HomeMy WebLinkAbout7/24/2000 - Special July 24, 2000 443 Roanoke County Administration Center 5204 Bernard Drive Roanoke, Virginia 24018 July 24, 2000 The Board of Supervisors of Roanoke County, Virginia, met this day at the Salem Civic Center, this being an adjourned meeting from July 11, 2000 for the purpose of a joint meeting with the Salem City Council. INRE: CALL TO ORDER Chairman McNamara called the meeting to order at 12:40 p.m, following a - luncheon hosted by Salem City Council. The roll call was taken. MEMBERS PRESENT: Chairman Joseph McNamara, Supervisors Joseph B. "Butch" Church, Bob L. Johnson, Harry C. Nickens MEMBERS ABSENT: Vice Chairman H. Odell "Fuzzy" Minnix STAFF PRESENT: Elmer C. Hodge, County Administrator; Paul M. Mahoney, County Attorney; Mary H. Allen, Clerk to the Board; John M. Chambliss, Assistant County Administrator, Dan O'Donnell, Assistant County Administrator, Pete Haislip, Director of Parks, Recreation and Tourism, Vickie Huffman, Assistant County Attorney, Jill B. Barr, Community Relations Director SALEM CITY COUNCIL: Mayor Carl E. Hanging Rock Battlefield and Trail Foundation IN RE: INVOCATION The invocation was given by Harry Nickens, Roanoke County Board of Supervisors. IN RE: WELCOMING COMMENTS Chairman McNamara thanked Salem City Council for inviting them to lunch and advised that the Board of Supervisors would like to work with Salem City Council whenever possible. Mayor Tarpley thanked Mr. Hodge and Mr. Smith for their work on the Hanging Rock Trail and expressed support for the two localities jointly entering into the agreement to accept the donation. INRE: DONATION OF THE HANGING ROCK BATTLEFIELD TRAIL FROM THE HANGING ROCK BATTLEFIELD AND RAILROAD PRESERVATION FOUNDATION TO THE COUNTY OF ROANOKE AND CITY OF SALEM Mr. Hodge pointed out that the Hanging Rock Trail was one of the first greenways in the Valley, the first was located in Garst Mill Park and the second was located in Vinton. It was constructed with $750,000 in grant funding. Mr. Smith asked what will happen to the Foundation and its funds. Mr. Robbins advised it will continue as a 501 C entity until the bridge is constructed, and if the County and City agree, they will continue to operate. Their main concerns are a lack of volunteer assistance and the potential liability if someone is injured on the trail. In response to a question from Supervisor Nickens, Mr. Mahoney advised that the July 24, 2000 445 Foundation has a $2 million insurance policy. Supervisor Church advised he would like the Foundation to continue with fund-raising and maintenance of the trail. Supervisor Nickens concurred, but expressed concern that the County may have to hire additional staff to maintain greenways. Mayor Tarpley advised he thought it was a good investment for both localities. There was consensus from both governing bodies that the request to accept the donation will be brought to their next meetings for approval. INRE: OTHER DISCUSSION Mayor Tarpley updated the Board of Supervisors on their plans for the - Baseball Hall of Fame. Supervisor Church suggested that the two governing bodies meet more frequently, and there was consensus to meet again in January 2001. Supervisor Johnson suggested that at that meeting they receive a report from the Greenway Commission.
