvein retired from Roanoke County on July 1,2000,
as a Police Officer - Sergeant, after more than twenty three years of service; and
WHEREAS, Sergeant McElvein attended the first training session of the
Forensic Academy in Richmond and has been active in the collection and preservation of
evidence since that time; and
WHEREAS, as a member of a State Police Task Force, Sergeant McElvein
was instrumental in investigating and solving crimes in the Roanoke Valley and other
jurisdictions; and
WHEREAS, Sergeant McElvein, through his employment with Roanoke
County, has been instrumental in improving the quality of life for its citizens.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of
Roanoke County expresses its deepest appreciation and the appreciation of the citizens
of Roanoke County to PAUL B. MCELVEIN for more than twenty three years of capable,

fully incorporated herein by reference, are shown on plats recorded in the Clerk's Office of

WHEREAS, the Resident Engineer for the Virginia Department of
Transportation has advised this Board the streets meet the requirements established by
the Subdivision Street Requirements of the Virginia Department of Transportation, and

Fire and Rescue Staffina Reauirements
The work session was presented by Chief Rick Burch and Mr. Hodge, and
was scheduled to discuss the decision to move career firefighters from Bent Mountain to
Back Creek. There was a powerpoint presentation showing the criteria for allocating staff
which included the number of calls, the distance between stations, opportunity for regional
efforts, proximity to schools, hospitals, nursing homes, and multi-story buildings, availability
of volunteers, and growth and development. Other information provided to the Board
included the 1999 annual calls during career hours, showing that Back Creek received 127
calls and had no career staff, and Bent Mountain received 107 and had 3 career staff. Of
the Bent Mountain calls, 43 were from Bent Mountain and 43 were from Floyd County.
Supervisor Nickens asked if Floyd County would be willing to pay for some
of the expenses and Mr. Hodge responded that they were willing to consider this but it may
take another budget year. There was a discussion on the reaction and response times
from Back Creek to Bent Mountain and the cost to convert to an all career staff which would
cost an estimated $4 million to $5 million, and could increase the tax rate 14 cents to 15
cents. Supervisor Nickens pointed out that there is only one career staff at Mount Pleasant
and asked how they handle calls. Chief Burch advised that use a dual dispatch with
Clearbrook and Vinton and are continuing to pursue a cooperative effort with Roanoke City.

Supervisor Church pointed out that life saving activities should be the number one priority.
Supervisor Nickens agreed with Supervisor Church, and suggested that the staff look at
the county-wide fire and rescue staffing needs over the next sixty days, with the number
one priority of life saving support.
Supervisor Church suggested that the volunteers again look at fees for
service as a method of funding additional personnel. He agvised he would remain
opposed to the fees for service until the volunteers supported it. He asked for some
response from the volunteers as this may be the only way the County could fund additional
career personnel.
Chairman McNamara thanked the citizens and volunteers for attending the
meeting and advised that no formal action would be taken at this time.

appropriated from the Board Contingency Fund.

The work session was held from 7:30 p.m. until 8:45 p.m., and was presented
by Economic Development staff David Porter, Joyce Waugh, Melinda Cox, and Brian

Hamilton.
Economic Development Director David Porter presented the progress report
from January 1 to June 30, 2000, and reported that there were 38 total visits during that
time and 230 inquiries processed.
Mr. Porter also presented the business plan for fiscal years 2001-2006. The
Plan emphasizes that the primary areas of focus will be marketing and business
recruitment, product development, business retention and expansion, workforce
development and tourism and community relations.
The targeted industries are
transportation systems and equipment, biotechnology and biomedical, metal fabrication and
machine tools, electronics/electric components and assembly, and information and
telecommunications technology.
Supervisor McNamara advised that he did not believe that tourism and
community relations should be part of economic development. He also felt that the County
should focus on one industry with a targeted marketing campaign. Supervisor Nickens
agreed. Supervisor Johnson suggested targeting more of what already exists in the
Roanoke Valley such as healthcare and biomedical businesses and industries. Mr. Hodge
recommended that Mr. Porter travel to Richmond once a month and Ms. Cox travel to
Virginia Tech once a month.
It was the consensus of the Board to target several major industries, and
there was general approval of the Economic Development Strategies. Staff was directed
to bring the plan back to the Board for formal adoption.
